Abstract

This study explored the image transformation of Busan, South Korea, from an industrial hub to a globally recognized City of Film. By employing a paradiplomacy framework, the research examined how Busan utilized BIFF as both a cultural event and a strategic tool for international diplomacy, economic development, and city branding. This qualitative research focused on gathering data largely through a comprehensive evaluation of scientific literature, including books and papers relevant to the case study. The analyses delved into the evolution of the BIFF event and its significant role in rebranding Busan from a declining industrial city to the first "City of Film" in Asia, a title bestowed by UNESCO. The study highlighted how the festival had successfully stimulated local economic growth, bolstered creative industries, and facilitated cultural exchange. The result demonstrated that BIFF had been pivotal in repositioning Busan as a significant player in the international film industry and a vibrant cultural destination. In conclusion, Busan's status as Asia's "City of Film" should be sustained, and the ongoing significance of integrating cultural initiatives with wider urban development strategies should also be emphasized.

Abstract

ASEAN Connectivity is a strategic agenda aimed at strengthening regional integration through the development of physical, institutional, and people-to-people connectivity. For Indonesia as an archipelagic state, the maritime transport sector plays a crucial role in supporting regional physical connectivity. This article analyzes the role and strategies of Indonesia’s maritime economic diplomacy within the framework of ASEAN Connectivity, with particular attention to Indonesia’s participation in the ASEAN Maritime Transport Working Group (MTWG) as a sectoral cooperation forum. This study employs a qualitative approach using a literature-based design combined with policy analysis. Data are collected from official ASEAN documents, publications of relevant ministries and institutions, regional cooperation reports, and academic literature on economic diplomacy, regional connectivity, and ASEAN maritime cooperation. The data are analyzed through a descriptive-analytical method to identify Indonesia’s position, diplomatic strategies, and policy implications arising from its engagement in the ASEAN MTWG. The findings indicate that the ASEAN MTWG serves as a strategic instrument for Indonesia to advance national interests in maritime transport and connectivity while enhancing its contribution to ASEAN’s regional integration agenda. Through this forum, Indonesia seeks to align national priorities with regional objectives, particularly in maritime infrastructure development and the harmonization of maritime transport policies. However, Indonesia’s maritime economic diplomacy continues to face challenges, including disparities in capacity among ASEAN member states and complex institutional coordination. This article contributes to international relations scholarship by highlighting the importance of ASEAN sectoral forums as arenas for maritime economic diplomacy.

Abstract

This research focuses on the analysis of the collaboration between the Indonesia Tourism Development Corporation (ITDC) and Dorna Sports in organizing the Mandalika MotoGP as a form of implementation of Transnational Public-Private Partnerships (TPPPs) within the framework of tourism diplomacy and its contribution to the achievement of Sustainable Development Goals (SDG 17) on global partnerships. This research uses a qualitative approach with a case study design, relying on secondary data in the form of official ITDC reports, cooperation documents, policy publications, and relevant academic literature, which are analyzed thematically and interpretatively. The results of the study indicate that the ITDC-Dorna Sports collaboration is built on the basis of a complementary but asymmetrical division of roles, where ITDC plays a dominant role in providing infrastructure, regional governance, and policy coordination, while Dorna Sports has advantages in mastering technical standards, global legitimacy, and international market networks. This collaboration contributes to SDG 17 through three main dimensions, namely capacity building, resource mobilization, and multi-stakeholder governance, but this contribution is limited and faces challenges of imbalanced power relations and limited participation of local communities. The implications of this research confirm that SDG 17 is better understood as an analytical framework for interpreting the dynamics of transnational public–private partnerships in tourism diplomacy, rather than simply a normative indicator of success. These findings provide a conceptual and practical foundation for formulating more inclusive, accountable, and sustainable global partnership policies for organizing international sporting mega-events.

Abstract

Wayang is a form of cultural heritage originating from Indonesia and is recognized in various local traditions, including Javanese, Sundanese, and Balinese cultures. Initially, Wayang functioned as a medium for communicating with ancestral spirits; however, over time, it has evolved into a medium for conveying messages, providing entertainment, and educating the public. Wayang has been officially acknowledged by UNESCO as an Intangible Cultural Heritage of Humanity. Indonesia’s appreciation of Wayang is further institutionalized through National Wayang Day, which is celebrated annually on 7 November. Nevertheless, Indonesia has yet to establish a distinctive “brand” that effectively introduces Wayang to international audiences. This study employs a qualitative approach based on a literature review. It aims to explore the potential of Wayang as Indonesia’s national brand. The findings indicate that Wayang has strong potential to serve as Indonesia’s brand, as it contributes to cultural preservation, supports economic development through the empowerment of related industries, promotes cultural tourism, and helps enhance Indonesia’s international image as a country rich in culture and values. Therefore, this article argues that the development of Wayang as Indonesia’s brand requires the synergy of three key pillars: the government, art and cultural organizations, and digitalization. These three pillars must work in tandem to successfully position Wayang as Indonesia’s national brand. Wayang merupakan warisan budaya yang berasal dari Indonesia. Wayang sangat familiar di berbagai kebudayaan Indonesia seperti kebudayaan Jawa, Sunda, dan Bali. Awalnya, Wayang digunakan sebagai media untuk berkomunikasi dengan roh nenek moyang namun seiring dengan berjalannya waktu, Wayang digunakan sebagai media untuk menyampaikan pesan, menghibur, dan mengedukasi massa. Wayang telah diakui sebagai warisan budaya tak benda yang luar biasa oleh UNESCO. Apresiasi Indonesia terhadap Wayang telah diperkuat dengan perayaan Hari Wayang Nasional setiap 7 November. Akan tetapi, Indonesia belum memiliki “merek” yang membuat masyarakat asing mengenal Wayang secara lebih baik. Penelitian ini, menggunakan pendekatan kualitatif dengan menggunakan studi pustaka. Kajian ini bertujuan untuk melakukan ekplorasi mengenai Wayang sebagai merek Indonesia. Hasil penelitian menunjukkan bahwa Wayang dapat digunakan sebagai “merek” Indonesia yang bermanfaat karena bisa mendukung proses pelestarian budaya, meningkatkan ekonomi yang bisa memberdayakan industri terkait, mendukung pariwisata budaya, dan memproyeksikan citra yang positif Indonesia sebagai negara dengan kebudayaan dan nilai-nilai yang kaya. Agar Wayang bisa maju sebagai merek Indonesia, terdapat tiga hal fundamental: pemerintah, organisasi seni dan budaya, serta proses digitalisasi. Tiga pilar tersebut perlu berjalan bersamaan untuk mewujudkan Wayang sebagai merek Indonesia.

Abstract

This study analyzes Indonesia’s position in the Indo-Pacific amid intensifying US-China Rivalry, focusing on how it preserves its national interests and strategic flexibility. Using a qualitative approach based on secondary data such as official foreign policy statements, government documents, and academic literature the research examines how Indonesian Foreign Policy responds to structural pressures in the region. The findings show that Indonesia does not align rigidly with either the United States or China. Instead, it adopts a hedging strategy that maintains constructive relations with both powers while avoiding formal alignment. This approach reflects Indonesia’s long-standing principle of being “free and active,” enabling it to navigate geopolitical competition without compromising its Strategic Autonomy. The study argues that Indonesia’s behavior is shaped by both the evolving power structure of the Indo-Pacific and its normative foreign policy foundations. By balancing engagement and caution, Indonesia sustains diplomatic flexibility and reduces the risk of entrapment in great-power rivalry. Ultimately, the research highlights how Indonesia manages external pressures while safeguarding autonomy, demonstrating the adaptive character of its foreign policy strategy in a contested regional order.  Keywords— Indonesia, Indo-Pacific, Indonesian Foreign Policy, Strategic Autonomy, US-China Rivalry

Abstract

Betawi culture in Jakarta faces accelerating marginalization due to globalization, urbanization, and digital homogenization, threatening its continuity. This study employs a descriptive qualitative approach using document analysis of policy papers, foreign cooperation reports, and digital archives, with content analysis and source triangulation to examine how the Provincial Government of DKI Jakarta employs cultural paradiplomacy to strengthen the resilience of Betawi culture. The findings identify three mutually reinforcing mechanisms: representational that build international visibility and symbolic legitimacy; collaborative that mobilize multi-actor partnerships for community-based preservation; and transformational engagement that embeds cultural protection into urban governance through policy learning and institutional reform. Together, these mechanisms show that cultural paradiplomacy operates not only as city branding but as a multi-layered strategy for protecting vulnerable local heritage, offering lessons for other regions within Indonesia’s centralized foreign policy system.

Abstract

This study analyzes the potential of Indonesia’s ecotourism as a soft power instrument in digital public diplomacy through the CubMu platform and the YOLO (You Only Live Once) program. The main objective of this research is to examine how environmental narratives are constructed and disseminated through digital storytelling as part of Indonesia’s efforts to build a sustainable global image. Using a descriptive qualitative approach based on literature review and digital discourse analysis, this study finds that CubMu’s communication practices contribute to framing ecotourism as a reflection of Indonesia’s commitment to global environmental issues, although its dissemination remains predominantly regional. The YOLO program demonstrates potential in reaching the global youth audience through emotionally engaging and visually appealing narratives; however, its effectiveness is limited by risks of over-commercialization and digital infrastructure gaps in rural areas. The study concludes that integrating ecotourism and digital diplomacy can strengthen Indonesia’s position as a proactive actor in environmental diplomacy while opening new avenues for sustainability-oriented soft power.
