Abstract

ABSTRACTThe purpose of this study was to determine : (1) Implementation of Bureaucratic Reform through Institutional Arrangement at the Regional Secretariat of Kendari City, (2) Factors Affecting the Implementation of Bureaucratic Reform Through Institutional Arrangement at the Regional Secretariat of Kendari City. The location of this study is the Regional Secretariat of Kendari City, Jl. Drs. H Abdullah Silondae No. 8 Kendari City. The type of this study is Qualitative Description. The informants in this study were 6 people who were employees of the Regional Secretariat of Kendari City. Data collection techniques in this study were observation, interviews and document studies. Data Analysis techniques of the study were form of data collection, data reduction, data display or data presentation, and drawing conclusions. The results showed that the Implementation of Bureaucratic Reform through Institutional Arrangement at the Kendari City Secretariat was viewed from the dimensions of structur and culture (work culture) of the bureaucracy. Factors that influence the Implementation of Bureaucratic Reform in the Regional Secretariat of Kendari City are Effectiveness, Efficiency and Productivity of the Regional Devices Organization of Kendari City, the Process of Delegating Apparatus Authority to officials below, and Bureaucratic Culture. As a government actor, bureaucrats are expected to be able to run the bureaucratic arrangement as well as possible following the principles of reform proclaimed to achieve a clean, effective, efficient, productive and highly competitive bureaucracy in order to realize the bureaucratic reform that has been aspired so far.  Keywords : Bureaucratic Reformation, Institutional Arrangement, Structure and Bureaucratic Culture

Abstract

This study aims to find out about the Management of the Implementation of the Program for Handling the Poor at the Kendari City Social Service. The method used in this study is a qualitative descriptive research method by means of observation, interviews and documentation. The results of this study indicate that the management of the implementation of the poor program carried out by the Kendari City Social Service is management carried out by taking into account the level of problems, objectives, strategies, activity programs, results to be achieved and schedule of activities. Likewise, the objectives and strategies are carried out in accordance with the existing activity programs at the Social Service in terms of handling the poor. the existing social masters so that they still need the next stage to be able to accommodate the poor. The schedule of activities is all carried out with an emphasis on the action plans carried out by the Social Service in every activity carried out as well as the existing poor program activities.

Abstract

The Effect of apparatus professionalism toward service quality in the Regional Employment Affairs Kendari. The problem discussed in this research is whether apparatus professionalism has effect to service quality at the Regional Employment Affairs of Kendari City and its objective is to know the effect and how much these  effects influence service quality at the Regional Employment Affairs of Kendari City. This research investigates apparatus professionalism dimension which includes: creativity, innovation, responsiveness, and also service quality dimension which includes: procedures for the service, distinctness of service personnel, discipline of service personnel, responsibility care workers, justice get service, politeness and friendliness of service personnel, certainty  of service schedule , pleasant services, security services. This research is an explanatory research that examines the stated hypothesis through quantitative approaches and statistical tests. Sample in this research is 50 people who are selected randomly from the total population. Colecting data is executed using the questionnaire, interviews, and dokementasi as secondary data. Then, the quantitative data is processed by corelation product moment analysis, simple regretion analysis and normality test. The resultsof this reseacrh shows that apparatus professionalism has a significant effect towards service quality at the Regional Employment Affairs of Kendar City. Apparatus professionalism is dominant factor which influences service quality. The result shows that service quality at the Regional Employment Affairs of Kendari City will be better if the apparatus professionalism can be improved Keywords :  Apparatus Professionalism, Service Quality.

Abstract

This study aims to examine and analyze the evaluation of the implementation of land acquisition for the public interest in Konawe Islands Regency. The method in this research is descriptive qualitative with a case study approach. The research focus is in Langara City, with research informants namely parties involved in evaluating land acquisition such as: regional supervisory apparatus, DPRD members, land office officials, land acquisition committees, village/sub-district government officials, community leaders, non-governmental organizations, and other stakeholders. The data were collected using in-depth interviews, observation, and document studies, while the data analysis techniques were carried out qualitatively. The results showed that: a. Evaluation of land acquisition planning needs to adjust the RT/RW and RPJM of the Regional Government, encourage feasibility studies, complete land planning documents, and adjust agency work plans; b. Evaluation of land acquisition preparation is carried out by encouraging transparent public consultation, public notification and announcement, and eliminating citizen objections in the acquisition process; c. Evaluating the implementation of land acquisition, namely encouraging land identification and inventory activities, conducting assessments and submitting the results of land acquisition in an open manner, as well as a fair compensation mechanism to the owner; and d) Evaluation in the submission of results, namely: it is necessary that the timeliness of the submission of land documents and the provision of fair compensation and compensation is required.Abstrak Penelitian ini bertujuan untuk mengkaji dan menganalisis evaluasi pelaksanaan pengadaan tanah untuk kepentingan umum di Kabupaten Konawe Kepulauan. Metode dalam penelitian adalah deskriptif kualitatif dengan pendekatan studi kasus. Lokus penelitian di Kota Langara, dengan informan penelitian yakni pihak-pihak yang terlibat dalam evaluasi pengadaan tanah seperti: aparatur pengawasan daerah, anggota DPRD, aparatur kantor pertanahan, panitia pengadaan tanah, aparat Pemerintah Desa/Kelurahan, tokoh masyarakat, lembaga swadaya masyarakat, dan pemangku kepentingan lainnya. Pengumpulan data dilakukan dengan teknik wawancara mendalam, observasi, dan studi dokumen, sedangkan teknik analisis data dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa: a. Evaluasi perencanaan pengadaan tanah perlu menyesuaikan RTRW dan RPJM Pemerintah Daerah, mendorong studi kelayakan, melengkapi dokumen perencanaan tanah, dan menyesuaikan rencana kerja instansi; b. Evaluasi persiapan pengadaan tanah dilakukan dengan mendorong konsultasi publik secara transparan, pemberitahuan dan pengumuman ke publik secara terbuka, dan mengeliminir keberatan warga dalam proses pembebasan; c. Evaluasi implementasi pengadaan tanah yakni mendorong kegiatan identifikasi dan inventarisasi tanah, melakukan penilaian dan penyerahan hasil pengadaan tanah secara terbuka, serta mekanisme ganti rugi yang adil kepada pemilik; dan d) Evaluasi dalam penyerahan hasil yakni: diperlukan ketepatan waktu dalam penyerahan dokumen pertanahan serta pemberian ganti rugi dan kompensasi yang berkeadilan.Kata Kunci: Evaluasi; Kepentingan umum; Pengadaan tanah

Abstract

The purpose of this study is to analyze the implementation of forestry resource utilization policies, and the factors that influence the successful implementation of forestry resource utilization policies in Konawe Selatan District. This study uses a qualitative research approach to investigate and analyze three pillars of the implementation process, namely the elaboration of policies, organizing the implementing apparatus, and budgeting and spending; and the influence of resource factors, implementing organization characteristics, implementing attitudes, and the conditions of the target group, on the implementation process. Primary and secondary data were collected by interview, observation, and document study methods, then analyzed by interactive analysis procedures which included data reduction, data presentation, and conclusions/verification.The results of the study indicate that the implementation of the policy on the utilization of forestry resources which includes the elaboration of policies, the organizing of the implementing apparatus, and the preparation of budgets and expenditures, has not run effectively. In these three processes there are still gaps so that the achievement of policy objectives seen from the perspective of household welfare, the policy objectives have not been achieved well. The gap in the implementation of forestry resource utilization policies occurs because of the influence of budgetary resource factors that are lower than needed, implementing organizations that do not yet have adequate service standards and human resource competencies, implementation who do not understand the basic tasks and functions of the organization, and target groups who are still depressed by poverty and low education.

Abstract

Penelitian ini adalah tentang Pembinaan Disiplin Dalam Meningkatkan Kinerja Pegawai Pada Dinas Pendidikan Kepemudaan Dan Olahraga Kota Kendari. Penelitian ini bertujuan untuk mengetahui pembinaan kedisiplinan yang ditunjukan kepada pegawai pada dinas pendidikan kepemudaan dan olahraga dan Untuk menggali faktor-faktor apa saja yang menjadi pendukung peningkatan kinerja pegawai pada dinas pendidikan kepemudaan dan olahraga. Metode penelitian ini adalah pendekatan Kualitatif dimana dalam penelitian yang dilakukan bersifat deskriktif yang menggambarkan fenomena sebenarnya dari kejadian dilapangan. Teknik pengumpulan data adalah wawancara dan dokumentasi yang terkait dengan penelitian ini. Penelitian ini menggunakan indikator pembinaan dari (Miftha thoha 2002:78) khusunya meliputi Tindakan, Proses, dan Hasil. Hasil penelitian menunjukkan bahwa pembinaan disiplin dalam meningkatkan kinerja pegawai pada dinas pendidikan kepemudaan dan olahraga kota kendari telah dilaksanakan dengan cukup baik. Hal ini dipengaruhi oleh beberapa indikator salah satunya pembinaan kedisiplinan yang dilakukan pada dinas pendidikan masih terdapat pegawai yang blm menjalankan peraturan yang ada salah satunya dalam faktor keterlambatan.kinerja pegawai pada dinas pendidikan kepemudaan dan olahraga kota kendari termaksud dalam kategori baik, namun terdapat beberapa pegawai yang belum melaksanakan tugas sesuai yang diberikan.

Abstract

The uniqueness of this research is the efforts of the Kendari City Government to realize public trust and information disclosure based on the principles of good governance. the purpose of this study is to describe the use of the Kendari City Government website as a means of providing public information. The research method is by observation and interviews with users of the Kendari city website.the results showed that the kendari city website is an online public information forum related to transparency, the government's official agenda, data banks, and news covering the performance of the Kendari City Government's performance. In addition, the commitment of the Mayor of Kendari's commitment to support the availability of online services to realize good governance and accountability. limitations in the use of online services are the lack of experts or human resources in the IT field who are placed to manage the website, have not maximized the performance of PPID in formulating and stating information that causes information flow to the website and the absence of legal instruments both in the text and context regulate the existence of the Kendari City Government website.

Abstract

Integrated community service activities (KKN) Thematic Scope of Halu Oleo University aims to contribute to the government and citizens, especially in public services during the Covid-19 Pandemic in Southeast Sulawesi. This activity is a Training on the Use of Digital-Based Village Administration Information Systems (Village / kelurahan Web) in Public Services to Support Physical Distancing in Preventing the Spread of Covid 19 in Southeast Sulawesi Province. The method used in Thematic KKN is carried out online as a form of responding to government policies in preventing and suppressing the spread of Covid 19. Students have activities from the beginning to the end of the KKN activities carried out in their respective domicile areas using the online internet media among others, through mett zoom, WhatShaap, Google Forms, Hosting and website domains. The results of community service activities through Thematic KKN for students provide information that on average, village / kelurahan government officials do not know and understand how to use internet technology facilities in public services, especially the use of digital-based village administration information systems. Only 1 village in Southeast Sulawesi has a website. There has never been any technical training for the village / output website operators. Local government support is very limited in providing village / kelurahan government governance resources online.

Abstract

Water is a very important need for followers of human life. Without water there will be no life on earth. The need for air by humans is endless, especially water that is suitable for household use such as: bathin, cooking, even the most important is to drink. Water demant in the district of Sawappudo Village is higher but cannot be mached by the development of existing clean water facilities. This situation is exacerbated by the reduced air condition due to a prolonged dry season.The research objective is to find out the debit (Q) needs of clean air in Sawapudo Village, Kec. Soropia Kab. Konawe in 2018-2023 which can be used  to meet the clean water needs of the Sawapudo Village community, and projecting the population using Geometric methods.The results of the study were obtained water requirements in 2018 in Sawapudo Vollage which amounted to 0.789 liters / second and in  2023 the total demand for clean water in Sawapudo Village was 1,016 liters / second. When compared with the demand discharge in 2023 of 1,016 ltr / sec, with the intake pipe discharge of 2 liters / second, the source discharge (Q source)> discharge needs (Q requirement)

Abstract

Public service is a very important element in the administration of government because it involves very broad aspects of life and the government has the function of providing various public services needed, especially to meet the needs of the community in various aspects of life. This study aims to examine the factors that influence the innovation of public services at the Investment and One Stop Service Office of North Buton Regency. The research method using qualitative research is descriptively analyzed which is obtained directly from the results of observations, both document studies and documentation based on the facts at the research location. The results showed that the factors influencing public service innovation at the One Stop Investment and One Stop Service Office of North Buton Regency were political encouragement, economic pressure and increased efficiency, pressure to improve service quality, organizational culture and arrangement, rewards or incentives, inability to face risks. and change, short-term budgeting and planning, and a culture of risk aversion.
