Abstract

This research is motivated by the presence of employee absenteeism problems, limited electricity supply, limited pipelines and limited pumps and distribution installation pipelines which have an impact on water supply that is not smooth and cannot meet customer needs in what is happening at the Regional Water Company (PDAM). Tirta Indragiri Hilir Tembilahan. The purpose of this study was to find out how the effectiveness of employee performance at the Regional Water Company (PDAM) Tirta Indragiri, Indragiri Hilir Regency, and to determine the factors inhibiting the effectiveness of its employee performance. This study used qualitative research methods. The selection of informants in this study used a purpose sampling technique. Collecting primary data from interviews, and secondary data from documentation and literature review. From the results of the research conducted, it can be concluded that the effectiveness of employee performance at the Regional Drinking Water Company (PDAM) Tirta Indragiri, Indragiri Hilir Regency when viewed from the two criteria used in measuring employee performance, namely Ability and Motivation, the results are still not optimal. Factors inhibiting the effectiveness of employee performance at the Regional Drinking Water Company (PDAM) Tirta Indragiri, Indragiri Hilir Regency, namely the low quality and quantity of human resources owned by the company, as well as limited facilities and infrastructure. Keywords: Performance, Employees, PDAM

Abstract

Program rumah khusus nelayan adalah program yang berasal dari Kementerian Pekerjaan Umum dan Perumahan Rakyat yang dilaksanakan berdasarkan Peraturan Menteri  Pekerjaan Umum dan Perumahan Rakyat No. 20/PRT/M/2017 tentang penyediaan rumah khusus. Rumah khusus nelayan yang dibangun di Kampung Teluk Batil memiliki luas tanah 1,5 hektar dan  dibangun sebanyak 25 unit dikelola oleh pemerintah Kampung Teluk Batil. Dalam rangka menciptakan pelaksanaan program yang efektif maka dibutuhkan proses yang sesuai dengan standar aturan yang ditetapkan. Akan tetapi dalam tahap pelaksanaan program rumah khusus nelayan ini masih terdapat beberapa masalah yaitu adanya masyarakat penerima bantuan yang tidak berprofesi sebagai nelayan. Adapun tujuan penelitian ini untuk mengetahui efektivitas program rumah khusus nelayan di Kampung Teluk Batil Kecamatan Sungai Apit Kabupaten Siak, serta faktor penghambat dan faktor pendukung dari program rumah khusus nelayan di Kampung Teluk Batil. Konsep teori yang digunakan peneliti adalah teori efektivitas oleh Mahmudi 2018. Adapun metode yang digunakan oleh peneliti yaitu kualitatif, dan peneliti melakukan wawancara, observasi, dan dokumentasi dalam melakukan teknik pengumpulan data. Hasil yang didapat dalam penelitian ini menunjukkan bahwa program rumah khusus nelayan di Kampung Teluk Batil belum dilaksanakan secara maksimal, dikarenakan dari pencapaian beberapa indikator belum sepenuhnya tercapai.Kata kunci: Efektivitas, Kebijakan, Rumah Khusus Nelayan

Abstract

Pasir Limau Kapas Subdistrict is located in Rokan Hilir Regency, which has interesting tourist destinations but needs to be developed. In particular, Biski Beach tourism, which is visited by many local people and those from outside the area, but in reality, it is still far from what is expected, even though the potential for natural tourism objects is very feasible. A solution is sought. This is an interesting issue to be discussed. Pasir Limau Kapas Subdistrict [Palika], Rokan Hilir Regency, Riau Province, is an underdeveloped, isolated, and outermost area. This position makes welfare an important and major issue. Important and main issues related to welfare include minimal and slow infrastructure development and ambiguous development policies [the average policy issued overlaps and does not support each other related to development in border areas]. Based on various important issues, this study aims first to explain how the development of the border area (Case Study: Biski Beach Tourism Object, Pasir Limau Kapas District, Rokan Hilir Regency). The research approach used is qualitative with a descriptive analysis method. Primary and secondary data were gathered through document reviews, interviews with informants chosen using the purposive sampling technique, and observations and literature reviews.After collecting the data, it was analyzed by means of the Interactive Analysis Model. The theory used in this research is the Theory of Regional Development according to Riyadi (2000). There are three indicators of the success of regional development that can be seen. The first is productivity, the second is efficiency, and the last is community participation, which can ensure the continuity of the implementation of a program in an area. Based on these indicators, it is known that the development of the border area is not optimal.

Abstract

The concept of good governance is a reference concept that is recognized as being a good manager of government activities. Governance is governance, administration, or management which can be interpreted as power that is no longer owned or becomes a matter for the government. The purpose of this study was to find out how the governance of the sustainable PSR program in Riau Province is. The research method used is qualitative research with a case study approach. The results of this study show that the governance of the sustainable PSR program in Riau Province has been going well but still has some challenges in its distribution and distribution. The challenges identified in this research are the 2019 Coronavirus disease, human resources, and the increasing price of palm oil.

Abstract

This study aims to determine the development of the Napangga Lake tourist attraction in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which greatly contributes to village-owned enterprises in empowering the community’s economy. Lake Napangga is a new destination located in the Rokan Hilir area and has very promising tourism potential, so it must be managed professionally and have an economic impact on the local community. Therefore, village-owned enterprises must be able to become a spirit in developing this lake tourism object in order to empower the economy of the village community. This research uses a qualitative approach with a case study method, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with data triangulation validity test. The results of this study found that the development of the Lake Napangga tourist attraction has not run optimally by the Bumdes in empowering the community’s economy. This is due to the inconsistency in the number of tourists visiting Lake Napangga, because this tour is still seasonal. Strategies are needed to make economic empowerment for the community in order to increase income and improve the quality of life of the surrounding community.

Abstract

The purpose of this study is toinvestigate and analyze the factors that influence the bureaucracy UED program - SP VillageBayur Island District Cerenti Singingi Kuantan District. Population and sample in this study wasthe managing UED, the verification team, the audit team and the facilitators and the community ofusers. Data was collected through questionnaire dissemination techniques, interviews andobservations, once the data is collected and then analyzed using qualitative and quantitativedescriptive analysis. Results showed bureaucracy UED program - SP Village Bayur Island DistrictCerenti Kuantan District Singingi still runs poorly. The dominant factor influencing bureaucraticUED-SP program performing its duties is the fear factor.

Abstract

Peningkatan Ekonomi Rakyat Berbasis Desa Wisata. Dinamisnya pertumbuhanobjek wisata merupakan sebuah tantangan bagi pemerintah. Pengelolaan sendiri oleh masyarakatdalam Desa Wisata berarti memberikan kesempatan seluas-luas nya untuk masyarakat mampumengembangkan dan meningkatkan ekonomi dari masyarakat lokal secara keseluruhan. DesaPulau Gadang memiliki potensi yang besar dengan munculnya beragam objek wisata. Metodeyang digunakan menggunakan pendekatan kualitatif. Penelitian ini menemukan dalammenghasilkan format desa wisata pada desa Pulau Gadang selain membutukan aspek partisipasimasyarakatnya yang tinggi, hal ini juga dibuktikan dengan aspek legalitas dan keamanan yangharus terpenuhi.

Abstract

  The Quality of Public Services for Persons Disabilities. Figures persons with disabilitiesin the province of Riau and Pekanbaru always increase every year (BPS , 2012; Dinas Sosial Riau,2015) . This study aimed to analyze the quality of public services for persons with disabilities inPekanbaru. This research is a qualitative descriptive study. Data were collected by interview andobservation, then analyzed using the technique of interactive analysis. The results showed thatpublic service delivery in the city of Pekanbaru is still not qualified on aspects of accessibility ,competence , and security. Aspects of responsiveness and courtesy has worked well, especiallyin the service organized by formal institutions such as banking, healthcare, and education . Thelack of commitment and cross-sectoral coordination cause accessibility and security aspects inorder to accomodate the unmet needs of persons with disabilities in the city of Pekanbaru.

Abstract

Pengelolaan hutan desa merupakan bagian program perhutanan sosial, secara umum tujuan program tersebut adalah pemerataan ekonomi dan mengurangi ketimpangan ekonomi melalui tiga pilar, yaitu: lahan, kesempatan usaha dan sumberdaya manusia, aspek kelestarian dalam pengelolaannya juga menjadi pedoman dalam mengelola hutan, kebijakan pengelolaan hutan sendiri memiliki pro dan kontra karena begitu banyaknya kepentingan yang saling tarik menarik antara kepentingan ekonomi dan kepentingan untuk menjaga kelestarian lingkungan, begitupun dengan pengelolaan hutan desa kenegerian gunung sahilan, perlu tinjaun khusus untuk menggambarkan bagaimana pelaksanaan pengelolaan hutan desa kenegerian gunung sahilan, apa sebenarnya yang diharapkan oleh berbagai pihak dengan kebijakan pengelolaan hutan desa, apa saja isu-isu yang dianggap penting yang mempengaruhi pengelolaan hutan desa serta bagaimana dampak kebijakan pengelolaan hutan desa kenegerian gunung sahilan bagi kesejahteraan masyarakat dan lingkungan.

Abstract

This study aims to analyze the effect of job performance, dysfunctional behavior, organizationalconditions and the desire to demotion Civil Servants (PNS) in the city of Pekanbaru. Surveymethod used in this study, as the data source is a civil servant who didemosikan is numbered 59people and set the entire population were sampled using the census. Data collection techniquesusing research questionnaires and data were analyzed using quantitative techniques. Based onthe survey results revealed that the performance of the variable does not have a significantinfluence on the implementation of the demotion (Sig. 0.425), then the employee dysfunctionalbehavioral variables have a significant influence on the implementation of the demotion (sign.0.033); Variable membeirikan organizational conditions are not a significant influence on theimplementation of demotion (sign. 0.424) and desire itself is very influential variable on theimplementation of demotion (sign 0.000), and proved that together work performance, dysfunctionalbehaviors, conditions and desires of their own organizations have a significant influence on PNSdemotion in the city of Pekanbaru (sig . 0.000)
