Abstract

The research titled "Implementation of Independence Development in Class II A Women's Penitentiary Palembang" highlights two main issues: the lack of agricultural facilities within the institution and the low enthusiasm of inmates towards the independence development program. The research method applied is qualitative descriptive. Based on the conducted research, several key aspects in the development program at Class II A Women's Penitentiary Palembang are identified: Planning: Despite being supported by DIPA funds and Bayangkhari Polda grants, there are still deficiencies in facilities and land that affect the optimization of farming programs. Organization: The program operates effectively when all members clearly understand their roles and functions, enabling preparation and management of the program to be more measurable. Actuating: Implementing performance standards and delegation of authority help maintain coordination of tasks in accordance with established SOPs. Controlling: Overall, inmates participating in the independence development program are less motivated. This results in minimal skills upon their release, hence the impact of the development program is not yet significant. These findings underscore the importance of improvement in several aspects, particularly in providing facilities and infrastructure, as well as motivation for inmates to maximize the benefits of the development program they are involved in.

Abstract

Village Fund Management in Bukit Village, Betung District, Banyuasin Regency, is fully allocated for infrastructure improvements. However, there are problems in the effectiveness of managing these funds, namely the lack of transparency in the information provided by authorized officials to citizens, which causes this program to not be implemented effectively. This research is descriptive research with a qualitative approach. The theory used is the Effectiveness Measure Theory by Edy Sutrisno (2007:125-126), which includes the dimensions of Program Understanding, Right on Target, On Time, Achievement of Goals, and Real Change. The results of the research show that some uses of village funds are effective and some are not yet effective. In terms of Program Understanding, the level of understanding is classified as very low, which is caused by an educational background that requires further guidance and socialization regarding village fund management. Apart from that, coordination with the community of Bukit Village, Betung District, needs to be improved because miscommunication often occurs between work units, both within the village government itself, between the government and the community, as well as between the government and stakeholders in planning the development of village fund management in Bukit, District Betung, Banyuasin Regency.
