The rise of corruption cases that occurred at the Village Credit Institution in Bali made the Sibetan village community worried, the same thing would happen in the Village Credit Institution of the Sibetan Traditional Village. Abstract

Apuan Village is one of the villages located in Susut District, Bangli Regency. Apuan Village is one of the villages in the Susut District, Bangli Regency, which is rich in springs that have their own beauty so that they are worthy of being developed as a tourist attraction. Among the attractions in Apuan Village which were developed as tourist destinations are the Tibumana and Tirta Payuk waterfalls, which in addition to having beautiful panoramas are also often used as places for traditional self-cleaning. The management of tourist objects in Apuan Village during 2017 to 2019 is still managed by groups and individuals, so it cannot be optimized to improve the welfare of the people of Apuan Village. For this reason, cooperation is needed through a tourism object management agreement involving BUMDes so that management will be more professional. In order for BUMDes to be able to manage tourism objects, a legal umbrella is needed so that if later on the management of tourism objects is subject to a levy, then the levy is not an illegal levy. The solution to overcome partner problems is to provide legal assistance and counseling related to the legal form of tourism object management development programs through BUMDes and the realization of harmonious working relationships in the development of tourism object management in Apuan Village.

Abstract

Tourism is a key business sector that countries must continue to develop, as it has proven to significantly contribute to foreign exchange. A well-developed tourism sector can attract both Indonesian tourists (wisnus) and foreign tourists. The influx of visitors can also stimulate investors' interest in investing their capital in tourist villages. Community service activities can involve providing various legal information and offering legal counseling and consultations to the community, particularly in agrarian law. One important aspect to consider is the understanding of legal principles within the Tibubiu Village environment, where it's hoped that every Banjar Customary Environment comprehends the use of village land and the legal implications it entails. To enhance knowledge and address issues arising from village land use and management, it's essential to communicate more in-depth and consistent information regarding the effects of village land utilization. Through this community service initiative, the Tibubiu village community can gain awareness of and articulate the implications of using village land in ways that do not comply with existing laws.

Abstract

This study examines the construction of regulatory frameworks for resolving gross human rights violations within the justice system and legal certainty in Indonesia. Despite existing legislation such as Law Number 26 of 2000 on Human Rights Courts, its implementation faces significant challenges including overlapping institutional authority, inadequate supporting legal instruments, and insufficient coordination among related agencies. The research analyzes primary legal sources including the 1945 Constitution, Law No. 26/2000 on Human Rights Courts as main national legal instruments and the few others international legal instruments, that supplemented by secondary sources from academic literature and journal articles. A deductive analytical approach is employed to test the harmony of applicable legal norms and assess whether existing regulations can realize the principles of justice and legal certainty in practice. The research highlights that addressing gross human rights violations requires not only robust criminal law enforcement, but also restorative justice approaches to ensure substantive justice for victims and comprehensive legal certainty. Therefore, regulatory and institutional reconstruction integrating national legal principles and international human rights standards is essential to enhance resolution effectiveness and provide optimal protection for victims.
