Abstract

Tingkat efisiensi ekspansi pertanian adalah tonggak perubahan untuk pembangunan pertanian yang lebih baik. Salah satunya adalah dengan meningkatkan keterampilan petani dalam mengelola pertanian ramah lingkungan, yang secara langsung berpartisipasi dalam upaya untuk meningkatkan kualitas produk sayuran yang merupakan salah satu makanan utama bagi masyarakat. Tujuan penelitian ini adalah untuk menentukan tingkat efisiensi instruktur dalam meningkatkan keterampilan petani dalam mengelola pertanian sayuran dan menganalisis pengaruh tingkat efektivitas instruktur pada tingkat keterampilan pertanian dalam mengelola pertanian yang ramah lingkungan, serta menganalisis dampak tingkat efisiensinya pada tingkat keamanan makanan sayuran di Desa Jatimulyo. Penelitian ini dilakukan pada bulan September 2022 di Desa Jatimulyo, responden yaitu petani sayuran dengan total 33 petani. Metode penelitian menggunakan pendekatan deskriptif kuantitatif dengan analisis parsial paling kecil persegi (PLS). Hasil penelitian menunjukkan bahwa tingkat efisiensi instruktur termasuk dalam kategori yang cukup baik, tingkat efektivitas instruktur tidak memiliki pengaruh nyata baik secara langsung maupun tidak langsung pada keterampilan petani dalam mengelola pertanian ramah lingkungan dan tingkat keamanan pangan sayuran.

Abstract

The research aims to find out the level of utilization of information technology by Field Agricultural Extension and analyze the influence of information technology utilization by Field Agricultural Extension on the Function of BPP as a Learning Center. The research was conducted in December 2021 - January 2022 in Central Lampung Distriet on four BPP namely BPP Gunung Sugih, Seputih Raman, Kota Gajah, and Trimurjo. Respondents in this study were Field Agricultural Extension as many as 40 people.  Research methods were conducted in a descriptive quantitative and simple linear regression analysis. The results of this study showed field agricultural extensionists have utilized information technology by 57,50 percent.  Utilization of information technology was utilized as part of information and data centers, governance management, communication, and data analysis. There was no influence between the utilization of information technology by Field Agricultural Extension to the function of BPP as a learning center.  The Agricultural Extension Center was optimized for various activity centers such as agribusiness consultation, agricultural development center, data and information center and so on.

Abstract

This study analyzes the competing interests within the Kartu Petani Berjaya (KPB) policy as part of efforts to promote sustainable community-based agricultural development in Lampung Province. The KPB program was launched with the goal of improving farmers' welfare through digitally integrated agricultural services. However, initial observations indicate resistance from some farmers and signs of political interest dominance in both the formulation and implementation processes. The study aims to identify the political motives behind the policy, the sustainability of the program, farmers' literacy regarding the E-KPB system, and the extent to which the program empowers farmers and engages stakeholders. Using a descriptive qualitative approach with thematic analysis and source triangulation techniques, data were collected through in-depth interviews with academics and government officials, as well as document studies. The findings reveal that the dominance of regional leaders in decision-making has led to a program orientation that is more symbolic and electoral in nature. The dynamics of competing interests emerge both vertically and horizontally, resulting in weak coordination and reduced policy effectiveness. The transition from KPB to E-KPB has also shifted the program’s focus and reduced its tangible benefits for farmers. The study recommends strengthening multi-stakeholder collaborative governance in agricultural policy, reevaluating the structure of the E-KPB system, and actively involving academics and farmer associations. These findings contribute theoretically to the study of public policy and policy framing, and practically to improving the implementation of programs based on the real needs of farming communities.

Abstract

The objective of this study is to identify marketing development strategies for freshwater salted fish business actors in Tulang Bawang Regency. The research was conducted in Menggala District, East Menggala District, and Dente Teladas District, Tulang Bawang Regency. Respondents consisted of 37 business actors engaged in the processing of freshwater salted fish in Tulang Bawang Regency. This study employed a mixed methods approach, combining a quantitative descriptive approach to analyze census data and a qualitative SWOT analysis to formulate marketing development strategies for freshwater salted fish businesses in the region. The research findings indicate that the marketing development strategy adopted by these business actors is aggressive in nature. Recommended marketing development strategies include the diversification of end products based on freshwater salted fish to enhance competitiveness, economic value, and product adaptability to diverse consumer preferences; market penetration to increase the market share of freshwater salted fish products in existing markets through increased sales volume, intensified distribution, and optimized promotion; establishment of marketing partnerships/collaborations to expand distribution networks, strengthen market positioning, and improve marketing chain efficiency; and the development of domestic markets by expanding distribution through the optimization of local potential, market segmentation mapping, and reinforcement of marketing channels.

Abstract

This study aims to determine the factors related to the performance of AEWs and the obstacles faced by agricultural extension workers, as well as to understand the relationship and impact of digital implementation in the New Normal era on supporting the performance of agricultural extension workers in Northern Lampung Province. The research was conducted from May 2022 to June 2022 in Northern Lampung Province. The respondents included 5 agricultural extension workers (AEWs) and 45 rice farmers. The research employed a descriptive quantitative method and Spearman rank correlation test. The results show that the factors related to the performance of agricultural extension workers in the northern part of Lampung Province include the age of the extension workers, level of formal education, work experience, level of work motivation, number of family members, distance from home to the workplace, availability of facilities and infrastructure, as well as the extension methods used. Agricultural extension workers face several challenges, such as limited funding, low farmer participation and attendance, inadequate facilities, and communication barriers. Digital technologies such as cyber extension and smart farming greatly support the improvement of their performance. In Northern Lampung, namely North Lampung and Tulang Bawang Barat, digitalization has also contributed to strengthening the role of extension workers in enhancing food security and improving farmer welfare.

Abstract

Peranan Penyuluh Pertanian Lapangan dalam proses perubahan di masyarakat yaitu menjembatani dunia ilmu dengan pelaksana pembangunan. Peranan PPL antara lain sebagai fasilitator, dinamisator, motivator, edukator dan inovator. Penelitian ini bertujuan untuk mengetahui peranan Penyuluh Pertanian Lapangan (PPL) dalam kegiatan budidaya kopi petani, faktor-faktor yang berhubungan dengan peranan PPL, hubungan antara peranan PPL dengan perilaku petani dalam budidaya kopi. Penelitian ini dilaksanakan pada bulan Desember 2023-Januari 2024 di wilayah kerja Balai Penyuluhan Pertanian Kecamatan Balik Bukit dan Balai Penyuluhan Pertanian Kecamatan Batu Brak. Responden dalam penelitian ini ditentukan dengan metode purposive, berjumlah 11 orang PPL dan 60 petani kopi. Pengambilan data dilakukan dengan teknik wawancara menggunakan kuisioner. Penelitian ini menggunakan analisis statistik deskriptif kuantitatif dan analisis statistik Korelasi Rank’s Spearman. Hasil penelitian menunjukkan bahwa peranan PPL dalam kegiatan budidaya kopi petani yang meliputi fasilitator, dinamisator, motivator dan edukator termasuk dalam kategori berperan, sedangkan sebagai inovator termasuk dalam kategori cukup berperan. Faktor-faktor yang berhubungan dengan peranan PPL terhadap perilaku petani dalam budidaya kopi antara lain ketersediaan sarana dan prasarana, akses informasi dan jumlah kelompok tani binaan. Terhadap hubungan antara peranan PPL dengan perilaku petani dalam budidaya kopi.

Abstract

Kompetensi kewirausahaan perempuan merupakan aspek penting guna mendukung dan mengembangkan potensi yang dimiliki oleh mereka dapat diarahkan dan dikembangkan menjadi berbagai keterampilan yang memiliki potensi memberikan peluang. Peluang tersebut dapat dilakukan dengan kegiatan pertanian di lahan pekarangan perkotaan sebagai strategi untuk memperbaiki lingkungan hidup pangan dan estetika perkotaan melalui program P2L. Tujuan penelitian ini adalah untuk mengukur tingkat kompetensi kewirusahaan perempuan yang terlibat dalam program P2L di Kota Bandar Lampung. Penelitian dilaksanakan di sembilan Kelompok Wanita Tani (KWT), yang tersebar di lima Kecamatan Kota Bandar Lampung. Lokasi penelitian dipilih secara sengaja (purposive sampling) dengan alasan bahwa Kota Bandar Lampung merupakan salah satu pelaksana kegiatan pemberdayaan KWT dan penerima bantuan dana Program P2L yang dimulai dari tahun 2020. Responden dalam penelitian ini adalah wanita tani yang menjadi anggota KWT yang berjumlah 81 orang. Studi ini menerapkan metode survei dengan pendekatan deskriptif kuantitatif. Hasil penelitian yang diperoleh bahwa kategori tingkat kompetensi kewirausahaan perempuan pada program P2L di Kota Bandar Lampung termasuk sedang. Parameter kompetensi kewirausahaan dalam hal menghasilkan produk sayuran berorientasi pasar, mengelola keuangan usahatani, memanfaatkan dan meningkatkan peluang pasar termasuk kategori tinggi, sedangkan wanita tani dalam berkreasi dan berinovasi dari pengolahan hasil produksi dan memperluas jaringan pasar termasuk kategori sedang. Abstract

Robusta coffee is one of the plantation commodities which is a superior product in Lampung Province. There has been a decline in robusta coffee productivity in Lampung Province which has had a negative impact on coffee farmers. For this reason, this research aims to analyze the level of coffee productivity and the factors that influence the level of coffee productivity in Sekincau District, West Lampung Regency. This research uses a survey method among coffee farmers in Sekincau District, West Lampung Regency. The respondents in this research were 78 coffee farmers. The data analysis method uses descriptive analysis and multiple linear regression analysis. The results of the research show that the level of coffee productivity in Sekincau District, West Lampung Regency is in the low category with an average of 1 ton/ha. The factors that influence the level of coffee productivity are; farmer motivation, climate, government support, and production facilities, while factors that do not influence the level of coffee productivity are; farmer's age, level of formal education, farming experience, and performance of agricultural instructors.

Abstract

 The success of the partnership program is determined by the compliance between the two parties that are partners in running the partnership business ethics. The partnership is an institution that can not be separated from the functional and structural aspects, so the partnership that exists includes a set of rules, treaties, and agreements are implemented and must be adhered to by each party. The partnership established between the two parties different scale, it is possible that the problem occurs because each party will maximize satisfaction. So far as is known, many partnerships that are not running anymore because of connections made between partner companies and partner farmers do not meet the rights and obligations that have been agreed. Need for clear rules, in this case the rights and obligations of each party to be clear and wellexecuted, which is expected to minimize the occurrence of conflicts in partnership. It is important to know the extent of the institutional aspects of the cultivation and marketing partnership, the terms of aspects of jurisdiction boundaries, rights and obligations of aspects, and aspects of the representation rule. This study aims to analyze the institutional aspects of the partnership between PT Agro Mitratani Unggul with chili farmers, this study was conducted in June-December 2012 with a number of respondents 12 farmers who partner. The analysis showed that the institutional implementation of boundary jurisdiction, rights and obligations, as well as the implementation of the rules of both parties have not done well.

Abstract

The goal of provision of venture capital through P2KP is to improve the economy and provide infrastructure assistance to the urban poor in the form of concern that the government is "facilitating" the passage "public participation process". Purposes of this study are to determine the level of effectiveness, know the dynamics of group relationships, determine the relationship of program characteristics of community participation in the program, and determine the relationship at the level of stakeholder support for urban poverty eradication program (P2KP) in the city of Bandar Lampung. The research was conducted in the city of Bandar Lampung in July-October 2011. The sample in this study were drawn using simple random technique (simple random sampling), and the respondent sample was taken from the population of members of Self-Help Groups (SHGs) of poor city of Bandar Lampung group, in order to obtain a sample of 39 respondents. Data analyses in this study were tabulation and descriptive method. To test the hypothesis, non-parametric statistical test Spearman Rank correlation was used. The study results show that in general urban poverty eradication program (P2KP) in Bandar Lampung is in fairly good views. Assessment of the dynamics of the group (X1) is quite good most of the respondents are 53.85% in the medium category, and program characteristics (X2) was 71.79% which is good enough, as well as the support of stakeholders (X3) is 58.97%, and public participation (Y1) in the high category is 71.79%, indicating the effectiveness of programs in the city of Bandar Lampung P2KP pretty good, and the results of the analysis showed a significant relationship between the dynamics of the group, the characteristics of program with the participation of stakeholders support to the program in the city of Bandar Lampung P2KP with 99% confidence level. Keywords: Effectiveness, Participation, Poverty Eradication
