Abstract

The impact of this inadequate management of funds resulted in the absence of significant benefits in promoting the welfare of the community. In a report prepared by (Secretary General and BK DPR RI, 2020) it is explained that based on the mandate of Law No.21 of 2001 concerning Special Autonomy for Papua Province paragraph (3), the special autonomy fund is intended to finance education and health. Therefore, in remembrance of the law, the ideals of giving special autonomy are to reduce inequality, improve the standard of living, and the welfare of the people, especially in the Provinces of Papua and West Papua. However, these ideals do not seem to be running optimally, one of which is due to problems in the Otsus funding flow. Therefore, this paper is aimed at seeing how the Papua Special Autonomy policy program, especially in West Papua, is in the welfare of the community and what obstacles are encountered in terms of accountability. In this paper, the authors conducted research using qualitative methods with the stages: data collection, data analysis and report writing. For data collection, the authors use library research (library research). The existing data shows that even though there is a trend of increasing HDI in Papua and West Papua Provinces, the increase in HDI in these two provinces still occupies the lowest position among 34 Provinces throughout Indonesia. In the period of 20 years, the implementation of Special Autonomy still leaves problems, especially in the issue of special autonomy fund management, so that the impact of the ineffectiveness of the use of these funds has an impact on the slow growth of community welfare. Apart from that, the existence of political factors that often become obstacles to the management of these funds also presents a challenge in itself. This is based on the fact that the application of Otusus in previous years still experienced the same problems. Therefore, in the future we need a policy that can firmly regulate the performance audit of Otsus funds in Papua and West Papua. This is because one of the major problems that hinders the effective use of Otsus is about its accountability.

Abstract

This study discusses the performance of Ethaline Glycol/water (EG/H2O) fluids at a volume ratio of 40/60. EG/H2O fluids are widely used as basic fluids in cooling and heating system applications. The discussion of EG/H2O fluid performance is focused on the analysis of the heat transfer coefficient and pressure drop. The study used an experimental method using a suction test made of pure copper with an inner diameter, outer diameter and length of 16 mm, 19 mm and 1500 mm respectively. The EG/H2O volume ratio at 40/60 was selected as the input parameter. Other input parameters are variations in the fluid flow rate which are regulated using a control valve at fluid flow rates of 4, 6, 8, 10.12, 14.16 and 18 liters/minute. A 2-unit tubular heater with a total capacity of 2000 W was installed on the sides of the copper pipes. A voltage regulator with a capacity of 3000 W is used to regulate the electric power by regulating the supplied voltage. Ampere pliers are used to measure amperage at the setting used. The experimental results show that the performance of the EG/H2O fluid on the heat transfer coefficient increases as the fluid flow rate increases. The highest heat transfer coefficient rate was obtained at a fluid flow rate of 18 L/minute, while the lowest value was obtained at a fluid flow rate of 4 L/minute. Pressure drops fluctuations occur as the fluid flow rate increases. Even though there is a fluctuating pressure drop, this condition does not significantly affect the friction factor, because the fluid flow characteristics occur in a turbulent manner

Abstract

The direct seeding of rice (DSR) system has been widely practiced in various Asian countries because it is considered more efficient in water and labor and provides better benefits than transplanting systems. However, improvements in the management of this system practice are still needed, especially in cropping patterns and the use of appropriate varieties. This study examines the physiological characteristics, yield components, and yields of rice genotypes in transplanting and DSR systems. This research was carried out in the field with transplanting and DSR cultivation systems (drill and broadcast sowing) and used four superior lines and one national variety. A total of 25 treatment combinations were designed using a split-plot randomized complete block design (Split plot-RCBD) with three replications for each treatment. The results showed that rice grown with DSR had no different level of greenery and photosynthesis rate than rice in transplanting cultivation, but produced lower panicle length, the number of grains per panicle, the number of filled grains, and faster flowering time. Genotype IPB193-F-17-2-3 produced the highest productivity in wet DSR (drill and broadcast sowing) and dry DSR (drill sowing). Genotype IPB193-F-38-2-1 had the highest productivity in transplanting techniques and dry DSR (broadcast method). The productivity of the Ciherang variety in the DSR system (drill method) was not different from the transplanting system. This finding indicates that the direct seeding system using the drill method is promising for further development.

Abstract

Improving rice productivity and efficiency is the main goal of cultivation techniques to meet the demand for rice production. The aim of this research was to evaluate the suitability of rice varieties in cultivation systems, namely: organic cultivation + biological pest management (BPM), inorganic cultivation + BPM, and conventional cultivation. Different types of rice varieties, namely New Superior Varieties (NSV: INPARI-30, INPARI-32), New Plant Type (NPT: IPB-3S), and Superior Varieties from West Sumatra (Batang Piaman, Anak Daro), may exhibit differences in agronomic performance across various cultivation systems. This research was conducted at the Sawah Baru Babakan Experimental Farm, IPB University, Dramaga Bogor, using a factorial nested design with 4 replications. The results based on yield per hill and plot showed that Batang Piaman and INPARI-30 varieties were suitable for all organic + BPM, inorganic + BPM, and conventional cultivational systems. The INPARI-32 and IPB-3S varieties were more suitable for conventional cultivation and inorganic + BPM; while the Anak Daro variety was better in organic cultivation + BPM. Utilizing varieties with different characteristics for better yield performance could be considered with obtaining the suitability of the cultivation system, whether organic + BPM, inorganic + BPM, or conventional. Abstract

ABSTRACT Kristal guava is one of the popular guava cultivars nowadays. The guava has white flesh and not-perfectly-round shaped that resembles a crystal and seedless. However, during the growth period fruit undergoes several physical and chemical changes and susceptible to insect infestation and other damage, all of which can reduce their commercial value and thus cause significant yield and economic losses. The aim of this research was to evaluate the influence of different color and bagging materials on guava fruit development and quality. The research was conducted at farmer farm located in Cikarawang Dramaga, from November 2013 to April 2014. This research was arranged in a randomized block design with one factor, consisted of ten treatments and five replications. The treatments were red plastic, yellow plastic, green plastic, blue plastic, sponnet with red plastic, sponnet with yellow plastic, sponnet with green plastic, sponnet with blue plastic, sponnet with transparent plastic and unbagged. Fruit quality assesment was conducted in Postharvest Laboratory of Agronomy and Horticulture Department, Bogor Agricultural University and Center for Tropical Horticultural Studies. The result showed that bagging improved fruit size, external quality and accelerated fruit maturity. Sponnet with red plastic bagging resulted in the biggest fruit at harvest. Sponnet with yellow or with red plastic baggings were able to maintain fruit peel smoothness up to 85%. Sponnet and plastic bagging resulted in better external quality than bagging with plastic only. Bagging did not show any effect on internal fruit quality. Keywords: colored bag, guava cv. Jambu Kristal memiliki daging buah berwarna putih, berbentuk bulat tidak beraturan serta berbiji sedikit. Selama pertumbuhan dan perkembangan buah mengalami berbagai perubahan fisik dan kimia dan rentan terhadap serangan hama, yang secara keseluruhan dapat mengurangi nilai komersial sehingga menyebabkan kehilangan yang signifikan dari segi hasil panen dan kerugian ekonomi. Tujuan dari penelitian ini adalah untuk menjelaskan pengaruh warna dan bahan pemberongsong terhadap perbaikan kualitas buah jambu ‘Kristal’. Penelitian dilaksanakan pada November 2013 sampai April 2014, di kebun petani yang berlokasi di Cikarawang, Dramaga, Bogor. Penelitian menggunakan Rancangan Acak Kelompok dengan satu faktor yaitu pemberongsongan buah, dengan sepuluh taraf dan lima ulangan. Perlakuan pemberonsongan menggunakan plastik merah, plastik kuning, plastik hijau, plastik biru, sponnet dan plastik merah, sponnet dan plastik kuning, sponnet dan plastik hijau, sponnet dan plastik biru, sponnet dan plastik bening serta tanpa pemberongsong. Pengujian kualitas buah dilakukan di Laboratorium Pascapanen Departemen Agronomi dan Hortikultura, Fakultas Pertanian, Institut Pertanian Bogor dan Laboratorium Pusat Kajian Hortikultura Tropika (PKHT) IPB. Hasil penelitian menunjukkan bahwa pemberongsongan memperbaiki pertumbuhan, kualitas eksternal dan mempercepat pematangan buah. Pemberongsongan sponnet dan plastik merah menghasilkan buah dengan ukuran terbesar pada saat panen. Pemberongsongan menggunakan sponnet dengan plastik kuning atau merah mampu menjaga kemulusan buah hingga 85%. Pemberongsongan sponnet dan plastik menghasilkan kualitas eksternal yang cenderung lebih baik dibandingkan pemberongsongan hanya dengan plastik. Pembrongsongan tidak berpengaruh nyata terhadap kualitas internal buah.Kata kunci: asam tertitrasi total, jambu ‘Kristal’, sponet, padatan terlarut total, pemberongsong berwarna

Abstract

The agricultural technology transfer and mentoring program in Pangelak Village, South Kalimantan, aims to improve the efficiency and productivity of paddy rice cultivation through the application of appropriate technology and environmentally friendly cultivation practices. This activity involved 4 active IPB students, 1 person as project manager, 1 person as supervisor, and 4 IPB lecturers. The mentoring implementation method consists of preparation, program implementation, and evaluation. The program implementation stage begins with preparation, which includes field surveys and FGDs to understand the needs and conditions of the community. The next stage is assistance and technology transfer, which includes assistance in paddy rice cultivation, bioimmunization of seeds, and making organic plant ingredients as alternative fertilizers. The evaluation stage includes conducting interviews and discussions with farmers after the mentoring and technology transfer activities. The creation of IPB 3S demonstration plots was carried out in the context of innovation adoption through training and direct practice to farmers on more efficient cultivation techniques and the use of organic fertilizers. The mentoring program can increase knowledge and skills on effective and efficient cultivation techniques to farmers, introduce the latest technologies and innovations in rice cultivation, increase the productivity of paddy rice and the welfare of farmers.

Abstract

Konflik antara masyarakat pesisir di Kecamatan Sagulung dan Bagan, Kota Batam, Lembaga Swadaya Masyarakat (LSM) lingkungan hidup, dan perwakilan Kementerian Lingkungan Hidup dan Kehutanan (KLHK) terkait pembalakan liar di hutan bakau negara sudah terjadi bertahun-tahun. Sebaliknya, pemerintah daerah mengembangkan perencanaan kota yang mengalokasikan sebagian kawasan hutan negara untuk beberapa pembangunan. Wawancara semi terstruktur digunakan untuk mengumpulkan informasi dari tokoh masyarakat, pemilik dan pekerja industri arang bakau, LSM dan perwakilan KLHK mengenai pembalakan liar bakau. Masyarakat lokal bersedia menghentikan pembalakan liar dan mencari pekerjaan lain. Namun, masyarakat mengharapkan pemerintah daerah untuk melegalkan industri arang bakau. Sementara itu, LSM tersebut tidak dapat mentolerir penebangan liar di kawasan hutan bakau negara dan berkomitmen untuk menuntut para pembalak liar. Terkait illegal logging, KLHK menampung pengaduan masyarakat mengenai kerusakan hutan dan mengelola konservasi hutan negara. Hutan Lindung Mangrove Matang di Malaysia dan konsesi hutan bakau di Teluk Bintuni dan Kubu Raya, Indonesia, telah mewujudkan hutan bakau lestari dengan menerapkan sistem silvikultur dan peraturan yang tepat dari pihak berwenang. Di sisi lain, budidaya lamun cukup prospektif di Kota Batam. Namun pengumpulan lamun saat ini akan merugikan populasi ikan di masa depan. Kesimpulannya, pengelolaan hutan sangat penting dalam mengembangkan hutan bakau berkelanjutan sebagai penghidupan Masyarakat pesisir.

Abstract

Panen merupakan salah satu kegiatan yang penting pada pengelolaan tanaman kelapa sawit. Keberhasilan panen dicapai dengan menghasilkan produktivitas tandan buah yang tinggi dengan kandungan rendemen minyak yang tinggi serta kandungan asam lemak bebas (ALB) yang rendah sehingga manajemen panen harus dilaksanakan secara optimal. Penelitian bertujuan mengevaluasi perencanaan panen, pelaksanaan panen, dan evaluasi panen. Penelitian dilaksanakan di Labuhanbatu, Sumatera Utara dari bulan Januari hingga Mei 2022. Data hasil pengamatan dianalisis menggunakan rata-rata, persentase, dan uji komparatif (t-student) pada taraf 5%. Hasil penelitian menunjukkan rotasi panen terpanjang mencapai 13 hari, sedangkan standar kebun adalah 10 hari. Penggunaan alat pelindung diri (APD) tergolong cukup baik walaupun terdapat beberapa pemanen yang tidak menggunakan helm dan face shield. Kapasitas panen terdapat perbedaan yang signifikan karena pekerja memperoleh basis upah harian yang ditetapkan. Rata-rata AKP sebesar 20.18% dan rata-rata varian sebesar 2.41%. Kebutuhan tenaga panen ideal dengan diperoleh taksasi sebesar 15.61 dan realisasi sebesar 14.20. Transportasi panen relatif singkat dengan rata-rata waktu yang ditempuh 12.13 menit, rata-rata jarak 2.16 km, dan rata-rata kecepatan 10.88 km per jam. Persentase mutu buah sesuai dengan standar kebun dengan tidak ada buah mentah, buah matang 96.74%, buah terlalu matang 2.55%, dan buah busuk 1.71%. Kehilangan hasil di lapangan sebesar 1.88 butir per pokok. Penerapan sistem evaluasi, denda, dan premi panen dilakukan untuk menjaga tercapainya basis dan kualitas panen. Abstract

Tumbuhan T. indica  memiliki zat alelokimia yang dapat berperan sebagai bioherbisida. Salah satu zat alelokimia yang diduga mampu menghambat perkecambahan gulma yaitu senyawa wogonin. Penelitian dilaksanakan di Laboratorium Penyimpanan dan Pengujian Mutu Benih Fakutas Pertanian IPB pada bulan Oktober 2018 sampai dengan Juni 2019. Penelitian menggunakan rancangan acak lengkap (RAL) dengan tiga perlakuan yaitu senyawa wogonin konsentrasi 80 ppm, ekstrak T. indica  13.75 ppm dan kontrol dengan empat ulangan dihasilkan 36 satuan unit percobaan disusun pada cawan petri kemudian diberi alas satu lembar kertas Whatman no.1. Setiap cawan petri disusun 10 butir biji. Hasil penelitian menunjukkan bahwa senyawa wogonin dapat menghambat perkecambahan gulma uji Asystasia gangetica, Echinochloa crus-galli dan tanaman indikator (sorgum) ditandai dengan penurunan panjang plumula dan radikula. Penghambatan perkecambahan oleh senyawa wogonin lebih rendah pada benih sorghum yaitu pada persentase perkecambahan akhir (PPA) 57.5% dibandingkan dengan penghambatan oleh ekstrak T. indica  sebesar 72.5%. Hal ini dapat disimpulkan bahwa selain wogonin terdapat zat alelokimia lainnya yang berperan dalam proses penghambatan perkecambahan. T. indica plants have allelochemical substances that can act as bioherbicides. One of the allelochemical substances that can inhibit weed germination is wogonin compounds. The research was conducted at the Laboratory of Storage and Quality Testing of the Agriculture Faculty of IPB from October 2018 to June 2019. The study used a completely randomized design (CRD) of one factor, the wogonin compound with four replications. The treatments tested were control, standard 80 ppm wogonin compounds and T. indica extract 13.75 ppm, 36 units of experimental units were arranged on a petri dish then given a sheet of Whatman paper no.1. Each petri dish is arranged in 10 seeds. The results showed that wogonin proved to inhibit weeds and sorghum as indicator plants characterized by a long decline plumula and radicles Asystasia gangetica, decreased in radicle length in Echinochloa crusgalli weeds and affect the length of abnormal curly radicles in sorghum indicator plants. Inhibition of germination by wogonin compounds was lower in sorghum seeds ie at the percentage of final germination (PPA) of 57.5% compared with inhibition by T. indica  extract of 72.5%. These results indicated that the inhibition of test weeds and indicator plants by T. indica extract in addition to wogonin compounds was also caused by other allelochemical substances contained in T.indica extract.

Abstract

Rice is important staple food in the world. One important input in rice production is seed vigor, is determined by seed characteristics such as seed size and shape. The Digital image processing could facilitate observations of seed size faster, large samples, produce accurate, and robust data. However, this study was designed to investigate size of seed, endosperm and embryo of 55 tropical rice genotypes using image analysis and correlation anlysis between characters. A total of 400 seeds, 40 endosperms, and 8 embryos containing each genotype were investigated for their size characteristics. The results of the investigation showed that genotype differences had a significant effect on size of seed, endosperm and embryo. The length of tropical rice seeds is included in the medium-very long seeds and has a significant positive correlation (α <0.01) with the weight of 1000 grain grains, seed area, shape of the seed (length-to-width ratio), and endosperm length. Embryo size characters (length, width, area, and circumference) have a significant positive correlation (α <0.05) with seed area. The results can be considered in the crop improvement of tropical rice plants in the future.
