Abstract

This study examines the role of the Jember Fashion Carnaval (JFC) as a paradiplomatic tool for the Jember district government in its efforts to establish itself as a world fashion city. Using a qualitative approach, the research analyzes how JFC functions as a cultural, economic, and political instrument in international relations, drawing on theoretical frameworks from Aldecoa & Keating, Lecours, Dávila & Silva, and Prieto. Data was collected through in-depth interviews with key stakeholders (organizers, government officials, and international participants), media analysis, and documentation studies, with thematic analysis applied to identify patterns in JFC’s diplomatic impact. The findings reveal that JFC has successfully enhanced Jember’s global visibility, facilitated cross-cultural exchanges, and contributed to local economic growth through tourism and foreign investment interest. However, challenges such as inadequate legal frameworks, limited funding, and a lack of specialized human resources hinder the institutionalization of paradiplomacy in Jember. Despite these constraints, JFC demonstrates the potential of subnational cultural diplomacy in projecting local identity and supporting national soft power. The study concludes with policy recommendations, including strengthening institutional support, diversifying funding mechanisms, and integrating JFC into long-term regional development strategies. By addressing these gaps, Jember can maximize JFC’s role in achieving its aspirations as a world fashion city while contributing to broader discussions on paradiplomacy and cultural diplomacy in international relations

Abstract

The development of military threats and the global Arms Races trend pose serious challenges for Indonesia. The Indonesian Air Force (TNI AU) needs to be supported by fulfilling the need for air ammunition to improve air defense capabilities in facing the dynamics of these threats. This study aims to analyze the fulfillment of Indonesia's air ammunition needs through a triple helix approach involving interaction between government, industry, and academics. This effort is to strengthen the independence of the national defense industry in the production of air ammunition to meet the needs of the TNI AU. Through the triple helix approach, it is expected to improve the quality of production, innovation, and technological capacity through synergy between these parties. This study uses a qualitative method with data collection through in-depth interviews, documentation studies, and literature studies. This study identifies the strategic role of each actor, where the government acts as a regulator and facilitator and supervisor. The defense industry as an applicator, and academics act as innovators in the research and development of air ammunition technology. This study found that the triple helix approach can realize the independence of the national defense industry and can improve the quality of air ammunition production according to the standards of the TNI AU's needs. This study also concluded that Indonesia is able to increase the competitiveness of its national defense industry through a sustainable collaborative approach in meeting the air ammunition needs of the Indonesian Air Force.

Abstract

This study explores Taiwan-Indonesia bilateral cooperation strategies in fostering interdependence through people-to-people connectivity during 2016–2024, influenced by Taiwan's New Southbound Policy. Using a qualitative descriptive approach and secondary data, the research highlights Taiwan's initiatives, including scholarship programs, visa facilitation, Muslim-friendly tourism promotion, and protections for Indonesian migrant workers. These efforts have strengthened social, cultural, and educational ties between the two nations. The findings show that these strategies significantly enhance bilateral relations, offering Indonesia opportunities for human resource development and improved migrant worker welfare, while Taiwan deepens its connectivity with a key ASEAN partner. Despite these advancements, Indonesia's adherence to the One China Policy imposes diplomatic constraints, limiting formal interactions and collaborations. The study concludes that people-to-people connectivity is a vital component of Taiwan-Indonesia bilateral relations, fostering mutually beneficial interdependence. It recommends further policy innovations to enhance social and cultural exchanges, ensuring the sustainability of bilateral collaboration.

Abstract

The development of international relations issues has made sub-state actors such as cities, states, and provinces enter international activities. With the rise of these issues, it is also based on the concept of decentralization and paradiplomacy and local governments with their autonomy rights can build cooperative relationships with governments at the same level globally. In carrying out the realm of promoting MSMEs, the City of Bandung is assisted by the Department of Trade and Industry. With the aim of this research, namely to find out how the parallel diplomacy process is carried out by the City of Bandung in promoting MSME Tegep Boots. This research uses a qualitative method with data collection techniques through interviews and also uses literature studies. In the results of the study, it was found that the City of Bandung actually carried out an elaboration with the City of Garut in promoting MSME Tegep Boots. So in terms of parallel diplomacy carried out by the actors, it actually proves that there is cooperation carried out by subnational actors from both the City of Bandung and the City of Garut with social actors, namely MSME Tegep Boots. In conducting a promotion of Tegep Boots UMKM in Italy, especially at the Lineapelle the International Leather Fair event, it turns out that the ones who play a big role are actually from Garut City and also Tegep Boots UMKM, and also most of the international events in promoting Tegep Boots, Tegep Boots actually also carries out many of these activities independently because units from Bandung City such as its government cannot only focus on Tegep Boots UMKM continuously.

Abstract

Quality education is a key factor in achieving sustainable development, yet Indonesia continues to face challenges related to inequality in access, regional disparities, and limitations in formal education resources. In this context, non-state actors like Schoters play a relevant role by introducing innovations in non-formal, technology-based education. This study aims to explore how Schoters contributes to the achievement of Sustainable Development Goal (SDG) 4: inclusive, equitable, and quality education. Using a descriptive qualitative approach, data were collected through semi-structured interviews and online document analysis. The findings indicate that Schoters successfully builds a digital learning ecosystem through mentorship, structured learning plans, and interactive consultation services, reflecting the three key interactions in online learning communities. Moreover, Schoters’ initiatives indirectly support the alleviation of poverty (SDG 1) and the provision of decent work and economic growth (SDG 8) by opening access to international education and career opportunities. Community-based strategies, cross-subsidization, and the use of digital platforms have helped Schoters extend its educational reach. This study concludes that innovation by non-state actors can complement public policy in supporting sustainable education transformation in Indonesia.

Abstract

China was the first country that affected by the COVID-19 pandemic. However, China showed aggressive behavior during that period toward the South China Sea. Meanwhile, countries in the region concentrated on handling the COVID-19 pandemic. This study explains China's strategies and tactics in exploiting the COVID-19 pandemic phenomenon to achieve its interests in the South China Sea. This study used a literature study method to explain this phenomenon. The selected literature is secondary data scattered in previous research and credible news related to the political dynamics in the South China Sea. The research finds that China combines soft power, such as medical supply assistance and vaccine diplomacy, with hard power to increase its influence at the regional and global levels, including in the South China Sea region. In addition to disputes, these tactics can increase regional tensions and threaten the peace and stability of the South China Sea. In addition, this phenomenon also shows a decline in the trust of the disputing countries in the recognition of each other's sovereignty and the international regime.

Abstract

Global climate change has increased the earth's temperature and carbon emissions, including in Bandung City, which now has moderate air quality. In response, Bandung City Government seeks to reduce carbon emissions through various steps, including parallel diplomacy with international parties such as Kawasaki City. This research uses the concept of parallel diplomacy and approaches qualitative methods through descriptive analysis methods. The results show that carbon emissions in Bandung City have been relatively high in the last five years. Handling efforts are carried out by involving foreign cooperation, especially with Kawasaki City, which has been established for a long time through various environmental programs, including carbon emission reduction. However, in its implementation, Bandung City's parallel diplomacy still refers to Indonesian law. In conclusion, Bandung-Kawasaki's parallel diplomacy runs quite well when many actors are involved. However, there are challenges due to differences in the two cities' structure and stages of diplomatic governance.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) in coastal areas such as Batukaras have significant potential in the creative economy, particularly with products based on local wisdom. However, MSME actors continue to face various challenges, especially in digital marketing and connecting with global markets. Their reliance on conventional promotion methods, limited packaging design, and minimal access to digital technology hinder their capacity development. This article aims to analyse how paradiplomacy strategies and digitalisation can strengthen the position of Batukaras MSMEs in the global economic arena. Using a participatory approach in community engagement activities, the methods employed include outreach and technical assistance for MSME actors, supported by field surveys, interviews, and in-depth observation. The program focused on training in digital catalogue creation, activating location points on Google Maps, producing promotional content, and developing a village e-magazine. The results show that MSME actors experienced increased capacity in utilising digital media, greater exposure of local products to international tourists, and growing awareness of the importance of collaboration and innovation in marketing. In this context, paradiplomacy serves as a local development strategy based on global networking, bringing together local governments, business actors, and international communities. Thus, digitalisation and regional diplomacy not only expand global connectivity but also reinforce the foundation of a sustainable local economy. UMKM di daerah pesisir seperti Batukaras memiliki potensi besar dalam ekonomi kreatif, khususnya pada produk berbasis kearifan lokal. Namun demikian, pelaku UMKM masih menghadapi berbagai tantangan, terutama dalam pemasaran digital dan keterhubungan dengan pasar global. Ketergantungan pada promosi konvensional, keterbatasan desain kemasan, dan minimnya akses terhadap teknologi digital menjadi hambatan dalam mengembangkan kapasitas mereka. Artikel ini bertujuan untuk menganalisis bagaimana strategi paradiplomasi dan digitalisasi dapat memperkuat posisi UMKM Batukaras dalam kancah ekonomi global. Melalui pendekatan partisipatif dalam kegiatan pengabdian kepada masyarakat, metode yang 672 Kumawula : Jurnal Pengabdian Kepada Masyarakat 2025 digunakan meliputi sosialisasi dan pendampingan teknis kepada pelaku UMKM, yang dilengkapi dengan survei lapangan, wawancara, dan observasi mendalam. Fokus program meliputi pelatihan pembuatan katalog digital, aktivasi titik lokasi di Google Maps, produksi konten promosi, hingga penyusunan e-magazine desa. Hasilnya menunjukkan bahwa pelaku UMKM mengalami peningkatan kapasitas dalam memanfaatkan media digital, meningkatnya eksposur produk lokal kepada wisatawan mancanegara, serta tumbuhnya kesadaran akan pentingnya kolaborasi dan inovasi dalam pemasaran. Paradiplomasi, dalam konteks ini, berfungsi sebagai strategi pembangunan lokal berbasis jejaring global yang mempertemukan pemerintah daerah, pelaku usaha, dan komunitas internasional. Dengan demikian, digitalisasi dan diplomasi daerah bukan hanya memperluas konektivitas global, tetapi juga memperkuat fondasi ekonomi lokal yang berkelanjutan.

Abstract

The Israel-Palestine conflict, one of the most complex and protracted international disputes, has been profoundly shaped by media representations that influence public opinion and international relations. This study identifies three key factors shaping narratives through mainstream and social media: (i) Western mainstream media bias favoring Israel, (ii) the use of emotional language and selective reporting, and (iii) the rise of social media activism, exemplified by campaigns such as “All Eyes on Rafah”, which amplify marginalized Palestinian voices. Using a qualitative descriptive approach based on Creswell’s framework, the research explores the existence and interaction of these factors in shaping media roles. The study highlights the dynamic interplay between media narratives, public opinion, and foreign policy-making, shaped by historical context, social values, and norms. Findings reveal that while mainstream media historically demonstrate bias and selective framing, social media platforms create space for counter-narratives and more diverse perspectives. This analysis provides deeper insight into how these three factors collectively construct media discourse and potentially influence global public opinion and policy responses to the Israel-Palestine conflict. Konflik Israel-Palestina, sebagai salah satu sengketa internasional paling kompleks dan berkepanjangan, sangat dipengaruhi oleh representasi media yang membentuk opini publik dan hubungan internasional. Penelitian ini mengidentifikasi tiga faktor utama yang memengaruhi narasi melalui media arus utama dan media sosial: (i) bias media arus utama Barat yang cenderung mendukung Israel, (ii) penggunaan bahasa emosional dan pelaporan yang selektif, serta (iii) munculnya aktivisme media sosial yang dicontohkan oleh kampanye “All Eyes on Rafah” yang memperkuat suara-suara Palestina yang termarginalkan. Dengan menggunakan pendekatan deskriptif kualitatif berdasarkan kerangka Creswell, penelitian ini menelaah keberadaan dan interaksi ketiga faktor tersebut dalam membentuk peran media. Studi ini menekankan interaksi dinamis antara narasi media, opini publik, dan pembuatan kebijakan luar negeri yang dipengaruhi konteks historis, nilai sosial, dan norma. Temuan menunjukkan bahwa meskipun media arus utama secara historis menampilkan bias dan pembingkaian selektif, media sosial menyediakan ruang bagi narasi tandingan dan perspektif yang lebih beragam. Analisis ini memberikan pemahaman yang lebih mendalam mengenai bagaimana ketiga faktor tersebut secara kolektif membentuk wacana media serta berpotensi memengaruhi opini publik global dan respons kebijakan terhadap konflik Israel-Palestina.

Abstract

This study examines constructing global presence from the periphery within West Nusa Tenggara (NTB)’s parallel diplomacy for tourism growth. Using a qualitative research method framed by constructivism and Kuznetsov’s theory of parallel diplomacy, the study explores how NTB, as a subnational actor, actively builds its diplomatic identity while aligning with national interests. The findings reveal that NTB’s diplomacy is not merely administrative but shaped through dynamic interactions among various stakeholders, including central and local governments, private sectors, cultural communities, and international partners. This multipactor, collaborative governance has proven effective in promoting sustainable tourism, attracting domestic and international visitors, increasing investment opportunities, and enhancing NTB’s image through major international events and the development of strategic destinations like the Mandalika Special Economic Zone. The research highlights NTB’s inclusive and adaptive approach to diplomacy as a model of how subnational entities can contribute meaningfully to national and global tourism agendas
