Abstract

This journal aims to discuss the security system for the Bogor City Hall office in dealing with the threat of criminal acts of terrorism. The city of Bogor as a buffer for Jakarta is included in the VIP security ring because it is close to the Bogor Palace. This research method uses qualitative research with a descriptive analysis design. The results of this study conclude that First, physically, strengthening the Internal Security System for the Bogor City Hall Office can be carried out with the following steps; Increase the Risks, Increase the Effort, Reduce the Rewards, Remove Excuses, and Reduce Provocations. Second, efforts to strengthen the Internal Security System for the Bogor City Hall Office through Fostering the National Insight of Employees, fostering national insight for Bogor City Hall employees aims to help them internalize national values, such as love for the motherland, awareness of the importance of national security, and a spirit of unity and unity. Such coaching can help increase their awareness and alertness to suspicious signs and behavior around them.

Abstract

Ensuring airport security is of paramount importance to safeguard the lives of passengers and prevent acts of terrorism. In this context, developing advanced technology for early terrorist detection is crucial. This paper presents a novel approach to enhancing security measures at airport checkpoints by applying Convolutional Neural Network (CNN) and Artificial Neural Network (ANN) algorithms in face image recognition. Our system utilizes state-of-the-art artificial intelligence techniques to analyze facial features. Our research uses VGG architecture and pre-trained with face data as a CNN model. This model is used to extract face embedding features from the dataset. These embedding features are then compressed with Principal Component Analysis (PCA) to obtain the meaningful feature as training data for the ANN algorithm. We trained our system using data from 500 identities data with 60 data for each identity.  This training enables our system to recognize known terrorists and individuals on watchlists by comparing the facial features of individuals passing through security checkpoints with those in the database. The proposed CNN-ANN-based face recognition system not only enhances airport security but also significantly reduces the processing time for security checks. It can quickly identify potential threats, allowing security personnel to take appropriate actions in real time ensuring a rapid response to security concerns. We present the architecture, training methodology, and evaluation of the CNN-ANN model, achieving a high accuracy of 91.16% and precision of 91.36%. Through this research, we aim to increase airport security and strengthen efforts to combat terrorism, making air travel safer and more secure for all passengers.

Abstract

The Container Security Initiative (CSI) is a pivotal program in enhancing global supply chain security, particularly in Indonesia. Introduced as a response to terrorist threats post-September 11, 2001, CSI aims to secure international container shipments through pre-screening at ports of origin. This article analyzes CSI implementation in Indonesia, its impact on supply chain security, and its role in bolstering maritime security. CSI has proven effective in mitigating smuggling risks and improving logistical efficiency. The program also fosters international cooperation in addressing transnational threats. Despite challenges such as increased operational costs, CSI contributes significantly to Indonesia's national security and economic stability. Effective CSI implementation has the potential to strengthen Indonesia's position in global trade and enhance resilience against maritime security threats.

Abstract

The border post serves as a means of supervision, security, and community services in the border area between Indonesia and Papua New Guinea. Electricity needs have not been met due to limitations both in terms of economic and geographical conditions. To overcome this problem, the method is measure the potential of solar power sources in the area using GIS data from NASA Prediction of Worldwide Energy Resources (POWER) which provides data on solar radiation and temperature in a 5-year period (2018-2022). So that the potential for solar electricity is obtained, which is 4.974 kWh/m2 /day, which means that it has the potential for the construction of solar power plants.

Abstract

This study analyzes the determination of holding areas for flights at Halim Perdanakusuma Airport, which serve as temporary zones for aircraft during delays in departure or arrival. With increasing flight activities, optimizing holding areas is essential to ensure smooth airport operations. The study integrates weather radar and rainfall data with evaluations of airport operational capacity and flight safety considerations. This approach identifies optimal holding area locations by accounting for rainfall intensity, visibility, and weather disruptions. Key findings highlight that using weather radar for predictive analysis can significantly reduce delays and enhance safety in challenging weather conditions. The contribution of this research lies in proposing a data-driven methodology for holding area management that can be applied to airports facing similar challenges. This approach not only supports better decision-making but also offers practical strategies for adapting to dynamic weather conditions. Future research could explore incorporating advanced technologies, such as artificial intelligence, to further refine predictive capabilities and expand the scope of analysis to multiple airports.

Abstract

Background: Counter-terrorism strategies in Indonesia have evolved in response to the dynamic nature of global and domestic security threats. The Indonesian government has implemented a multifaceted approach, combining intelligence strengthening, law enforcement, deradicalization, socio-economic empowerment, and media and technology management. These efforts are critical to preventing the spread of radical ideologies and terrorist attacks. However, challenges such as human rights violations and coordination gaps remain, necessitating further examination of these strategies. Methods: This essay employs a literature review method with a qualitative descriptive approach. Data were collected from various secondary sources, including academic journals, government reports, books, and media articles. Relevant literature was sourced through keyword searches in academic databases. Thematic analysis was conducted to identify key themes related to Indonesia's counter-terrorism strategies, particularly in intelligence, law enforcement, deradicalization, and technology management. Findings: The analysis revealed that Indonesia’s counter-terrorism efforts are effective in certain areas, particularly intelligence collaboration between agencies like BIN, Polri, BNPT, and Densus 88. However, human rights concerns persist, particularly regarding the use of surveillance technologies and law enforcement practices. Deradicalization programs that integrate religious moderation and socio-economic empowerment show promise in reintegrating former terrorists into society. Additionally, big data and AI play an increasingly critical role in detecting online extremist content, though balancing privacy and security remains a challenge. Conclusion: Indonesia's counter-terrorism strategy demonstrates a comprehensive approach that addresses both immediate security concerns and long-term prevention of radicalization. While successful in many aspects, further improvements are needed to address human rights issues, enhance inter-agency coordination, and optimize the use of technology. A balanced approach that respects civil liberties while ensuring national security is essential for sustained success. Novelty/Originality of This Study: This study provides a detailed analysis of Indonesia's counter-terrorism strategies through a comprehensive literature review, highlighting the interplay between intelligence, law enforcement, social reintegration, and technology. It also emphasizes the importance of transparency and human rights in counter-terrorism efforts, which have received limited attention in previous studies.

Abstract

Background: The Papua border region faces significant security challenges due to its remote geography, limited infrastructure, and sparse monitoring resources. These issues hinder swift responses to threats, leaving the border vulnerable to criminal and smuggling activities. Effective leadership strategies that account for local wisdom and foster cross-stakeholder collaboration are essential to address these challenges. Methods: This study uses a qualitative literature review method to synthesize data from relevant studies, government reports, and security assessments. In addition to a primary analysis of previous literature, insights were gathered through the qualitative approach, including interviews and observations conducted over five years. Data collection involved triangulation through interviews with key informants and document analysis, with purposive and snowball sampling to ensure a comprehensive understanding. Findings: Findings indicate that a dual leadership style and collective decision-making approach significantly enhance border security. Engaging local stakeholders, particularly through partnerships with the Indonesian National Armed Forces (TNI), police, and the National Border Management Agency (BNPP), creates an adaptive, sustainable security system. Infrastructure development, informed by local customs and practices, also empowers communities to participate in border monitoring. Conclusion: The combination of flexible, adaptive leadership with a collaborative strategy among central and local entities strengthens border security management in Papua. Emphasizing local participation and infrastructure improvements aligns security efforts with community needs, promoting a more integrated and responsive approach. Novelty/Originality of this article: This study highlights the importance of incorporating local cultural wisdom and multi-stakeholder collaboration in security strategies for the Papua border region. The dual leadership model, combining central and local authorities, along with active community involvement, creates a unique framework for addressing security challenges in remote and resource-limited areas.

Abstract

This study aims to analyze the relationship between the revision of Law Number 34 of 2004 and the issue of the return of ABRI's dual function and civil supremacy in the context of Indonesian democracy and reform. The mixed methods approach with SEM PLS-4 and NVivo 12 analysis is used to achieve that goal. The results of the analysis using NVivo 12 showed that ABRI's dwifunction would not return and civil supremacy was maintained because, legally, the TNI remained focused on its role as a tool of national defense. The civil government, through the Parliament and public supervision, has full authority to oversee the TNI so that the TNI still maintains its tested neutrality. The results of the SEM PLS-4 analysis show that the TNI Law's political variable on the issue of ABRI's dual function and civilian supremacy has a statistically significant effect, with a T-statistic value of 5.073 and P-value of 0.000 and a large effect on the model (F-square 0.489). The contribution of this research is to provide an understanding of the importance of a balance between freedom of opinion, politics, and the interests of national defense as a system that supports each other in the post-reform era, as well as in facing the challenges of reform and hybrid warfare towards Indonesia Gold Indonesia 2045. The limitations of this study lie in a limited time, which affects the depth of analysis and data scope so as to limit the perfection of the results of the research as a whole.

Abstract

This research was made to determine the effect of defense management on national interests using the mixed methods approach. Qualitative data are analyzed using NVivo 12, while quantitative data uses SEM-PLS 4 software to obtain robust and reliable findings. The results showed that defense management reengineering had a significant effect on the realization of national interests in overcoming separatists in Papua. Cronbach’s alpha and composite reliability values ​​that show high internal consistency. Average Variance Extracted (AVE) of more than 0.50, confirming the convergence of good indicators. The evaluation of the structural model shows a significant relationship between the engineering management of defense and national interests (the path coefficient = 0.661, p-value = 0.000), with an R-square value of 0.437, which shows moderate influence. NVivo 12 analysis reveals a major factor in strengthening national interests, including logistical readiness, interoperability between units, and local communities in handling separatism. However, there are limitations such as budget constraints, multidimensional threat complexity, and lack of cross-sector coordination that hamper optimal implementation. Importance-Performance Map Analysis (IPMA) shows that although engineering management of defense has a significant effect on national interests, its performance still needs to be improved. This study contributes originality by integrating SEM-PLS and NVivo to provide a holistic perspective and emphasize the need for more adaptive defense reengineering management to increase the effectiveness of defense strategies in dealing with separatist threats.

Abstract

The characteristics of ash volcanoes can be detected using weather radar by analyzing volcanic ash clouds. Weather radar reflectivity data can describe the estimated height of the column of volcanic ash cloud and the trajectory or direction of the eruption cloud. The BMKG's C-band single-polarization weather radar at Maumere Meteorological Station observed several eruptions of Mount Lewotobi Laki-Laki. Mount Lewotobi Laki-Laki is about 60 km from Maumere Weather Radar, which is still included in the radar coverage. From several eruption events, the eruption activity on 8 November 2024 of Mount Lewotobi Laki-Laki could be observed from the Maumere Weather Radar. The radar data processing produces Maximum (MAX) and VCUT (Vertical Cut) products to obtain information on the height of volcanic eruptions and eruption characteristics in more detail. The MAX and VCUT products of weather radar on the eruption event in this study show that the height of the column of volcanic ash cloud observed by weather radar is higher than the direct observation report by PVMBG.
