Abstract

The implementation of Agile Governance in developing Integrity Zones (ZI) represents a new strategy in higher education bureaucratic reform in Indonesia. This approach emphasizes responsiveness, collaboration, and continuous improvement in institutional governance. However, its success greatly depends on campus social dynamics, particularly how the academic community receives, understands, and executes policies. This article aims to critically examine the social environment's response to implementing Agile Governance within the context of ZI and analyze the relationship between structural policies and organizational culture. This study employs a document analysis method with a descriptive-qualitative approach, focusing on reviewing policy documents, implementation guidelines, and execution reports of ZI and Agile Governance at several Indonesian universities. The findings indicate that successful governance transformation is not solely determined by administrative completeness but is also significantly influenced by the active participation of the academic community, digital technology readiness, and institutional capacity to overcome cultural resistance. Integrating local values, transformative leadership, and institutionalized reflection mechanisms are key factors in internalizing integrity values and agile principles. This article recommends strengthening value-based governance models, enhancing institutional adaptive capacity, and developing participatory ecosystems as core strategies to achieve successful bureaucratic reform in universities through the Agile Governance approach.

Abstract

The increasing development of digital technology among the community currently means that the Pekanbaru City government, in particular, is utilizing digital technology in the community complaints process called PEKA (PEKAN ADUAN). This research focuses on the Digital Governance perspective in the community complaints process in Pekanbaru City using qualitative methods and data collection techniques in the form of interviews. The PEKA application has become the main platform for the Pekanbaru government to receive various kinds of complaints coming from the public, but in the implementation process it still has various obstacles ranging from network disruption to functions that are not yet optimal and the number of passive users. Digital Governance, which is the benchmark for the implementation of the PEKA application, has prioritized digital concepts in its implementation but still has several obstacles that must be improved.

Abstract

The service activities carried out aim to see exiting conditions, development of digital innovation-based tourism villages and identify solutions for developing digital innovation-based tourism villages. The approach to developing tourism villages based on digital innovation is carried out by lectures, discussions and practices. After the service activities were held with the introduction of digital innovation as a tourism promotion media, it was seen that Ketapang Sungai Cingam Beach Tourism Village already had digital promotional media through Web, FB and tik tok, but it was not well managed. Therefore, the introduction of digital media that can be used in tourism promotion to increase the number of tourist visits in Ketapang Beach Tourism Village, Sungai Cingam.

Abstract

Oil palm is one of the leading plantation commodities and has a strategic role in the national economy. Indragiri Hilir Regency is one of the areas with the fastest-growing oil palm plantations in Riau Province. The area of oil palm plantations owned by People's Plantations (RA) in Indragiri Hilir Regency in 2022 will be 308,197 Ha with a total production of 912,875 tons. The research objective was to determine institutional governance in the implementation of Palm Oil Replanting in the peat hydrological area in the Indragiri Hilir district and the role of governance in its implementation. This study uses a qualitative descriptive method with a relevant literature study approach, using a data analysis technique, namely literature analysis. The results of the study show that the management of the Palm Oil Replanting program in the Indragiri Hilir district has not been maximised because the implementation process is hampered by land status, which raises several challenges for stakeholders. The problem of palm oil governance is not only in the absence of regulations but in policy interventions in the field. Relevant institutional and policy arrangements lead to a balanced and successful implementation of the smallholder palm oil replanting program.

Abstract

The purpose of this research was to see the influence of learning and examples of decision making on improving the critical thinking skills of first grade students (X) on material change and environmental conservation in  Bekasi High School. Researchers used the Quasy Experiment method with PrePost Control Group Design. The population in the study were first grade students (X MIPA 3) and (X MIPA 4) with the number of students were 35 and 34 students respectively. The technique for sampling was random cluster sampling. The exploration tool used is a 10-point skill test that integrates with indicators of critical thinking abilities or skills. Based on the results of the study, the average value of critical thinking skills or skills in the experimental group (=59.74) was higher than in the control group (=46.08). T-test (3.82) and t-table (2.97) were obtained when the hypothesis was tested using t-tests with a significance level of 1% and learning models such as decision making on improving the critical thinking skills of first grade students on environmental conservation materials at SMA Negeri Bekasi.

Abstract

This article examines recovery strategies in post-COVID-19 tourism villages in Bantul, Yogyakarta, Indonesia, utilising a rural tourism resilience approach involving multi-stakeholder participation. This qualitative study collected data through interviews, literature, social media, and local news online observations. The data obtained were then analysed with the help of a code from NVivo 12 Plus to visualise the multi-stakeholder network in the five tourism village recovery strategies through the sociogram network, group queries, and concept mapping queries. The results of this study reveal the following: First, the five tourist villages have different ways of getting back on their feet and getting more substantial for a massive recovery. Second, all government levels strongly support accelerating the five tourist villages' recovery via various media promotions of the four (Tembi, Kakilangit, Kebonagung, and Kampung Santan), except for Lopati's tourism village destinations. In addition, the two villages, in terms of the resilience of social networks, mostly need support in increasing institutional capacity (Kampung Santan and Lopati), fostering collaboration, and requiring creativity. Therefore, post-COVID, mechanisms for development and new ideas in two tourist villages (Lopati and Kampung Santan) were relatively noticeable. Some tourism villages still need leaders for programmes and activities. Further, the government's persistence in popularising tourist villages requires further improvement through media promotion, tourism awareness groups, and participation in the tertiary sector.

Abstract

Penelitian ini dilatarbelakangi oleh BUMDes Desa Tabing Kecamatan Koto Kampar Hulu melakukan beberapa kegiatan yaitu pupuk, alat-alat pertanian dan penyewaan pelaminan/pentas. Tujuan didirikannya BUMDes Tabing Sepakat adalah untuk meningkatkan perekonomian Desa, mengoptimalkan aset desa agar dapat bermanfaat bagi kesejahteraan desa, meningkatkan upaya Masyarakat dalam mengelola potensi desa, mengembangkan rencana Kerjasama usaha antar desa, menciptakan peluang dan jaringan pasar yang mendukung kebutuhan pelayanan publik, meningkatkan kesejahteraan Masyarakat melalui peningkatan pelayanan publik pemerataan perekonomian desa, serta peningkatan pendapatan Masyarakat desa dan pendapatan desa. Tujuan penelitian ini adalah untuk menganalisis Kinerja Badan Usaha Milik Desa (BUMDes) Tabing Sepakat di Desa Tabing Kecamatan Koto Kampar Hulu Kabupaten Kampar dan menganalisis faktor-faktor penghambat Kinerja Badan Usaha Milik Desa (BUMDes) Tabing Sepakat di Desa Tabing Kecamatan Koto Kampar Hulu Kabupaten Kampar. Penelitian ini menggunakan metode kualitatif dan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Penelitian ini menetapkan informan penelitian sebagai sumber informasi untuk memperoleh data yang dibutuhkan. Informan dalam penelitian ini adalah orang yang mengetahui permasalahan penelitian secara mendalam. Adapun jumlah informan dalam penelitian ini adalah 7 orang. Hasil penelitian ini menunjukkan bahwa pelaksanaan kinerja badan usaha milik desa (BUMDes) tabing sepakat belum optimal dilaksanakan di desa Tabing Kecamatan Koto Kampar Hulu, hal ini dilihat dari 5 konsep fokus utama kinerja hubungan variabel inti kinerja menurut Dwiyanto yaitu, Produktivitas, Kualitas Layanan, Responsivitas, Resposibilitas dan Akuntabilitas. Adapun kendalanya yaitu keterbatasan bumdes dalam bentuk dana, sumber daya manusia, masih kurangnya sosialisasi BUMDes kepada masyarakat.

Abstract

Angkutan umum merupakan kebutuhan penting dalam kehidupan masyarakat sehari-hari, baik di pedesaan maupun perkotaan. Banyak angkutan umum AKDP di Provinsi Riau yang tidak menggunakan terminal resmi dan menaikkan serta menurunkan penumpang sembarangan, yang menyebabkan bahaya bagi pengendara lain dan kekacauan lalu lintas. Kondisi angkutan yang tidak diremajakan juga menambah masalah. Jika dibiarkan, ini akan mengancam fungsi terminal, memunculkan terminal ilegal, menambah kecelakaan, merusak iklim usaha, dan menghilangkan jaminan keselamatan bagi penumpang. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Penelitian dilakukan di Terminal BRPS, Dinas Perhubungan, dan Jasa Raharja. Informan meliputi Kepala Terminal BRPS, Kepala Dinas Perhubungan, dan Kepala Jasa Raharja. Data dikumpulkan melalui wawancara, dokumentasi, dan observasi, dan dianalisis dengan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa upaya Dinas Perhubungan, Terminal BRPS, dan instansi terkait belum efektif. Angkutan umum masih sering menaikkan dan menurunkan penumpang di terminal bayangan serta di jalan-jalan utama. Penertiban dilakukan melalui razia dan tilang, serta pembinaan dan edukasi, namun kendala utama meliputi kurangnya konsistensi, koordinasi, jumlah PPNS, anggaran, dan kewenangan Dinas Perhubungan. Sanksi yang diterapkan juga kurang efektif.

Abstract

The People's Palm Oil Replanting Program (PSR) is an initiative to promote the development of community plantations, including government support in the form of investment credit and interest subsidies. This research focuses on the actors' roles in accelerating the implementation of the People's Palm Oil Replanting Program in the Indragiri Hilir Regency. This study aims to understand the functions of each party involved and the inhibiting factors in accelerating the People's Palm Oil Replanting Program in the Indragiri Hilir Regency. The research method used is qualitative, descriptive research employing Blackman's theory (2003), which consists of four variables: Informants, Consultants, Cooperation, and Control. The findings reveal that the roles of the actors are not yet optimal, there is a lack of found partners to assist farmer groups, and limitations in knowledge, funding, and inadequate infrastructure are inhibiting factors in accelerating the People's Palm Oil Replanting Program in the Indragiri Hilir Regency. This research suggests that the involved actors are expected to be more optimal in their respective roles.
