Abstract

This study aims to determine and analyze how the implementation of core values ASN BerAKHLAK in improving employee performance at the Public Prosecutor's Office of South Ogan Komering Ulu, to know and analyze what are the inhibiting factors in the process of implementing core values ASN BerAKHLAK in improving employee performance at the Public Prosecutor's Office of South Ogan Komering Ulu. The research method was carried out with a descriptive qualitative approach to explore and analyze the implementation of core values ASN Berakhlak in improving employee performance at the South Ogan Komering Ulu State Prosecutor's Office. This research focuses on data collection through in-depth interviews with employees who are directly involved in public services at South Ogan Komering Ulu Public Prosecutor's Office.  The results of the study revealed that the implementation of the core values of a moral ASN at the South Ogan Komering Ulu Public Prosecutor's Office, which consist of service-oriented, accountable, competent, harmonious, loyal, adaptable and cooperative, is an important foundation for building an effective work culture in government agencies. These values not only improve the performance of employees, but also strengthen their commitment to public service.

Abstract

Researchers and practitioners have articulated that Organizational Factors and Individual Factors constitute pivotal elements in influencing the Willingness of Employees, specifically in the context of the State Civil Apparatus (ASN) to implement policies. The objective of this research was to assess the impact and quantify the extent to which the Core Values of ASN BerAKHLAK and ASN Motivation (Public Service Motivation) affect the willingness of ASNs to implement the policy regarding the utilization of the Integrated Discipline (I'DIS) application in the administration of ASN Discipline, both in a simultaneous and partial context. The sample population for this study comprised 67 ASNs employed within the Discipline Management Sub Division across 49 Personnel Working Units at Government Institutions situated within the jurisdiction of Regional Office VII of the Palembang National Civil Service Agency. The data were subjected to analysis through the application of Multiple Regression tests and Hypothesis testing utilizing SPSS Version 29.0. The findings from the analysis indicate that the Core Values of ASN BerAKHLAK and ASN Motivation collectively exert an influence on ASN's propensity to adopt the policy regarding the utilization of the I'DIS application in the management of ASN Discipline. Nevertheless, when examined individually, it is solely ASN Motivation that demonstrates a significant effect on ASN's willingness to implement the policy of employing the I'DIS application for the purposes of managing ASN Discipline.

Abstract

This study aims to analyze the implementation of the SEMESTA application policy in order to improve administrative efficiency in Ogan Ilir Regency. The research method used is descriptive qualitative research. Data collection techniques using interviews, observation and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses descriptive data analysis by following the six stages of qualitative analysis according to Creswell. This research uses Michael Howlett's Multiple Streams policy implementation theory, which includes four streams, namely the problem stream, policy stream, political stream, and program stream. Findings based on interviews, observations, and official documents show that the implementation of the SEMESTA application policy is still not optimal. Based on the analysis, problem flow and political flow are the main drivers of the policy, while when viewed from the program flow analysis, the implementation of the SEMESTA application policy faces challenges such as employee resistance to using fake GPS applications, the absence of specific regulations governing the SEMESTA application, and limited technological infrastructure, especially related to internet signals in certain areas. This study recommends increasing training and socialization, infrastructure, making special regulations for the SEMESTA application and continuous evaluation to support the sustainability of the SEMESTA policy.

Abstract

The community needs effective, efficient, and accountable public services, including tax services. The Urban & Rural Land & Building Tax (PBB-P2) is a new type of tax for the regions. In the course of its management, there are obstacles and problems. Among them, the community as taxpayers (WP) has difficulty fulfilling their obligations to pay taxes. In addition, the weak administration system of services to taxpayers is due to limited human resources (HR) facilities, infrastructure, organizations, and others. Regional Financial and Asset Management (BPPKAD) considers the bureaucracy too long and prone to deposit discrepancies. The research method used is descriptive research with a qualitative approach. The result of this research is that by innovating in land and building tax services and rural areas (PBB-P2) using information technology, there is an increase in PBB-P2 revenue. There was a significant increase in revenue after the issuance of the PBB-P2 tax authority to the Banyuasin Regency Government, and the increase was due to the program to facilitate the payment of PBB-P2 by the public (taxpayers) using information technology-based services.

Abstract

This article aims to explore and analyze the implementation of security and control of regional assets in South Sumatra Province and to identify the causes of the obstacles faced. The problem is focused on the many assets of the South Sumatra Provincial Government that are not managed properly, are in dispute, use assets that are not in accordance with their use, and even assets whose whereabouts are unknown. To analyze this problem, this article uses the implementation theory of Van Meter and Van Horn. Data were collected through interviews, observations, and documentation and analyzed qualitatively. This study concludes that the implementation still faces various obstacles, such as less than optimal budget support, weak proof of ownership as a result of weak administration and documentation systems, lack of responsibility from some heads of Regional Apparatus Organizations for the management of Regional Assets, and public awareness regarding the management of regional assets still needs to be improved and former officials who use goods who still want to use Regional Assets that are not in accordance with applicable regulations. To overcome this, the Regional Government of South Sumatra Province needs to... provide training or workshops to OPD heads and their staff, allocate a special budget, including building an information system for regional asset management that can help overcome the weak evidence of asset ownership by the South Sumatra Provincial Government. If these obstacles have been overcome, it is not impossible to create effective asset management.

Abstract

The cooperation agreement (MoU) between the Ministry of Home Affairs (Kemendagri), the Criminal Investigation Branch of the National Police, and the Attorney General's Office (Kejagung) aims to conduct investigative audits on indications of corruption. The results of the audit by APIP found that the overpayment must be returned to the state treasury, which has the potential to stop the investigation of corruption cases. However, the option of replacement within 60 days does not provide a deterrent effect to the perpetrator. This study analyzes the collaboration in the implementation of the agreement policy in South Sumatra, using the theory of Good Governance and a collaborative governance approach. The methods used include interviews, observations, and documentation. The findings show that the implementation of policies to overcome public reports about corruption in the South Sumatra Regional Government has not been effective. Although there are no problems in the Collaborative Governance aspect, the effectiveness of implementation is hampered by the process and the impact of policies. Therefore, the Collaborative Governance model in handling corruption can only achieve effective results if all dimensions of policy implementation are met and synergy, transparency, integrity, and accountability between collaborating institutions are built.

Abstract

Abstract. Poverty is one of the main problems of Sustainable Development (SDGs) which is characterized by the large number of poor people, unemployment, backwardness, and depression. The high number of poor people causes a decrease in human resources, adaptive policies are needed which are considered as important solutions in overcoming the problem of poverty. The theory used was put forward by Swanson who stated that the purpose of adaptive policies is to anticipate a series of conditions that exist in the future through a strong initial design using integrated and forward-looking analysis, multi-stakeholder deliberation and can monitor possible adjustments to situations that can be anticipated. The purpose of this study is to analyze the appropriate adaptive policy model in overcoming poverty in Indonesia. This study uses a qualitative approach with a literature review data collection method. The results of study This mention that policy model development countermeasures poverty should made adaptive , flexible , responsive , and participatory . Recommendations general emphasize strengthening institutions , coordination , participation society , and utilization of data and technology .

Abstract

Transformasi digital dalam perpajakan daerah menjadi strategi utama dalam meningkatkan efisiensi administrasi dan Pendapatan Asli Daerah (PAD). Penelitian ini  bertujuan untuk menjawab pertanyaan terakit bagaimana transformasi digital pelayanan PBBKB dalam upaya peningkatan pendapatan daerah Sumatera Selatan. Penelitian ini menggunakan pendekatan deskriptif kualitatif, menyoroti faktor pendorong, hambatan, dan dampaknya terhadap penerimaan pajak. Hasil penelitian menunjukkan bahwa E-PBBKB mempercepat proses administrasi, meningkatkan kepatuhan wajib pajak, serta mengurangi risiko kebocoran pajak. Terdapat peningkatan PAD sebesar 2,05% dalam satu tahun setelah penerapan sistem ini. Faktor utama yang mendukung keberhasilannya adalah infrastruktur digital yang berkembang, regulasi yang mendukung, serta meningkatnya literasi digital masyarakat. Namun, hambatan seperti akses teknologi yang terbatas di daerah terpencil, rendahnya pemahaman wajib pajak, serta tantangan koordinasi antarinstansi masih menjadi kendala. Untuk mengoptimalkan sistem ini, direkomendasikan penguatan infrastruktur digital, peningkatan edukasi wajib pajak, integrasi data antarinstansi, serta pemanfaatan kecerdasan buatan dan big data. Dengan langkah ini, E-PBBKB diharapkan semakin efektif dalam meningkatkan PAD dan transparansi perpajakan daerah.

Abstract

Service is an obligation that must be carried out by the government to its citizens with community services to live prosperously and prosperously as mandated in the 1945 Constitution of the Republic of Indonesia and Law Number 1 of 1974 Article 1 concerning Marriage is a physical and spiritual bond between a man and a woman as husband and wife with the aim of forming a happy and eternal family based on the Almighty God and Law Number 25 of 2009 concerning Public Services. The mechanism of inheritance tax services for Land and Building Acquisition Fees at the Palembang City Regional Revenue Agency in accordance with Regional Regulation Number 4 of 2023 concerning Regional Taxes and Levies, inheritance is property passed down by parents to their biological children.
