Abstract

The number of Indonesian migrant workers placed in South Korea in recent years has tended to increase. In 2018 there were 6,921 workers placed in South Korea in various sectors. This number increased from the previous year which only 3,719 people. The placement scheme is carried out through a Government to Government (G to G) cooperation scheme between the two countries through the National Agency for Placement and Protection of Indonesian Workers (BNP2TKI) and South Korea’s Employment Permit System (EPS). The study intends to examine, analyze, and explore more about the policy of placing Indonesian workers in South Korea as well as various legal protections provided by the South Korean government. This research is a collaborative research initiated through the G-to-G program by the Faculty of Law, Universitas Negeri Semarang, and the South Korean government. This research involved the Study Center and Labor Law Clinic of the Faculty of Law of UNNES, the Center for Legal Drafting, Policy and Development at the Faculty of Law of UNNES, Hankuk University of Foreign Studies Hankuk College of Law, and Law Research Institute Hankuk University of Foreign Studies. This research is empirical legal research, where the research was carried out in two countries: Indonesia and South Korea. The purposes of the research are to: (1) to investigate the effectiveness of national and international law instrument on the protection to migrant workers in South Korea, (2) to identify the specific policies on South Korea for Southeast foreign workers as well as Indonesian migrant workers, and (3) to analyze the cooperation both South Korea and Indonesia on sending migrant workers. The research will be carried out for eight months in two countries. Research in Indonesia will be focused on Jakarta (in several labor related institutions), while in South Korea it will focus on the Hankuk University of Foreign Studies, the Indonesian Embassy in South Korea, the Association of Indonesian Workers in South Korea, the South Korean Student Association of Indonesia (Perpika), and Human Resources Development Service of Korea.

Abstract

Food insecurity among children poses a significant threat to the healthy development of children around the world such as stunted growth, poor cognitive development, stress, illnesses, and many other negative repercussions which further leads to socio-emotional and behavioural consequences. A new study released by UNICEF reveals higher levels of poverty and malnutrition among children living in low-cost housing in Kuala Lumpur, compared to the national average, as well as in some cities in Indonesia. If children from the urban poor suffer from food insecurity, what more the children living in the rural areas who may suffer the same. Which is why Sen’s Entitlement theory attributes food insecurity to poverty which prevents affordability and accessibility to food. Political and other tangible interventions should be undertaken to address food insecurity not only to promote healthy development of children in Indonesia and Malaysia but also to assure sustainability of food security as a precautionary approach. A starting point to ensure food security among children should be the school where children spend most of their time in a day.

Abstract

The state has a preference right (priority) to collect tax debts on goods which belong to the taxpayer (debtor), meaning that the state's position as a preferred creditor is declared to have advance rights to the taxpayer's property to be auctioned in public. Preference rights by the State for paying off tax debts are in fact not as easy as imagined, there are disharmony in several laws and regulations, namely between the Taxation, Bankruptcy and Labor Laws and the Constitutional Court Verdict No.67/PUU-IX /2013 and other problems that affect the State's pre-emptive rights over paying tax debts. The objective of this study is to determine the impact of disharmony of Legal Regulations relating to Debt Repayment in Bankruptcy Against the State's Standing on Preferential Rights of Tax Debt. Based on research, the position of laborers' wages in Constitutional Court Decision No. 67/PUU-XI /2013 contrary to the provisions of the KPKPU Code which regulates labor wages as a bill of general preferred creditors and based on the principle of lex posteriori derogat legi priori, the position of laborers' wages in bankruptcy is based on the provisions of the KPKPU Code which overrides the provisions of Code No. 13 of 2013. Second, the consideration of the Constitutional Court on Verdict No. 67/PUU-XI/2013, is not in same direction with the provisions of the KPKPU Code which regulates that the wages of workers owed both before and after the bankruptcy was declared is a bankruptcy debt.

Abstract

Perlindungan hukum terhadap pekerja/buruh tidak tetap, perlu mendapatkan perhatian secara serius oleh pihak-pihak terkait. Perlindungan hukum bagi pekerja sangat diperlukan mengingat kedudukannya yang lemah. Pekerja semaksimal mungkin tanpa khawatir sewaktu-waktu akan tertimpa kecelakaan kerja. Pemahaman perlindungan bagi para pekerja harian lepas pada asosiasi dekor di kota Semarang perlu ditingkatkan. Selama ini para pekerja lepas belum pernah mendapatkan informasi tentang perlindungan para pekerja lepas. Mereka bekerja sesuai dengan tugas yang harus dilakukan, tanpa mengetahui perlindungan apa yang diperoleh apabila terjadi permasalahan dalam bekerja. Ada kecenderungan para pekerja lepas tidak pernah tahu tentang hak-haknya sebagai karyawan lepas. Para pekerja harian lepas pada asosiasi dekor di kota Semarang belum pernah memperoleh informasi tentang perlindungan bagi pekerja harian lepas. Perlu adanya perlindungan hukum dalam hubungan kerja antara pengusaha dengan pekerja harian lepas. Perlindungan hukum terhadap pekerja harian lepas berarti terkait dengan hak-hak pekerja/buruh setelah melaksanakan kewajibannya. Dalam pelaksanaan perlindungan hukum terhadap pekerja harian lepas haruslah sesuai dengan Peraturan Ketenagakerjaan yang berlaku yaitu Undang-Undang No. 13 Tahun 2003 dan Peraturan Menteri Tenaga Kerja No. PER-06/MEN/1985. Target dari kegiatan pengabdian yang dilakukan ini adalah tercapainya penyadaran serta pemahaman akan kewajiban para anggota Asosiasi Pengusaha Jasa Dekorasi di Kota Semarang dalam memberikan perlindungan hukum berupa jaminan hak-hak dasar pekerja. Adanya pemahaman tersebut diharapkan maksud dan tujuan dalam kegiatan pengabdian masyarakat ini bisa tercapai.

Abstract

This study aims to analyze the demand for food among Indonesian households, consisting of foods prepared at home (FPAH) and food away from home (FAFH). Utilizing longitudinal data from the National Socioeconomic Survey 2011-2013, combined with the Village Potential Statistics, the study estimates the demand with the Linear Approximated Almost Ideal Demand System (LA/AIDS). The results show that both FPAH and FAFH are normal goods, but FAFH is more elastic than FPAH. Additionally, in terms of income elasticity, we found that households show stronger responses in consumption on FAFH, compared to FPAH. We also present heterogeneity analysis on different types of household characteristics.

Abstract

Korea Selatan adalah negeri yang begitu dicintai di Indonesia, karena negara tersebut berhasil memukau Indonesia dengan segala bentuk produknya, mulai dari produk alat rumah tangga hingga produk budaya seperti drama Korea, K-POP dan fashion yang sangat diminati oleh masyarakat Indonesia. Korea Fever atau demam Korea seperti melanda negeri Indonesia. Tetapi tidak banyak yang tahu dan menyadari bahwa sebenarnya Korea Selatan meraih kemerdekaannya pada 15 Agustus 1945, atau selisih dua hari saja lebih dulu dari kemerdekaan Indonesia. Namun jika dibandingkan dari sisi kemajuan teknologi jelas Indonesia masih jauh tertinggal. Dikutip dari databoks katadata.com, World Intellectual Property Organization (“WIPO”) telah merilis Global Innovation Index 2022, hasilnya Indonesia berada di peringkat ke-75 di antara Georgia dan Jamaika. Sementara Korea Selatan berada di urutan ke-5 setelah Swiss, Swedia, Amerika Serikat, dan Inggris Raya. Mengapa Indonesia yang merdeka di bulan dan tahun yang sama ternyata sangat jauh tertinggal dari Korea Selatan? Salah satu faktor kemajuan teknologi adalah kegiatan riset. Jurnal ini bertujuan menggambarkan komparasi kegiatan riset yang dilakukan Indonesia dan Korea Selatan dalam mewujudkan kemajuan teknologi masing-masing. Mendapatkan perbandingan mengenai iklim riset di Indonesia dengan Korea Selatan. Metode yang digunakan dalam penelitian ini adalah dengan pengumpulan data kualitatif, Wawancara dengan pihak Badan, Riset dan Inovasi Nasional, wawancara dengan pelaku bisnis. Hasil penelitian ini diharapkan dapat memberikan manfaat dan membuka penyadaran bagi pemerintah dan dunia bisnis untuk mendorong kemajuan teknologi melalui dukungan riset.

Abstract

In the context of Indonesia as a State of Law, the imperative role of the rule of law cannot be overstated in realizing the state's objectives. The formulation of Legislative Regulations, essential for upholding the rule of law, necessitates meticulous consideration of three fundamental principles: benefit, justice, and legal clarity. To ensure the effectiveness of these regulations in aligning with the direction and goals of national legal development, the process adheres to key principles, encompassing the clarity of objectives, appropriate institutional involvement, congruence among types, hierarchy, and material content, practicability, clarity of formulation, and transparency. This procedural framework is consistently implemented in a sustainable, coordinated, and integrated manner. The legal landscape in Indonesia underwent significant transformations with the enactment of Law Number 11 of 2020 on Job Creation, introducing the omnibus law technique. However, the subsequent Constitutional Court Decision Number 91/PUU-XVIII/2020 provisionally deemed this law unconstitutional. Responding to this decision, Law Number 12 of 2011 underwent a substantial amendment through Law Number 13 of 2022, specifically addressing the omnibus approach and enhancing meaningful public participation in statutory rule creation. This legal revision significantly influences the development of legal instruments at the regional level. Consequently, an examination of the implementation of regional legal product formation becomes imperative post the amendment of Law Number 12 of 2011 on the Formation of Legislative Regulations.

Abstract

The large use of amoxicillin allows this antibiotic to enter the environment in large quantities and cause pollution. The adsorption technique can be used as a method to remove amoxicillin contaminants in wastewater by utilizing kaolin as an adsorbent. This study aims to determine the characteristics of kaolin as an adsorbent and determine the ability of kaolin to adsorb amoxicillin. Kaolin was activated with hydrochloric acid and modified using Dimethyl sulfoxide (DMSO) and cetyl trimethylammonium bromide (CTAB). The results showed that the characteristics of DMSO and CTAB-modified kaolin showed a new peak which was an O-H bending vibration in functional group analysis using FTIR. X-ray diffraction results show that the distance between planes in the kaolin structure is larger. Meanwhile, the results of the SEM analysis showed that the surface morphology of kaolin had a higher level of crystallinity than before which proved an increase in the adsorption capacity of kaolin. The adsorption kinetics follows the Santosa kinetic equation model with an adsorption rate of 0.004 min-1 and an equilibrium constant value of 0.007 L.mol-1. The adsorption isotherm test follows the Freundlich isotherm equation model with an adsorption constant value of 561.694 L.mg-1 and an empirical constant value of 0.270. Keywords: Antibiotics, Adsorption, Batch, Isotherms, Kinetics

Abstract

The fossilized wood unearthed in Sindangsari Village, Sajira District, Lebak Regency, Banten Province, Indonesia. The depositional environment of this Early Pliocene  fossilized wood that has been  found  in tuff sediment of Genteng Formation corresponds littoral to terrestrial deposition. To identify a fossil wood type, preparation made from three sides; transverse, radial and tangential. The preparation of  thin section following to the one method in the rock petrography.  Anatomical features of the fossil wood are as follows : wood porous diffuse, vessel almost exclusively solitary with 7 – 14 / mm2, ray width 1 to 3 cells, larger rays commonly 4 to 10 seriate, body ray cells procumbent with one row of upright and/or square marginal cells,  axial canals in long tangential lines, prismatic crystals in parenchyma cells.  These features show affinities of the fossil wood to Dryobalanoxylon member of family Dipterocarpaceae.

Abstract

The digitalization of tax administration aims to improve service efficiency and institutional resilience by leveraging advanced technologies. By integrating digital tools, tax administration processes can be streamlined, reducing errors and enhancing taxpayer compliance. This research is a qualitative descriptive study that relies on secondary data collection. However, the digitalization of tax administration faces several challenges, such as uneven technological infrastructure, internal resistance to change, and cybersecurity threats. This study explores various digitalization initiatives, the challenges encountered during implementation, and the resulting benefits in terms of service optimization and institutional resilience. The findings indicate that digital transformation is a critical step towards achieving a more effective and resilient tax administration system. Therefore, the strategy of implementing tax reform for the digital era is appropriate. This involves increasing taxpayer trust and compliance by enhancing the capacity and integrity of the Directorate General of Taxes. The research also reveals that tax reform faces growing challenges in the digital age. Digitalization is not only a challenge for improving the capabilities and integrity of tax authorities but also for modernizing tax human resource systems and controls. These reforms are essential to building strong institutions capable of navigating the complexities of the digital era.
