Abstract

Various changes in the strategic environment have forced the public sector to make bureaucratic reform that should have consequences on changing the bureaucratic culture in the public sectorsto be more externally oriented culture. Financial and Development Supervisory Agency (BPKP) is an internal control government agency that should change the organizational culture. The needsforexternally oriented culture was now even stronger in line with the shift in the role from watchdog to become in-house consultant. Therefore, this study aims to analyze organizational culture changes and identify the factors that cause or inhibit changes. This study used competing values framework, a method that is able to capture the changes of organizational cultures, both large and direction. The research result showed that organizational culture has been transformed from hierarchy culture to market culture. These changes indicatedthe organizational culture has been changed in accordance with the concept of bureaucratic reform. However, the changes in organizational culture were not significant. Employee resistance and the policy of change that is not the same in all aspects of organizational were known as the factors inhibiting organizational culture changes.Key word: bureaucratic reform, competing values framework, organizational change, organizational culture, public sector

Abstract

Good performance results are very valuable promotion for the progress of a private junior high school, either at the provincial or regional level. The implementation of regional autonomy has implications for the implementation of the evaluation process to be more professional, objective, honest and transparent as a series of school supervision and guidance. In order to improve the quality of education, there is a need tochange the supervision system functioning not only as a monitor but also guidance to organize education. Analysis process of all aspects of education should be directed at efforts to ensure the implementation of quality education (Quality Assurance) and empower those evaluated so as to produce graduates in accordance with established standards. Each school performance analyzed is expected to have positive impacts for the community, especially to any parents who want to send their children to junior high school, especially SMPK Satu Bakti Bogor. Although there are a few schools established for quite a long time and there are some newly operating, it is not a guarantee for these private junior high schools to continue to grow. This has encouraged the school component to perform better and have special attractions. Some of the private schools in Bogor city have been experiencing problems similar those in the SMP K Satu Bakti; namely, the difficulty to attract new students to enroll in their school. A better quality of performance, accordingly is required in order to attract more qualified applicants and prospective students in the future which is expected to maintain the sustainability of this junior high school existance. Abstract

This study aims to analyze retention conditions based on the turnover rate of permanent employee in the last 10 years, identify potential mining technical specialization professions, and determine operational division that primarily needed in implementing the mining specialization function as well as alternative strategy for implementing the mining specialization function. This study uses quantitative methodological analysis approach based on turnover rate calculation, labor gap identification, and Analytical Hierarchy Process (AHP) processed in Super Decision v. 2.10 software application. The determination of mining specialization profession is done by qualitative methodological analysis approach. As a result, PTFI's permanent employee turnover rate tends to increase in 2020 reaching 2,4%, and the mining specialization profession can be applied to as many as 24 job codes based on the Indonesian Standard Position Classification. Geoengineering division has a primary need in implementing the mining specialization function with the dominance of permanent workers who leave reaching 67,9% and have an educational background of S1 for geology, hydrology and geotech engineer professions. The final result of this study shows in the opinion of three selected experts that the main priority of the strategy for implementing the mining specialization function in the DCP at PTFI is determining qualifications, followed by strategies in the form of career planning, training, education, and candidate selection, with also providing remuneration for mining specialization workers. Abstract

The purpose of this study is to analyze the relationship between mental workload and Post-Traumatic Stress Disorder (PTSD) symptoms to the performance of PTFI rescue officers. The analysis includes descriptive analysis, bivariate analysis using Chi Square test, and Structural Equation Model (SEM) analysis using Partial Least Squares (PLS) program. The calculation of the data shows that PTFI rescue officers have a high overall mental workload perception, the prevalence of PTSD symptoms is 10.48%, and the overall average performance is appraised as meet expectations. The results of the SEM-PLS analysis shows that mental workload has a significant effect on performance (p-values 0.045 sig.5%) and PTSD symptoms have no effect on performance (p-values 0.885 sig.5%) but has a significant effect on mental workload (p-values 0.026 sig.5%). The Chi Square test shows a significant correlation between the predictor of assignment location with PTSD symptoms (p-values 0.019 sig.5%) and performance (p-values 0.032 sig.5%). The managerial implications then proposed to obtain healthy mental and optimal productivity of PTFI rescue officers, including handling PTSD symptoms, facilitating coping strategies, analyzing the influence of competence to mental workload, implement structured program to deal with traumatic events exposure, measuring the stress level, and measuring behavioral elements that support employees' perceptions as citizen of the organization. Abstract

The Covid-19 pandemic has brought many changes to the business world and the Indonesian economy. Corporate resilience is essential for business continuity and recovery amid such a crisis. This study aims to analyze the effect of a high-performance work system (HPWS) on employee resilience and service performance at Bank XYZ Makassar Regional Office and determine the right strategy to improve employee resilience and service performance. An online survey was conducted among 336 frontline employees of Bank XYZ Makassar Regional Office, and the data were processed using the SEM-PLS method to determine the effect between variables. The results showed that the HPWS variable had a positive and significant effect on Employee Resilience. Employee Resilience has a positive and significant effect on Employee Service Performance. HPWS directly or indirectly has a positive and significant effect on the variables of Employee Resilience and Employee Service Performance. To improve Employee resilience and Service Performance, the company's employees must re-planning the HR planning system and re-designing the workflow of frontline employees. Abstract

Islamic boarding school in Indonesia have enormous potentials and roles in terms of numbers, students and resources. This reality is the background for the implementation of the One Islamic Boarding School One Product (OPOP) program for the West Java Provincial Government. This study aims to formulate a strategy for the development of the food industry in Islamic boarding schools participating in the OPOP program in Bogor Regency. The data source for this study comes from primary and secondary data. Primary data were obtained through interviews and filling out questionnaires by Islamic boarding school business managers, similar business actors, OPOP program assistants and expert respondents. Secondary data was obtained from BPS, related agencies and other related literature. The data obtained was then analyzed using SWOT analysis and blue ocean strategy. The results of the research show that the pesantren business has many weaknesses but has various opportunities to be developed. The blue ocean analysis illustrates that the pesantren business is still in tight business competition (red ocean). Therefore, pesantren are recommended to make strategic changes through market penetration and product development strategies. Market penetration strategy through increasing product branding, Islamic boarding school business networks and utilizing e-commerce technology. Abstract

Processed food SMEs in Gorontalo Province are one of the sectors contributing to regional economic development. The government implements policies and programs to develop competitive processed food SMEs. This study aims to analyze the formulation of policies for the development of processed food SMEs, with the hope of optimizing the production and added value of these SMEs through increasing production volume and market access. This study used a quantitative approach using primary data and secondary data in the form of time series. A dynamical system method with six scenarios is used and simulated until 2045. The results showed that the best scenario for achieving the research objectives was scenario six. Scenario six is carried out by simulating business capital assistance programs as well as increasing partnerships, business legality, and digitalization simultaneously. The production volume of processed food SMEs will reach 764,352 pcs in 2045, with a market access value of 41.67%. Policies need to focus on business financing and increasing the business capacity of processed food SMEs in Gorontalo province. The results of the policy simulation can be considered in realizing the achievement of accelerating the development of competitive SMEs, as stated in the Long-Term Development Plan of Gorontalo Province.
