Abstract

This study aims to determine the management of Lake Napangga tourism objects in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which contributes to the economy of the surrounding community. Lake Napangga is one of the lakes located in the Rokan Hilir area which has promising tourism potential if managed properly. Therefore, the role of BUMDes as the manager of Lake Napangga should be able to become a spirit in developing this lake tourism object to empower the economy of the village community, but the management of this tourist attraction is not only influenced by the seasonal agenda but also the Coronavirus Disease pandemic that emerged in 2020 This study choosing the type of qualitative research with a case study approach, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with triangulation techniques. The results of this study found that the management of Lake Napangga tourism objects has not run optimally by the BUMDes in this case due to the inconsistency in the number of tourists visiting Lake Napangga, the inconsistent seasonal agenda, the lack of promotional activities and the COVID-19 Pandemic that appeared regularly. Suddenly disrupting the sources of income for people who depend on this Lake Napangga tourist attraction. This reality is what makes community economic empowerment in order to increase income still not running optimally. And aspects of sustainability in this case are needed to develop the tourism potential of Lake Napangga in the face of unforeseen conditions, in this case COVID-19 becomes an example of problems that must be faced in order to run the economy of the community and maximize the management of potential tourist attractions.

Abstract

This study aims to determine community empowerment based on Kepenghuluan-owned enterprises (Bumkep) in Kepenghuluan Sinaboi, Rokan Hilir Regency, Riau Province. The problem of social welfare development related to various other development fields is the low economic level of society. This is characterized by unemployment, underdevelopment and helplessness. Therefore, it takes the role of the Kepenghuluan Sinaboi to increase community empowerment by utilizing the Sinaboi BUMKEP. This research chooses a descriptive research with a qualitative approach. The results of this study found that the local community still lacks information about the utilization of local potential, the empowerment that is participatory is very minimal.

Abstract

Adoption of innovation is a procedure for implementing a new idea carried out by an agency, then the idea is communicated through various channels and certain time frames in the social system. One of the innovations adopted by the Batam City Population and Civil Registration Service is the DISDUKCAPILBISA internet site which was adopted from the Surabaya City Population and Civil Registration Service called E-Lampid. The application of innovation is very beneficial for all parties, both the community and the service that provides population administration services during the Covid-19 pandemic, but it is known that there are still obstacles in the process of adopting the innovation. This review aims to see the innovation adoption process carried out by the Batam City Population and Civil Registration Office from beginning to end with indicators: knowledge stage, persuasion stage, decision-making stage, implementation stage and confirmation stage. This study uses qualitative research methods with data collection techniques using observation, interviews and documentation. This study has results that indicate that the adoption of innovations carried out by the Batam City Population and Civil Registry Office has been running quite well but there are still obstacles in the process so that the implementation of this innovation is still not optimal.

Abstract

This research is motivated by the lack of teacher expertise in the use of technology, and the lack of technological facilities in developing digital potential for teachers, research and assessment at SD Negeri 90 Pekanbaru. In the teaching and learning process there are still some teachers who have difficulty in using technology. Some teachers are not fully able to use devices or facilities to support learning activities such as Zoom, Google Meet, Google Classroom, and others. The availability of technological facilities and infrastructure is still not available, causing obstacles in the development of teacher competence. The purpose of this study is to explain the efforts to develop human resources in the application of digital literacy to teachers at SD Negeri 90 Pekanbaru and to analyze the inhibiting factors for developing human resources in the application of digital literacy to teachers at SD Negeri 90 Pekanbaru. The type of research chosen is qualitative research with a descriptive case study approach. Data collection techniques were carried out through interviews, observation, and documentation. The results of the study found that the development of human resources in the application of digital literacy to teachers at SD Negeri 90 Pekanbaru in terms of motivation, personality and skill criteria was not optimal.Abstrak Penelitian ini dilatarbelakangi kurangnya keahlian guru dalam penggunaan teknologi, dan minimnya fasilitas teknologi dalam mengembangkan potensi digital pada guru, penelitian dan pengkajian pada SD Negeri 90 Pekanbaru. Dalam proses belajar mengajar masih ada beberapa guru yang kesulitan dalam menggunakan teknologi. Beberapa guru belum sepenuhnya mampu menggunakan perangkat atau fasilitas untuk penunjang kegiatan pembelajaran seperti Zoom, Google Meet, Google Classroom, dan lain-lain. Masih belum tersedianya sarana dan prasarana teknologi sehingga menimbulkan kendala dalam pengembangan kompetensi guru. Tujuan penelitian ini untuk menjelaskan upaya pengembangan sumber daya manusia dalam penerapan literasi digital pada guru SD Negeri 90 Pekanbaru serta menganalisis faktor penghambat pengembangan sumber daya manusia dalam penerapan literasi digital pada guru SD Negeri 90 Pekanbaru. Jenis penelitian yang dipilih adalah penelitian kualitatif dengan pendekatan studi kasus yang bersifat deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menemukan bahwa pengembangan sumber daya manusia dalam penerapan literasi digital pada guru SD Negeri 90 Pekanbaru ditinjau dari kriteria motivasi, kepribadian dan keterampilan adalah belum maksimal.

Abstract

Sanitation problems in Perawang Village are still relatively lagging behind. Many people do not have access to proper sanitation. The Community-Based Sanitation Program (SANIMAS) is the provision of government assistance funds as a form of initiative to provide facilities and infrastructure for wastewater that is responsive to needs. In this program, community participation is also an important point where when the community takes part in development, they will feel satisfied when they see the results of the SANIMAS development in Perawang Village. The purpose of this study was to determine community participation in community-based sanitation development in Perawang Village, Tualang District and to determine the inhibiting factors for community participation in Perawang Village, Tualang District. The theory used in this study is the participation theory of Dwiningrum in Sombang which uses four indicators, namely participation in decision making, participation in implementation, participation in benefit making, and participation in evaluation. The method that the researcher uses is a qualitative method using a descriptive approach. In this qualitative study, the authors analyze on the basis of research problems using data collection techniques in the form of interviews, observations and documentation. The results of this study indicate that community participation in community-based sanitation development in Perawang Village, Tualang District can be said to be active. The obstacle for this program is the work of the community and is also constrained by the Covid-19 condition.

Abstract

The Basic Education Sector at the Education and Culture Office of Kampar regency has the main duty to assist the head of the office in organizing curriculum and student activities, basic education and basic education infrastructure in the work environment of Kampar Education and Culture Office. The purpose of Basic Education in the Department of Education and Culture Kampar regency, the management of educational units at the level of primary school education, and First and Secondary Schools public and private equivalent so as to improve the quality of education and public access to adequate education services, Equitable, and affordable.The method used in this research is descriptive qualitative method, that is describing or explaining the existing problem by giving answer to the problem presented, referring to the theory concerned with the problem. The data collecting used in this research is interview, observation, and documentation study. Then, after all the information required in this study collected, then drawn conclusions.The results of the research show that for the achievement of the objectives in the Basic Education Sector, the strategy used only focuses on the mandate of duty which has been written in juridical. The process of analysis and policy formulation, and education needs planners have not involved educational units (schools) directly, or not yet integrated (integrated). Factors affecting the effectiveness of Basic Education Sector, including low coordination with education unit (school) is insidential (if needed), human resource capacity (employee) Basic Education Field which do not conduct study / scale priority of education requirement in unit Basic education, and inadequate facilities and technology thasana with the implementation of computerized system in the implementation of administrative service tasks.Keywords: Effectiveness, Organization, Educational Management, Basic Education

Abstract

This research is motivated by the background of waste management in the city of Pekanbaru, where waste handling has not been optimally carried out. The waste problem can have an impact on social, economic, health and environmental aspects and even cause the greenhouse effect which is the cause of climate change. This condition is exacerbated by the government's inability to provide environmental management facilities, low awareness and participation of the community, involvement of the private sector, human resource issues, budget and compliance with regulations. Overcoming this, the Collaborative Governance process is carried out in creating a clean environment, this is a form of one of the pillars of the smart city of Pekanbaru City, namely smart living. The purpose of this research is to find out the process of collaborative governance in supporting smart living in the city of Pekanbaru. This study uses qualitative methods with data collection techniques in this study based on the results of interviews, observations, and documentation. While the data analysis technique consists of several stages, namely data transcription, categorization, verification, as well as interpretation and description. This research was conducted at the Pekanbaru City Environment and Sanitation Service and PT. PJB Ubjom Tenayanraya, Pekanbaru. The results of this study indicate that the collaborative governance process carried out is quite well implemented in an effort to handle waste management in Pekanbaru City based on the collaboration process cycle according to Ansel and Gash called face to face dialogue, building trust, building commitment, sharing understanding, and intermediate outcomes.

Abstract

Pada tahun 2017 BAPENDA Kota Pekanbaru mengalami kebocoran pendapatan pajak hotel sebesar 66% atau setara dengan Rp60.058.689.281. Kemudian pada tahun 2018, BAPENDA Kota Pekanbaru mengimplementasikan instruksi KEMENDAGRI dan imbauan KORSUPGAH-KPK untuk melakukan pemasangan dan menggunakan tapping-box sebagai alat perekamtransaksi keuangan beserta pajak pada mesin kasir objek Wajib Pajak. Akan tetapi, dalam pelaksanaannya terdapat permasalahan yang menjadi factor penghambat keberhasilan inovasi kebijakant apping-box dalam meningkatkan pendapatan pajak hotel, yaitu masih banyaknya Wajib Pajak yang belum memiliki tapping-box dan tergantungnya pada keamanan jalur jaringan LAN Internal Wajib Pajak dan jaringan GSM. Penelitian ini bertujuan untuk mengetahui inovasi kebijakan tapping-box dalam meningkatkan pendapatan pajak hotel di Kota Pekanbaru dan factor penghambat dari inovasi kebijakan tapping-box dalam meningkatkan pendapatan pajak hotel di Kota Pekanbaru. Konsepteori yang digunakan pada penelitian ini adalah konsep inovasi kebijakan dari Freddy Navaro Marinez 2016. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data antara lain wawancara, observasi, dan dokumentasi. Abstract

Aplikasi sistem cerdas layanan perizinan terpadu untuk public pada dinas penanaman modal dan pelayanan terpadu satu pintu Kabupaten Kampar merupakan aplikasi yang bertujuan untuk memberikan pelayanan secara online mengenai perizinan. Akan tetapi pada proses untuk menciptakan layanan yang efektif pada dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten kampar dengan menggunakan aplikasi sicantik masih terdapat beberapa factor yang menjadi penghambat dalam upaya mewujudkan pelayanan yang efektif, yaitu SDM yang kurang kurang memadai, Sarana dan prasarana yang dimiliki dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten kampar belum terpenuhi dengan baik seperti sering terjadinya gangguan jaringan sehingga membuat pelayanan terhambat, faktor berikutnya penghambat tidak efektifnya yaitu implementasi program SICANTIK masih pada tahap half implemented atau belum sempurna, Kemudian trust atau kepercayaan masyarakat menggunakan pelayanan online masih kurang. Penelitian ini memiliki tujuan yaitu untuk mengetahui efektivitas pelayanan dengan menggunakan aplikasi SICANTIK oleh DPMPTSP Kabupaten Kampar. Penelitian ini bersifat deskriptif dengan menggunakan metode kualitatif, informan yang dipilih menggunakan metode puposive sampling. Hasil penelitan yang penulis dapat yaitu pelaksanaan pelayanan dengan menggunakan aplikasi SICANTIK telah terlaksana dengan baik namun ketika dianalisis lebih mendalam hasil yang didapat dilapangan belum efektif hal ini dapat dilihat masih memiliki factor penghambat yang membuat tidak efektifnya pelayanan dengan menggunakan aplikasi SICANTIK yang dilaksanakan oleh DPMPTSP Kabupaten Kampar

Abstract

Inovasi Sampan Aman ini merupakan ide kreatif yang mampu pelayanan kepada masyarakat berupa kemudahan dalam mengurus administrasi kependudukan. Inovasi ini terobosan yang sangat luar biasa karena masyarakat bisa urus Administrasi Kependudukan tidak perlu lagi mengunjungi sendiri pihak Kecamatan bahkan Kabupaten. Terdapat instansi yang berperan dalam memberikan pelayanan publik adalah Kecamatan Tanah Putih Tanjung Melawan Kabupaten Rokan Hilir. Inovasi yang di maksud adalah Inovasi Silaturahmi Masyarakat dan Pemerintah Kecamatan dalam Peningkatan Layanan (Sampan Aman). Tujuan di ciptakan nya inovasi ini adalah untuk memudahkan masyarakat dalam pelayanan di Kecamatan Tanah Putih Tanjung Melawan. Tujuan penelitian ini adalah untuk mendeskripsikan Inovasi Sampan Aman Di Kecamatan Tanah Putih Tanjung Melawan Kabupaten Rokan Hilir serta untuk mendeskripsikan faktor penghambat Inovasi Sampan Aman Di Kecamatan Tanah Putih Tanjung Melawan Kabupaten Rokan Hilir. Penelitian ini menggunakan 3 indikator inovasi menurut Widodo, yaitu : Inovasi harus berkelanjutan, bermanfaat bagi masyarakat dari inovas serta menjadi penyelesaian masalah. Jenis penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Metode pengumpulan data-data yang di perlukan baik data primer maupun sekunder di kumpulkan melalui wawancara,observasi,dokumentasi, sehingga dapat di tarik kesimpulan dari penelitian ini. Hasil penelitian ini adalah inovasi sudah berjalan baik semaksimal mungkin serta masyarakat sangat mendukung serta bisa bekerja sama agar berjalan terus menerus inovasi ini ke depan nya.
