Abstract

The purpose of this research is to determine the performance of employees at Bahonsuai Community Health Center, Bumi Raya District, Morowali Regency. The research basis used is a qualitative research method with a descriptive type. The technique for determining informants is purposive sampling, and the informants in this research consist of 6 people.Based on the performance theory of Agus Dwiyanto (2008), the research results showthat (1) Productivity in the performance of Bahonsuai Community Health Center employees in Bumi Raya District, Morowali Regency is quite good, as seen from the speed of employees serving patients. However, the limitation of human resources, namely the insufficient number of doctors, affects the performance of the employees. Despite the limited number of doctors, the service provided by the employees still adheres to the applicable service standards. (2) The quality of service at Bahonsuai Community Health Center is quite good, indicated by the straightforward service flow that is easy for the community to understand. However, inadequate facilities andinfrastructure affect the performance of the Bahonsuai Health Center employees. (3) The responsiveness of Bahonsuai Health Center employees in Bumi Raya District, Morowali Regency is good. This can be seen from the ease and clarity of service information provided by the employees to patients. (4) The responsibility of Bahonsuai Health Center employees in Bumi Raya District, Morowali Regency is said to be good, as evidenced by the employees fulfilling their responsibilities well in serving patients. The employees are very friendly and empathetic when listening to patients' complaints. (5) The accountability of Bahonsuai Health Center employees in Bumi Raya District, Morowali Regency is good, as evidenced by the employees conducting monthly evaluations to improve and enhance their performance according to the responsibilities and operational standards applicable at Bahonsuai Health Center.

Abstract

This study uses qualitative descriptive research, this study attempts to reveal accurate and factual facts systematically about marriage certificate registration services at the Palu Barat District Religious Affairs Office. This study uses the taliziduhu ndraha theory with 4 (four) indicators, namely, speed, accuracy, convenience, and fairness. Data collection techniques are carried out through field research including observation, interviews, and documentation. There are 6 informants in this study. Data analysis used is data collection, data condensation, data presentation and drawing conclusions. Based on the results of research conducted using the taliziduhu ndraha theory from 4 indicators of the accuracy aspect, it can be said that it is not optimal because there are still frequent delays, not on time to come to the office, for example, the SOP states that at 07.30 must be in the office but in reality employees often experience delays. Then the other 3 aspects have been running optimally, namely the aspects of speed, convenience, and fairness.

Abstract

This study aims to evaluate the extent to which the services provided by the Manpower and Transmigration Office of Sigi Regency can meet the needs and rights of migrant workers, in accordance with the mandate of Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers and also Regional Regulation Number 1 of 2022 concerning the Protection of Migrant Workers in Sigi Regency. This study uses the theory of Richard M Steers with 3 indicators, namely achievement of goals, integration, and adaptation. The method used in this study is a qualitative approach with a descriptive type, which collects data through interviews with related parties, including employees of the Manpower Office and registered and unregistered migrant workers. The results of the study indicate that despite efforts by the Manpower and Transmigration Office to provide comprehensive services, there are still a number of obstacles that affect the effectiveness of services, such as lack of human resources and inadequate budget. This study recommends improving coordination between various parties related to other government institutions and non-government institutions and strengthening information systems to improve accessibility of services for migrant workers. Thus, it is hoped that protection for migrant workers can be more optimal and in accordance with their needs, so as to reduce the risks faced during the migration process.

Abstract

Early marriage is linked to high stress due to the developmental immaturity of young couples, which hinders conflict resolution and future planning. This often leads to divorce and, when combined with parenting stress, may increase the risk of domestic violence and child abuse. The Office of Women's Empowerment and Child Protection (DP3A) of Central Sulawesi Province in 2023 recorded 144 cases of violence against women and children. This study aims to determine the Family Quality Index (FQI) in early married couples and analyze the effect of individual resilience on family resilience, by predicting it through parenting stress. This type of research is a quantitative analytic survey with SEMPLS analysis. The research sample was 210 early married couples who have children, who directly care for children, selected using probability proportionate size technique. The results of the Family Quality Index research of early marriage couples show that the quality dimension of structural legality is in the very high category, the socio-cultural quality dimension is in the medium category, while the dimensions of physical, economic and socio-psychological resilience are in the very low category, while the results of SEMPLS analysis show that there is a positive and significant effect of husband's resilience and wife's resilience on parenting stress, as well as parenting stress on family resilience, but there is no positive and significant effect of husband's resilience or wife's resilience on family resilience. These results suggest that the relationship between individual resilience and family resilience is fully mediated by parenting stress. The family resilience model shows valid and reliable results and a fit model. Conclusions: The findings confirm the important role of parenting stress as a mediator in the relationship between individual resilience and family resilience in early marriage couples. The model developed is not only valid and reliable, but can also be the basis for family-based interventions. The urgency of strengthening integrated premarital counseling services for adolescents to improve parenting role readiness and prevent the risk of family violence is emphasized.

Abstract

This research aims to improve the ability to recognize letters in children in group B of RA Hidayatul Islam Bendo by applying the letter detective method. This study uses a classroom action research design (PTK), with research subjects consisting of 12 children. Data collection is carried out through three main techniques, namely observation, performance, and documentation, which aims to obtain comprehensive information related to the development of literacy skills in children. The data analysis techniques used involve quantitative and qualitative descriptive analysis. The success of this study was measured by the criterion that at least 85% of the children who were the subjects of the study could know the letters well. The results of the study showed that the use of the letter detective method, which was equipped with the media of letter cards, significantly improved the ability to recognize letters in children. In the pre-cycle stage, only 33% of children are able to recognize letters well. However, after the application of the letter detective method, there was a gradual increase, with a result of 50% in cycle I, 67% in cycle II, and reaching 92% in cycle III. Thus, this method has proven to be effective in improving letter recognition in children, and can be used as one of the interesting and interactive teaching strategies in letter recognition learning at the early childhood education level

Abstract

This study analyzes the support and obstacles in protecting women and children in crisis situations, focusing on the socio-economic and political conditions influencing Central Sulawesi Provincial Regulation No. 3 of 2019 on the Protection of Women and Children from Violence after the 2018 earthquake, tsunami, and liquefaction in Palu City. Using a descriptive qualitative approach, 15 purposively selected informants representing the pentahelix elements were involved. Data were obtained through in-depth interviews, observations, and documentation, and analyzed using the socio-economic and political variables of Van Meter and Van Horn (1975) policy implementation model, following the stages of data condensation, display, and conclusion drawing (Miles et al., 2014). Secondary data analysis employed bibliometric mapping via VOSviewer. Findings reveal that limited economic resources remain the primary barrier to preventing and addressing violence, while entrenched customary norms and unresponsive bureaucracy heighten vulnerability. Positive drivers include community participation, women’s organizations, media engagement, and progressive regulations, though private sector involvement remains limited. Public opinion largely supports the policy, yet political elite attention is inconsistent. The study concludes that effective post-disaster protection requires sustained funding, consistent political commitment, and cross-sectoral coordination, recommending stronger public–private partnerships and greater community engagement to ensure long-term protection for vulnerable groups.

Abstract

The existence of the Ombudsman of the Republic of Indonesia as a public service supervisory institution has a strategic role in encouraging the creation of good service standards. The Ombudsman is mandated to receive public complaints, provide recommendations, and oversee the implementation of public services in accordance with laws and regulations. This research aims to examine and analyze the effectiveness of Ombudsman supervision in public services in Palu City Local Government. This research method uses a qualitative approach with the main data collection technique using in-depth interviews. This research data analysis technique uses an interaction model consisting of data collection, data condensation, data presentation, and conclusion drawing. The results showed that supervision conducted by the Ombudsman played an important role in improving the quality of public services in Palu City, especially in the education and health sectors. The recommendations provided encourage compliance with service standards, although it still faces challenges such as limited resources and low community participation. The effectiveness of supervision can be improved through the use of technology, strengthening coordination with local governments, and a more responsive online complaint system. In addition, positive changes in apparatus behavior can be seen from increased transparency, accountability and professionalism in public services. With a more structured strategy, Ombudsman supervision can continue to encourage higher quality services that are oriented towards the interests of the community

Abstract

This research aims examine the application of collaborative governance in improving the quality of digital identity services in Central Mamuju Regency. This research focuses on collaboration which is designed using a qualitative approach. The informants of this research consisted of internal and external parties of the Population and Civil Registration Office of Mamuju Tengah Regency which were determined purposively. External parties are partners of the agency in implementing digital identity in Central Mamuju Regency. Data collection techniques include observation, in-depth interviews, and documentation, while the data analysis of this research uses an interactive approach which includes data collection, data condensation, data presentation, and conclusion drawing. The results showed that inter-stakeholder collaboration is still at a very early stage and has not been effective in driving significant implementation achievements. The realization of the Digital Population Identity program, which only reached 2% of the target, indicates a weak integration between unsupportive initial conditions, poorly structured institutional design, un-transformative leadership, and the lack of participatory and inclusive collaborative processes. This finding reinforces the assumption in collaborative governance theory that the success of a public program, especially one that is cross-sectoral and based on digital technology, is largely determined by structural readiness, clarity of institutional roles, and the presence of leadership that is able to mobilize synergies and create a shared deliberative space

Abstract

The schools have been allowed for doing face-to-face learning process with many requirements.Making own hand sanitizer will help schools to keep applying health protocol beside washing hands. Essential oils have been trusted for a long time give a calm effect and reduce stres. This activity have purpose to assistance hand sanitizer production with essential oils fragrance at SMP Muhammadiyah 1 Prambanan Yogyakarta. Knowledge have been transfered by team followed with demo and training to produce hand sanitizer with lemongrass fragrance at first activity. Knowledge score was determined from pre-test and post test answer score from multiple choice questions about hand sanitizer. Follow up became the next activity to ensure school can make their own hand sanitizer independently. The result showed knowledge score was increased from 52,11 to 92,11. School also have been made hand sanitizer independently with another essential oil varians. This products were limited used for school. Communication between team and school still continues.

Abstract

This study aims to uncover the patterns and dominance of local oligarchic power in the coal mining industry in East Kalimantan. Using a descriptive qualitative approach with in-depth interview techniques and documentation studies, this study traces how power is exercised through a network of political, economic, military, and social organizational actors. The findings show that oligarchic dominance occurs not only through control of economic resources, but also through the co-optation of state institutions such as the legislature, bureaucracy, security forces, and media. The power structure is hierarchical-functional, with figures such as Said Amin, Tan Paulin, Haji Andre, Haji Alex, and Ismail Bolong playing complementary roles in the extractive power ecosystem. This study concludes that local oligarchs form a new historical bloc that unites formal-informal and legal-illegal power. Dismantling this dominance requires regulatory reform, political transparency, strengthening civil society, and transformation of political ethics.
