Abstract

Irza Fachrul Muswar, 2023. Quality of Buy The Service (BTS) Transportation Services for Trans Mamminasata Bus Friends in Makassar City. Thesis, Faculty of Social and Legal Sciences, Public Administration Study Program, Makassar State University. Supervised by Herlina Sakawati and Haedar Akib. This research aims to determine the quality of Buy The Service (BTS) transportation services for Trans Mamminasata Bus Friends in Makassar City. To achieve this goal, researchers used data collection techniques through interviews, observation and documentation. The data obtained from the research results were processed using qualitative analysis to determine the quality of Buy The Service (BTS) Teman Bus Trans Mamminasata transportation services in Makassar City. The results show that the Quality of Buy The Service (BTS) Transportation Services for Trans Mamminasata Bus Friends in Makassar City is running well. This is proven based on the results of interviews, observations and documentation carried out. In several indicators according to Parasuraman et al. in Tjiptono (2000, p. 70). namely Tangibles (Physical Evidence), Reliability (Reliability), Responsiveness (Responsiveness), Assurance (Guarantee), and Empathy (Attention). However, the Tangibles (Physical Evidence) and Reliability indicators still need to be improved.

Abstract

Health services are one of the important aspects of public services that aim to improve the welfare of the community. This research focuses on the quality of e-government-based health services at RSUD Sheikh Yusuf Gowa Regency, which has implemented information technology innovations such as SIMRS and Mobile JKN applications. Despite efforts to improve efficiency and public satisfaction, various obstacles remain, such as limited human resources, infrastructure, information systems, and suboptimal coordination between units. Using a descriptive qualitative approach, this study explores the determinants that affect service delivery, both enabling factors such as the competence of medical personnel, adequate facilities and infrastructure, and information technology, as well as inhibiting factors such as complicated bureaucracy, lack of digital literacy, and limited employee motivation. The results indicate the need for comprehensive improvements, including strengthening the capacity of human resources, simplifying procedures, improving facilities, and optimizing technology to improve the quality of health services. The findings are expected to serve as a basis for RSUD Sheikh Yusuf in providing better quality, efficient services that meet the expectations of the community.

Abstract

Penelitian ini bertujuan untuk mengembangkan strategi pengembangan kapasitas dalam mengoptimalkan layanan Perusahaan Daerah Air Minum (PDAM) Tirta Danau Tempe di Kabupaten Wajo. Desain penelitian menggunakan pendekatan kualitatif dengan studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumen. Informan penelitian meliputi Direktur Utama PDAM Tirta Danau Tempe, Kepala Keuangan, Kepala Teknik, Karyawan, serta pengguna layanan. Hasil penelitian menunjukkan bahwa strategi pengembangan kapasitas dalam mengoptimalkan layanan PDAM Tirta Danau Tempe di Kabupaten Wajo dilakukan melalui implementasi strategi "SITOLO," yaitu: 1) Pengembangan kapasitas sumber daya manusia, 2) Pengembangan kapasitas infrastruktur, 3) Pengembangan kapasitas teknologi, 4) Pengembangan kapasitas kelembagaan, dan 5) Pengembangan kapasitas operasional. Pengembangan kapasitas sumber daya manusia melalui pelatihan dan pengembangan profesional dapat meningkatkan kompetensi dan efisiensi dalam manajemen serta operasional. Pengembangan infrastruktur diperlukan untuk memperbaiki pipa-pipa yang sudah usang dan membangun fasilitas pengolahan air modern. Pemanfaatan teknologi informasi dan komunikasi (TIK) seperti sistem informasi geografis (GIS) dan sensor pintar dapat meningkatkan efisiensi operasional dan mengurangi kebocoran. Penguatan kapasitas kelembagaan melalui peningkatan tata kelola dan struktur organisasi sangat penting untuk memastikan transparansi dan akuntabilitas. Selain itu, pengembangan kapasitas operasional yang mencakup pemeliharaan rutin dan manajemen pelanggan juga diperlukan untuk meningkatkan kualitas layanan.

Abstract

This research aims to find out the capabilities owned and supervision at the Regional Inspectorate of South Sulawesi Province. This research is a qualitative research that shows an objective picture of a situation. Data collection was carried out through observation, interview, and documentation techniques. The data analysis techniques used in this study are data reduction, data presentation, and conclusion drawn.The results of the study show that the APIP Capability at the Regional Inspectorate of South Sulawesi Province has been running well, although there are still some shortcomings in its implementation. This can be seen from Roles and Services, Professional Practices, Accountability and Performance Management, Culture and Organizational Relationships, Structure and Governance that have been running well, but there are still shortcomings in HR Management. The supervision carried out as a form of service for ASN is the Review Assistance Service for Regional Apparatus Organizations (OPD) in the South Sulawesi Provincial Government, the Digitization System for Follow-up Information on Audit Results (TLHP), Submission of Complaints of Suspected Criminal Acts and Violations of ASN Discipline.

Abstract

This study aims to identify the key success factors of public services in the education sector in Makassar City, using qualitative research. Based on the source, the types of data used are primary and secondary. Data obtained through interviews with the education office and school principals, while secondary data is data obtained from various literatures such as books, laws and other related sources. The results showed that there are two key success factors, namely supporting factors and inhibiting factors. Supporting factors are: a) there is good cooperation between the education office and the school assigned to do LINOA. b) there is motivation, psychology and a good spirit of willingness from the leadership. c) schools that are accessed by LINOA find it easy to make Star Class innovations and Recognise Potential, for LINOA support in building cross-sector cooperation. The inhibiting factors are: a) Asymmetric Information about the existence of LINOA. b) Misconceptions about creativity and innovation that are valuable from the existence of LINOA. c) Low HR competence in the era of capability. d) Little time to make innovations, finally no innovative thinking creativity.

Abstract

Governance accountability plays a crucial role in enhancing the quality, credibility, and competitiveness of higher education in an era marked by transparency and diverse public demands. This study is essential as it provides a comprehensive overview of higher education governance accountability, covering the management of resources, strategic decision-making, and the roles and responsibilities of stakeholders. The primary goal of the study is to analyze and explain governance accountability in higher education institutions. Using a descriptive-qualitative method with a constructive approach, data were collected through in-depth interviews, observations, and analysis of institutional documents. Universitas Negeri Makassar, a prominent university in Eastern Indonesia, was chosen as the locus due to its accreditation status and applied governance model. Thematic analysis was employed to identify key patterns related to governance accountability. The results revealed that although the university's nine faculties and postgraduate programs have implemented a well-structured governance system, challenges persist, such as limited information transparency due to leadership transitions, stakeholder representation issues, and difficulties in adopting digital-based performance evaluation mechanisms. These findings contribute to improving accountability systems in higher education and highlight the need for stronger transparency, responsiveness, internal audits, and capacity-building in institutional governance. Kata kunci: Accountability; Governance; Higher Education; Performance Evaluation

Abstract

Village development is an important part of Indonesia's national development policy, with the aim of improving community welfare through village empowerment and self-reliance. Wajo Regency, which has abundant natural resource potential but still faces a number of challenges, is the focus of this research. This research aims to identify the factors that support and hinder the implementation of independent village development in Wajo Regency, as well as formulate appropriate strategies to improve village independence. The method used in this research is a descriptive qualitative approach with a case study, where data was collected through in-depth interviews, field observations, and document analysis. Data analysis was conducted using descriptive qualitative techniques and SWOT analysis, which examines the strengths, weaknesses, opportunities, and threats in the implementation of independent village development. The results showed that supporting factors such as natural resource potential, government policy support, and active community participation, while inhibiting factors include the limited quality of human resources, dependence on village funds, and limited infrastructure. Based on these findings, the proposed strategies include strengthening the quality of human resources, diversifying village income sources, and improving infrastructure and technology to support the sustainability of independent village development in Wajo Regency.

Abstract

This study aims to analyze the determinants that influence Collaborative Governance of Rural and Urban Land and Building Tax Management (PBB-P2) in Makassar City using the SWOT (Strengths, Weaknesses, Opportunities, and Threats) approach. Existence of collaborative governance PBB-P2 in Makassar City carried out by the Makassar City Regional Revenue Agency (Bapenda) with stakeholders runs more effectively and is able to increase taxpayer compliance in increasing local revenue. One of the success factors of collaboration of a government organization or agency depends on the resources it has and the support of the internal and external environment that affects it. This research uses a qualitative descriptive approach method with data collection through observation, interviews and document review. The results showed that the determinants that influence Collaborative Governance of Rural and Urban Land and Building Tax Management (PBB-P2) in Makassar City are commitment between actors, trust, technological innovation and information systems, and communication. Strategies to utilize strengths to overcome threats to strengthen collaboration through the commitment of the Makassar City Government and the utilization of technology and information systems in the management of PBB-P2 in Makassar City, Strategies to overcome weaknesses and face threats through the placement of human resources of Bapenda Makassar City in accordance with their respective fields of expertise managing taxes and increasing public trust in tax management in Makassar City, Strategies to overcome weaknesses and face threats through collaboration and technological innovation in the management of PBB-P2 in Makassar City and the development of community participation as taxpayers.

Abstract

Leaders are the main agents of change. PP No. 33 of 2018 The governor is the representative of the central government in the region, his duty is to oversee the provincial regulations The governor has the task of coordinating, monitoring, evaluating, and supervising the implementation of local government. The research method uses a qualitative approach to the research object of the Governor of South Sumatra collecting data observation interviews documentation, conducted to regents and mayors in South Sumatra using Robert House's path goal theory analysis derective, supportive, participative and achievement oriented. As well as presenting data in qualitative case studies. The results showed that of the four aspects of the leadership style of the path goal theory, there are three aspects that have generally gone well including, in the derective leadership aspect, in the supportive leadership aspect and in the achievement oriented leadership aspect, all of these aspects are optimal. However, in the participative leadership aspect, it is not optimal for the special allocation funds that have been disbursed as much as IDR 3.9 trillion, there are BPK RI findings on the realization of the distribution of special funds for governor assistance that do not have standardized standards in their distribution. the dominant determinant factor is the supportive leadership factor Herman Deru's attitude brings the work atmosphere to feel more fun, the popilarity factor, the communication factor and the development factor.

Abstract

Aktivitas literasi untuk anak Sekolah Dasar di  kelas 1 yang berfokus di pengenalan dan  penyusunan nama hewan dan buah–buahan. aktivitas ini bertujuan buat meningkatkan  kemampuan literasi anak, melatih motorik wajib dan kasar, serta mengasah kreativitas serta  imajinasi mereka. Metode yg digunakan dalam kegitan ini merupakan pembelajaran aktif serta  menyenangkan, dengan aneka macam macam variasi seperti membagikan gambar, permainan  menyusun istilah, tebak–tebakan, sampai membuat cerita. berdasarkan hasil pelaksanaan  kegiatan, disimpulkan bahwa kegitan literasi menggunakan tema hewan dan buah–buahan ini  artinya keliru satu cara yang efektif buat menaikkan kemampuan literasi anak SD kelas 1.  kegiatan ini terbukti mampu menarik minat anak dan membantu mereka balajar menggunakan  lebih praktis dan menyenangkan. Kesimpulanya, kegitan ini merupakan cara efektif buat  menaikkan kemampuan literasi anak kelas 1. dibutuhkan dengan jurnal ini, pendidik dapat  memperoleh referensi serta ide buat merancang aktivitas literasi yg efektif serta menyenangkan  bagi anak SD kelas 1.
