Abstract

Tujuan dari tulisan ini adalah untuk menganalisis praktik paradiplomasi Bengkulu dalam pengembangan potensi kopi Bengkulu. Hal-hal yang dielaborasi dalam tulisan ini mengenai upaya paradiplomasi yang telah dilakukan oleh pemerintah Provinsi Bengkulu beserta kendala-kendala dan peluang dalam pengembangan potensi kopi Bengkulu. Provinsi Bengkulu belum dapat mengoptimalkan potensi daerahnya, salah satunya adalah produk hasil pertanian berupa kopi Bengkulu. Melalui paradiplomasi, pengembangan potensi kopi Bengkulu dimungkinkan untuk terbuka secara lebih luas, tidak hanya pengembangan pada lingkup domestik, tetapi juga lingkup luar negeri. Komoditas kopi Provinsi Bengkulu merupakan aset daerah yang potensial bagi pengembangan potensi daerah. Tulisan ini menggunakan konsep paradiplomasi sebagai alat analisis untuk mengeksplorasi praktik yang dilakukan oleh pemerintah Provinsi Bengkulu di dalam pengembangan potensi kopi Bengkulu ke luar negeri. Metode riset yang digunakan adalah metode kualitatif dengan pengumpulan data melalui wawancara terhadap sejumlah informan yang relevan, observasi lapangan, studi dokumentasi, dan studi pustaka. Riset ini menemukan bahwa upaya paradiplomasi Bengkulu dalam pengembangan potensi kopi Bengkulu menemui sejumlah kendala diantaranya kendala dalam aspek sumber daya manusia, minimnya dukungan regulasi dan tata kelola bagi pengembangan potensi kopi Bengkulu, infrastruktur dalam distribusi produk kopi Bengkulu, dan birokrasi yang cenderung prosedural sehingga menghambat pengembangan produk kopi Bengkulu.

Abstract

West Java is one of the provinces in Indonesia that has been affected by the spread of Covid-19. The West Java Provincial Government is trying to deal with the Covid-19 virus through overseas activities. This has shown the efforts of the West Java Provincial Government's efforts to overcome the medical case while trying to maintain the sustainability of the regional economy through its diplomatic activities. West Java's regional diplomatic activities in the Covid-19 era have confirmed the role of regions abroad that meet regional needs and contribute to national interests. This research aims to describe West Java's regional diplomacy in dealing with the Covid-19 pandemic, both in terms of health and economy to meet the security of West Java residents. The approach method in this research uses a qualitative method with a descriptive nature, data collection is carried out through literature studies, documentation studies and internet-based studies. The concept used in this research is Regional Diplomacy. This research found that West Java carried out its regional diplomacy to deal with Covid-19 by facilitating cooperation in improving health services, research on vaccinations to support regional health management. This research also found that both provincial actors and city and district actors in West Java to non-governmental actors such as universities carried out their regional diplomacy. This further strengthens the role of regional actors abroad to meet the needs of their regions.

Abstract

Global climate change has increased the earth's temperature and carbon emissions, including in Bandung City, which now has moderate air quality. In response, Bandung City Government seeks to reduce carbon emissions through various steps, including parallel diplomacy with international parties such as Kawasaki City. This research uses the concept of parallel diplomacy and approaches qualitative methods through descriptive analysis methods. The results show that carbon emissions in Bandung City have been relatively high in the last five years. Handling efforts are carried out by involving foreign cooperation, especially with Kawasaki City, which has been established for a long time through various environmental programs, including carbon emission reduction. However, in its implementation, Bandung City's parallel diplomacy still refers to Indonesian law. In conclusion, Bandung-Kawasaki's parallel diplomacy runs quite well when many actors are involved. However, there are challenges due to differences in the two cities' structure and stages of diplomatic governance.

Abstract

This article examines the direction and dynamics of Indonesia's trade policy on nickel commodities since 2020, particularly after the implementation of the nickel ore export ban. Indonesia's transformation from a major raw nickel ore exporter to the world's leading supplier of processed nickel products represents a striking example of how industrial policy can drive economic transformation in resource-rich countries. This policy not only signaled a shift in the management of natural resources but also triggered reactions from global actors, including a formal lawsuit by the European Union through the WTO's dispute settlement mechanism. Using a qualitative approach and comprehensive literature review, this article aims to explain how the nickel downstreaming policy has been positioned as a strategic instrument to achieve national interests in the global economy. The research demonstrates that Indonesia's assertive trade policy has tested the boundaries of the international trading system, reflecting broader trends of resource nationalism among developing countries seeking greater control over their natural resources. By analyzing official documents, government statements, and extensive academic studies, this article highlights the relationship between economic nationalism, international trade dynamics, and the challenges facing developing countries in asserting resource sovereignty. The findings demonstrate that while downstreaming boosts macro-economic metrics and strengthens Indonesia's position in global value chains, it creates significant distributional, environmental, and geopolitical challenges that require careful policy refinement to balance economic nationalism with sustainability and international trade obligations.

Abstract

This study explores how the City of Bandung employed paradiplomacy, particularly through sister city cooperation with Suwon (South Korea) and Liuzhou (China), to respond to urgent healthcare shortages during the COVID-19 pandemic. Using qualitative documentary analysis of government archives, official communications, media coverage, and academic sources, the study shows how Bandung mobilized long-standing international networks to secure 30,000 donated masks, directly alleviating local scarcity at a critical moment. More than symbolic engagement, this cooperation demonstrated that institutionalized paradiplomacy can function as an operational mechanism for crisis response, complementing national strategies and strengthening multilevel governance. The findings highlight Bandung’s proactive international outreach as a practical contribution with tangible health benefits, while also underscoring the broader theoretical relevance of paradiplomacy as part of global governance frameworks. Ultimately, the case illustrates the value of sister city diplomacy not only for emergency relief but also as a replicable model for enhancing resilience and adaptive local governance in wider development contexts.

Abstract

This study examines the subnational cooperation between West Java Province and Guangxi Zhuang Autonomous Region in the field of human resource development, particularly through a teacher training program in Nanning. Against the backdrop of globalization and decentralization, regional governments are increasingly pursuing international collaborations to meet local development needs. Through a qualitative descriptive method and secondary data analysis, this research explores how the Sister Province Memorandum of Understanding, renewed in 2023, facilitated a vocational teacher training program focused on electric vehicle technologies. The program provided participating teachers with both technical skills and industrial exposure, aligning West Java’s vocational education with global industry trends. Results indicate that the cooperation has contributed to curriculum renewal, improved pedagogical practices, and fostered institutional reforms in vocational schools. It also led to the formation of joint coordination mechanisms and strategic planning efforts to ensure sustainability. While the training initiative has shown concrete results, the study notes that long-term success depends on continuous evaluation, broader school participation, and stronger public-private linkages. This case highlights how paradiplomacy can serve as a strategic tool for addressing localized capacity gaps through international educational exchange. The West Java–Guangxi Zhuang partnership demonstrates that subnational actors are capable of designing and managing development-oriented foreign cooperation with measurable outcomes. It offers a model for other regions aiming to internationalize technical education and build resilient human capital through structured, inclusive, and policy-driven paradiplomatic efforts.

Abstract

Jawa Barat menggunakan pendidikan untuk meningkatkan sumber daya manusia. Visi, misi, strategi, dan program menunjukkan tujuan Pemerintah Provinsi Jawa Barat. Hubungan luar negeri daerah antara Provinsi Jawa Barat dan Prefektur Shizuoka telah dibangun sejak tahun 2017 melalui penandatanganan MoU antara kedua belah pihak, dengan berbagai program yang menjadi fokus penelitian ini. Program-program yang terkait dengan pendidikan dan pengembangan sumber daya manusia adalah fokus penelitian ini. Rencana Strategis yang dibuat oleh Bappeda Jawa Barat adalah dasar dari penelitian ini. Riset ini menggunakan metode kualitatif dengan pengumpulan data melalui wawancara terhadap sejumlah informan yang terkait, studi berbasiskan internet, studi berbasiskan kearsipan dan studi dokumentasi. Periset menemukan bahwa setidaknya lima program yang sudah terlakana terkait dengan pendidikan dan pengembangan SDM. Dengan demikian, hanya dua program, yaitu Program Pemagangan ASN Geopark Ciletuh dan Program Pemagangan ASN Manajemen Sumber Daya Air. Program-program tersebut mendekati kesesuaian dengan Rencana Strategis Bappeda Provinsi Jawa Barat. Karena itu, kedua program ini tidak memberikan sertifikasi kompetensi bagi ASN Pemerintah Provinsi Jawa Barat, sehingga masih belum sesuai dengan rencana yang ditetapkan oleh Bappeda dalam Rencana Strategisnya.

Abstract

Purpose: The purpose of this study is to determine the forms of Hajj diplomacy carried out by the Indonesian government to overcome the long waiting period for Hajj pilgrims. Research methodology: This study used a qualitative research method that utilizes secondary data as the data source. The secondary data mostly refer to various publications, such as books, journals, news, archives, social media, the official website of the Indonesian Ministry of Religious Affairs, and other sources that are factual and relevant to the topic. Results: The Indonesian government uses two tracks of diplomacy in Hajj affairs. The first track of diplomacy is bilateral relations with the Saudi Arabian government, either through meetings between the heads of the state or meetings with other relevant stakeholders. Meanwhile, the second track diplomacy is through the relationship between Indonesian non-governmental actors such as Indonesian Hajj and Umrah travel entrepreneurs with the Saudi Arabian authorities to obtain non-governmental Hajj quotas or commonly referred to as Hajj Furoda from the Saudi Arabian government. Conclusion: These two forms of diplomacy reflect Indonesia’s adaptive strategy in managing Hajj demand amid quota limitations, balancing state and non-state cooperation. Limitations: This study focused only on the years 2015–2023. It also relies on secondary data that may not provide a comprehensive understanding of the dynamics and processes underlying Indonesia's Hajj diplomacy. Furthermore, this study only explores one non-state actor involved in Hajj diplomacy, namely, Hajj and Umrah travel entrepreneurs. Contributions: This study provides valuable insights and recommendations to policymakers, researchers, and stakeholders regarding the dynamics of Indonesia's Hajj diplomacy and its impact on international relations.

Abstract

The study aims to analyze the process of internal conflict resolution between the Government of Indonesia and the separatist movement in Papua (Free Papua Movement (Indonesian: Organisasi Papua Merdeka or OPM)) using a horse-trading mechanism. This study was qualitative method by discussing the Free Papua Movement background and the conflict, then discussing the conflict process of timeline analysis tool to understand the development of its movement based on chronological order, and discussing the conflict resolutions that have been carried out with conflict mapping analysis tool to understand the actors that involved and their objectives. The conflict is the result of complexity among historical backgrounds, ideology, and a sense of injustice in Papua, on the other hand, the international community has increasingly supported Papua. Horse-trading has been used to resolve the conflict of Free Papua Movement and the Government of Indonesia, yet it has not yet reached a new resolution. The horse-trading mechanism effectively resolves the conflict when trust has been achieved between them to communicate both of them where they can deliver their objectives openly.

Abstract

This research analyzes international refugees’ presence in Indonesia, which gives local challenges for the Indonesian subnational Government as a transit location. This research uses a paradiplomacy perspective to analyze the West Jakarta Government’s response to the foreign refugees in its territory. West Jakarta is one of the Administrative Cities in the Special Capital Region of Jakarta. This research uses a qualitative research method. The research data sources were collected and analyzed from literature studies, current news, and socio-political theories. This research found that West Jakarta Government’s paradiplomacy occurs due to differences in regulations applies. Moreover, this process can be parallel alongside the Central Government (Indonesian Government) in handling refugees in their territory following a local-regional wisdom approach. The West Jakarta Government’s paradiplomacy carried out by coordinating the distribution of aid to refugees, working with stakeholders in handling international and national refugee issues, and managing refugee handling policies in transit locations where refugees live, especially in Kalideres, West Jakarta, Indonesia. These handling efforts aim to prevent horizontal conflicts between refugees and local people and achieve subnational interests in the form of support materially, financially, and politically.
