Abstract

Implementation of the Partnership Program PT. Telekomunikasi Indonesia Witel Riau Daratan, Tbk very helpful for the government in realizing equitable welfare economic development for all Indonesian people. The implementation of the partnership program is based on the Republic of Indonesia Minister of State Regulation Number: PER-09 / MBU / 07 of 2015 about partnership program and community developmen of state- owned enterprises.. However, even though it has been regulated by the regulation there are still failures in the implementation of partnership program. Research conducted using qualitative methods. this study uses the theoretical concept of the prinsip elements of the partnership by Julius Bobo (2003), namely: Cooperation, Betwen Large and Medium Entrepreneurs with Small Entrepreneur Need, Mutual Reinforcement and Mutual Benefit. Data collection techniques in this study were carried out observation, interviews, documentation and literature study using descriptive techniques. The results of the study explained that the implementation of the PT. Telekomunikasi Indonesian Witel Riau Daratan, Tbk has not implemented a good partnership pettern. So that the implementation is not effective and efficient. Factors that hinder the implementation of the partnership program by PT. Telekomunikasi Indonesian Witel Riau Daratan, Tbk in Koto Mesjid Sub District XIII Koto Kampar namely: Failed to Establish Communication, Lack of Openness. Abstract

ABSTRACT. Implementation of organizing good Governence, essentially demanding theinvolvement of all components of the stakeholders, both in environmental red tape aswell as in the environmental community. The essence of good governance is characterizedby this public service is good, this is in line with the essence of the policy ofdecentralization and regional autonomy which is intended to give discretion to the regionset up and take care of the local community and improve public services. This researchexamines the application of models of comprehensive principles of good governance in theservice of licensing in Kota Pekanbaru, factors that inhibit and supports the application ofgood governance in the service of licensing in Kota Pekanbaru. Results of the study foundthat the public approved the application of the principles of good governance in theservice of licensing conducted by the Agency of Integrated Services and capital investment(BPTPM) Kota Pekanbaru. Factors that hinder the application of the principles of goodgovernance in the service of the Agency's Integrated Services in licensing and Investment(BPTPM) Kota Pekanbaru is the factor of human resources and community patterns ofthought against the ministry. While the factors that support the application of theprinciples of good governance in the service of the Agency's Integrated Services inlicensing and Investment (BPTPM) Kota Pekanbaru is a factor and infrastructure, policysupport and financial support. Abstract

So far, the market 's sector in Pekanbaru is not maximal executed, so that still has no a great contribution to increase the region economic's growth. Traditional market can not defeat the expansion of modern markets, indeed. Whereas the traditional market is more strategic to be accessed by people in this case and also we know that traditional market is one of the reached place by a low-economic-doer which occupied in majority level. A good and professional market's management could increase the competitiveness of the traditional market and increase the economics matters. To push the professional market's management in Pekanbaru City, it needs a market's management guideline. This guideline is expecting to be a good references for the market's managers. The Purpose of this research is to know and analyse how to manage the traditional market in Pekanbaru City and also the elements which influencing that system management.This research is using a descriptive-qualitative method which it'd explicate and detail according to the facts. Then, the theory of this research is A Basic Functions of Management George R. Terry in Manullang (2008). He defined the basic functions of management are consists of Planning, Organizing, Actuating and Controlling. Datas are collected by the observation and interview. The Analyse technique is using a descriptive-qualitative method.After the research it found that the realization of system management of the traditional market in Pekanbaru City wasn't implemented well and too far from the expectation. One of the matter is because the lack of policy and the controlling on market's system management from the government and also it caused by the lack of awareness of the societies and the traders to obey the regulations about the market's activity in accordance with the regulations of law in effect. There are many reasons why, like the human resource, the financial resource, the infrastructures, and also the communication.Keyword: System management, Traditional Market, Planning, Organzing, Actuating and Controlling

Abstract

This research was conducted in Pujud village District Pujud Regency of Rokan Hilir. The purpose of this research is to analyze the allocation of funds management accountability Pujud village fiscal year 2015. The method used in this research is descriptive qualitative method. To obtain the required data, the technique used in-depth interviews and documentation conducted by the researchers my self.The results showed that the management of the village allocation of funds in Pujud village from the planning process, the implementation process, and the process of accountability has yet to fully implement the principles of participation, of transparency, and accountability. This is because the government Pujud village not open access to information that can be seen communities. Headman of Pujud as mainly responsible for the management of the village allocation of funds also do not believe the people who have been designated as the implementation team. Then the government Pujud village from accountability tends only administratively. Direct accountability to the public through discussion forum evaluation is not implemented. This contrasts with the Regent of Rokan Hilir Regulation No. 8 of 2015 On Financial Management Kepenghuluan Rokan Hilir which requires the village allocation of funds management accountability in the overall responsibility directly to the public and BPK.Key Word: Accountability, Management, Village Funds Allocation

Abstract

Document or archives management is one of the most important factors thatmust be considered in supporting the smoothness of all work processes that take place.Every institution always mingle with archives. As a public service provider, especiallyin archive processing services, whether it is borrowing or returning books, documents,correspondence, the UPT Public Library, Archives and Documentation of Sub-districtSiak Kecil should provide the best service to visitors and guided by the provisionswhich has been set. Informants in this research are Head of UPT, Head of Archives andDocumentation of Bengkalis Library, Staff and from public. Data analysis was donedescriptively qualitative. The result of the research stated that archive management atUPT Public Library, Archives and Documentation of Sub-district Siak Kecil has not runwell due to the work plan in archiving management that has not been done as it shouldbe and the obstacles that caused the unfulfilled archiving management plan. Factorsaffecting the archiving management in Public Library, Archives and Documentation ofSub-district Siak Kecil are limited personnel and facilities and infrastructure so that thecompletion of task will also be hampered. Organizing in archive management has notgone well because the archiving of both books and documentation has not gone wellbecause there are still shortcomings that must be fixed soon. Constraints in thepreparation of personnel in the UPT is in addition to the limited number of employees,skills and expertise. Abstract

Development of Community Security and Order (Kamtibmas) such as community order building, self-help security development, community policing development, and community potential development in Pangkalan Kerinci Barat Village through direct visits and socialization or the so-called door to door system is still not running optimally. The purpose of this study was to analyze how the formation of Community Service and what factors influence the formation of Kamtibmas in Pangkalan Kerinci Barat Village. This research was conducted in Pangkalan Kerinci Barat Village. The theory used in this research is Efendi's theory, with four indicators of community order development activities, self-help security fostering, community policing development, and community potential development. The research method used is qualitative qualification with data collection techniques through interviews, observation, and documentation. The selection of research informants using snowball sampling technique. The results of this study indicate that there are factors that influence the formation of Community Service in Pangkalan Kerinci Barat Village. These factors are human resources, communication and budget in activities related to the formation of Community Service in Pangkalan Kerinci Barat Village.Keywords: Implementation, Development, & Kamtibmas

Abstract

Community Participation in Physical Development in Kepenghuluan Bangko Pusaka Bangko Pusako Heritage District of Rokan Hilir. Adviser : Mayarni. Community participation in development is the participation of the community in the development process either in the planning stages of development through musrenbangkep, the implementation phase of development, to evaluate the development and benefit the development. Community participation in development planning through development planning meetings (musrenbang) is still minimal and passive, this was due to lack of public understanding of the development planning, low levels of education, and lack of socialization of the then government did not include the community in development planning.The concept of the theory used is participation. Researchers used Soetomo theory. This study aims to determine how the public's participation in physical development in Kepenghuluan Bangko Pusaka Bangko Pusako Heritage District of Rokan Hilir. This study uses qualitative research methods with an assessment of descriptive data. In collecting the data the researcher used interview, observation and documentation. By using key informants as a source of information.The results showed that participation in physical development is still very minimal and passive, meaning that there are still many people who are not involved in any stage of development to be carried out and they handed over all decisions to the other party. In this case the researchers advise people to participate actively in every stage of development and the government should also seek more public participation and active for the idea / ideas that come from the community more so that it can be considered as well as the evaluation for the next year.Keywords: Participation, Community, Development

Abstract

Civil service and civil registration is one of the government agencies engaged in the field of community service and implementation. Public services are the renponsibility of the government by central and local. The current conditions obtained in the impelementation of public services is still faced with the system of government that has not been effective and afficien and the quality of human resources apparatus is not adequate.The purpose of this study was to analyze the performance of public service in the civil service and civil registry of Meranti island districts and to analyze the factors that hinder the performance of public service in the civil service and civil registry of Meranti island districts. The method used in this study is a qualitative research method. Sources of data were drawn from severah people related to the research, among others, the secretary of processing section of population and community data. Data colletion techniques using observation and documentation interview techniques while the data analysis techniques used in this study is descriptive qualitative analysis.Based on the results of the study note that the performance in the civil service and civil registration districts meranti archipelago is still not optimal and influenced by several factors that have not had the soup and goal setting.Keywords : performance, public service, Human Resources Management

Abstract

One of the objectives of the government, namely national development as a form of Pancasila experience. Especially in vehicles transporting goods in traffic and road transportation. However, the problem of excessive transportation of goods causes problems with the facilities and infrastructure of road safety and road conditions, as in the contents of Law No. 22 of 2009 concerning Traffic and Road Transportation. Goods transported by the Minister of Transportation number 134 of 2015 concerning the implementation of the handling of motorized vehicles that violate the rules is a problem that is always encountered in many regions throughout Indonesia, and the problem always recurs and seems difficult to overcome completely. This study uses Willian N Dunn's theory which states that the effectiveness of policies there are several indicators as follows, namely Efficiency, Adequacy, Grading, Responsiveness, and Decision. Data analysis used is a qualitative descriptive method. Data sources consist of primary data and secondary data through observation, interview and documentation techniques conducted at the Balai Raja motor vehicle weighing unit. Data analysis techniques using triangulation techniques. The results of the study show that there are several factors that influence the effectiveness of the policy of implementing motor vehicle weighing implementers, namely the lack of personnel or human resources (HR). In addition, there is a lack of awareness of truck drivers in transportation and the procedures for cargo transportation. Therefore, it is important to carry out the weighing of motorized vehicles to maintain road infrastructure, order and security in the use of roads.Keywords: Effectiveness of Public Policy Policy, Goods Transport Cost.

Abstract

Vocation training program by Vocation Training Technical Organizer (UPT-LK) Unit Region I Riau Province is a program with a purpose to train workers to be competent, productive, and resourceful through different kinds of courses available for job seekers and unemployed. This training program is centered in Pekanbaru and has been ongoing since 1983, but the implementation is having a number of problems and obstacles. The purpose of this research is to analyze the implementation of the training program and the factors that influence it.Theory used in this research is training components theory by Moekijat which are training participants, instructors, time, training materials and methods.
