Abstract

Digital governance transformation through a hybrid bureaucracy model is considered the main adaptive solution in post-COVID-19 pandemic Indonesia. This study uses the systematic literature review (SLR) method based on PRISMA 2020 with a focus on Sinta and Scopus indexed articles for the 2020–2025 period, to examine the implementation of hybrid bureaucracy in urban and rural areas, and is supported by relevant classical theoretical literature as a basis for the conceptual framework. Results show that the 35% improvement in public service efficiency in urban areas, but only 12% in rural areas, is rooted in disparities in infrastructure and digital literacy. Three main challenges were identified: ASN resistance to technology, overlapping regulations, and budget constraints. Policy recommendations lead to accelerated harmonization of SPBE regulations, gamification-based training strategies, and special budget allocations for 3T (underdeveloped, frontier, and outermost) regions. This study provides an empirical basis for the development of an inclusive and equitable public service digital transformation strategy in Indonesia.

Abstract

This study aims to evaluate the effectiveness of public policies in the Indonesian education sector through a literature study approach. The main focus is directed at three strategic government programs, namely the Smart Indonesia Program (PIP), the Smart Indonesia Card (KIP) for College, and the School Operational Assistance (BOS). These three programs have shown contributions in expanding access to education for underprivileged groups, but still face a number of challenges in their implementation. Common problems identified include inaccurate targeting of recipients, delays in disbursement of funds, weak supervision, and limited managerial capacity at the school and campus levels. This study synthesizes various study results to identify patterns of success and failure in program implementation, and offers recommendations for strengthening data-based policies and public participation. The results of the study indicate that program effectiveness is greatly influenced by the integration of data collection systems, the quality of financial management, and the availability of a comprehensive mentoring system. To achieve national education goals in a sustainable manner, a more adaptive, transparent, and inclusive policy reformulation is needed. Long-term evaluation and based on outcome indicators are crucial in ensuring program accountability and supporting fair access to education throughout Indonesia.

Abstract

The implementation of good governance principles at the sub-district (kelurahan) level plays a crucial role in promoting transparent, accountable, and participatory local administration. This study aims to analyze the implementation strategies of good governance in several sub-districts in Padang City using a qualitative approach, through case studies and literature analysis. Five prior research articles were reviewed to identify patterns, obstacles, and best practices in applying these principles. The findings reveal that digital innovations, such as the e-Kelurahan system and SIRANCAK, have contributed to improving transparency and efficiency. However, limitations remain, particularly in community digital literacy, lack of training, and low public participation. Additionally, issues related to accountability and service ethics—such as informal practices and lack of public oversight—indicate that not all principles are fully implemented. The study emphasizes that good governance strategies must be context-sensitive and adaptive to local social conditions. Synergy between technology, ethical values, and community empowerment is essential to realizing effective and inclusive local governance.

Abstract

The Ombudsman of the Republic of Indonesia or ORI is an institution that oversees the implementation of public services in Indonesia. In addition to overseeing the implementation of public service, the Ombudsman aqlso functions to prevent and overcome maladministration in the implementation of public service. The Purpose of writing this article is to analyze the role and obstacles of the Ombudsman of the Republic of Indonesian in overcoming maladmistration in public service in Indonesia. The method used is a literature review. From several articles in journals and other sources, it was found that the role of the Ombudsman of the Republic of Indonesia in overcoming maladministration is to receive reports of alleged maladministration, examine reports, request clarification of reports, make and provide recommendations regarding the resolution of maladministration reports. Furthemore, the obstacles faced by the Ombudsman of the Republic of Indonesia in overcoming maladministration are two factors: internal factors; the Ombudsman lacks human resources, changes in positions in the Ombudsman, lack of funds. Meanwhile, external factors include people who are not familiar with Ombudsman of the Republic of Indonesia, people who feel it is useless report to Ombudsman of the Republic of Indonesia, lack of cooperation from reported agencies in providing clarification, many reported parties do not comply with summons, recommendations from Ombudsman of the Republic of Indonesia are not implemented by the reported, and there is no execution of samctions by the government against violations of public service.

Abstract

The state and government organizations in Indonesia have a complex structure in a presidential and decentralized system. This article aims to examine the institutional classification and relationships between institutional entities in this context. The method used is library observation of various academic sources and relevant official documents. The results of the study indicate a variety of patterns of authority arrangements and coordination mechanisms between the central and regional governments, including the roles of ministries, institutions, agencies (K/L/D/I) and state supporting bodies. Discussion of the importance of an in-depth understanding of the structure and relationships between state and government organizations as a basis for optimizing effective, accountable and coordinated governance. The conclusion of this article emphasizes that strengthening institutional coordination is key to improving the quality of governance in Indonesia.

Abstract

In the current digital era, developments in information and communication technology have become a key factor in transforming the delivery of public services. With the application of technology in government administration systems, significant changes have occurred in terms of efficiency, accessibility, and transparency of services provided to the public. Various services, such as document registration, permit applications, and tax payments, can now be carried out online through online platforms and mobile applications, without the need to physically visit government offices. This helps reduce waiting times, minimize bureaucracy, and lower operational costs for both the government and the public. Additionally, the implementation of digital technologies such as e-government, e-budgeting, and e-reporting enhances accountability and facilitates direct audit and evaluation processes. Technology also facilitates access to public services in remote areas, reducing the gap in access between urban and rural regions. The relationship between the government and the public becomes more efficient, responsive, and interactive through social media, complaint applications, and online reporting systems. The application of data analysis and artificial intelligence also helps evidence-based decision-making, enabling the government to formulate more targeted policies according to the needs of society. However, digital transformation in public services also poses challenges, such as the need for adequate technological infrastructure, increased digital literacy among the public, and high-security systems to protect personal data. To achieve inclusive, efficient, and transparent public services, it is crucial for the government to have a commitment and sustainable investment.

Abstract

This research examines the public policy process in local government organizations in Padang City, focusing on the challenges and role of the Police in fulfilling community services in Padang City. In addition, this research also describes the real practices and challenges faced during the process. The method used was a qualitative approach, including an interview with one of the police officers. This research found that the community service process carried out by the police faces various challenges or obstacles, both in terms of the demands of diverse community needs, lack of community awareness and participation, and the mindset of the community who are still fixated on the bad side of the police.

Abstract

This research examines the public policy process in local government organizations in Pariaman City, focusing on how policies are made, who is involved, and the challenges or polemics that arise during the process. In addition, this research also describes the real practice in the field and how the policy is applied in people`s lives. By using a qualitative approach, including interviews with the Deputy Mayor of Pariaman for the 2024-2029 Period, observation, and literature related to public policy. This study found that the public policy process also faces various obstacles, both in terms of the demands of diverse community needs, coordination between institution, and limited community participation. The results of this study are expected to be input for local governments and communities so that they can jointly improve the process and implementation of public policy practices.

Abstract

This study evaluates the readiness of Padang City’s state administration for the digital era by assessing policy frameworks, infrastructure, human resources, and public perceptions. Using a literature review methodology, it analyzes 47 journal articles from Google Scholar, Google, and ProQuest, published between 2019 and 2025. Inclusion criteria focused on Indonesian and English publications addressing digital government implementation or public administration transformation with technological, organizational, or managerial relevance. Thematic analysis identified patterns, contradictions, and gaps. Findings show that Padang City is in a transitional phase with fragmented and inconsistent digital development. Digital capabilities among government institutions vary, with digitalization scores ranging from 3.2 to 8.7 out of 10. Resistance to change is high, especially among civil servants over 50 years old (68%). IT infrastructure is inadequate, with only 50 Mbps bandwidth (below the 100 Mbps standard), low cybersecurity (4.2/10), and poor interoperability (2.8/10). The average digital competency of 1,247 civil servants is 4.8/10, below the ASEAN average of 7.2/10. Public adoption of digital services is uneven, with 78% usage in online licensing and only 34% in digital health services. The study concludes that comprehensive transformation is needed, including proportional IT budgeting, capacity building, infrastructure improvement, integrated data management, and strengthened leadership.

Abstract

The transformation of the character of the State Civil Apparatus (ASN) is the main foundation in building a clean, responsive, and competitive bureaucracy in the digital era. This article presents an in-depth study of the strategy of educational values ​​and integrity to form the character of ASN that is adaptive to technological developments and the challenges of modern bureaucracy. Using the literature study method and descriptive-qualitative approach, this paper analyzes the concepts of value-based learning, corporate universities, transformative leadership, and ethical digital literacy. The results of the study indicate that the formation of the ideal ASN character must be carried out systematically, through synergy between institutions, instilling a work culture with integrity, and involving the community as supervisors. These findings are expected to be a strategic reference for policy makers and implementers of bureaucratic reform in Indonesia.
