Abstract

Digital transformation has become the main basis for government agencies to increase the effectiveness of supervision and resource management, including in the context of public security. The Regional Police of South Sumatra, Indonesia, adopted e-government innovations in an effort to increase supervision of the use of organic firearms. This research aims to analyze the implementation of e-government in digital transformation in the regional police force, with a focus on the effectiveness of organic firearms control. The research methods used are documentation analysis, interviews and surveys among police personnel. The research results show that the implementation of e-government has made a significant contribution to increasing the effectiveness of monitoring the use of organic firearms. E-government systems enable more efficient data collection and analysis, enabling more timely and accurate decision-making. In addition, the implementation of e-government also results in greater transparency in the management of organic firearms, strengthening accountability and reducing the risk of misuse. However, challenges faced include the need for adequate technological infrastructure, sufficient training for personnel, and adequate data protection. This research provides valuable insight into how digital transformation, through the implementation of e-government, can increase the effectiveness of organic firearms monitoring and management in the Regional Police of South Sumatra, Indonesia. The implications of these findings can provide a basis for updating related policies and practices at national and local levels, as well as contribute to the literature on digital transformation in the context of public security.

It delves into the context of modernizing governmental services through digitalization and the hurdles encountered in achieving collaborative governance within this framework. The research inquiries delve into the efficacy of collaborative governance mechanisms in enhancing service provision and engaging stakeholders within the Samsat system. Employing a mixed-method approach, the study scrutinizes both quantitative data on service performance metrics and qualitative data garnered from interviews and observations. The findings reveal notable enhancements in service efficacy and stakeholder involvement attributed to collaborative governance practices. Nonetheless, challenges such as technological infrastructure constraints and institutional opposition are also highlighted. The study concludes by underscoring the significance of adaptive governance frameworks and stakeholder participation in upholding efficient digitalized administrative systems like Samsat.

This study aims to analyze and explain the implementation of preemptive and preventive policies of the National Police, especially in the context of non-investigation policies, at the Buay Pemuka Peliung Police Station, East OKU Police. The research method used was a qualitative description involving key informants such as Kasat Kanit reskrim, Kanit reskrim, and reskrim officers from the police station. Primary data are obtained through interviews, while secondary data are obtained from literature and related documents. The results showed that the implementation of preemptive and preventive policies of the National Police at the Polsek has had a significant impact on efforts to prevent and overcome potential crimes and security disturbances before they occur. Community support, clear understanding, and sufficient information are supporting factors while inhibiting factors include vagueness in policy content and limited resources. With a deeper understanding of the factors influencing policy implementation, it is hoped that the National Police can develop more effective strategies for maintaining public security and order.

Abstract

Indonesian universities are implementing various strategies to improve the quality and quantity of scientific publications. Sriwijaya University has restructured its research and community service grant services by implementing e-services through the new generation management information system of the institute of research and community service (SIM LPPM NG). Numerous studies have been performed to determine the factors that influence lecturer performance, particularly in scientific journals. The purpose of this research is to utilize a model to investigate the impact of system quality, information quality, and service quality on user satisfaction and performance. For partial least squares structural equation modelling (PLS-SEM), 280 respondents comprised the dataset. The results demonstrated that system quality, information quality, and service quality influence user satisfaction. Individual performance is influenced by the level of user satisfaction. According to the findings of this study, the DeLone and McLean information system success model can be used to evaluate obligatory e-services that are integrated.

Abstract

This study investigates the implementation of the job equalization policy and the development of civil servant competencies in East Manggarai Regency, with a focus on the functional position of policy analysts. The research is motivated by concerns that the nationwide conversion of structural positions to functional ones, while administratively mandated, may not be accompanied by adequate competency development, particularly in under-resourced regions. Employing a qualitative case study design, the study collected data through interviews, document analysis, and field observations, and analyzed the findings using thematic coding supported by Edwards III’s implementation model, Kingdon’s Multiple Streams Framework, and Spencer’s competency theory. The results reveal that although structural transitions were formally implemented, the substantive preparation for new functional roles remains insufficient. Communication was top-down and unclear; training opportunities were severely limited; and performance indicators were misaligned with functional responsibilities. Most policy analysts lacked the technical and behavioral competencies required for their roles, resulting in diminished organizational performance and weakened public service outcomes. The absence of institutional support mechanisms, such as mentoring and performance benchmarks, further hindered adaptation and professional growth. The study concludes that successful implementation of job equalization policies requires more than administrative compliance—it demands strategic investment in human capital, institutional learning, and localized policy adaptation. This research contributes to public administration literature by illustrating how structural reforms must be paired with competency development to realize their intended impact, especially in decentralized, capacity-constrained environments. Abstract

This study explores the advancement of excellent public service in Palembang City through a Systematic Literature Review (SLR) of 36 articles published between 2020 and 2024. The review employed the PRISMA framework to ensure transparency and rigor, while bibliometric analysis was conducted using VOSviewer 1.6.20 to map thematic structures. The findings reveal four dominant clusters shaping the discourse: (1) digital transformation in public service, (2) citizen trust and satisfaction, (3) bureaucratic reform and service innovation, and (4) participatory governance and collaborative networks. These dimensions highlight that excellent public service is not merely about efficiency, but also requires inclusivity, transparency, and institutional adaptability. This study contributes to the theoretical development of public administration by synthesizing emerging trends in digital and participatory governance, while offering practical implications for local governments in designing responsive and citizen-centered services.

Abstract

Digital transformation in public administration has become a global imperative to enhance efficiency, transparency, and citizen participation in governance. This study explores how digital transformation and co-production contribute to multidimensional public value creation through a systematic literature review of 35 peer-reviewed articles published between 2020 and 2024. Following the PRISMA 2020 protocol, the research systematically identified, screened, and analyzed relevant studies indexed in Scopus, Web of Science, and ScienceDirect. The analysis, visualized using VOSviewer version 1.6.20, identified four primary public value dimensions: administrative efficiency, citizen engagement, social equity, and economic optimization. Co-production emerges as a crucial mechanism linking digital transformation to these outcomes, though institutional capacity, digital literacy, and governance culture strongly moderate the results. The study highlights that sustainable digital transformation in public administration requires not only technological innovation but also active citizen participation and adaptive governance structures. Theoretically, this work reinforces the Public Value Management framework, while practically, it offers insights for policymakers to design inclusive, transparent, and citizen-centered digital service reforms.

Abstract

This study examines the relationship between coproduction and social inclusion in public service delivery through a Systematic Literature Review of 36 articles published between 2020 and 2024. The analysis employed thematic and bibliometric techniques using VOSviewer. The findings reveal that coproduction practices tend to be exclusive and have not optimally engaged marginalized groups. Effective inclusion requires deliberative institutional design and the active role of public administrators as facilitators. This study contributes to strengthening a justice-based coproduction model and promotes more participatory and equitable public service reform.
