Abstract

ABSTRACTGlobal transformation is always demands a good governance system and one of the functions that must be run is public administration’s system.  The impact of powerfull globalization stream, should be anticipated as well as possible.  Public Administration with the values of western modernity that developed today, sometimes make us glare about the progress and forget the values’s identity of local wisdom that we have.  Whereas, Public Administration that appropriate with the local wisdom will be no less great than western Public Administration’s model.  This paper critically discusses the concept of public administration based on local wisdom (Indigenous) and tried to critize the western of public administration’s models which has been predicated in practice and viewed as the core study of contemporary public administration in various country, including Indonesia.  A review and reconstruction of ideas, concepts and theories on Government and Governance.  The main issues is that it is not always the western model administrative practice was able to solve the problem of public administration and was successfully implemented in various regions in responding the local culture.Keywords: Public Administration, Local Wisdom, Indigenious ABSTRAK Transformasi global senantiasa menuntut adanya sistem pemerintahan yang baik (good governance) dan salah satu fungsi yang harus dijalankan adalah sistem administrasi publik. Dampak dari arus globalisasi yang sedemikian kuat, sudah seharusnya diantisipasi sebaik mungkin. Dimana administrasi publik dengan nilai-nilai modernitas model barat (western) yang berkembang saat ini, terkadang membuat kita silau akan kemajuan sehingga melupakan identitas nilai-nilai kearifan lokal yang kita miliki. Padahal administrasi publik yang beridentitas sesuai dengan nilai-nilai kearifan lokal tak akan kalah hebatnya jika dibanding dengan administrasi publik model barat. Paper ini secara kritis mendiskusikan tentang konsep administrasi publik yang berbasis kearifan lokal yang lebih bersifat indigenous dan mencoba mengkritik administrasi publik model barat yang selama ini digadang-gadangkan dalam praktik dan dipandang sebagai core studi dari administrasi publik kontemporer diberbagai negara termasuk di Indonesia. Sebuah pengkajian ulang dan pendeskonstruksian ide, konsep dan teori terhadap Government dan Governance. Thesis utamanya adalah bahwa tidak selamanya praktik administrasi model barat mampu menyelesaikan masalah administrasi publik dan berhasil dilaksanakan diberbagai daerah dalam merespon budaya lokal.Kata Kunci: Administrasi Publik, Kearifan Lokal, Indigenous

Abstract

The purpose of this study was to analyze the effect of job insecurity and organizational justice on employees' emotional exhaustion. This conceptual research wants to prove the presence or absence of significant influence caused by the independent variable on the dependent variable either partially or simultaneously. The study was conducted at the Government Bureau of the Regional Secretariat of West Sumatra Province. The research method uses an associative quantitative approach with employee research subjects. This study involved 37 respondents with a Nonprobability Sampling technique. The type of data used is primary data and secondary data. Data collection uses a Likert scale questionnaire. Previous questionnaires have been tested for validity and reliability. Data were analyzed using multiple linear regression analysis (multiple regression) which was tested for its classic assumptions. Hypothesis test results provide evidence of a significant influence between the independent variables on the dependent variable either partially or simultaneously. The results showed that there was a significant influence of the variable job insecurity on emotional exhaustion by 49.4%; there is a significant influence of organizational justice variables on emotional exhaustion of 56.2%, in addition, this study also proves that there is a significant simultaneous effect on job insecurity and organizational justice variables  on emotional exhaustion with a contribution of 62.8%.

Abstract

This research study aims to see the success of the "Garugiwa In Line" innovation in population administration services. The invention, which adopts the name of the GARUGIWA bird or Arwah Bird, which is an endemic bird that only lives in the Kelimutu mountains in Ende Regency, has recorded various performance achievements in population administration services (Adminduk) for the people of Ende Regency. This research method uses a descriptive qualitative approach. It examines the research focus by measuring government innovation strategies using indicators of integrated services, utilization of cooperation, citizen involvement, and utilization of communication and information technology. The results showed that from the percentage achievement of national service indicators, Disdukcapil Kab. Ende can increase the percentage achievement of service indicators every year. This describes that aspects of local wisdom can be "energy" that contributes to the performance of public services.

Abstract

The Purpose of this study is to describe the voice mechanism in the Yogyakarta City Government, Study of the Information and Complaints Service Unit (UPIK), in the 2013-2019 period. This research uses the Guidelines for Effective Complaint Handling referring to the best practice of the Victorian Ombudsman. The research method used is qualitative with a case study approach. The research results show that UPIK as a Voice Mechanism in the City of Yogyakarta has fulfilled the requirements for an effective complaint handling mechanism. Furthermore, UPIK has succeeded in becoming a forum that functions to accommodate and handle aspirations (complaints) from the people of Yogyakarta City even though there are still messages (complaints) that are in the wrong category and the wrong address, and the City of Yogyakarta's responsiveness is still weak in handling complaints. This is indicated by the fact that there are still complaints that have not been followed up by the relevant SKPD.

Abstract

Padang merupakan salah satu kota dengan ancaman bencana gempabumi dan tsunami. Kondisi tersebut dapat mempengaruhi persepsi risiko bencana penduduknya. Penelitian ini bertujuan untuk mengetahui persepsi risiko bencana gempabumi dan tsunami pada mahasiswa ditinjau dari pengalaman menghadapi bencana dan variabel demografis (gender, angkatan, rumpun pendidikan, dan jarak tempat tinggal). Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kuantitatif. Subjek terdiri dari 213 mahasiswa Universitas Negeri Padang dari 8 fakultas yang berbeda yang dipilih dengan teknik cluster sampling. Skala yang digunakan adalah skala persepsi risiko bencana yang disusun berdasarkan model semantik diferensial. Hasil analisis data menunjukkan bahwa: (1) subjek memiliki tingkat persepsi risiko bencana yang tinggi; (2) tidak ada perbedaan persepsi risiko antara subjek yang pernah mengalami bencana dan belum pernah; (3) ada perbedaan persepsi risiko ditinjau dari variabel demografis meliputi gender, angkatan, dan rumpun pendidikan, sedangkan jarak tempat tinggal tidak ditemukan adanya perbedaan. Implikasi untuk memahami temuan dari penelitian ini didiskusikan dalam pembahasan.

Abstract

Self-access learning materials are essential for English proficiency test preparation to enhance learners’ success inachieving desired language proficiency levels. This research explores the development of self-access training materials specificallydesigned for English proficiency test preparation. The research method used was Research and Development (R&D) with theADDIE model, which includes analysis, design, development, implementation, and evaluation. Validations from experts in design,content, and language, alongside feedback from students and lecturers, confirmed that the developed training materials metestablished criteria for good quality training materials. The result of this research can later be employed as a resource material forlearners and educators to support learners in achieving required English language proficiency.

Abstract

Pasaman District is the largest corn producer in West Sumatra Province, one of the villages is Lingkuang Aua Bandarajo, where the majority of the population work as corn farmers. This amount is directly proportional to the amount of corn cob waste produced from agricultural activities. Based on the results of observations and interviews with local communities, it is known that the processing of corn cob waste has not been carried out optimally, because people tend to burn the corn cobs, which has an impact on environmental pollution. One solution that can be provided is to hold training on processing corn cob waste into charcoal briquettes. This PKM activity was carried out offline with 3 sessions, namely a session presenting material regarding business opportunities and how to make corn cob briquettes, practice accompanied by a team and independent practice. Through this PKM activity, it is known that there has been an increase in knowledge about corn cob briquettes by the youth of the village of Aua Bandarajo. The corn cob briquettes produced can be a source of renewable fuel and can also improve the economy of local communities.

Abstract

Aim: The Indonesian practice of decentralization is based on centralistic bureaucratic thinking, which ensures that all aspects of government, including governance structures, politics, institutions, law, and finance, are applied consistently across all levels of government. But there are significant differences between regions, so standardization is impossible. Reasons for this include the potential for conflict resulting from divergent perspectives on history, regional rights, religion, language, culture, politics, geography, economy, and ethnicity. The decentralization strategy is meant to create harmony between traditional knowledge and the Nagari Ministry’s efforts to implement Community Law Number 6 of 2014.Methodology: For this study, we opted for a qualitative, descriptive approach. Purposive sampling was used to select participants in the villages of Nagari Kapau, Nagari Minangkabau, Nagari Mahakarya, and Nagari Anduring in Indonesia’s West Sumatra Province. In-depth interviews, surveys, and written research records were all used to compile the data. The data’s reliability was checked using data aggregation methods in this probe.Findings: The findings show that while the concepts of both the bottom-up and top-down Nagari governance model and Law Number 6 of 2014 can be accommodated in theory, in practice, the Mixing government model presents significant challenges.Implications/Novel Contribution: This research supports the idea that Nagari public administration can easily incorporate conventional wisdom from the region. This research has also recommended that future scholars think about the bottom-up government model and the top-down government model that can create harmony between the interests of the community or citizens of the village and a government that is structured from the top (top-down) through Law number 6 of 2014 and other legislation. Many nations make similar attempts, and essential takeaways from this research could be applied to governments in the same region.

Abstract

This research aims to identify and understand the barriers affecting public sector employees' innovative behaviors, particularly examining how these obstacles differ across stages of innovation and between genders. Utilizing a qualitative phenomenological approach, the research involved in-depth interviews with 40 informants from six agencies in Kupang City and Kupang Regency. Data were analyzed through thematic analysis techniques, revealing eleven major barriers categorized into political-administrative leadership, public management, and individual factors. Political-administrative barriers include insufficient support from political actors and a restrictive organizational climate. Public management challenges encompass a risk-averse culture, weak interdepartmental collaboration, limited knowledge sharing, bureaucratic constraints, and regulatory rigidity that restricts creative ideas perceived as "out of the box." Another key finding highlights the demotivating effect of redundant local digital innovations replaced by centrally mandated platforms, fostering employee frustration and discouragement. Individual barriers identified include a lack of expertise, limited access to policymakers, and significant gender-related issues such as patriarchy, stereotypes, and domestic responsibilities. The study highlights its novelty by uncovering how regional contextual factors, especially gender dynamics, uniquely shape barriers to innovation. This study uniquely contributes to the literature by specifically examining barriers to innovative work behavior (IWB) in the under-researched context of Eastern Indonesia, focusing on both innovation stages and gender differences.

Abstract

This literature review discusses digital implementation in administrative governance as a strategy to improve the quality of public services in the era of modern bureaucracy. Technological developments encourage transformation in the delivery of public services, requiring the bureaucracy to be more efficient, transparent, and responsive to community needs. Through the implementation of the Electronic-Based Government System (SPBE) and the digitization of public services, administrative processes that were previously slow and complicated can now be simplified, service times are faster, and accountability and community participation are stronger. The study results show that the implementation of digital platforms such as service applications, websites, and social media not only improves public satisfaction, but can also ease access to information and administrative procedures. However, the digitization process still faces challenges, especially in infrastructure gaps, digital literacy, and unprepared human resources, especially in remote areas such as Papua. The literature emphasizes that digitization can be a strategy for change towards data-driven, collaborative, and service-oriented governance. With a strategic and inclusive approach, digital transformation can be the foundation for the realization of an adaptive and equitable modern bureaucracy.
