Abstract

Virus corona merupakan jenis virus yang menyerang dunia saat ini. Penyakit karena infeksi virus ini disebut COVID-19. Resiko yang ditimbulkan akibat pandemi covid-19 ini tidak hanya berdampak pada kesehatan, namun juga berdampak pada penurunan ekonomi pada masyarakat. Dikarenakan dampak yang ditimbulkan oleh virus corona ini pemerintah mengeluarkan kebijakan berupa Refund UKT 50% terhadap mahasiswa yang terdampak oleh pandemic covid-19 ini. Uang Kuliah Tunggal (UKT) merupakan biaya yang dikenakan kepada setiap mahasiswa untuk digunakan dalam proses pembelajaran. Namun pada realisasinya program Refund Uang Kuliah Tunggal (UKT) 50% yang dilaksanakan oleh Universitas Riau masih menjadi pertanyaan bagi mahasiswa yang melakukan pembayaran Uang Kuliah Tunggal (UKT) selama pandemi covid-19. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif dimana teknik pengumpuan data yang digunakan yaitu dengan cara wawancara, observasi, dan dokumentasi. Teknik analisis data dalam penelitian ini adalah reduksi daata, penyajian data, dan kesimpulan. Hasil penilitian dilapangan menyatakan program Refund UKT 50% ini sudah berjalan secara efektif, hal ini dapat dilihat dari tujuan dan manfaat dari program Refund UKT 50% di Universitas Riau. Namun dalam pelaksanaannya masih terdapat beberapa kendala yang dialami, salah satunya adalah masih ada mahasiswa yang belum menerima Refund UKT 50% ini. Adapun faktor-faktor yang mempengaruhi efektivitas dalam pelaksanaan Refund UKT 50% ini adalah sumber daya manusia dan pendanaan.

Abstract

This study aims to analyze the ability of prospective biology teachers to compose test items that measure students' higher-order thinking skills (HOTS), particularly in the subject of biology. This research employs a qualitative descriptive method. The data source consists of fifth-semester students from the Biology Education Program at Universitas Muhammadiyah Prof. DR. HAMKA during the academic year 2021/2022, who are currently taking the course on Biology Learning Evaluation. Data collection is conducted through documentation techniques and interviews. The data is analyzed by comparing it with the criteria for writing HOTS test items and their alignment with learning outcome indicators. Data validity is tested using triangulation of techniques and sources. The research results indicate that students are capable of composing HOTS items according to the principles, including: measuring high-order thinking abilities, minimizing the recall and understanding aspects by 50.29%; being based on contextual problem-solving by 60.82%; and utilizing engaging stimuli by 48.31%, all of which fall under the 'sufficient' category. Therefore, the average ability of students in composing HOTS test items for the biology subject is 53.14%, categorized as 'sufficient'. The findings of this research are recommended for enhancing students' ability to create HOTS test items and serve as a reference for researchers aiming to improve the quality of teaching, particularly in the Biology Learning Evaluation course."Keywords: HOTS questions, Biology Teacher, Ability, Evaluation, Biology Lessons

Abstract

Pembelajaran Bahasa Indonesia di jenjang SD diarahkan untuk memperoleh dimensi kompetensi pemahaman, keterampilan ilmiah, dan sikap ilmiah dalam berperilaku sehari-hari saat interaksi bersama masyarakat, lingkungan, juga pemanfaatan teknologi. Dari hasil wawancara yang dilakukan kepada guru di 6 sekolah, terdapat berbagai metode pembelajaran yang diterapkan oleh Guru kepada siswanya, yaitu metode PBL, PJBL, diskusi, ceramah, role playing . Guru-guru di 6 sekolah ini di pembelajaran Bahasa Indonesia melakukan strategi berbasis empati. Penggunaan strategi berbasis empati oleh guru dalam kegiatan belajar mengajar pada kelas 5 SD sangat positif dan dapat memberikan dampak yang signifikan pada proses pembelajaran. Ketika guru mengadopsi pendekatan ini, mereka menunjukkan kepedulian terhadap kebutuhan, perasaan, dan pengalaman siswa. Tanggapan positif pertama adalah terciptanya hubungan yang lebih baik antara guru dan siswa. Dengan memahami latar belakang dan perasaan siswa, guru dapat menciptakan lingkungan belajar yang inklusif dan ramah. Dimana hal tersebut merupakan suatu strategi pembelajaran yang inovatif.

Abstract

This research paper examines how digital governance evolves and intersects with collaborative governance to reshape the principles and practices of public administration. The research explores how digital platforms facilitate stakeholder collaboration, co-production of public services and evidence-based decision-making. The study also discusses the challenges that public institutions face in adapting to this new paradigm, including issues of digital divide, institutional resistance and governance capacity. These findings underscore the importance of aligning technological innovation with inclusive governance practices to achieve more effective, accountable and citizen-centred governance. The implications of this research suggest that future public sector reforms should prioritise digital inclusion, invest in collaborative capacity building, and strengthen governance networks to respond more adaptively to complex societal needs. Ultimately, this research suggests that the fusion of digital and collaborative governance offers significant potential to address complex policy challenges and enhance democratic legitimacy in contemporary public administration.

Abstract

Collaborative governance (CG) is a framework considered appropriate for every entity, especially the government, to overcome various problems in public services that feel suffocating. CG grows yearly; various empirical and theoretical perspectives have been discussed, but some still need to highlight their various terms. Therefore, this paper aimed to map collaborative governance research, particularly social science. The Scopus database was used for literature, and 386 articles were yielded. Furthermore, the VOSViewer is software to visualize thematic data synthesis. This study found a significant evolution during two decades in CG studies and reported several essential issues. Ansell, C., published the most articles, Meijer & Bolvar (2016) received the most citations, and Ansell, C. and Torfing, J were the authors with the most active collaborative networks. Additionally, Roskilde Universitet was the top affiliation that published their work. The USA had a robust international research collaboration network, and Sustainability Switzerland published the most papers for CG’s study). Likewise, the most frequent co-occurrences of keywords were “collaborative governance”, “governance approach”, “water Management”, “stakeholders”, “decision making”, and “participatory approach”. Another point, there were the top five most distinguished themes selected; “food security”, “smart city”, “technology", “biodiversity”, and “sustainable development”.

Abstract

This study is motivated by problems found in the learning process because the science media used by educators was still conventional. The purpose of this study is to determine the effect of comic media learning on science literacy of students in fifth grade elementary school. This study used a quantitative approach with an experimental method and a quasi-experimental design because it involved two classes. The research sample consisted of 30 students from the control class and 30 students from the experimental class. Data in this study were collected through observation, document analysis, and trials. The results of the study conducted by the researcher showed that in the N-Gain test, the mean N-Gain value for the experimental class was 0.7883, indicating that the average increase in the measured variables was in the high category according to the established criteria. The data in this study were normally distributed and homogeneous. This was evidenced by the normality test obtained a Sig value on Kolmogorov-Smirnov of 0.200> 0.05. And in the Homogeneity test, a value of 0.636> 0.05 was obtained. This comic learning media was also effective in improving the science literacy of fifth grade students of Elementary School. It can be concluded that the use of comic learning media is effective in improving the science literacy of fifth grade students of elementary school.

Abstract

Community service activities that focus on Character Development Assistance through Biology Learning have been successfully implemented. This program aims to foster students' moral attitudes by integrating moral values into Biology learning and encouraging students to understand and apply values such as caring for the environment, cooperation, and honesty in the learning process. The method of implementing activities in this training is the Participatory Action Research (PAR) Method as a form of counseling that involves the active participation of service participants.  PAR methods can be used to empower participants in the process of change. The results of the activity showed an increase in understanding among both teachers and students about the importance of teaching moral values. In addition, this activity also makes a positive contribution to the formation of students' character. Nonetheless, the authors suggest the need for further evaluation to assess the long-term impact of these activities, as well as the development of more comprehensive and sustainable learning models. It is also recommended that the dissemination of the results of activities to other schools can be felt more widely. This activity is a form of accountability for the implementation of community service programs.

Abstract

The implementation of Agile Governance in developing Integrity Zones (ZI) represents a new strategy in higher education bureaucratic reform in Indonesia. This approach emphasizes responsiveness, collaboration, and continuous improvement in institutional governance. However, its success greatly depends on campus social dynamics, particularly how the academic community receives, understands, and executes policies. This article aims to critically examine the social environment's response to implementing Agile Governance within the context of ZI and analyze the relationship between structural policies and organizational culture. This study employs a document analysis method with a descriptive-qualitative approach, focusing on reviewing policy documents, implementation guidelines, and execution reports of ZI and Agile Governance at several Indonesian universities. The findings indicate that successful governance transformation is not solely determined by administrative completeness but is also significantly influenced by the active participation of the academic community, digital technology readiness, and institutional capacity to overcome cultural resistance. Integrating local values, transformative leadership, and institutionalized reflection mechanisms are key factors in internalizing integrity values and agile principles. This article recommends strengthening value-based governance models, enhancing institutional adaptive capacity, and developing participatory ecosystems as core strategies to achieve successful bureaucratic reform in universities through the Agile Governance approach.

Abstract

The increasing development of digital technology among the community currently means that the Pekanbaru City government, in particular, is utilizing digital technology in the community complaints process called PEKA (PEKAN ADUAN). This research focuses on the Digital Governance perspective in the community complaints process in Pekanbaru City using qualitative methods and data collection techniques in the form of interviews. The PEKA application has become the main platform for the Pekanbaru government to receive various kinds of complaints coming from the public, but in the implementation process it still has various obstacles ranging from network disruption to functions that are not yet optimal and the number of passive users. Digital Governance, which is the benchmark for the implementation of the PEKA application, has prioritized digital concepts in its implementation but still has several obstacles that must be improved.
