Abstract

Pekanbaru is one city in Indonesia that have evolved so rapidly, especially in the economic field.Developments led the city witnessed a social change and urban development that is high enough. The impactof social changes that took place between the other is the high level of poverty. To overcome the problem ofpoverty is one of them with the development of social entrepreneurship is developing social entrepreneurs byway of changing behavior and understanding or awareness of those around him. Where has the transformativepower of social entrepreneurs with new ideas to exploit and create opportunities in the face of big problems,who was tireless vision to successfully deploy an idea he had. This study aims to determine and analyze thepicture of the factors that affect the application of social entrepreneurship in empowering the poor throughprograms UEK - SP in the city of Pekanbaru.

Abstract

Sanitation problems in Perawang Village are still relatively lagging behind. Many people do not have access to proper sanitation. The Community-Based Sanitation Program (SANIMAS) is the provision of government assistance funds as a form of initiative to provide facilities and infrastructure for wastewater that is responsive to needs. In this program, community participation is also an important point where when the community takes part in development, they will feel satisfied when they see the results of the SANIMAS development in Perawang Village. The purpose of this study was to determine community participation in community-based sanitation development in Perawang Village, Tualang District and to determine the inhibiting factors for community participation in Perawang Village, Tualang District. The theory used in this study is the participation theory of Dwiningrum in Sombang which uses four indicators, namely participation in decision making, participation in implementation, participation in benefit making, and participation in evaluation. The method that the researcher uses is a qualitative method using a descriptive approach. In this qualitative study, the authors analyze on the basis of research problems using data collection techniques in the form of interviews, observations and documentation. The results of this study indicate that community participation in community-based sanitation development in Perawang Village, Tualang District can be said to be active. The obstacle for this program is the work of the community and is also constrained by the Covid-19 condition.

Abstract

Built-in oil palm plantations have multiple functions, namely economic, social and environmental functions that are not owned by other sectors outside agriculture. With this multifunctionality, oil palm plantations contribute, both economically, socially and environmentally, to the achievement of the SDGs. This study aims to determine institutional governance related to utilizing palm sap into brown sugar as a source of post-replanting income in order to improve the sustainable economic aspects of the community. This research chooses a descriptive research with a qualitative approach. The results of this study found that in the management of palm sap in the village of maredan barat, tualang sub-district, siak district, during the replanting period, a strong and well-coordinated management system was needed, so that the management of this palm sap could develop, especially to improve the community's economic level in a sustainable manner, considering the potential of palm oil which is still in nature. global and has a long-term advantage. Increasing partnerships in terms of management is also a major aspect for the realization of this sustainability.

Abstract

bertujuan mengungkapkan adanya antisipasi Covid19 di masa new normal melalui kebijakan, pemahaman pencapaian tujuan yang harus dapat dipahami secara menyeluruh. Penelitian ini bertujuan untuk Untukmengetahui Kapabilitas Dynamic Governance serta faktor penghambat Pemerintah Kota Pekanbaru Dalam Memberlakukan New Normal di masa pandemic covid19.Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang berlandaskan pada filsafat postpositivisme atau enterpretif, digunakan untuk meneliti pada kondisi obyek yang alamiah, dimana peneliti adalah sebagai instrumen kunci. Hasil penelitian ini adalah Konsep kapabilitas dinamis menjadi aspek yang paling esensial dalam upaya pemerintah Kota Pekanbaru untuk meraih keunggulan kompetitif yang mampu mengantisipasi pandemicCovid19 dan memanfaatkan peluang guna mendukung tercapainya tujuan yang diharapkan, sehingga dapat menghasilkan dan mengimplementasikan kebijakan adaptif (adaptive policy) melalui pengembangan dynamic capabilities (mencakup kemampuan thinking ahead, thinking again dan thinking across) pada proses pemberlakuan new normal di masa pandemic Covid19. Abstract

The Village Forest of Kenegerian Gunung Sahilan is one of the village forests that has been granted forest management permits by the Ministry of Environment and Forestry of the Republic of Indonesia in 2017. Management rights are given to Lembaga Pengelola Hutan Desa (LPHD) Kenegerian Gunung Sahilan which was represented by a traditional institution (ninik mamak). The institutional role has a considerable influence in the process of managing village forests so that social capital is needed. Social capital has a role as strengthening ties, relationships and networks among various institutions and social groups involved in village forest management policies.The purpose of this study was to analyze the formation of social capital in LPHD Kenegerian Gunung Sahilan. The method used in this study is aexplorative descriptive with a qualitative approach.The results of the study showed that at LPHD Gunung Sahilan had not applied the concept of social capital in village forest management activities optimally as evidenced by the lack of coordination between implementing actors, lack of community involvement and various activities dominated by certain groups. This causes the complexity and dynamics that are still very complicated, especially in social and economic aspects.

Abstract

Abrasion disasters and environmental issues are strategic issues that are widely studied from various study perspectives, this article is the result of research conducted by researchers from the perspective of public administration. The Abrasion Disaster on Rupat Island is a disaster that can cause various social and economic impacts on the community. In 2019, the abrasion rate on Rupat Island reached 6-8 meters. Rupat Island is also one of the outer islands of Indonesia which borders with neighbouring countries, namely Malaysia and is included in the National Tourism Strategic Area (KSPN). Therefore, the abrasion disaster that occurred on Rupat Island, Bengkalis Regency must be managed in order to minimize the impact of theabrasion disaster that occurred. Abrasion disaster management can be done one of them by means of abrasion disaster management or efforts made to regulate the reduction of abrasiondisaster risk. The purpose research is to know abrasion disaster management actors in Rupat Bengkalis and determine what course the limitations in disaster management abrasion in Rupat Bengkalis. This type of research is qualitative research using data collection methods through interviews and documentation. The findings in this study is that the management effort abrasion disaster in Rupat actor countermeasures abrasion in Rupat not maximized This is caused by things still are limitations in disaster management is done. The value in this study is that disaster management actors at the regional and central levels cooperate with each other in order to maximize disaster management efforts

Abstract

Lake Bakuok is a conservation area and traditional indigenous Lake or prohibition hole that has culture-based fishing activities, we can see this with the tradition of fishing together using nets that have become tourist destinations in Kampar Regency, Riau Province, in regional languages locally called "Ma'awuo". All activities carried out in this Bakuok lake is controlled by traditional authorities Kenegrian Tambang which has the same vision in the conservation and protection of the lake region. On the other side ecologically Bakuok lake is very alarming, with palm trees and rubber were planted alongside the lake, and the fish cages. Based on the rules regarding the ban on Lake Bakuok, not all of these rules are implemented and implemented properly, even though there are already those who supervise, there are still violations that occur. The number of institutions involved in the development of Lake Bakuok so far is still temporal or temporary, and runs each and has not formed a systematic collaboration. This study aims to see how institutional collaboration in Lake Bakuok sustainable management. The study uses qualitative research methods that aim to obtain a holistic picture of a phenomenon in the Bakuok Lake. The results showed several important items related to Lake Bakuok institutional collaboration, namely the type of network structured (network structure) that is still unclear and does not have a unified conceptual description of Lake management. The absence of Commitment to a common purpose. Trust among stakeholders is still lacking. The unavailability of standard provisions for clear procedures and responsibilities in the relevant institutions. Access to information of stakeholders who are not members as long as they can be accepted by all parties is still difficult.

Abstract

Environmental change encourages the birth of a contextual policy (adaptive policy) that is not only a passive reaction to external pressure but also a proactive approach to innovation, contextualization, and execution. New ideas also result in a contextual policy (adaptive policy) can be executed and generate dynamic governance. Boon and Geraldine formulated Dynamic Governance as "how these choosen paths, policies, institutions, and structures adapt to an uncertain and fast changing envinronment so that they are relevant and effective in achieving the long-term desired outcomes of society. Public administration reform is closely linked to the concept of dynamic governance, because public administration reforms are oriented towards changes among others in the implementation of public policy. Dynamic Governance is a concept to maintain and develop the existence of a government / organization to survive (survive) to face rapid and uncertain global change. Other government / organizational organizations should not be static, successes of policies, strategies, and programs in progress or past does not guarantee future success. Therefore it is necessary spirit / dynamics to always adjust policies, strategies, and programs with future developments through thinking ahead, thinking again, and thinking across. The results show that the application of dynamic governance concept in Siak Regency has been done with good result. It is proved that throughout the year 2017, as many as 24 awards and achievements they achieve both at the level of Riau Province and at the national level. Of the 24 awards, it can be said that every month two awards are achieved in the former Malay kingdom of Islam. Based on the achievements achieved by the local government of Siak Regency shows the ability of the government to adjust the policy to the rapid and uncertain global environment changes so that the established objectives can be achieved as proof that the application of dynamic governance concept has been done by Siak Regency Government very well.

Abstract

ABSTRACT. Implementation of organizing good Governence, essentially demanding theinvolvement of all components of the stakeholders, both in environmental red tape aswell as in the environmental community. The essence of good governance is characterizedby this public service is good, this is in line with the essence of the policy ofdecentralization and regional autonomy which is intended to give discretion to the regionset up and take care of the local community and improve public services. This researchexamines the application of models of comprehensive principles of good governance in theservice of licensing in Kota Pekanbaru, factors that inhibit and supports the application ofgood governance in the service of licensing in Kota Pekanbaru. Results of the study foundthat the public approved the application of the principles of good governance in theservice of licensing conducted by the Agency of Integrated Services and capital investment(BPTPM) Kota Pekanbaru. Factors that hinder the application of the principles of goodgovernance in the service of the Agency's Integrated Services in licensing and Investment(BPTPM) Kota Pekanbaru is the factor of human resources and community patterns ofthought against the ministry. While the factors that support the application of theprinciples of good governance in the service of the Agency's Integrated Services inlicensing and Investment (BPTPM) Kota Pekanbaru is a factor and infrastructure, policysupport and financial support. Abstract

Kuantan Singingi Regency must also strengthen the BUMDes owned by the village. Based on the data obtained, Kuantan Singingi Regency has a total of 218 villages, of which there are as many as 100 villages that already have BUMDes and 118 villages that do not have BUMDes. From villages that already have BUMDes, one of them is Sako Margasari Village, Logas Tanah Darat District Kuantan Singingi. The reality of BUMDes in Sako Margasari Village is still moving in saving and borrowing activities for the villagers. BUMDes owned by Sako Margasari Village have not been engaged in forming new business units in an effort to strengthen bumdes capital to support the community economy. This research found that the strategy of BUMDes Bintang Muda Jaya Sako Margasari Village in developing new business units through technological innovations in Sako Margasari Village, Logas Tanah Darat District, Kuantan Singingi Regency is still running not maximum. While the factors that hinder the implementation of bumdes strategy Bintang Muda Jaya Sako Margasari Village in developing new business units through technological innovations in the village of Sako Margasari District Logas Tanah Darat Kuantan Singingi regency is the low competence of BUMDes managers, the lack of business capital to open new business units and the lack of partners factor from BUMDes.
