Abstract

Street vendors are economic activities that move in the informal sector that has negative and positive impacts. The Siak Regency Government is addressing the problem of street vendors selling street shoulder by implementing structuring and empowerment. At present the structuring has been carried out with solutions to build people's markets, in contrast to the empowerment of activities carried out unsustainably. The purpose of this study was to determine the Implementation of Regional Regulation Number 12 Year 2007 Concerning Arrangement and Empowerment of Street Vendors in Siak District and the inhibiting factors of structuring and empowering street vendors. This research uses the concept of policy implementation theory according to George C. Edward III in (Sujianto, 2008) which has indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This research method uses a descriptive qualitative method with data collection techniques including: observation, interviews and documentation. Research informants were appointed through purposive sampling and snowball sampling techniques. The results showed that the implementation of the arrangement and empowerment of street vendors was not maximized so that traders were still selling in areas that were prohibited from trading. The inhibiting factors in the Implementation of Regulations on Structuring and Empowering Street Vendors are the socialization of policies, participation of street vendors and budgets. The government should be able to further optimize the implementation of regional regulations on the regulation and empowerment of street vendors with a more assertive and active effort in controlling and empowering.Keyword: Implementation, Management and Empowerment, Street Vendors

Abstract

The dynamics of village forest management is an institutional problem that occurs in the village forest management institutions of the Gunung Sahilan village which is one of the factors causing the village forest management to be poorly managed, the benefits of the village forest to the community economy to be one of the problems that occur here. Local wisdom is a custom that is still held by the forest where forest management is given to the ninik mamak group, while ninik mamak does not have the competence in managing the forest, transparency of forest management to the community is one of the dynamics that occurs due to the inadequate communication between the manager, the village government and the community These factors cause the village forest to not be useful for the community.Keywords: dynamics, conflict, institutional.

Abstract

Penelitian ini bertujuan untuk melihat pengaruhmotivasi terhadap kinerja guru pada Sekolah Menengah Pertama (SMP) Darma Yudha KotaPekanbaru. Penelitian ini termasuk penelitian deskriptif eksplanasi dengan pendekatan survey.Populasi yang dipakai dalam penelitian ini adalah guru-guru pada SMP Darma Yudha KotaPekanbaru sebanyak 65 orang. Hasil penelitian menunjukkan bahwa kebutuhan fisiologis yangterdiri dari pemenuhan kebutuhan pangan dan sandang memiliki pengaruh paling besar padamotivasi yang berdampak pada kinerja guru. Demikian juga kebutuhan aktualisasi merupakanpengaruh terbesar kedua pada motivasi guru.Kata Kunci: motivasi, kinerja, guru, aktualisasi diri

Abstract

The service was a duty that must be done by a official government as a society officer. Kantorpelayanan terpadu (kpt) in pekanbaru city is was built for giving public services that has good quality, fastservice beuracracy and cheap. This article try to explain about the public service in making birth certificateand analyze the barrier sectors at Kantor Pelayanan Terpadu (KPT) in pekanbaru city. This article showsthat the public services at Kantor Pelayanan Terpadu (KPT) in pekanbaru is not good enough. It can beknown from the unfinished birth certificate in time exactly, uncovenience situation because of the unsuretime and unfriendly officer in serving.

Abstract

The purpose of thisstudy is to analyze and explain the mechanism of the implementation of the Program Raskin (Ricefor the Poor) in an effort to improve the welfare of the poor in New Seacoast village of Kerincidistrict Pelalawan. The research relies on interviews with informants between researchersdeliberately researchers determine in accordance with the needs of the required information. Laterobservations for viewing and analyzing events in the field. The results show the distribution ofRaskin in New Seacoast Village goes poorly, it is because at the time the distribution is still foundsome problems that a lot can hinder the process of distribution of Raskin himself.

Abstract

Penelitian ini bertujuan untukmengetahui sejauhmana implementasi peraturan daerah dilaksanakan oleh implemator maupun pelaksanaimplementasinya. Metode yang digunakan dalam penelitian ini adalah penelitian ini menggunakan jenispenelitian deskriptif dengan analisa kualitatif, memaparkan data yang diperoleh dari pengamatankepustakaan dan pengamatan lapangan, kemudian dianalisa dan diinterprestasikan dengan memberikankesimpulan. Untuk itu sangat diperlukan kepekaan teoritik dalam proses pengumpulan data dan analisadata di lapangan. Dengan menggunakan pendekatan kualitatif diharapkan peneliti dapat menyajikangambaran maupun hasil analisa yang tidak hanya berbentuk angka-angka, melainkan gambaran yanglebih mendalam sesuai dengan fokus penelitian yang telah ditetapkan. Hasil penelitian menunjukkanbahwa tidak berjalannya Peraturan Daerah Nomor 10 tahun 2010 tentang Izin Pemanfaatan Air diKabupaten Siak, oleh sebab itu Perda tersebut perlu direvisi dan melibatkan beberapa instasi terkaitagar kedepannya Perda dikmaksud dapat terlaksana sesuai yang diharapkan.Kata Kunci: implementasi, sumberdaya air, izin pemanfaatan

Abstract

Kabupaten Kuantan Singingi juga harus melakukan penguatan terhadap BUMDes yang dimiliki desa. Berdasarkan data yang diperoleh, Kabupaten Kuantan Singingi memiliki jumlah desa sebanyak 218 desa, dari jumlah desa tersebut ada sebanyak 100 desa yang sudah memiliki BUMDes dan 118 desa yang belum memiliki BUMDes. Dari desa yang sudah memiliki BUMDes salah satunya adalah Desa Sako Margasari Kecamatan Logas Tanah Darat Kabupaten Kuantan Singingi. Realitas BUMDes di Desa Sako Margasari masih bergerak dalam kegiatan simpan pinjam bagi masyarakat desa. BUMDes yang dimiliki oleh Desa Sako Margasari belum bergerak dalam membentuk unit-unit usaha baru dalam upaya memperkuat permodalan BUMDes guna menunjang perekonomian masyarakat. Penelitian ini menemukan bahwa strategi BUMDes Bintang Muda Jaya Desa Sako Margasari dalam mengembangkan unit usaha baru melalui inovasi teknologi di Desa Sako Margasari Kecamatan Logas Tanah Darat Kabupaten Kuantan Singingi masih berjalan belum maksimal. Sedangkan faktor-faktor yang menghambat penerapan strategi BUMDes Bintang Muda Jaya Desa Sako Margasari dalam mengembangkan unit usaha baru melalui inovasi teknologi di Desa Sako Margasari Kecamatan Logas Tanah Darat Kabupaten Kuantan Singingi adalah faktor rendahnya kompetensi pengelola BUMDes, faktor minimnya modal usaha untuk membuka unit usaha baru dan faktor kurangnya mitra dari BUMDes.

Abstract

Micro, Small and Medium Enterprises  play an important role in the economy of Kuantan Singingi Regency, especially in driving economic activities, increasing income and providing employment opportunities. The policy in implementing the UMKM development program by the Ministry of Industry and Trade of the UMKM Cooperative, Kuantan Singingi Regency is a program of entrepreneurship development and competitive advantage of MSMEs which includes training, coaching and providing assistance to MSME players. This study aims to determine the implementation of entrepreneurship and competitive development programs for MSMEs and to determine the inhibiting factors. This research uses theoryGeorge R. Terry in Manullang (2012:8), Planning (Planning),Organizing (Organizing),Implementation (Actuating),Supervision (Controlling).This research uses qualitative methods and documentation. The findings in this study indicate that the implementation of the Micro, Small and Medium Enterprises development program in Kuantan Singi Regency has not been optimal. This is indicated by the lack of mastery and application of technology by MSME actors, they prefer manual equipment, besides that, MSME actors.still not paying attention to financial management properly.Keywords: Management, Program Implementation, Micro, Small and Medium Enterprises

Abstract

Public service innovation is a breakthrough in public service which is an original creative idea and adaptation and verification that can provide benefits to society. One of the agencies that plays a role in providing public services is Gunung Toar District, Kuantan Singingi Regency. The intended public service innovation is the Integrated Service Innovation System for Greeting the Citizens (SIPATEN MAWAR), the Integrated Service Innovation System via Whatsapp (SIPATEN GUWA) , and Delivery of Birth Certificate (AJAK). The purpose of creating this application is to facilitate the community in serving in Gunung Toar District. The purpose of this study is to determine the innovation of public services in Gunung Toar District, Kuantan Singingi Regency and to determine the supporting and inhibiting factors that influence it. This study uses the success attribute of innovation by Bugge at al, where there are six indicators, namely: Governance and innovation , sources of the ideas for innovation , innovation culture , capabilities. and tools (ability tools), objectivies, outcomes, drivers, and obstacles (goals, results, drivers, and obstacles), collecting innovation data for single innovation ( collecting innovation data for a single innovation ) . This type of research is qualitative research with a phenomenological approach. The collection of necessary data, both primary and secondary data, is collected through interviews, observation, documentation, then analyzed so that conclusions can be drawn from the existing research problems. The results of this study are that the existing innovations have been running well but have not been maximized because they still have several obstacles such as lack of socialization and there are still many people who do not understand technology.  Keywords: Innovation, Public Service

Abstract

E-Samsat Riau is a service program in motor vehicle tax payment that developed by the Riau Provincial Bapenda, Riau Police, Jasa Raharja and Bank Riau Kepri. The lack of understanding of taxpayers about E-Samsat Riau and requiring the taxpayers to come back to the Samsat office is a phenomenon found in the field.The aim of this study is to find out and analyze the implementation of the motor vehicle tax service program through E-Samsat Riau and to analyze the inhibiting factors of program implementation motor vehicle tax services through E-Samsat Riau. This kind of research is qualitative research with a case study approach. Data collection obtained both primary data and secondary data are collected through interviews, observation and documentation then analyzed, so that conclusions can be drawn from existing research problems. To see the implementation of E-Samsat Riau, seen from three indicators, which are the existence of a program or policy, target groups and elements executor. From the results of the implementation of E-Samsat Riau, it was not too significant both in the acceptance of PAD and the ease of service, this was caused by several inhibiting factors, those are limited budget and facilities and infrastructure.  Keywords: Riau E-Samsat, motor vehicle tax,Regional Revenue Agencies of Riau
