Abstract

ABSTRACT The Village Regulation is stipulated by the Village Head after being discussed and agreed upon with the Village Consultative Body which is a legal and policy framework in the administration of Village Government and Village Development. The stipulation of Village Regulations is a description of the various powers that the Village has with reference to the provisions of higher laws and regulations. So that as a legal product, the Village Regulation must not conflict with higher regulations and may not harm the public interest. One of the reasons for the promulgation of Law Number 6 of 2014 concerning Villages is the recognition that villages have rights of origin and traditional rights in regulating and managing the interests of the local community and playing a role in realizing the ideals of independence based on the 1945 Constitution of the Republic of Indonesia. This is because the recognition of the village as an autonomous region makes the village have a major role in managing, empowering and advancing the available resources, both natural and human resources. So that in the end they are able to move the wheels of development which must be accompanied by an awareness of the understanding of the spirit of autonomy for all village residents and the capacity of the apparatus as well as the community in understanding governance. Village / Traditional Village Institutions, namely Village / Traditional Village Government institutions consisting of Village / Traditional Village Governments and Village / Traditional Village Consultative Bodies, Village Community Institutions, and traditional institutions. The Village / Traditional Village Head or what is referred to by any other name is the head of the Village / Traditional Village Administration who leads the administration of the Village Government. The Village / Traditional Village Head or what is referred to by any other name has an important role in his position as an extension of the state close to the community and as a community leader. Tri Dharma Perguruan Tinggi is the vision of all tertiary institutions in Indonesia which consists of education and teaching, research and development, and community service. As an effort to realize this vision, the Pamulang University Master of Law study program by involving lecturers and students has held Community Service in the form of providing technical guidance to village heads and the Kalimati Village Consultative Body, Adiwerna District in drafting village regulations to be carried out in Kalimati village, Adiwerna District, Tegal Regency.  Keywords: Technical Guidance, and Village Regulations ABSTRAK Peraturan Desa ditetapkan oleh Kepala Desa setelah dibahas dan disepakati bersama Badan Permusyawaratan Desa merupakan kerangka hukum dan kebijakan dalam penyelenggaraan Pemerintahan Desa dan Pembangunan Desa. Penetapan Peraturan Desa merupakan penjabaran atas berbagai kewenangan yang dimiliki Desa mengacu pada ketentuan peraturan perundang-undangan yang lebih tinggi. Sehingga sebagai sebuah produk hukum, Peraturan Desa tidak boleh bertentangan dengan peraturan yang lebih tinggi dan tidak boleh merugikan kepentingan umum. Salah satu daru alasan di buatnya Undang-undang Nomor 6 Tahun 2014 tentang Desa adalah pengakuan bahwa Desa memiliki hak asal usul dan hak tradisional dalam mengatur dan mengurus kepentingan masyarakat setempat dan berperan mewujudkan cita-cita kemerdekaan berdasarkan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 Hal ini disebabkan karena dengan diakuinya desa sebagai sebuah daerah otonom menjadikan desa memiliki peran utama dalam mengelola, memberdayakan dan memajukan sumber daya yang tersedia, baik sumber daya alam maupun sumber daya manusia. Sehingga pada akhirnya mampu menggerakkan roda pembangunan yang harus diiringi kesadaran akan pemahaman spirit otonomi bagi seluruh penggerak warga desa dan kapasitas perangkat juga masyarakat dalam memahami tata kelola pemerintahan. Kelembagaan Desa/Desa Adat, yaitu lembaga Pemerintahan Desa/Desa Adat yang terdiri atas Pemerintah Desa/Desa Adat dan Badan Permusyawaratan Desa/Desa Adat, Lembaga Kemasyarakatan Desa, dan lembaga adat. Kepala Desa/Desa Adat atau yang disebut dengan nama lain merupakan kepala Pemerintahan Desa/Desa Adat yang memimpin penyelenggaraan Pemerintahan Desa. Kepala Desa/Desa Adat atau yang disebut dengan nama lain mempunyai peran penting dalam kedudukannya sebagai kepanjangan tangan negara yang dekat dengan masyarakat dan sebagai pemimpin masyarakat. Tri Dharma Perguruan Tinggi merupakan visi dari seluruh perguruan tinggi di Indonesia yang terdiri dari pendidikan dan pengajaran, penelitian dan pengembangan, serta pengabdian kepada masyarakat. Sebagai upaya untuk mewujudkan visi tersebut, Program studi Magister Hukum Universitas Pamulang dengan melibatkan Dosen dan para Mahasiswa telah mengadakan Pengabdian Masyarakat dalam bentuk memberikan Bimbingan teknis kepada kepala desa dan Badan Permusyawaratan Desa Kalimati, Kecamatan Adiwerna dalam penyusunan Peraturan desa yang akan dilakukan di desa Kalimati, Kecamatan Adiwerna, Kabupaten Tegal. Kata Kunci: Bimbingan Teknis, dan Peraturan Desa

Abstract

Energy consumption (kWh) is critical to the operation of electrical systems. Predictive modeling optimizes energy usage, increasing power system efficiency. This study created an artificial neural network (ANN) architecture to estimate energy consumption (kWh) for home users in Banda Aceh. The ANN topology consisted of 5 input layers, 5-25 hidden layers, and one output layer. This study used two scenarios: first, the ANN topology was trained using the logsig activation function, and then the tansig activation function was used for training. Based on training simulations, the ANN architecture with 5 input layers, 5 hidden layers, and 1 output layer has the lowest Mean Squared Error (MSE) of 0.00035. The next phase involved testing this ANN topology. The next stage is to analyze the ANN architecture with 5 input layers, 5 hidden layers, and 1 output layer using the testing technique. Based on the testing technique, the ANN architecture with 5 input layers, 5 hidden layers, and 1 output layer had a MAPE value of 3.34%.

Abstract

Dalam dunia Pendidikan, olahraga memiliki peran yang penting karena dapat memberikan manfaat bagi kesehatan dan perkembangan peserta didik. Pada saat melakukan kegiatan belajar mengajar begitu banyak kesulitan yang saya temukan dalam proses pembelajaran.penelitian ini bertujuan untuk meneliti sebuah masalah pembelajaran yang didapat dengan berbasis gerak manipulatif terhadap peningkatan kemampuan teknik dasar passing bawah bola voli dalam permainan bola voli di SMP N 10 Cibinong. Bentuk penelitian ini adalah penelitian tindakan kelas (classroom action research). Populasi dari penelitian ini adalah siswa/I kelas VIII SMP N 10 Cibinong, dengan menggunakan tekhnik sampling jenuh. Berdasarkan analisis data penelitian ini diketahui bahwa ketuntasan hasil belajar telah dicapai siswa pada materi pembelajaran. Meningkatkan teknik dasar passing bawah bola voli melalui pembelajaran berbasis gerak manipulatif menggunakan bola dapat dikatakan meningkat dengan rata-rata kemampuan siswa dari siklus I dengan rata-rata nilai yang dicapai siswa sebesar 68% menjadi 89% pada siklus II dan tentu saja melebihi dari nilai yang telah ditentukan sebelumnya yaitu 85%. Hasil penelitian ini menunjukan bahwa melalui pembelajaran berbasis gerak manipulatif menggunakan bola dapat meningkat menjadi lebih baik, maka sudah seharusnya para siswa memiliki motivasi untuk bisa berprestasi yang ditampakan dengan sikap antusias dalam mengikuti pembelajaran berbasis gerak manipulative.

Abstract

The Covid -19 Pandemic obligates the education activities to change from face-to-face to fully online activities as the safest and the best options to stop the spread of the virus. Due to the suddent shift from traditional classrooms activities to totally online learning activities, some researches pointed out that students’ motivation for online learning is influenced either intrinsically or extrinsically. This study aims to find out students’ views of online learning and how their learning motivation affects their involvement in English online learning. A Mixed Method Research (MMR) was conducted, employing questionnaire (n=60) and semi-structured interviews (n=6) as the research tools. The quantitative data from the questionnaire were analysed using Statistical Package for Social Sciences (SPSS), while the qualitative data from the interview were analysed employing thematic analysis. The results showed that students overall felt online learning created some obstacles due to unstable internet access and the students didn't interact with their teachers or peers enough. The study also found some advantages of online learning for students, such as more meaningful learning experiences using digital platforms and the opportunity to gain technological knowledge and skills. The study suggests the need for teachers to provide sufficient feedback to students in relation to their task and/or process of learning.

Abstract

Teachers' self-efficacy in instructional strategy has been indicated for its crucial role and function and its profound implications on teaching practices and student outcomes. This study aims to illuminate the intricate relationship between teachers' self-efficacy and their utilization of instructional strategies. Drawing upon Bandura's theory of self-efficacy, mixed-method research with convergent parallel design was employed to explore the perceptions and experiences of Indonesian EFL (English as a Foreign Language) teachers regarding their confidence in employing diverse instructional techniques within the classroom context. The data were collected through a questionnaire completed by 36 EFL teachers and semi-structured interviews involving six teachers. The results show that self-efficacy is pivotal in shaping instructional practices and highlight the need for targeted support and professional development initiatives to enhance teachers' confidence and competence in effectively employing varied instructional strategies. The results also show that learning facilities, time constraints, and curriculum change posed significant barriers to adopting certain strategies. This research contributes valuable insights to the field of EFL education, offering practical implications for teacher training programs and curriculum development efforts to optimize classroom dynamics and foster positive learning outcomes for students

Abstract

This study aims to evaluate the contribution of traditional games to the development of gross motor skills in students at Kawakib Islamic Elementary School (SDI). The research employs the Classroom Action Research (CAR) method with a sample size of 18 students. The study is conducted in two cycles, observing the progress of students' gross motor skills in each cycle. The results indicate a significant improvement in students' gross motor skills after the implementation of traditional games. In cycle I, 10 students (55.56%) did not show significant progress, while 5 students (27.78%) were still in the initial stages of development, and 3 students (16.67%) achieved development criteria as expected. However, in cycle II, there was a very significant improvement, with 15 students (83.33%) achieving very good development criteria and 3 students (16.67%) achieving development criteria as expected, with no students remaining in the categories of not developing or just starting to develop. This research demonstrates that traditional games have a positive contribution to the development of gross motor skills in students at SDI Kawakib.

Abstract

Drawing from the theoretical perspective that effective English as a Foreign Language (EFL) instruction requires integration with contemporary educational frameworks, this study explores how the International Baccalaureate (IB) framework shapes EFL teachers' perceptions and practices in an elementary school in Tangerang, Indonesia. The research aims to examine the impact of IB principles on teaching methodologies and the resultant educational outcomes for young learners. Utilizing a qualitative narrative inquiry approach, six EFL teachers were interviewed and observed, and their teaching materials were analyzed to provide a comprehensive understanding of their experiences and instructional strategies. The findings reveal that teachers adopt student-centered, inquiry-based methods that foster critical thinking, global awareness, and practical language skills. This integration enhances student engagement and learning outcomes, highlighting the effectiveness of the IB framework in promoting holistic education. The implications of this research suggest that the IB framework can significantly contribute to improving EFL education by aligning teaching practices with global educational standards, thus preparing students for the complexities of an interconnected world. These insights are pivotal for educational policymakers and practitioners aiming to implement innovative and effective EFL teaching strategies.

Abstract

This study is anchored in the constructivist theoretical perspective, which emphasizes the active role of learners in constructing knowledge through interaction and experience. It aims to investigate the efficacy of a scientific method in improving reading comprehension and student engagement among Informatics Study Program students at Universitas Jenderal Achmad Yani Cimahi, Indonesia. The study utilizes a mixed-methods research design to assess the effectiveness of traditional lecture methods and the scientific approach in enhancing reading achievement. The study was conducted at Universitas Jenderal Achmad Yani Cimahi in West Java and involved 68 second-semester students enrolled in the Informatics Study Program, with a specific focus on the English Practicum course. The results of the research found that the scientific approach led to better reading comprehension and higher engagement levels compared to traditional lectures. However, when comparing the two methods, the statistical analysis showed no significant difference between them, suggesting that the impact of the scientific approach may vary. The study also found the value of student-centered, evidence-based teaching methods for improving educational outcomes in English for Specific Purposes (ESP) settings. The study emphasizes the necessity of employing adaptable, empirically supported teaching methods to address a wide range of learning requirements and enhance educational achievements. Although the study has limitations that are specific to its environment and relies on data provided by the participants themselves, the findings strongly support a wider adoption of scientific approaches in teaching reading comprehension.

Abstract

Tujuan Penelitian ini adalah Untuk mengetahui dan menganalisis pengembangan sumber daya aparatur dalam meningkatkan kinerja pegawai pada sekretariat daerah kabupaten Paniai provinsi Papua Tengah, Untuk mengetahui dan menganalisis kinerja aparatur di Sekretariat daerah Kabupaten Paniai provinsi Papua Tengah dilihat dari aspek pendidikan dan pelatihan yang diikuti.Dalam penelitian ini menggunakan tipe penelitian deskriptif dengan menggunakan pendekatan Mix metode antara kualitatif dan kuantitatif. Dalam pengumpulan data penulis menggunakan teknik obesrvasi, wawancara, kuesionar dan angket , serta studi pustaka. Hasil Penelitian ini menunjukan bahwa hampir seluruh indikator pengembangan pegawai, seperti pendidikan formal, pendidikan dan latihan dan promosi jabatan, menunjukkan kategori bobot jawaban 3 (cukup), dalam arti bahwa upaya pengembangan pegawai, meskipun belum maksimal atau belum sangat memuaskan. Seperti sebagian besar pegawai cukup berminat untuk melanjutkan pendidikan formalnya, misalnya dari pendidikan STLA ke S1 dan seterusnya. Sedangkan dari segi pendidikan dan latihan, ternyata semua pegawai yang menduduki jabatan eselon, seperti eselon II, III dan IV sebelumnya telah dibekali Diklatpim berdasarkan jenjang kebutuhan eselonnya tersebut. Demikian pula pada diklat teknis, rata-rata pegawai telah mengikuti antara 3 – 4 kali latihan, sehingga mereka menilai ada cukup kesesuaian antara kecakapan dan keterampilan yan dimiliki dengan pelaksanaan tugas-tugas yang diembangnya sekarang. Dalam promosi jabatan, maka rata-rata mereka menjawab pelaksanaan promosi jabatan sebagai salah satu upaya pengembangan karier adalah berjalan cukup obyektif, meskipun ada sebagian pegawai kurang puas.Kinerja aparatur pada Sekretariat daerah Kabupaten Paniai pada dasarnya menunjukkan cukup baik, hal ini dilihat dari semakin cukup meningkatnya kemampuan para aparatur, dalam arti ada perubahan-perubahan yang cukup baik terhadap pelaksanaan tugas mereka, dan umumnya mengatakan bahwa mereka mampu menyelesaikan tugas-tugas dalam jangka waktu 2 hari pada setiap target tugas yang diberikan.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis impelmentasi kebijakan Pelayanan administrasi dalam upaya peningkatan kualitas pelayanan public d Kecamatan Makassar Kota Makassar. Penelitian ini menggunakan metode deskriptif kualitatif Teknik pengumpulan data adalah menggunakan teknik observasi, wawancara dan dokumentasi, dengan jumlah informan sebanyak 8 orang dengan rincian 3 orang dari perangkat kecamatan dan 5 orang dari masyarakat, sedangkan teknik analisis data menggunakan reduksi data, penyajian data serta penarikan kesimpulan. Penelitian ini menggunakan teori Implementasi dan teori pelayanan publik. Adapun peraturan yang digunakan yang terkait dengan pelayanan publik yakni UUNo.23Tahun 2014 tentang Pemerintahan Daerah, UUNo.25 Tahun 2009 tentang Pelayanan Umum serta KepMen PAN No.63 Tahun 2003 tentang Pedoman Penyelenggaraan Pelayanan Publik, serta Peraturan Walikota Nomor 40 Tahun 2012 Tentang Pelimpahan Sebagian Kewenangan Bupati/Walikota Kepada Camat diLingkungan PemerintahKota Makassar. Berdasarkan hasil analisis, dapat disimpulkan bahwa adanya kebijakan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Makassar cukup efektif dan memberikan manfaat kepada masyarakat terutama mengenai pelayanan administrasi.Pelaksanaan PATEN di Kecamatan Makassar juga telah sesuai dengan ketentuanyang berlaku sesuai yang diamanatkan oleh Permendagri Nomor 04 Tahun 2010 Tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan. Maskipun pada pelaksanaannya terdapat beberapa kekurangan yang perlu mendapat perhatian seperti kelengkapan sarana dan prasarana ruang tunggu namun hal tersebut pada dasarnya tidak menghambat proses pelayanan di kantor kecamatan Makassar.
