Abstract

This article tells the involvement of humanitarian organizations in the post-war reconstruction process of disaster in the city of Palu, Sigi and Donggala Regencies. The presence of humanitarian organizations is urgently needed to help the process of acceleration of reconstruction. In carrying out its humanitarian mission, it is expected that these institutions are coordinated by the authority of the government/state. Management of Integrated Community Shelter expected able to help the process of reconstruction post disaster apparently also still constrained in the pattern of coordination. Coordination pattern which is less likely to occur in delivering open and funneling aid to victims. this paper found that the existence of the weakness of the State in controlling and embody the humanitarian agency's involvement in the process of reconstructions. Collaborative approach to governance in the management of Integrated Community Shelter appears as an alternative solution in the answer to these problems.

Abstract

The formulation of the problem in this study is how the quality of pension administration services in the central sulawesi provincial civil service agency. This research was analyzed descriptively qualitatively. As for the informants in this study were the head of the mutatin departement, the head of the pension sub sector, 2 (two) pension administration management staff and 4 (four) candidates who had received pension administration services carried out by purposive sampling technique. Data colection and retrieval techniques consist of observation, interviews and documentation. The theory used to determine the quality of pension administration services is the theory of parasuraman, zeithaml and berry wich consists of tangibles, reliability, responsiveness, assurance, empathy.The result of the study show that the quality of pension administration services in the central sulwesi provincial personnel aggency in terms of reliability, responsiveness, assurance and emphaty show a good level of service quality because of all these aspects there is nothing to hinderquality of pension administration services so as to make prospective retirees well served and qualified.Whereas in the tangibles aspect there are problems with inadequate supoporting facilities and infrastructure, such as the avaliability of poorly functioning air conditioners, inadequate toilets, irregular parking areas and less extensiveservice spaces that provide inconveniencefor prospective retirees.

Abstract

The Village Government is an institution that functions to organize village administration towards good governance. This study aims to analyze the implementation of the policy on the duties and functions of the village head in administering the administration of the Peana village, Pipikoro district, Sigi regency, Central Sulawesi Province, with reference to the aspects of communication, resources, disposition and bureaucratic structure. This qualitative research is carried out in Peana Village which is geographically isolated with limited infrastructure. Data were obtained from informants which are village officials and the community. Data are collected through observation to observe the behaviour naturally, original and spontaneous within a certain period of time to obtain careful, in-depth and detailed data. The data also obtained from documents originating from books, government regulations in the Peana Village Office as well as interview with the village secretary, village staffs and community members. The results showed that socialization about the content, purpose, direction and target group had not been implemented. Human resources, infrastructure and budget resources were inadequate. Village government disposition in responding to policies is not maximized. Bureaucratic structure in policy implementation, was not guided by standard operating procedure (SOP). The conclusion is that the task and function of the village head in the village administration is not optimally implemented, because the village head has not optimally responded regarding the administration of village administration. For this reason, the researcher recommends that the village head should be more active in responding to his duties and functions with the provided assistance by the academics, so that preparation and planning can be carried out effectively and efficiently.

Abstract

Pada hakikatnya koordinasi adalah perwujudan daripada kerjasama, saling bantu membantu dan menghargai/menghayati tugas dan fungsi serta tanggung jawab masing-masing. Hal ini disebabkan karena setiap satuan kerja (unit) dalam melakukan kegiatannya, tergantung atas bantuan dari satuan kerja (unit) lain. Jadi adanya saling ketergantungan atau interpedensi inilah yang mendorong diperlukan efektivitas koordinasi Camat sebagai pemimpin di Kantor Kecamatan. Tanpa keefektifan Camat dalam melaksanakan fungsi koordinasi dengan bawahan tentang pengelolaan kearsipan, maka kearsipan di Kantor Kecamatan Kasimbar tidak akan terkelola secara efektif. Penelitian ini bertujuan mengetahui bagaimana koordinasi Camat dalam pengelolaan kearsipan di Kantor Kecamatan Kasimbar Kabupaten Parigi Moutong. Metode penelitian dilakuan dengan pendekatan kualitatif, dasar penelitian ini yaitu observasi, wawancara dan dokumentasi. Peneliti melibatkan 7 orang informan. Dalam melakukan penelitian, penulis mengukur pada fungsi koordinasi yang meliputi (1) Komunikasi, (2) Kesadaran, (3) Kompetensi, (4) Kesepakatan, (5) Insentif, (6) Feedback. Hasil penelitian membuktikan bahwa fungsi koordinasi camat dalam pengelolaan kearsipan di Kantor Kecamatan Kasimbar Kabupaten Parigi Moutong belum berfunsi secara efektif, disebabkan karena faktor sumber daya manusia dan sarana prasarana belum terpenuhi secara maksimal

Abstract

Penelitian ini bertujuan untuk: (1) meningkatkan proses pembelajaran membaca permulaan melalui media big book, dan (2) mendeskripsikan peningkatan kemampuan membaca permulaan melalui media big book pada siswa kelas IA SD Negeri 04 Jaho Kecamatan X Koto Kabupaten Tanah Datar. Penelitian ini merupakan penelitian tindakan kelas dengan model Kemmis dan Mc Taggart. Subyek penelitian adalah siswa kelas IA SD Negeri 04 Jaho Kecamatan X Koto Kabupaten Tanah Datar yang berjumlah 12 siswa. Teknik pengumpulan data pada penelitian ini menggunakan teknik observasi, catatan lapangan dan tes. Instrumen penelitian yang digunakan yaitu lembar pedoman observasi rating berskala dan tes unjuk kerja membaca permulaan. Teknik analisis data yang digunakan pada penelitian ini adalah deskriptif kualitatif dan deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa penggunaan media big book dapat meningkatkan kemampuan membaca permulaan siswa kelas IA SD Negeri 04 Jaho Kecamatan X Koto Kabupaten Tanah Datar dari segi proses maupun hasil. Penggunaan media big book dalam pembelajaran membaca permulaan diawali dengan mengajak siswa untuk memprediksi isi cerita berdasarkan pengamatan terhadap gambar ilustrasi pada halaman sampul. Prediksi siswa tersebut ditulis di papan tulis. Guru membacakan big book dengan intonasi dan lafal yang tepat serta menunjuk setiap kata yang dibaca. Melalui pemodelan ini, siswa terdorong untuk mampu membaca seperti yang dicontohkan oleh guru. Setelah itu, guru mencocokkan prediksi siswa dengan isi cerita. Siswa dipersilakan untuk menyampaikan kesan atau tanggapannya. Guru membacakan sekali lagi sebelum siswa membaca secara individu di depan kelas. Guru membimbing siswa dalam membaca dan memberikan motivasi setelah siswa selesai membaca di depan kelas. Dari segi hasil, peningkatan dibuktikan dengan nilai rata-rata kemampuan membaca permulaan pada pratindakan 62,38 meningkat menjadi 67,22 pada siklus I dan 78,66 pada siklus II. Persentase pencapaian kriteria keberhasilan mengalami peningkatan pada pratindakan sebesar 17,24% meningkat menjadi 34,48% pada siklus I dan 79,31% pada siklus II.

Abstract

Village funds are a form of assistance from the government as a means of supporting and stimulating development and community empowerment in the village. The purpose of this study was to determine the supervision of village funds by the village consultative body in Batumatoru village, Lariang district, Pasangkayu Regency. The research method used is a qualitative research method by adopting escort theory. According to Sondang P Siagian there are two indicators of supervision namely direct supervision and indirect supervision. Data collection techniques are carried out through field research which includes observation, interviews and documentation. Analysis of the data used is data reduction, data presentation, and data verification. By using a purposive technique with a total of 7 informants. The results showed that the implementation of supervision of village funds in Batumatoru Village was still not optimal. Due to lack of supervision in the implementation of the use of village funds, both directly and indirectly. This was heard by complaints from the public regarding the government's performance in implementing the use of village funds.

Abstract

This study aims to improve students' skills in solving story problems in class IX of SMP Negeri 7 Muara Bungo by using the Cooperative Integrated Reading And Composation method. This type of research is Class Action Research (CAR). The subjects of this study were grade IX students of SMP Negeri 7 Muara Bungo. PTK research procedures include; (1) Planning (determining the number of cycles and subject matter to be studied, determining research samples, preparing lesson plans and assessment instruments, arranging other observation formats), (2) Action (carrying out 3 class actions referring to planning), (3 ) Observing (observing the development of cognitive, affective, and psychomotor abilities and group performance), (4) Reflection (carrying out data analysis and reflection on the application of learning models, process evaluation and learning outcomes). The results of the study obtained that the application of Cooperative Learning type CIRC can improve students' skills in solving story problems. The results of the study obtained that the application of Cooperative Learning type CIRC can improve students' skills in solving story problems. Students' skills in solving story problems always increase from each cycle, in the first cycle the score is 0.03 with a low category, the second cycle is 0.05 with a moderate category and the third cycle 0.079 with a high category. Then the application of Cooperative Learning type CIRC can improve mathematics learning outcomes with an average value of the first cycle of 56.58 up to 66.71 in the second cycle and a high increase in the third cycle 71.97.

Abstract

Unsur utama yang harus dimiliki aparatur adalah sumber daya manusia (SDM) untuk melakukan inovasi pembangunan diera otonomi daerah sekaligus otonomi Desa yang merupakan peluang sekaligus tantangan. Pemberian kewenangan untuk mengatur dan mengurus Desa, memerlukan dukungan kapasitas dari perangkat Desa untuk mampu merencanakan kegiatan program pembangunan yang inovatif berdasar pada kebutuhan di Desa. Namun faktanya, masih banyak perangkat desa yang belum memiliki kapasitas untuk merencanakan kegiatan program pembangunan di desa. Lokasi pengabdian, pengabdian dilaksanakan di Desa Kanuna Kecamatan Kinovaro Kabupaten Sigi. Metode yang dipergunakan dalam pengabdian adalah dengan memberikan sosialisasi pentingnya Sumber Daya Manusia (SDM) dalam pembangunan. Dari hasil pengabdian ini dapat memberikan wawasan dan pengetahuan kepada perangkat desa dalam pelaksanaan pembangunan khususnya di Desa Kanuna Kecamatan Kinovaro Kabupaten Sigi.

Abstract

This research originates from the role of human resource competence within an institution being crucial, as it acts as the driving force and manager of the system. To ensure smooth functioning, its handling must consider important aspects such as training, development, and motivation. The purpose of this research is to understand the role of human resource competence in supporting the performance of the public sector organization. The objectives of this research are (1) to understand and analyze the Role of Human Resource Competence in Supporting the Performance of Public Sector Organizations in Palu City. The qualitative method, which is based on data and information from informants using a phenomenological pattern, was employed. The research findings indicate that both supportive and hindering factors play a crucial role in the development of human resource competence in the public sector of Palu City. There is a positive impact of training access, management support, and performance assessment on employee motivation. However, hindering factors such as excessive workload, dynamic demands, and limited access to new information can constrain competence development efforts due to the rapid changes in the public sector environment.
