Abstract

Abstract

The conflict between China and Japan over the dumping of nuclear waste in the Fukushima Sea has become an issue discussed recently. This is because nuclear waste can trigger damage and problems to marine ecosystems and human life, so China condemned Japan's actions. This research is aimed at analyzing the causes of the conflict between China and Japan. This research was also conducted to provide an explanation of what resolutions were carried out by both parties in resolving the conflict. This research was also conducted using descriptive qualitative methods using literature study instruments. The theory used is conflict resolution theory. This theory is used because it is able to explain how to resolve the conflict that occurred between China and Japan. The results of this research analysis found that the conflict between the two countries was caused by China's disagreement with Japan's actions to dispose of nuclear waste in the Fukushima Sea. The resolution carried out was through mediation between Japan and China to reach a mutual agreement with the assistance of the WTO as a mediator. The results of resolving problems using the mediation method in this conflict lead to the Dispute Settlement Body (DSB) policy which must be obeyed by all parties.

Abstract

This research aims to analyze the forms and levels of youth participation in supporting the implementation of paradiplomacy in the City of Bandung through the Bandung Sister Cities (Basic) Youth Forum, particularly in the sister city relationship between Bandung and Braunschweig. Using a descriptive-analytical qualitative approach, data were collected through in-depth interviews, online searches, and document reviews, and verified through triangulation techniques. This research is based on the participation theory by Cohen & Uphoff (1977) and Roger Hart's ladder of participation model (1992), as well as the concept of paradiplomacy by Kuznetsov and Tavares. The research results show that the participation of the Basic Youth Forum is classified as participation in implementation, where the youth are involved in the technical execution of paradiplomacy activities, but not yet in the planning or policy evaluation stages. The level of participation falls into the category of adult-initiated, shared decisions with youth, meaning the initiative comes from adult actors (government agencies), but involves youth in the decision-making process of activity implementation. These findings underscore the importance of strengthening participatory structures in regional paradiplomacy, including the formulation of concrete work plans to ensure that youth involvement is not merely symbolic. Thus, the Basic Youth Forum has the potential to become a strategic pillar in more inclusive and sustainable city diplomacy.

Abstract

The air defense in the development of the Nusantara Capital City is one aspect that needs serious attention to support airspace security from various threats that could disrupt stability. The Indonesian Air Force has a strategic role in safeguarding the national airspace. However, in efforts to build air defense at the IKN, there are still various issues to address, hence a measured strategy is needed to realize the expected air defense system. This thesis research method used a qualitative paradigm with a descriptive approach. Technically, data was collected through interviews and literature or document studies as well as constructing relationships between the resulting data categories. The research findings indicate that the potential threats in the IKN airspace are very complex. Starting from the Air Defense Identification Zone (ADIZ) is not yet established in the IKN, which increases vulnerability to air threats, and there is still a high incidence of airspace violations in that area. The author analyzes the gap in Indonesia's air defense strategy capabilities through the DOTMLPF-P (Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, Policy) indicators. Therefore, an integrated air defense system is needed with integration and combination of material elements, as follows multi-spectrum air defense radar, C2 (Command and Control) systems, fighter aircraft, air defense missiles, Indonesian warships with air defense capability, anti-missile systems, anti-drone and supported by air defense facilities and also non-material elements, as follows Doctrine, Organization, Training, Leadership and Education, Personnel and also Policy so that Indonesia can develop a strong and effective air defense strategy to maintain the security of IKN air space.

Abstract

The Strait of Malacca, one of the world’s busiest maritime routes, faces persistent threats from Illegal, Unreported, and Unregulated (IUU) fishing, which undermines marine resource sustainability, economic security, and regional stability. This study analyzes the role of the ASEAN Maritime Forum (AMF) in addressing IUU fishing through the lens of international cooperation and maritime security theories. Employing a qualitative descriptive-analytical approach and case study method, the research draws on secondary data from ASEAN documents, national regulations, international reports, and scholarly sources. Findings show that the AMF functions as a regional dialogue and coordination platform, facilitating intelligence sharing, joint patrols, capacity building, and policy harmonization among ASEAN member states. Notable mechanisms include the ASEAN Monitoring, Control, and Surveillance (MCS) network, Malacca Straits Patrols, and the ASEAN Regional Plan of Action to Combat IUU Fishing. While these initiatives have contributed to improved maritime domain awareness and reduced incidents by up to 20% in recent years, the AMF’s operational impact remains constrained by disparities in technical capacity, sovereignty sensitivities, limited enforcement authority, and funding shortages. The study concludes that strengthening AMF effectiveness requires harmonizing fisheries laws, enhancing technological integration, ensuring sustainable financing, and fostering cross-sector collaboration with external partners. Ultimately, the AMF holds strategic potential as a pillar of collective maritime governance in Southeast Asia, yet its success hinges on transforming political consensus into binding, coordinated, and enforceable actions.

Abstract

This study analyzes the subnational cooperation between West Java Province, Indonesia, and Gyeongsangbuk-do Province, Republic of Korea, through the 8th Global Youth Camp 2025. Held on August 17–23, 2025, in collaboration with Sangji Catholic University, the event gathered youth delegates from six Asian countries to promote intercultural understanding and regional collaboration. Using a descriptive–qualitative approach, the research explores how this program reflects West Java’s paradiplomacy efforts within Indonesia’s foreign policy framework. The findings show that West Java’s participation strengthens its international presence, enhances youth capacity, and expands global partnerships while aligning with Indonesia’s public diplomacy goals. The cooperation also demonstrates how subnational diplomacy can balance national interests with regional development needs. Overall, the West Java–Gyeongsangbuk-do partnership serves as a model for effective paradiplomacy that fosters mutual growth, people-to-people connections, and sustainable international engagement

Abstract

This manuscript does not aim to resolve ideological, historical, or religious claims over territory. Instead, it examines how contemporary forms of power shape protracted conflict through governance mechanisms that regulate land, labor, and resources. Drawing on conflict transformation theory, political economy, and critical governance studies, the article argues that dominant peace frameworks—centered on territorial partition, security coordination, or economic cooperation—are structurally limited because they leave asymmetric governance arrangements intact. These arrangements enable control without political integration, allowing domination to persist even in the absence of formal annexation. By reframing territorial maximalism as a governance project rather than a purely ideological aspiration, the study demonstrates how expansionist ambitions are operationalized through regulatory authority over space, mobility, and economic life. The case illustration of Jericho shows how localized stability and development initiatives can coexist with deep structural dependency when governance authority is not shared. Economic activity and administrative capacity, often interpreted as indicators of progress, may instead stabilize unequal power relations. To address these limitations, the article advances the concept of cooperative territorial governance as a pathway for conflict transformation independent of final-status agreements. By institutionalizing shared authority over labor regulation, land use, and resource management, this framework challenges governance-based domination and offers a pragmatic foundation for transforming the structural conditions sustaining modern territorial conflicts.

Abstract

Purpose: The purpose of this study is to determine the forms of Hajj diplomacy carried out by the Indonesian government to overcome the long waiting period for Hajj pilgrims. Research methodology: This study used a qualitative research method that utilizes secondary data as the data source. The secondary data mostly refer to various publications, such as books, journals, news, archives, social media, the official website of the Indonesian Ministry of Religious Affairs, and other sources that are factual and relevant to the topic. Results: The Indonesian government uses two tracks of diplomacy in Hajj affairs. The first track of diplomacy is bilateral relations with the Saudi Arabian government, either through meetings between the heads of the state or meetings with other relevant stakeholders. Meanwhile, the second track diplomacy is through the relationship between Indonesian non-governmental actors such as Indonesian Hajj and Umrah travel entrepreneurs with the Saudi Arabian authorities to obtain non-governmental Hajj quotas or commonly referred to as Hajj Furoda from the Saudi Arabian government. Conclusion: These two forms of diplomacy reflect Indonesia’s adaptive strategy in managing Hajj demand amid quota limitations, balancing state and non-state cooperation. Limitations: This study focused only on the years 2015–2023. It also relies on secondary data that may not provide a comprehensive understanding of the dynamics and processes underlying Indonesia's Hajj diplomacy. Furthermore, this study only explores one non-state actor involved in Hajj diplomacy, namely, Hajj and Umrah travel entrepreneurs. Contributions: This study provides valuable insights and recommendations to policymakers, researchers, and stakeholders regarding the dynamics of Indonesia's Hajj diplomacy and its impact on international relations.
