Abstract

Wayang is a form of cultural heritage originating from Indonesia and is recognized in various local traditions, including Javanese, Sundanese, and Balinese cultures. Initially, Wayang functioned as a medium for communicating with ancestral spirits; however, over time, it has evolved into a medium for conveying messages, providing entertainment, and educating the public. Wayang has been officially acknowledged by UNESCO as an Intangible Cultural Heritage of Humanity. Indonesia’s appreciation of Wayang is further institutionalized through National Wayang Day, which is celebrated annually on 7 November. Nevertheless, Indonesia has yet to establish a distinctive “brand” that effectively introduces Wayang to international audiences. This study employs a qualitative approach based on a literature review. It aims to explore the potential of Wayang as Indonesia’s national brand. The findings indicate that Wayang has strong potential to serve as Indonesia’s brand, as it contributes to cultural preservation, supports economic development through the empowerment of related industries, promotes cultural tourism, and helps enhance Indonesia’s international image as a country rich in culture and values. Therefore, this article argues that the development of Wayang as Indonesia’s brand requires the synergy of three key pillars: the government, art and cultural organizations, and digitalization. These three pillars must work in tandem to successfully position Wayang as Indonesia’s national brand.

Abstract

This study analyzes Indonesia’s position in the Indo-Pacific amid intensifying US-China Rivalry, focusing on how it preserves its national interests and strategic flexibility. Using a qualitative approach based on secondary data such as official foreign policy statements, government documents, and academic literature the research examines how Indonesian Foreign Policy responds to structural pressures in the region. The findings show that Indonesia does not align rigidly with either the United States or China. Instead, it adopts a hedging strategy that maintains constructive relations with both powers while avoiding formal alignment. This approach reflects Indonesia’s long-standing principle of being “free and active,” enabling it to navigate geopolitical competition without compromising its Strategic Autonomy. The study argues that Indonesia’s behavior is shaped by both the evolving power structure of the Indo-Pacific and its normative foreign policy foundations. By balancing engagement and caution, Indonesia sustains diplomatic flexibility and reduces the risk of entrapment in great-power rivalry. Ultimately, the research highlights how Indonesia manages external pressures while safeguarding autonomy, demonstrating the adaptive character of its foreign policy strategy in a contested regional order.  Keywords— Indonesia, Indo-Pacific, Indonesian Foreign Policy, Strategic Autonomy, US-China Rivalry

Abstract

Betawi culture in Jakarta faces accelerating marginalization due to globalization, urbanization, and digital homogenization, threatening its continuity. This study employs a descriptive qualitative approach using document analysis of policy papers, foreign cooperation reports, and digital archives, with content analysis and source triangulation to examine how the Provincial Government of DKI Jakarta employs cultural paradiplomacy to strengthen the resilience of Betawi culture. The findings identify three mutually reinforcing mechanisms: representational that build international visibility and symbolic legitimacy; collaborative that mobilize multi-actor partnerships for community-based preservation; and transformational engagement that embeds cultural protection into urban governance through policy learning and institutional reform. Together, these mechanisms show that cultural paradiplomacy operates not only as city branding but as a multi-layered strategy for protecting vulnerable local heritage, offering lessons for other regions within Indonesia’s centralized foreign policy system.

Abstract

This study analyzes the potential of Indonesia’s ecotourism as a soft power instrument in digital public diplomacy through the CubMu platform and the YOLO (You Only Live Once) program. The main objective of this research is to examine how environmental narratives are constructed and disseminated through digital storytelling as part of Indonesia’s efforts to build a sustainable global image. Using a descriptive qualitative approach based on literature review and digital discourse analysis, this study finds that CubMu’s communication practices contribute to framing ecotourism as a reflection of Indonesia’s commitment to global environmental issues, although its dissemination remains predominantly regional. The YOLO program demonstrates potential in reaching the global youth audience through emotionally engaging and visually appealing narratives; however, its effectiveness is limited by risks of over-commercialization and digital infrastructure gaps in rural areas. The study concludes that integrating ecotourism and digital diplomacy can strengthen Indonesia’s position as a proactive actor in environmental diplomacy while opening new avenues for sustainability-oriented soft power.

Abstract

Abstract

This study explores Taiwan-Indonesia bilateral cooperation strategies in fostering interdependence through people-to-people connectivity during 2016–2024, influenced by Taiwan's New Southbound Policy. Using a qualitative descriptive approach and secondary data, the research highlights Taiwan's initiatives, including scholarship programs, visa facilitation, Muslim-friendly tourism promotion, and protections for Indonesian migrant workers. These efforts have strengthened social, cultural, and educational ties between the two nations. The findings show that these strategies significantly enhance bilateral relations, offering Indonesia opportunities for human resource development and improved migrant worker welfare, while Taiwan deepens its connectivity with a key ASEAN partner. Despite these advancements, Indonesia's adherence to the One China Policy imposes diplomatic constraints, limiting formal interactions and collaborations. The study concludes that people-to-people connectivity is a vital component of Taiwan-Indonesia bilateral relations, fostering mutually beneficial interdependence. It recommends further policy innovations to enhance social and cultural exchanges, ensuring the sustainability of bilateral collaboration.

Abstract

This study examines constructing global presence from the periphery within West Nusa Tenggara (NTB)’s parallel diplomacy for tourism growth. Using a qualitative research method framed by constructivism and Kuznetsov’s theory of parallel diplomacy, the study explores how NTB, as a subnational actor, actively builds its diplomatic identity while aligning with national interests. The findings reveal that NTB’s diplomacy is not merely administrative but shaped through dynamic interactions among various stakeholders, including central and local governments, private sectors, cultural communities, and international partners. This multipactor, collaborative governance has proven effective in promoting sustainable tourism, attracting domestic and international visitors, increasing investment opportunities, and enhancing NTB’s image through major international events and the development of strategic destinations like the Mandalika Special Economic Zone. The research highlights NTB’s inclusive and adaptive approach to diplomacy as a model of how subnational entities can contribute meaningfully to national and global tourism agendas

Abstract

This study examines the subnational cooperation between West Java Province and Guangxi Zhuang Autonomous Region in the field of human resource development, particularly through a teacher training program in Nanning. Against the backdrop of globalization and decentralization, regional governments are increasingly pursuing international collaborations to meet local development needs. Through a qualitative descriptive method and secondary data analysis, this research explores how the Sister Province Memorandum of Understanding, renewed in 2023, facilitated a vocational teacher training program focused on electric vehicle technologies. The program provided participating teachers with both technical skills and industrial exposure, aligning West Java’s vocational education with global industry trends. Results indicate that the cooperation has contributed to curriculum renewal, improved pedagogical practices, and fostered institutional reforms in vocational schools. It also led to the formation of joint coordination mechanisms and strategic planning efforts to ensure sustainability. While the training initiative has shown concrete results, the study notes that long-term success depends on continuous evaluation, broader school participation, and stronger public-private linkages. This case highlights how paradiplomacy can serve as a strategic tool for addressing localized capacity gaps through international educational exchange. The West Java–Guangxi Zhuang partnership demonstrates that subnational actors are capable of designing and managing development-oriented foreign cooperation with measurable outcomes. It offers a model for other regions aiming to internationalize technical education and build resilient human capital through structured, inclusive, and policy-driven paradiplomatic efforts.

Abstract

This study examines the role of the BUMN Go Global program as an instrument of Indonesia’s economic diplomacy amid increasing global economic fragmentation. Using a qualitative approach based on document analysis of official policies and institutional reports, the study analyzes how Indonesian state-owned enterprises (BUMNs) expand internationally through overseas operations, strategic partnerships, and outbound investments supported by diplomatic institutions. The findings indicate that the program strengthens Indonesia’s economic diplomacy by enhancing national economic representation, reinforcing bilateral economic relations, and supporting nation branding through BUMN-led international projects. The study further shows that BUMNs function as semi-state actors operating at the intersection of commercial objectives and foreign policy strategy. However, structural challenges persist, including inter-agency coordination gaps, internal capacity disparities, and regulatory and political risks in host countries. Overall, the study highlights the growing role of state-owned enterprises in shaping contemporary economic diplomacy beyond traditional diplomacy and contributes to the literature by positioning BUMNs as semi-state diplomatic actors in global governance.

Abstract

This research examines the practice of parallel diplomacy conducted by Tangerang City toward Yantai City in the context of Micro, Small, and Medium Enterprises (MSMEs) development. The study is grounded in a constructivist approach in international relations, which conceptualizes diplomacy as a social process shaping identities, interests, and shared meanings among actors. Parallel diplomacy is employed to explain international engagement by subnational and non-state actors operating alongside state diplomacy without full subordination to central government authority. It is analytically distinguished from paradiplomacy through its autonomous, non-hierarchical, and network-based characteristics. The analysis is further supported by the concepts of non-state actors, city diplomacy, and economic diplomacy to capture the roles of local governments, MSMEs, and business communities. Within this framework, MSMEs are positioned as local economic actors and as strategic instruments linking local development objectives with global economic dynamics. This study adopts a qualitative case study design, utilizing in-depth interviews with key informants and analysis of official policy documents and cooperation frameworks. Data are analyzed thematically through an inductive approach, supported by source and method triangulation to ensure analytical rigor. The findings indicate that parallel diplomacy between Tangerang City and Yantai City proceeds through stages of initiation, formulation of mutual understanding via a Letter of Intent, and post-agreement implementation focused on MSMEs facilitation. Parallel diplomacy functions as a supporting instrument for MSMEs' development through network expansion, product promotion, and cross-border business learning, although its implementation remains largely mediated by the local government as facilitator. The study concludes that the effectiveness of parallel diplomacy is shaped by institutional capacity, inter-actor coordination, and alignment with local development policies, while recommending stronger direct MSMEs involvement and further theoretical development of parallel diplomacy within local-actor-based international relations studies. Keywords: Parallel diplomacy, Tangerang City, Yantai City, MSMEs, non-state actors.
