Abstract

This literature review aims to analyze and synthesize the findings from various studies on character education policy in Indonesia and how it affects student academic achievement. Within the national education system, the Strengthening Character Education policy has been a major focus. However, the relationship between character implementation and academic achievement remains debated. The research method employs a qualitative approach with content analysis techniques on scientific literature from 2015-2025 sourced from national and international journals and official policy documents from the Ministry of Education, Culture, Research, and Technology. Data analysis was conducted through content analysis techniques encompassing reduction, data presentation, and conclusion drawing. Overall, the results indicate that character education policy has an indirect positive effect on academic achievement. Mediating variables, enhanced character traits such as discipline, responsibility, and integrity, increase student engagement in the learning process. The reviewed studies emphasize that consistent policy implementation, character integration in every subject, and comprehensive school environment support are critical components determining success. Nevertheless, there are significant research gaps in terms of standardizing credible character evaluation instruments and measuring long-term impact. According to this research, character strengthening is a prerequisite for creating a good learning environment, which in turn improves academic achievement. Therefore, in the future, more in-depth longitudinal empirical research is needed.

Abstract

The rapid expansion of digital learning ecosystems has reshaped instructional practices in Islamic Religious Education (PAI), raising concerns about how adab (etiquette) and akhlak (moral character) can be effectively nurtured in Distance Learning (Pembelajaran Jarak Jauh, PJJ). National education policies including the National Education System Law, the Character Education Strengthening Program, the Pancasila Student Profile, the Merdeka Curriculum, and Religious Moderation provide a strong normative basis for integrating moral values into online learning spaces. The purpose of this study is to analyze how these policy frameworks support and direct the strengthening of moral and ethical formation in PAI PJJ. This research employs a qualitative approach using a library research design, drawing on educational regulations from 2020–2023, complemented by academic journals and books. Data were examined through content analysis. The findings show that policy guidelines encourage the incorporation of character-based competencies into digital pedagogical practices, such as the use of learning management systems, moderated online discussions, and affective assessment strategies. However, implementation remains constrained by reduced face-to-face interaction, digital literacy disparities, and challenges in observing and evaluating moral behavior in virtual environments. Despite these obstacles, the study identifies opportunities in ethical digital literacy, constructive e-moderation, and teacher digital exemplarity as strategic pathways for value internalization.
