Abstract

The quality of primary education is a fundamental determinant of individual life trajectories and national development. This research aims to analyze the partial and simultaneous impact of principals’ instructional leadership and teachers’ pedagogical competence on learning quality of elementary schools in Kecamatan Pedurungan of Semarang. Employing a quantitative, explanatory research design, the study involved 389 elementary school teachers, from whom a sample of 197 was designated using the Slovin formula and proportional random sampling. Data were collected via questionnaires and analyzed using multiple linear regression. The findings reveal that principals’ instructional leadership and teachers’ pedagogical competence significantly affect learning quality of elementary schools, both partially and simultaneously. The robust correlation, quantified at 77.9%, between the synergistic influence of instructional leadership and pedagogical competence on learning quality carries profound implications for educational practice and policy. Effective instructional leadership transcends mere administrative oversight; it encompasses the proactive engagement of school leaders in curriculum development, instructional supervision, and the professional growth of educators. Abstract

Kualitas pendidikan merupakan hal yang sangat penting untuk ditingkatkan salah satunya yaitu dengan memanfaatkan Rapor Pendidikan sebagai dasar untuk perencanaan berbasis data. Penelitian ini bertujuan untuk mengidentifikasi peluang dan tantangan dalam perencanaan berbasis data dengan memanfaatkan Rapor Pendidikan. Metode yang digunakan dalam penelitian ini yaitu campuran kuantitatif kualitatif menggunakan desain concurrent embedded terkait dengan pemanfaatan Rapor Pendidikan sebagai dasar dalam penyusunan RKAS (Rencana Kerja dan Anggaran Sekolah) dengan teknik purposive sampling dan validitas penelitian maka dilakukan triangulasi metode yaitu dengan wawancara, observasi, dan penelusuran dokumen. Hasil penelitian menunjukkan bahwa peluang dalam perencanaan berbasis data Rapor Pendidikan yaitu data yang didapatkan merupakan data yang akurat dan terkini sehingga penyusunan RKS/RKT/RKAS menjadi lebih tepat sasaran sesuai dengan masalah yang dialami sekolah, lebih efisien, lebih partisipatif, lebih transparan, lebih dapat dipertanggung jawabkan serta lebih cepat dan mudah. Selain peluang, terdapat juga tantangan dalam perencanaan berbasis data Rapor Pendidikan yaitu minimnya pemahaman dan keterampilan menganalisa terhadap data dalam Rapor Pendidikan sehingga dibutuhkan pelatihan/ pendampingan dalam mecari permasalahan yang tertera dan menentukan kegiatan alternatif untuk mengatasi permasalahan tersebut sehingga dapat membantu satuan pendidikan dalam meningkatkan kualitas pendidikan. Kata Kunci,: Perencanaan Berbasis Data (PBD), Rapor Pendidikan, RKAS, Kualitas Pembelajaran.

Abstract

Provisions in Presidential Regulation No. 57 of 2021 concerning Education Standards and Minister of National Education Regulation No. 19 of 2007 concerning Education Management Standards by Elementary and Secondary Education Units set standardized indicators for education management from elementary to secondary levels. One form of indicator is the relationship between education and the quality of educational reports. However, there is an issue of weak educational quality reports that vary and often lead to bias, resulting in planning that is merely focused on administrative document fulfillment rather than achieving the intended goals. The research focus is on developing a platform as a solution to the Education Report based on Minister of National Education Regulation No. 19 of 2007. The research method used is descriptive qualitative to examine how the newly launched Indonesian Education Report platform can be utilized in data-based education planning to ensure more targeted planning and enhance the quality of education. The analysis results indicate that the Education Profile and Report platforms of each education unit serve as empirical databases that will be used as the basis for the development of ARKAS. The provision of educational services within these data-based education units will be more optimal as they are based on data from each indicator achievement available on the Education Profile and Report platform.

Abstract

This study aims to evaluate the effectiveness of the Induction Program for New Teachers (PIGP) implemented in Bandar District, Batang Regency, Central Java. A qualitative research approach with a case study design was employed. The research subjects consisted of civil servant teachers participating in the PIGP program. Data were collected through observations, in-depth interviews, and document analysis. The findings reveal that implementing the PIGP program in Bandar District aligns with existing regulations, specifically the Regulation of the Minister of National Education No. 27 of 2010 and the Decree of the Director General of Islamic Education No. 5792 of 2019. The program has proven effective in supporting novice teachers in adapting to their professional environment and enhancing their pedagogical, professional, social, and personal competencies. This effectiveness is evident in the increased self-confidence and preparedness of teachers in fulfilling their professional responsibilities. Nevertheless, several challenges were identified, including insufficient training for mentors, the unavailability of comprehensive technical implementation guidelines, and limited outreach efforts by the local education authorities. To address these issues, it is recommended that the implementation quality be improved through ongoing professional development for mentors and the provision of detailed technical manuals.

Abstract

The enforcement of discipline at school environment is important to create a condusive learning atmosphere. Howeverit sometimes faces child protection regulation poin 35 of 2014 about child’s protection. This study aims to examine the conflict appear between the implementation of disciplinary enforcement by the school and the legal limitations ruled in the child protection law, especially in SMA N 1 Kembang Jepara. The research method used a descriptive qualitative approach with data collection techniques and interviews, observations, and documentation studies. The result of the study showed there is dilemma faced by teachers and school stake holders in deciding strict action for students who break the rules for there is consideration of violating the children rights. This conflict appears because of lack of balanced understanding between legal protection for children and need for discipline in the education. The study recommends the need for special training for educators regarding legal limitations in enforcing discipline. As well as the importance of preparing national standart procedures (SOP)for discipline that are in line with statutory regulations. Effective communication could be done by the stake holders to minimize the different perception that triggers the emerged conflict.

Abstract

This study aims to analyze the influence of transformational leadership style and academic supervision on school quality in junior high schools in Batang Timur, Batang Regency. Transformational leadership style includes dimensions such as idealized influence, inspirational motivation, intellectual stimulation, and individual attention. Academic supervision, carried out by the principal, plays an important role in improving the quality of education through systematic planning, implementation, and evaluation of teacher performance. This study uses a quantitative approach with a survey method. Data were collected through questionnaires distributed to 252 teachers in junior high schools in Batang Timur. The results showed that transformational leadership style has a positive and significant influence on school quality with a regression coefficient value of 0.385, which means that every one-unit increase in transformational leadership will increase school quality by 0.385 units. Academic supervision has a stronger influence with a regression coefficient value of 0.504, which shows that every one-unit increase in academic supervision will increase school quality by 0.504 units. Overall, academic supervision has a more dominant influence than transformational leadership, with a difference of 0.119 units. This study shows that the combination of effective transformational leadership and quality academic supervision can have a greater impact on improving school quality. These results provide recommendations for school principals to further optimize the role of academic supervision and develop a transformational leadership style to improve the quality of education in junior high schools in Batang Timur and its surroundings.

Abstract

Penelitian kuantitatif ini bertujuan untuk menganalisis pengaruh kepemimpinan instruksional kepala sekolah, kompetensi profesional guru, dan kesejahteraan psikologis guru terhadap mutu pendidikan di SMP/MTs Kecamatan Tersono, Kabupaten Batang, dengan sampel penuh 111 responden. Data dikumpulkan menggunakan kuesioner dan dianalisis melalui SPSS for Windows versi 29.0 dan SPSS Amos versi 26.0. Hasil menunjukkan kepemimpinan instruksional kepala sekolah berpengaruh positif signifikan terhadap mutu pendidikan sebesar 46,3%, sementara kompetensi profesional guru berkontribusi positif sebesar 45,0%. Kesejahteraan psikologis guru juga menunjukkan pengaruh positif signifikan sebesar 26,1%. Secara keseluruhan, variabel kepemimpinan kepala sekolah, kompetensi guru, dan kesejahteraan guru secara bersamaan berkontribusi sebesar 80,2% terhadap mutu pendidikan, ditunjukkan oleh nilai Adjusted R Square 0,802, dengan 19,8% sisanya dipengaruhi oleh faktor lain di luar penelitian ini. Temuan ini menegaskan bahwa peningkatan mutu pendidikan memerlukan sinergi antara kepemimpinan yang efektif, peningkatan kompetensi profesional guru, dan dukungan kesejahteraan psikologis guru. Pengelolaan sekolah yang baik serta sistem pendukung bagi guru memainkan peran penting dalam mendorong kualitas pendidikan yang lebih tinggi dan hasil yang optimal.

Abstract

This study analyzes the impact of zoning policy on the quality of education at SMP Negeri 4 Comal, Pemalang Regency. The zoning policy was introduced to improve equitable access and quality of education, where students are accepted based on their proximity to the school. A qualitative approach with a descriptive method was employed, involving observations, interviews, and documentation from the principal, teachers, students, and parents. The findings indicate that the implementation of the zoning policy at SMP Negeri 4 Comal has improved educational access; however, challenges remain, such as inadequate infrastructure and community resistance related to perceptions of favored schools. This research provides recommendations for local governments to enhance the implementation of zoning policies to effectively achieve equitable educational quality. Thus, this study contributes to the development of public administration knowledge, particularly in the context of educational policy in Indonesia.   Keywords: zoning policy, quality of education, SMP negeri 4 comal

Abstract

Education investment is a strategic step to improve the quality of human resources and economic growth. This study uses library research with a cost-benefit analysis (ABM) approach to evaluate the effectiveness of education investment in Indonesia, including direct costs, indirect costs, and benefits such as increased income up to 2.5 times and positive social impacts, such as reduced inequality. The results show a favorable cost-benefit ratio, especially in higher education. Recommendations include increasing the budget, expanding scholarships, and integrating technology to optimize education investment.

Abstract

This research aims to analyze the implementation of the Kalongan 02 State Elementary School using education report card data to plan education financing. The main focus of the research is whether the school has succeeded in using education report card data in planning financing at the Kalongan 02 State Elementary School. This research uses qualitative methods, meaning the researcher conducted interviews, directly observed activities at the school, and collected various documents. The results show that although schools have been able to find problems from student learning outcomes reports, in planning financing management, schools have not fully used this data. For example, even though data shows that students are still weak in literacy and numeracy skills, and school facilities do not fully facilitate inclusive students, the budget created is not fully aimed at overcoming these problems. From the results of this research, researchers recommend that schools be more careful in planning financing, analyze data in more depth, and involve all interested parties. This research emphasizes the importance of using data in managing schools and provides suggestions for improving the quality of education by managing school fees better.
