Abstract

Village Assistance Capacity is the ability to carry out community empowerment activities/actions through village assistance, organization, direction and facilitation. Village Assistance in the implementation of Law Number 6 of 2014 concerning Villages is very important in determining its success. Seeing the current condition of the village which is very heterogeneous in terms of quantity, quality or capacity and even the potential for natural resources and human resources is very varied, the role of village assistance in implementing the Village Law is very important in helping villages carry out the mandate of the Village Law. Seeing the reality of the current condition of the village which is very heterogeneous in terms of quantity, quality or capacity of the Village Government and even the potential for natural resources and human resources is very varied in the context of implementing this Village Law, it is necessary to pay attention to the Village regarding village institutions. With the enactment of Law Number 6 of 2014 concerning Villages, it is hoped that all interests and needs of the village community can be better accommodated. Providing greater opportunities for villages to take care of their own governance. Law Number 6 of 2014 and its implementing regulations have mandated the village government to be more independent in managing the government and various natural resources owned, including the management of village finances.

Abstract

Abstrak: Kebijakan pengembangan ekonomi perdesaan adalah upaya untuk menciptakan lingkungan yang kondusif bagi tumbuhnya kegiatan ekonomi produktif dan kewirausahaan di desa dalam rangka meningkatkan taraf hidup dan kesejahteraan masyarakat desa. Oleh sebab itu sangat diperlukan penguatan kapasitas dari anggota badan permusyawaratan desa. dalam UU No. 6 Tahun 2014 menghadapi kendala akibat lemahnya kualitas aparat dan kelembagaan desa. Hal ini berdampak pada semakin lemahnya peran pemerintah desa dalam fungsinya sebagai akselerator pembangunan. Perlu adanya peningkatan kapasitas aparat agar memahami bagaimana proses-proses perencanaan pembangunan harus dilakukan di tingkat desa serta bagaimana proses-proses tersebut didukung oleh kuatnya kelembagaan pemerintah desa. Selain itu, perlu ada mekanisme kontrol terhadap pemerintah desa. Hal ini bisa dilakukan dengan penguatan peran anggota badan permusyawaratan desa. Dengan meningkatnya kualitas dan kapasitas aparat dan kelembagaan pemerintah desa serta kontrol masyarakat sipil yang kuat yang diperankan oleh anggota badan permusyawaratan desa, akan ada sinergi pelaksanaan pembangunan yang baik di tingkat desa. Aparat desa tidak lagi menjadi pemain tunggal pembangunan desa. Upaya penciptaan kondisi ideal ini terus berproses di tingkat desa dan akan selalu dinamis akibat pengaruh kekuasaan supralokal yang terkadang tidak sejalan dengan perkembangan dan kehendak masyarakat lokal.Abstract: Rural economic development policy is an effort to create a conducive environment for the growth of productive and entrepreneurial economic activities in the village in order to improve the standard of living and welfare of rural communities. Therefore, it is necessary to strengthen the capacity of the members of the village consultative body. in Law no. 6 of 2014 faced obstacles due to the weak quality of village officials and institutions. This has an impact on the weakening of the role of the village government in its function as an accelerator of development. It is necessary to increase the capacity of the apparatus to understand how development planning processes must be carried out at the village level and how these processes are supported by strong village government institutions. In addition, there needs to be a control mechanism over the village government. This can be done by strengthening the role of members of the village consultative body. With the increase in the quality and capacity of village government apparatus and institutions as well as strong civil society control played by members of the village consultative body, there will be synergies in the implementation of good development at the village level. Village officials are no longer the sole players in village development. Efforts to create these ideal conditions continue to process at the village level and will always be dynamic due to the influence of supralocal power which is sometimes not in line with the development and will of the local community.

Abstract

This research was conducted in West Nusa Tenggara Province, aiming to find out the innovation of zero waste program policies. This study uses a descriptive method with a qualitative approach. The sources of data in this study are primary data obtained directly from the government, private sector, university, community and media. In addition, secondary data is also supported, which is data obtained from documents, publications, or literature related to Zero Waste Policy Innovations. The results of this study indicate that the zero waste program policy has generally been functioning and realized. Supporting factors in this zero waste program policy are government support for the program, adequate financial resources and the availability of human resources. While the inhibiting factor in this zero waste program policy is the lack awareness of the community in practice people tend to pay less attention to the problem of landfilling waste that occurs, especially the use of single-use materials that are very much in our environment. To overcome these obstacles, the Environment and Forestry Office of the Province of NTB took steps, namely increasing socialization and collaborating with other parties such as the private sector, media, academics and the community itself. The pentahelix model in the development of a zero waste program looks at the parameters of the involvement of various actors to work together in optimizing the zero waste program. the importance of collaboration with the Pentahelix Model, with the involvement of academia, the private sector, the community, government and the media is very important to support the zero waste program in the future, but so far this collaboration is still not optimal, measured from the interdependence between actors, constructive unification of thoughts, decisions together, and joint responsibility, only certain parties are involved in the collaboration, so it is important that there is a special agreement or regulation to regulate these components to be able to cooperate officially in seeking collaboration with the Pentahelix Model in the zero waste program.

Abstract

Pergerakan industri pariwisata di Pulau Sumbawa khususnya di Desa Poto Tano saat ini masih belum begitu menggeliat. Selain lemah di bidang promosi, lesunya industri pariwisata di daerah setempat juga karena lemahnya pemberdayaan dalam keterlibatan masyarakat serta masih kurangnya sarana dan prasarana yang ada di kawasan wisata Desa Poto Tano. Kualitas Sumber Daya Manusia (SDM) yang siap mengelola industri pariwisata masih terbatas.Penelitian ini bertujuan untuk mendeskripsikan; (1) mengetahui bagaimanakah strategi pemerintah desa dalam pengembangan obyek wisata berbasis masyarakat (Community Based Toursm); (2) mengetahui apa saja faktor-faktor penghabat strategi pemerintah desa dalam pengembangan obyek wisata berbasis masyarakat (Community Based Toursm). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan penentuan informan menggunakan teknik purposive. Data diperoleh menggunakan wawancara mendalam, obsservasi dan dokumentasi. Hasil penelitian menunjukkan; (1) pengembangan obyek wisata berbasis masyarakat (Community Based Toursm) sudah diterapkan dan dilaksanankan sesuai prinsip dari konsep pariwisata berbasis masyarakat (Community Based Toursm); (2) Dalam pengembangan pariwisata berbasis masyarakat (Community Based Toursm) masih terdapat bebrapa hambatan yaitu rendahnya sumber daya manusia (SDM) di Desa Poto Tano sehingga sulit untuk mengembangkan pariwisata berbasis masyarakat (Community Based Toursm) serta Fasilitas Terbatas (Sarana dan Prasarana).

Abstract

This article tries to explain the implementation of e-Government policies from Governor Muhammad Zainul Madji (TGB) era to Governor Zulkieflimansyah (Bang Zul). Four dimensions are measured to determine whether the implementation of e-government in the era of Muhammad Zainal Madji is well implemented, namely, the Policy, Institutional, Planning, and Application dimensions. In contrast, the Zulkieflimansyah era is measured by the Policy Domain, Governance Domain, and Service Domain. It uses a comparative descriptive method with a qualitative approach and using literature analysis. The results of the study show that the e-government policy of the NTB Province from the Muhammad Zainul Madji Era to the Zulkieflimansyah Era shows the results of "Very Poor, "less," and "Good" with a National 5 rating in 2020 in the implementation of electronic-based government.

Abstract

Artikel ini bertujuan untuk mendeskripsikan hasil pendidikan politik yang telah dilakukan kepada pemilih pemula. Pendidikan politik bertujuan untuk membangun kesadaran kritis generasi muda sebagai agen perubahan dalam menghasilkan pemilu berintegritas. Kegiatan ini telah dilaksanakan pada bulan Maret 2023, menjadikan siswa Sekolah Menengah Atas sebagai subyek utama. Menghadirkan penyelenggara pemilu seperti Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu), bersama tim Ilmu Pemerintahan sebagai pemateri. Mengenalkan pentingnya politik dan pemilu berintegritas. Pemberian materi dan tanya jawab dalam forum diskusi merupakan metode utama dalam aktivitas ini. Hasil pendidikan politik ini diharapakn menimbulkan kesadaran kritis terhadap hak politik dalam menghasilkan pemilihan umum berintegritas.

Abstract

Development is a social reality that is directly related to community activities and all its social aspects, including actions, behaviors, perceptions, social interactions, and the social structure of society within them. In this context, women are part of a social structure that has strategic roles and functions, so involving them in the development process is a must. The purpose of conducting this research is to find out the participation of women in achieving the target of Sustainable Development Goals in Sermong Village, Taliwang District, West Sumbawa Regency in 2021, the research method in this study is a qualitative approach using observation, interview and documentation data collection methods, data analysis methods using data collection , data reduction, data presentation and conclusion. The results of this study are the target of Sustainable Development Goals implemented in Sermong Village in 2021, namely Village Without Poverty, where women participate in the thinking stage and planning stage, in the thinking stage women participate in giving aspirations to participate in the management of Sustainable Development Goals volunteers, and at the planning stage women participate in management to collect population data to design targets for the Sustainable Development Goals in 2021. Women's involvement is quite good in achieving the Sustainable Development Goals targets in Sermong Village in 2021 because 17 of the volunteer members of the Sustainable Development Goals 5 are women

Abstract

Persebaran PDRB dapat berbeda di setiap wilayah, tergantung pada kondisi geografis, sumber daya alam, dan potensi ekonomi yang dimiliki. Persebaran PDRB di Sumbawa Barat menggambarkan kinerja ekonomi kabupaten tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan penentuan informan menggunakan teknik snowball sampling. Data diperoleh menggunakan wawancara, observasi dan dokumentasi. Analisis data dilakukan melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan PDRB Sumbawa Barat mencapai 14,12 triliun rupiah, dengan kontribusi terbesar berasal dari sektor pertanian, kehutanan, dan perikanan, yaitu sebesar 34,99%. PDRB per kapita di Sumbawa Barat pada tahun 2021 mencapai 27,4 juta rupiah, mengalami peningkatan dibandingkan tahun sebelumnya sebesar 4,95%. Tingkat pertumbuhan ekonomi kabupaten ini juga mengalami kenaikan yang signifikan, yaitu sebesar 9,15%. Secara geografis, kecamatan Taliwang menjadi daerah dengan kontribusi PDRB terbesar, yaitu sebesar 29,58%. Diikuti oleh Kecamatan Brang Rea sebesar 23,79%. Sementara itu, kontribusi terendah berasal dari Kecamatan Jereweh, yaitu sebesar 0,24%. Dalam beberapa tahun terakhir, Sumbawa Barat mengalami peningkatan kinerja ekonomi yang cukup signifikan. Peningkatan ini didukung oleh sektor pertanian, kehutanan, dan perikanan yang menjadi sektor andalan. Namun, masih diperlukan upaya untuk mengembangkan sektor lainnya agar dapat memberikan kontribusi yang lebih besar terhadap pertumbuhan ekonomi di kabupaten ini.

Abstract

This research was conducted with the aim of knowing collaborative governance in the development of tourism in the Senggigi area of West Lombok regency. The development of a tourist spot with optimal resource management can be shown through the synergy that is built between various stakeholders, both government, private and community. In addition, as a material consideration in making tourism potential development decisions, it is important to know how the collaboration that has been built and what factors encourage and inhibit collaboration in developing a tourism object. The method that researchers use is a descriptive qualitative method. This method was chosen because it is suitable for accurately describing individual characteristics, symptoms, circumstances and situations of certain groups. This study uses data collection methods through various forms such as observation, interviews, and documentation. This study uses collaborative governance theory from DeSave which provides 7 (seven) indicators as analytical tools. The research results show that collaborative governance in tourism development in the Senggigi area as a whole has not shown maximum results. This can be seen from: a weak network structure, marked by the absence of related actors. Commitment to goals (not good), seen from the absence of common goals and common missions created. Level of trust (weak), where strong trust is only built between collaborative actors between government agencies. Access to power (good enough), where the Tourism Office is very open and knows the performance of other collaborating actors. Division of accountability (good enough), where each collaborative actor has their own duties. Information sharing (not optimal), where the information is mostly shared only with those who are members of government agencies. Access to resources (not yet maximized), this is evidenced by infrastructure development that is still inadequate, even though the development of quality human resources can be said to be already under way.

Abstract

Pertumbuhan ekonomi di definisikan sebagai suatu bentuk adanya perkembangan menuju kearah perbaikan suatu perekonomian disuatu daerah yang terjadi dengan berkesinambungan menuju kearah yang lebih maju dalam waktu tertentu (Agustina et al., 2022). Dalam mengelola pemerintahannya, daerah memerlukan penilaian untuk melihat apakah pengelolaan keuangan sudah dilakukan secara efisien dan efektif dengan cara menilai kinerja pengelolaan keuangan daerah (Astuti, 2015). Penelitian ini bertujuan untuk mengetahui apakah ada Pengaruh kinerja pemerintah daerah terhadap pembangunan ekonomi di kabupaten Sumbawa Barat. Penelitian ini di dilakukan kerana dalam proses pembangunan ekonomi pemerintah masih terbilang masih memandang pembangunan dengan sepele. Peneliti ini menggunakan pendekatan kuantitatif dengan jenis penelitian berbasis pada Data. Data dikumpulkan dengan cara menyebarkan kuesioner. Metode analisis data yang digunakan adalah pengujian hipotesis, validasi, reabilitssi. Hasil penelitian menunjukan bahwa pengaruh kinerja pemeritah daerah dalam pembangunan dapat pempengaruhi hasil yang baik. Dan pada uji terakhir yaitu uji hipotesis adalah H1 ditokah dan H2 di terima yang artinya pembangunan ekonomi memiliki pengaruh terhadap kinerja pemerintah daerah.
