Abstract

Limbah pasar di Nagari Sikabau, khususnya kulit jengkol, menjadi permasalahan lingkungan serius akibat keterbatasan pengetahuan dan teknologi dalam pengelolaannya. Program pengabdian masyarakat ini bertujuan mengoptimalkan pengelolaan limbah kulit jengkol menjadi briket arang bernilai ekonomis dengan melibatkan Kelompok Sadar Lingkungan (POKDARLING) sebagai mitra utama. Kegiatan pengabdian dilaksanakan selama 5 bulan (Juni 2024 - November 2024) dengan menggunakan metode participatory rural appraisal (PRA), program ini menerapkan pelatihan, pendampingan, dan praktik langsung pembuatan briket. Metode PRA yang dioperasionalkan melalui lima tahapan sistematis: (1) survei dan identifikasi masalah, (2) pelatihan teoritis tentang teknologi briket arang, (3) demonstrasi dan praktik langsung pembuatan briket, (4) pendampingan intensif produksi skala kecil, dan (5) evaluasi partisipatif hasil kegiatan. Program ini melibatkan 15 peserta dari berbagai elemen masyarakat. Hasil kegiatan menunjukkan adanya peningkatan pengetahuan peserta berdasarkan pre-post test, penguasaan teknik produksi briket arang oleh peserta, terbentuknya unit produksi briket yang dilengkapi 2 unit mesin (blender tepung arang dan pencetak briket), pengurangan volume limbah kulit jengkol di pasar. Program ini berimplikasi sebagai model percontohan yang dapat direplikasi di daerah lain untuk mengatasi permasalahan limbah serupa dengan pendekatan ekonomi sirkular berbasis masyarakat.

Abstract

Public dissatisfaction with public health services in regional hospitals remains a crucial issue, with one cause being the lack of clarity in medical information and slow response times from health workers. This study aims to analyze the effect of effective communication and responsiveness on public satisfaction at the South Solok District Hospital, both partially and simultaneously. Using an associative quantitative approach with the Proportionate Stratified Random Sampling technique, this study involved 398 respondents selected from a population of 70,571 patient visits in 2024. Data were collected through a validated questionnaire and analyzed using multiple linear regression. The results show that effective communication has a positive and significant effect on public satisfaction with a contribution of 24.5% (β = 0.242, p = 0.005), responsiveness has a positive and significant effect with a contribution of 23.7% (β = 0.168, p = 0.048), and simultaneously, both variables contributed 24.9% to public satisfaction (F = 66.826, p = 0.000). These findings have strategic implications for hospital management, including the development of therapeutic communication training programs and improvements to integrated service operational systems.

Abstract

Community service activities at Bengkalis State Polytechnic aim to improve thinking skills, English language skills, and other necessary skills. In discussions with partners, namely the coordinator of the English Club at SMPIT Tahfizh Al Ikram, two main problems were identified: a lack of regular academic development activities outside of school and a lack of mentors to improve students' interest and English language skills. Therefore, this community service program was developed for the children in the English Club. The activities were conducted in 8 meetings over 2 months using cooperative learning and storytelling methods. Every weekend, participants learned through videos, pictures, discussions, and exercises, and were given weekly assignments. The output of these activities was an increase in students' interest and English language skills, as well as the publication of the results of the activities.

Abstract

This research aims to identify and understand the barriers affecting public sector employees' innovative behaviors, particularly examining how these obstacles differ across stages of innovation and between genders. Utilizing a qualitative phenomenological approach, the research involved in-depth interviews with 40 informants from six agencies in Kupang City and Kupang Regency. Data were analyzed through thematic analysis techniques, revealing eleven major barriers categorized into political-administrative leadership, public management, and individual factors. Political-administrative barriers include insufficient support from political actors and a restrictive organizational climate. Public management challenges encompass a risk-averse culture, weak interdepartmental collaboration, limited knowledge sharing, bureaucratic constraints, and regulatory rigidity that restricts creative ideas perceived as "out of the box." Another key finding highlights the demotivating effect of redundant local digital innovations replaced by centrally mandated platforms, fostering employee frustration and discouragement. Individual barriers identified include a lack of expertise, limited access to policymakers, and significant gender-related issues such as patriarchy, stereotypes, and domestic responsibilities. The study highlights its novelty by uncovering how regional contextual factors, especially gender dynamics, uniquely shape barriers to innovation. This study uniquely contributes to the literature by specifically examining barriers to innovative work behavior (IWB) in the under-researched context of Eastern Indonesia, focusing on both innovation stages and gender differences.

Abstract

Public satisfaction is an important indicator in government agencies' assessment of the success and effectiveness of public services. Satisfaction reflects the extent to which the government has succeeded in meeting the needs and expectations of citizens and can be the basis for the improvement and development of policies that are more in line with community needs. This study analyzes the effect of transformative services and managerial roles on community satisfaction at the Payakumbuh Public Service Mall. The study employed a quantitative research design with an associative approach, utilizing data collected from 220 participants selected through simple random sampling methodology. Structural Equation Modeling (SEM) analysis was conducted using AMOS software to examine the hypothesized causal relationships among the constructs. The results showed that transformative services and the role of managers have a positive and significant influence on community satisfaction. The findings emphasize the importance of implementing transformative services and active managerial roles in improving public satisfaction with public services. This research provides valuable insights for public service managers to optimize service quality and managerial roles in meeting community expectations.

Abstract

Public street lighting (PSL) is a critical component of public services in the transportation infrastructure sector, directly impacting the safety, security, and comfort of the community. However, its implementation is often hampered by budget constraints, limited human resources, and weak maintenance and periodic monitoring mechanisms. This study aims to analyze the role of the Transportation Agency in improving public street lighting services for the community of Agam Regency and to identify the challenges faced in its implementation. The method used is a descriptive qualitative method, with data collected through in-depth interviews, observations, and documentation, involving officials from the Agam Regency Transportation Agency and residents as informants. Data analysis was conducted in three stages: data reduction, data presentation, and concluding. The research results indicate that the Transportation Agency's role has not been optimally fulfilled, as reflected in three aspects: as a motivator, facilitator, and conflict manager. Major obstacles include budget constraints resulting from the central government's efficiency measures, a lack of infrastructure, a shortage of competent human resources in electrical engineering, and the impact of weather on field operations. This study highlights the need for reforms in street lighting management through institutional capacity building, enhanced collaboration between the government and the community, and the development of technology-based monitoring systems.

Abstract

This study aims to analyze the role of the organizational innovation ecosystem as a determinant of sustaining innovation in the SmartEdu digital public service at the Padang Panjang City Education and Culture Office. The method used is descriptive qualitative, with data collection through in-depth interviews and documentation. This study involved 17 informants consisting of the Head of the Office, Division Heads, office staff, school principals, school operators, and parents. Data analysis was conducted through data reduction, data presentation, and drawing conclusions. The research findings indicate that the sustainability of SmartEdu is determined by the synergy of four strategic factors within the innovation ecosystem: leadership commitment manifested through budgetary support and active oversight; a tiered innovation ecosystem with a strong legal foundation; the capacity and willingness to innovate through the collective strengthening of human resources; and the application of the “Think Like a Corporate University” principle through continuous evaluation and knowledge sharing. This research implies the need to institutionalize the innovation ecosystem within regional policies as a guarantee of the sustainability of responsive, inclusive, and accountable digital public services.

Abstract

Program Makan Bergizi Gratis (MBG) merupakan salah satu kebijakan strategis pemerintah Indonesia dalam mendukung pembangunan sumber daya manusia dan transformasi pembangunan nasional secara inklusif. Penelitian ini bertujuan menganalisis secara komparatif kinerja dan implementasi program makan bergizi gratis di negara maju dan negara berkembang berdasarkan tinjauan literatur sistematis. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan studi literatur terhadap 20 jurnal nasional dan internasional terbitan tahun 2020–2026 yang terindeks Scopus dan SINTA. Analisis dilakukan secara deskriptif-komparatif dengan membandingkan aspek implementasi, pendanaan, pengawasan kualitas pangan, serta dampak program terhadap kesehatan dan pendidikan. Hasil penelitian menunjukkan bahwa negara maju seperti Jepang dan Belanda memiliki implementasi program yang lebih terintegrasi, didukung tata kelola yang kuat, infrastruktur memadai, dan sistem pengawasan pangan yang efektif. Sementara itu, negara berkembang seperti Indonesia, India, dan Brazil masih menghadapi kendala distribusi, keterbatasan anggaran, dan kesiapan kelembagaan meskipun menunjukkan dampak positif terhadap pengurangan stunting dan peningkatan partisipasi pendidikan. Penelitian ini menyimpulkan bahwa keberhasilan program makan bergizi gratis memerlukan sinergi kebijakan pendidikan, kesehatan, dan ketahanan pangan secara berkelanjutan guna mendukung pembangunan nasional yang inklusif dan berdaya saing.

Abstract

This community service program aims to empower the community of Nagari Sungai Batang, Agam Regency, by establishing and strengthening the Environmental Awareness Group (POKDARLING) to preserve the local ecosystem. This initiative involves youth and community leaders as agents of change in environmental conservation. The method employed is the Participatory Rural Appraisal (PRA) approach, which includes surveys, discussions, lectures, brainstorming sessions, and mentoring, conducted over six months (January–June 2025). The results of the activity demonstrate the establishment of a legitimate POKDARLING organizational structure through Village Head Decree No. 26 of 2025, increased community knowledge regarding environmental awareness, as well as the formation of the Youth Forum for Environmental Care and the implementation of environmental cleanup actions, all serving as tangible evidence of the program’s success. This program is expected to serve as a model for community-based environmental management that other villages in the surrounding area can adopt.

Abstract

This study aims to analyze the contribution of hotel tax and restaurant tax to the local revenue of Bukittinggi City for the period 2019-2024, identify factors that influence fluctuations in hotel tax revenue and declines in restaurant tax revenue, and examine strategies for optimizing the management of these two taxes. This study uses a mixed method approach with a descriptive research design. Quantitative data were analyzed using contribution ratios, while qualitative data were obtained through in-depth interviews with officials from the Bukittinggi City Finance Agency and analyzed descriptively. The results show that the average contribution of hotel tax to PAD is 13.32% (category “Less”) and restaurant tax is 6.46% (category “Very Less”). The influencing factors include: (1) external factors such as the COVID-19 pandemic, fluctuations in the number of tourists, macroeconomic conditions, natural disasters, and regulatory changes (2) internal factors such as low compliance among small taxpayers, weak administrative systems, limited human resources, and suboptimal supervision. The optimization strategies implemented include intensification through data updates and increased supervision, extensification through active data collection, digitization of the taxation system, increased compliance through socialization and law enforcement, inter-agency coordination, and strengthening of human resource capacity and services.
