Abstract

Kebakaran hutan dan lahan di Kabupaten Ogan Ilir merupakan permasalahan berulang yang membutuhkan perhatian serius. Penelitian ini bertujuan untuk mengkaji implementasi kebijakan pemerintah dalam menanggulangi bencana kebakaran hutan dan lahan di wilayah tersebut. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data mencakup wawancara dengan pegawai BPBD, Kepala Desa, dan masyarakat setempat, serta observasi dan studi dokumentasi. Data dianalisis menggunakan teknik triangulasi konsep dan sumber untuk memastikan validitas hasil. Hasil penelitian menunjukkan bahwa Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Ogan Ilir telah mengimplementasikan kebijakan secara efektif, meskipun menghadapi hambatan internal dan eksternal seperti keterbatasan sumber daya dan kurangnya koordinasi antar pihak terkait. Berbagai langkah telah dilakukan untuk mengatasi hambatan tersebut, termasuk peningkatan kapasitas sumber daya manusia dan penguatan sinergi antar lembaga. Kesimpulannya, implementasi kebijakan oleh BPBD menunjukkan komitmen tinggi dalam menangani kebakaran hutan dan lahan, dengan potensi peningkatan efektivitas di masa mendatang melalui upaya berkelanjutan.

Abstract

Praktik pertambangan timah ilegal di Bangka Tengah telah menimbulkan dampak serius terhadap lingkungan, ekonomi, dan tata kelola pemerintahan. Penelitian ini bertujuan untuk menganalisis model Collaborative Governance melalui pendekatan Quintuple Helix dalam penanganan perkara tata niaga timah, dengan fokus pada peran lima aktor utama: pemerintah, pelaku industri, akademisi, masyarakat, dan media. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan studi kasus, melalui wawancara mendalam, studi dokumentasi, dan observasi lapangan. Hasil penelitian menunjukkan bahwa sistem pengawasan tambang masih lemah dan rawan manipulasi legalitas melalui perusahaan boneka. Setiap pilar helix menghadapi tantangan tersendiri: pemerintah minim koordinasi, industri tidak memiliki sistem pelacakan bahan baku yang andal, akademisi belum dilibatkan dalam perumusan kebijakan, masyarakat terpinggirkan, dan media menghadapi tekanan dalam peliputan investigatif. Penelitian ini merekomendasikan pembentukan forum kolaborasi lintas sektor, digitalisasi rantai pasok, dan penguatan perlindungan terhadap pelapor dan jurnalis. Model tata kelola kolaboratif yang inklusif dan berbasis data dinilai sebagai strategi yang dapat memperbaiki sistem pertambangan timah secara berkelanjutan. Temuan ini memperkuat urgensi pendekatan lintas sektor dalam menyelesaikan persoalan tata niaga komoditas strategis nasional.

Abstract

Hutan Lindung Air Telang (HLAT) di Kabupaten Banyuasin, Sumatera Selatan, merupakan salah satu kawasan mangrove strategis di Indonesia yang berfungsi sebagai penyangga ekologi, sumber penghidupan masyarakat, serta penyerap karbon biru. Namun, kawasan ini menghadapi tekanan serius berupa konversi lahan menjadi tambak dan perkebunan, konflik tenurial, serta lemahnya penegakan hukum. Penelitian ini bertujuan mengevaluasi tata kelola mangrove di HLAT dengan menekankan hubungan antara kebijakan formal dan praktik lokal. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui analisis dokumen, observasi lapangan, dan wawancara mendalam dengan para pemangku kepentingan, serta validasi melalui triangulasi data. Hasil penelitian menunjukkan adanya kesenjangan antara kebijakan nasional yang menargetkan rehabilitasi mangrove dalam kerangka SDGs dan NDC, dengan praktik masyarakat lokal yang cenderung berorientasi pada kebutuhan ekonomi jangka pendek. Masyarakat pesisir memainkan peran sentral, baik melalui perikanan tradisional, pengembangan tambak, maupun pemanfaatan hasil hutan bukan kayu (HHBK). Sementara itu, sektor swasta memberi dampak ganda: membuka lapangan kerja sekaligus mempercepat degradasi ekosistem. Fragmentasi kebijakan dan lemahnya koordinasi antar-lembaga semakin memperburuk kondisi di lapangan. Diskusi teoretis menunjukkan bahwa kerangka policy mix, tata kelola kolaboratif, dan pengelolaan bersama adaptif relevan untuk memahami dinamika HLAT. Rekomendasi kebijakan meliputi: memperkuat koherensi instrumen regulatif, ekonomi, dan informasi; memperluas insentif berbasis karbon biru; membentuk forum kolaborasi lintas-aktor; serta mengintegrasikan kebijakan lingkungan dengan pengurangan risiko bencana. Dengan demikian, HLAT berpotensi menjadi model tata kelola mangrove berkelanjutan yang mampu menjembatani target nasional dengan kebutuhan lokal.

Abstract

This study analyzes the effectiveness of local government policy programs in developing sport tourism as a strategic approach to enhance regional tourism development in Bangka Regency. The research employed a descriptive qualitative approach using a case study method. Data were collected through in-depth interviews with key informants, observations, and documentation. The data analysis referred to the program effectiveness theory proposed by Kettner, Moroney, and Martin (2008), which includes five main indicators: effort, cost efficiency, results, cost-effectiveness, and impact. The findings indicate that the sport tourism program in Bangka Regency is considered effective. The local government demonstrated strong commitment through budget allocation, cross-sectoral collaboration, and the provision of supporting infrastructure for sporting events such as triathlons. From the perspectives of cost efficiency and cost-effectiveness, the program has produced optimal outcomes despite relatively limited funding. The program also succeeded in increasing tourist visits, empowering local MSMEs, and strengthening the region’s image as a sport tourism destination. The long-term impacts—such as the reinforcement of social networks, the growth of sports communities, and the improvement of regional tourism governance—further underline the program’s success. Nonetheless, there is still room for improvement, particularly in digital promotion, human resource capacity development, and measurable evaluation of economic impacts. Overall, sport tourism can serve as a strategic instrument for enhancing regional tourism competitiveness and supporting sustainable regional development.

Abstract

Transformed modern governance, particularly through the implementation of government chatbots as a public policy instrument. This study employs a literature review method with Winter’s Policy Implementation Model framework to analyze the opportunities and challenges of adopting government chatbots in Indonesia. The analysis reveals that successful implementation depends heavily on strong inter-organizational collaboration, readiness of lower-level bureaucracy, and digital literacy and access among target communities. Key challenges include limited digital infrastructure, technological access disparities, low human resource competencies, and regulatory and ethical issues concerning privacy and algorithm transparency. A comprehensive implementation strategy involves strengthening national data integration, enhancing human resource capacity, adaptive regulation, multi-stakeholder collaboration, and prioritizing digital security and sovereignty. AI implementation via government chatbots has the potential to revolutionize public governance towards inclusive, efficient, and responsive smart governance. The main challenges include limited digital infrastructure, unequal access to technology, low human resource competency, as well as regulatory and ethical issues related to privacy and algorithm transparency. A comprehensive implementation strategy includes strengthening national data integration, increasing human resource capacity, adaptive regulations, multi-party collaboration, as well as prioritizing digital security and sovereignty. The implementation of AI through government chatbots has the potential to revolutionize public governance towards smart governance that is inclusive, efficient and responsive to community needs. This research concludes that with the right strategy, the implementation of chatbot government can be optimized to support Electronic-Based Government Systems (SPBE) and accelerate the realization of more responsive and efficient public administration in Indonesia. Penelitian ini bertujuan untuk menganalisis dan mengidentifikasi tantangan-tantangan utama serta merumuskan strategi yang efektif dalam mengimplementasikan chatbot pemerintah (GovChatbot) dalam rangka transformasi administrasi digital di Indonesia. Fokus utamanya adalah pemanfaatan kecerdasan buatan (AI) untuk meningkatkan efisiensi dan kualitas pelayanan publik. Metode yang digunakan kemungkinan besar melibatkan pendekatan kualitatif, seperti studi literatur, analisis dokumen kebijakan (misalnya, Perpres No. 95 Tahun 2018 tentang SPBE), atau studi kasus di beberapa instansi pemerintah yang telah menerapkan layanan digital. Data dikumpulkan melalui kajian pustaka, wawancara, atau observasi, dan dianalisis untuk memahami dinamika implementasi di lapangan. Hasil analisis menunjukkan bahwa keberhasilan implementasi sangat bergantung pada sinergi hubungan antarorganisasi, kesiapan birokrasi level bawah, serta kesiapan dan literasi digital masyarakat sebagai kelompok sasaran. Tantangan utama meliputi keterbatasan infrastruktur digital, ketimpangan akses teknologi, rendahnya kompetensi SDM, serta isu regulasi dan etika terkait privasi dan transparansi algoritma. Strategi implementasi yang komprehensif meliputi penguatan integrasi data nasional, peningkatan kapasitas SDM, regulasi adaptif, kolaborasi multipihak, serta prioritas keamanan dan kedaulatan digital. Implementasi AI melalui chatbot government berpotensi merevolusi tata kelola publik menuju smart governance yang inklusif, efisien, dan responsif terhadap kebutuhan masyarakat. Penelitian ini menyimpulkan bahwa dengan strategi yang tepat, implementasi chatbot government dapat dioptimalkan untuk mendukung Sistem Pemerintahan Berbasis Elektronik (SPBE) dan mempercepat terwujudnya administrasi publik yang lebih responsif dan efisien di Indonesia.

Abstract

The implementation of ETLE is a police innovation in enforcing traffic laws that utilizes information technology (CCTV cameras) to record violations automatically. This is done to minimize direct interaction between officers and violators, reduce the practice of illegal levies (extortion), and increase transparency. This research discusses how to implement the ETLE system as part of E-Government from a good governance perspective such as accountability, transparency, effectiveness and efficiency in public services and law enforcement. This research aims to analyze the implementation of the Electronic Traffic Law Enforcement (ETLE) system and the challenges faced in realizing the principles of good governance in Indonesia, such as transparency, accountability, effectiveness and efficiency. The implementation of ETLE is part of bureaucratic reform and technology-based traffic law enforcement efforts to reduce direct interactions between officers and violators, which have historically been prone to the practice of illegal levies (extortion). This research uses a descriptive qualitative approach, by collecting data through literature study, observation, and interviews with relevant stakeholders (Polri, Transportation Service, and the community. The research results show that ETLE has great potential in increasing accountability and transparency of law enforcement through clear and systematic digital documentation. This is in line with the principles of good governance. However, in its implementation, there are a number of significant challenges. These challenges include: 1) Infrastructure requirements and large costs, 2) Digital inequality, 3) Identification of violators, 4) Coordination between agencies, 5) Compliance and community culture. This research concludes that although ETLE is a step forward towards good governance in public services, stronger government commitment is needed in improving infrastructure, regulations, outreach and coordination to overcome these challenges effectively. Penerapan ETLE merupakan inovasi kepolisian dalam penegakan hukum lalu lintas yang memanfaatkan teknologi informasi (kamera CCTV) untuk mencatat pelanggaran secara otomatis. Hal ini dilakukan untuk meminimalkan interaksi langsung petugas dengan pelanggar, mengurangi praktik pungutan liar (pungli), dan meningkatkan transparansi.Penelitian ini membahas bagaimana penerapan sistem ETLE sebagai bagian dari E-Government dalam perspektif Good governance seperti akuntabilitas, transparansi, efektivitas, dan efisiensi dalam pelayanan publik dan penegakan hukum. Penelitian ini bertujuan menganalisis implementasi ETLE mampu mewujudkan prinsip-prinsip tata kelola pemerintahan yang baik, seperti transparansi, akuntabilitas, efektivitas, efisiensi, dan keadilan. Penelitian ini menggunakan pendekatan studi kepustakaan (library research), mengkaji berdasarkan literatur review, regulasi, serta hasil penelitian terdahulu yang relevan. Analisis penelitian mengadopsi teori implementasi kebiijakan dari George C. Edwards III yang mengutamakan empat variabel kunci, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil temuan penelitian ini ialah secara konseptual, ETLE dirancang untuk mendukung prinsip-prinsip Good governance dengan menghadirkan proses penegakan hukum lalu lintas yang lebih cepat, transparan, dan akuntabel. Namun, dalam praktiknya masih terdapat sejumlah kendala, antara lain keterbatasan infrastruktur, rendahnya kesadaran dan penerimaan masyarakat, lemahnya koordinasi antarinstansi, serta minimnya mekanisme pertanggungjawaban atas kegagalan sistem. Kondisi ini menimbulkan kesenjangan antara idealitas kebijakan dengan realitas implementasi di lapangan. Oleh karena itu, diperlukan perbaikan menyeluruh terkait komunikasi, penyediaan sumber daya, penguatan disposisi aparat, dan optimalisasi struktur birokrasi agar sistem ETLE dapat benar-benar mendukung terwujudnya tata kelola pemerintahan yang baik di Indonesia.

Abstract

This article aims to realize good governance through e-Catalogues in micro, small, and medium enterprises (MSMEs) in South Sumatra Province. The problem focuses on how the procurement of goods and services is carried out through e-catalogues in MSMEs in South Sumatra. To address this issue, the theoretical framework of the Principles of Government Procurement of Goods and Services by Willem (2012:11-12) is utilized, which states that in good procurement of goods and services, the principles of effectiveness, efficiency, competitiveness, transparency, and accountability must be applied from the planning stage onwards. Data was collected through observation, interviews, and documentation from SMEs in South Sumatra Province and the Electronic Procurement Service (LPSE) of South Sumatra, which manages the e-catalogue in South Sumatra, and analyzed qualitatively. This study concludes that the implementation of government procurement of goods and services through the e-catalogue for micro, small, and medium enterprises (MSMEs) in South Sumatra Province is not yet optimal because it does not meet several procurement principles, namely effectiveness, efficiency, and transparency. It is hoped that in the future, the e-catalogue can be improved and continue to support the development of MSMEs.

Abstract

Purpose: This study aims to support the government of Ulak Kerbau Baru Village in modernizing the preparation of its Medium-Term Village Development Plan (RPJMDes) through Big Data technology to enhance participatory, transparent, and evidence-based planning. Methodology/approach: The program took place in Ulak Kerbau Baru Village, Tanjung Raja District, Ogan Ilir Regency. Activities included training, technical assistance, and digital community surveys. The tools used were laptops and Android smartphones, while the main software comprised Google Forms, Google Data Studio, QGIS 3.28 Firenze, Microsoft Excel 2021, SPSS 26, and NVivo 12 Plus. Results/findings: The initiative improved the digital data management skills of village officials and increased community participation, with 215 respondents engaging in online surveys. A data-driven RPJMDes was produced, supported by thematic maps and interactive dashboards. NVivo analysis revealed five dominant community priorities: road infrastructure, agriculture, digitalization, education, and health. Conclusions: Integrating Big Data into village planning enhances transparency, accountability, and evidence-based governance. The approach also fosters stronger community engagement and provides a replicable model for other villages with similar characteristics. Limitations: The study was limited by inadequate internet infrastructure and its focus on a single village, which restricts broader generalization. Contributions: This research advances participatory governance and rural planning by demonstrating practical Big Data applications at the village level, offering a model for policymakers and local governments to strengthen data-driven decision-making in rural contexts.

Abstract

This article aims to evaluate the policy implementation of the 2024 Pangkalpinang Regional Head Election (Pilkada), which was marked by the victory of the empty column, and to identify the factors hindering the emergence of alternative regional head candidates. The research problem focuses on the paradox between the procedural success of the election and the substantive failure to produce representative political competition. To address this issue, the study employs a public policy evaluation perspective by referring to the dimensions of effectiveness, efficiency, adequacy, equity, responsiveness, and policy appropriateness. This research adopts a qualitative method with a case study approach. Data were collected through observation, in-depth interviews, literature review, and the use of relevant secondary data, and were analyzed inductively using triangulation techniques to ensure data validity. The findings indicate that although the 2024 Pangkalpinang Pilkada was conducted in accordance with legal provisions, the policy failed to produce legitimate local leadership and healthy political competition. The victory of the empty column reflects public dissatisfaction with party elite dominance, candidate nomination regulations, and the weak cadre regeneration function of political parties. This study concludes that electoral policy reform is necessary to realize more inclusive, democratic, and representative regional elections.

Abstract

This study aims to analyze the implementation of East OKU Regent Regulation Number 20 of 2021 concerning grief social assistance in East OKU Regency by assessing the effectiveness of policy implementation at the local government level. The study used a descriptive qualitative method through in-depth interviews, field observations, and documentation studies of policy implementers and beneficiaries. The analytical framework refers to George C. Edward III's policy implementation theory, which emphasizes four main variables: communication, resources, disposition, and bureaucratic structure. The results indicate that policy implementation has not been optimal due to obstacles in each implementation variable. The communication aspect still faces obstacles such as a lack of policy socialization, uneven information distribution, and ineffective inter-agency coordination. In terms of resources, limited budget, staff numbers, and technical competencies affect the speed of service. The disposition variable shows differences in commitment, understanding, and attitudes of implementers towards program objectives. Meanwhile, a rigid, procedural, and centralized bureaucratic structure causes slow administrative processes and is less responsive to community needs. Overall, these factors contribute to delays in the distribution of grief social assistance and reduce beneficiary satisfaction levels. This study recommends improving coordination, strengthening human resource capacity, simplifying bureaucratic procedures, and optimizing service information systems to ensure more effective, transparent, and accountable policy implementation. Furthermore, regular data-driven evaluations, consistent internal oversight, and the involvement of communities and local stakeholders in program planning and monitoring processes are needed to ensure policy sustainability, increase public trust, and strengthen the accountability and quality of local government social services. Cross-sectoral collaborative efforts also need to be continuously enhanced.
