Abstract

Kajian penelitian ini bertujuan menganalisis pendekatan administrasi integratif dalam tata kelola pemerintahan melalui kajian hubungan antara desain organisasi, sistem negara, dan perilaku aparatur. Metode yang digunakan adalah tinjauan literatur terhadap 25 karya ilmiah relevan, dengan analisis tematik untuk mengidentifikasi pola dan temuan utama. Hasil menunjukkan bahwa struktur sentralistik cenderung menghambat efektivitas layanan publik akibat birokrasi yang kaku, sementara struktur desentralistik meningkatkan responsivitas melalui kolaborasi antar lembaga. Nilai-nilai publik seperti transparansi, akuntabilitas, dan partisipasi memperkuat kepercayaan masyarakat serta legitimasi institusi. Pendekatan administrasi integratif yang ditemukan nantinya mampu menyelaraskan struktur organisasi dan sistem pemerintahan dengan nilai-nilai publik untuk mendukung tata kelola yang adaptif dan efektif.

Abstract

This study aims to analyze the effectiveness of bureaucratic reform in improving the quality of public services in Indonesia through a literature review approach. This study examines selected scientific articles from the last ten years that discuss various aspects of bureaucratic reform, including service efficiency, transparency, accountability, citizen satisfaction, and the role of digitalization.The findings reveal that bureaucratic reform has positively impacted service acceleration, public trust enhancement, and the adoption of information technologies such as e-government. Nevertheless, implementation still faces challenges such as bureaucratic resistance, limited funding, and lack of inter-agency coordination. This study recommends strengthening leadership, enhancing bureaucratic human resources, increasing public participation, and fostering cross-sector policy synergy to support sustainable bureaucratic reform.

Abstract

This study aims to examine the influence of technological innovation on public satisfaction in public service delivery through a literature review approach. In the digital era, the use of technologies such as e-government and e-services has become a key strategy to enhance efficiency, transparency, and service quality. Based on the analysis of five relevant journal articles, three showed effective implementation of digital technology, resulting in improved public satisfaction. However, two journals revealed suboptimal outcomes due to obstacles such as limited infrastructure, low digital literacy, and insufficient socialization. These findings suggest that the success of technological innovation in public services highly depends on technical readiness, policy support, and the public’s ability to utilize digital services.

Abstract

The implementation of a public accountability system can serve as an indicator of success in realizing good governance in Indonesia. This public accountability can later improve transparency, integrity, and the quality of public services and prevent the practice of corruption, collusion, and nepotism in government administration. In addition, this article is designed to identify the obstacles faced in implementing public accountability and provide strategic recommendations to make governance more effective, responsive, and accountable to the community.Thus, this article is expected to contribute to the development of an accountability system that supports the achievement of a clean, transparent, and integrity government.

Abstract

This study investigates the role of the Audit Board of Indonesia (BPK), particularly its Representative Office in Central Java Province, in enhancing accountability in regional financial management through a literature review approach. Regional financial accountability serves as a crucial indicator for achieving good governance. The analysis explores relevant literature concerning BPK’s functions in auditing processes, issuance of audit opinions, and follow-up actions. The review finds that BPK plays a strategic role in fostering transparency and accountability through its independent and objective audit mechanisms. BPK’s audit findings contribute to improving the quality of regional financial reporting and strengthening internal control systems. The study recommends enhancing institutional capacity and promoting stronger synergy between BPK and local governments to achieve more accountable financial governance.

Abstract

Digital transformation in the government sector has become an urgent necessity to achieve transparent and accountable financial governance, in line with increasing public demands for public information disclosure and the implementation of good governance principles. This study aims to comprehensively analyze the implementation of E-Budgeting systems in enhancing public financial transparency and accountability at the Communication and Information Department of Padang City, focusing on identifying implementation processes, evaluating the contributions to transparency, analyzing the effects on accountability, and identifying constraints along with management strategies. The research employs a qualitative approach with an instrumental case study design involving methodological triangulation through semi-structured in-depth interviews, participatory observation, and document analysis. Data analysis is conducted using Braun and Clarke's six-phase inductive thematic analysis. Findings demonstrate that the phased implementation of E-Budgeting, with comprehensive system integration, has successfully improved budgeting process efficiency from 2-3 weeks to 3-5 working days, provided real-time information access to stakeholders, and created digital audit trails that strengthen transparency and accountability. The research offers practical implications for local governments to adopt holistic implementation models in digitalizing financial management while contributing theoretically to the development of effective e-government implementation frameworks in developing countries.

Abstract

Digital transformation in the public sector has emerged as a global strategic imperative, compelling government organizations to implement innovation to enhance service effectiveness. However, a significant gap exists in the literature regarding the implementation of innovation in developing countries, particularly within the context of strategic public service organizations that face unique challenges in digitalization processes. This study aims to comprehensively analyze the role of technological and non-technological innovation in enhancing public service effectiveness, identify implementation challenges and solution strategies, evaluate public communication strategies, and assess the impact of innovation on service process acceleration and public satisfaction. The research employs a qualitative design with an instrumental case study approach at PT. PLN (Persero) Belanti Customer Service Unit, located in Padang City, employed in-depth interviews, participatory observation, and documentation and analyzed them through a six-phase thematic analysis framework. Findings reveal that implementing a hybrid model, which integrates digital technological innovation with non-technological approaches, has generated significant transformation in service effectiveness through comprehensive digitalization, multi-channel communication strategies, local stakeholder collaboration, and the institutionalization of a continuous innovation culture. This research contributes theoretically by providing a conceptual framework for implementing public service innovation and offering strategic recommendations adaptable for similar organizations in Indonesia and other developing countries, aiming to optimize sustainable digital transformation.

Abstract

Indonesia's fiscal decentralization era demands effectiveness from regional planning institutions in managing social development budgets; however, gaps remain in optimal BAPPEDA implementation, particularly in cross-sectoral coordination, human resource capacity limitations, and weak impact-based monitoring systems. These gaps require responsive budget governance innovations that address societal social needs. This study aims to comprehensively analyze the role of Padang City BAPPEDA in managing development budgets directed toward improving community social welfare, focusing on planning mechanisms, budget allocation processes, program effectiveness, and strategies for overcoming obstacles. The research employs a qualitative approach with an instrumental case study design of Padang City BAPPEDA as the unit of analysis, involving purposive sampling of BAPPEDA structural-functional officials, related regional work units (OPD), and community representatives, along with methodological triangulation of in-depth interviews, participatory observation, and document analysis analyzed using Braun and Clarke's six-phase thematic analysis framework. Findings demonstrate that BAPPEDA successfully executes its coordinative role as architectural governance through an integrative, collaborative governance model, reflected in poverty rate reduction from 4.17% to 4.06%, increased social program budget utilization from 76% to 92%, stakeholder engagement index of 4.2 on a scale of 5, with 78% of social programs originating from participatory Musrenbang proposals. The research contributes theoretically to the development of collaborative governance by conceptualizing BAPPEDA as an institutional bridging mechanism, providing best practice models for the implementation of evidence-based budgeting, and generating analytical frameworks for measuring coordination effectiveness that can be adapted for the institutional capacity development of other regional planning agencies.

Abstract

This study examines the influence of transformative service dimensions on public satisfaction at the Public Service Mall (PSM) in Payakumbuh City, Indonesia. While PSMs have emerged as integrated service innovations, a significant gap remains in understanding how specific transformative service dimensions affect public satisfaction in developing countries. Employing an associative quantitative approach, this research collected data from 220 service users through structured questionnaires and analyzed it using multiple regression. The findings reveal that individual well-being dimensions contributed the highest impact (57.2%), followed by group well-being (51.2%) and social well-being (38.9%). Simultaneously, these three dimensions explained 88.7% of the variance in public satisfaction (F = 1704.067, p < 0.05). These findings make theoretical contributions by extending the Transformative Service Research (TSR) framework to public administration contexts in developing countries and by identifying a hierarchy of service dimensions that shape public satisfaction. From a practical perspective, this research provides policymakers with empirical evidence on the importance of balancing individual and collective well-being interventions in the development of PSM. This study addresses a literature gap by providing the first empirical evidence on TSR application in integrated public service facilities within a non-Western developing country context, specifically Indonesia.

Abstract

This research aims to identify and understand the barriers affecting public sector employees' innovative behaviors, particularly examining how these obstacles differ across stages of innovation and between genders. Utilizing a qualitative phenomenological approach, the research involved in-depth interviews with 40 informants from six agencies in Kupang City and Kupang Regency. Data were analyzed through thematic analysis techniques, revealing eleven major barriers categorized into political-administrative leadership, public management, and individual factors. Political-administrative barriers include insufficient support from political actors and a restrictive organizational climate. Public management challenges encompass a risk-averse culture, weak interdepartmental collaboration, limited knowledge sharing, bureaucratic constraints, and regulatory rigidity that restricts creative ideas perceived as "out of the box." Another key finding highlights the demotivating effect of redundant local digital innovations replaced by centrally mandated platforms, fostering employee frustration and discouragement. Individual barriers identified include a lack of expertise, limited access to policymakers, and significant gender-related issues such as patriarchy, stereotypes, and domestic responsibilities. The study highlights its novelty by uncovering how regional contextual factors, especially gender dynamics, uniquely shape barriers to innovation. This study uniquely contributes to the literature by specifically examining barriers to innovative work behavior (IWB) in the under-researched context of Eastern Indonesia, focusing on both innovation stages and gender differences.
