Abstract

Transformasi digital dalam perpajakan daerah menjadi strategi utama dalam meningkatkan efisiensi administrasi dan Pendapatan Asli Daerah (PAD). Penelitian ini  bertujuan untuk menjawab pertanyaan terakit bagaimana transformasi digital pelayanan PBBKB dalam upaya peningkatan pendapatan daerah Sumatera Selatan. Penelitian ini menggunakan pendekatan deskriptif kualitatif, menyoroti faktor pendorong, hambatan, dan dampaknya terhadap penerimaan pajak. Hasil penelitian menunjukkan bahwa E-PBBKB mempercepat proses administrasi, meningkatkan kepatuhan wajib pajak, serta mengurangi risiko kebocoran pajak. Terdapat peningkatan PAD sebesar 2,05% dalam satu tahun setelah penerapan sistem ini. Faktor utama yang mendukung keberhasilannya adalah infrastruktur digital yang berkembang, regulasi yang mendukung, serta meningkatnya literasi digital masyarakat. Namun, hambatan seperti akses teknologi yang terbatas di daerah terpencil, rendahnya pemahaman wajib pajak, serta tantangan koordinasi antarinstansi masih menjadi kendala. Untuk mengoptimalkan sistem ini, direkomendasikan penguatan infrastruktur digital, peningkatan edukasi wajib pajak, integrasi data antarinstansi, serta pemanfaatan kecerdasan buatan dan big data. Dengan langkah ini, E-PBBKB diharapkan semakin efektif dalam meningkatkan PAD dan transparansi perpajakan daerah.

Abstract

The community needs effective, efficient, and accountable public services, one of which is tax services. The Urban & Rural Land & Building Tax (PBB-P2) is a new type of tax for the regions. In the course of its management, there are obstacles and problems. Among them, the community as taxpayers (WP) has difficulty fulfilling their obligations in paying taxes. In addition, the weak administration system of services to taxpayers, is due to limited human resources (HR) facilities and infrastructure, organizations, and others. Regional Financial and Asset Management (BPKAD), considers the bureaucracy to be too long and prone to discrepancies in the number of deposits. The research method used is descriptive research with a qualitative approach. The result of this research is that by innovating in land and building tax services and rural areas (PBB-P2) using information technology, there is an increase in PBB-P2 revenue. There was a significant increase in revenue after the issuance of the PBB-P2 tax authority to the Banyuasin Regency Government, the increase was due to the program to facilitate the payment of PBB-P2 by the public (taxpayers) using information technology-based services.

Abstract

Service is an obligation that must be carried out by the government to its citizens with community services to live prosperously and prosperously as mandated in the 1945 Constitution of the Republic of Indonesia and Law Number 1 of 1974 Article 1 concerning Marriage is a physical and spiritual bond between a man and a woman as husband and wife with the aim of forming a happy and eternal family based on the Almighty God and Law Number 25 of 2009 concerning Public Services. The mechanism of inheritance tax services for Land and Building Acquisition Fees at the Palembang City Regional Revenue Agency in accordance with Regional Regulation Number 4 of 2023 concerning Regional Taxes and Levies, inheritance is property passed down by parents to their biological children.

Abstract

Dinamika dunia kerja yang semakin tidak pasti, dipicu oleh perubahan ekonomi, disrupsi teknologi, dan krisis global, meningkatkan risiko Pemutusan Hubungan Kerja (PHK) dan mengancam kesejahteraan pekerja. Sebagai respons, pemerintah Indonesia mengimplementasikan program Jaminan Kehilangan Pekerjaan (JKP) sebagai bagian dari Sistem Jaminan Sosial Nasional (SJSN) yang diselenggarakan oleh BPJS Ketenagakerjaan. Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis formulasi kebijakan JKP, aktor-aktor yang terlibat, serta tantangan implementasinya. Menggunakan metode deskriptif dengan pendekatan kualitatif melalui observasi digital dan studi dokumentasi terhadap berbagai kebijakan terkait, penelitian ini mengidentifikasi bahwa tingginya risiko PHK, ketiadaan perlindungan sosial khusus, tingkat pengangguran yang tinggi, minimnya akses pelatihan, serta dorongan reformasi jaminan sosial menjadi latar belakang lahirnya JKP. Proses formulasi kebijakan mencakup identifikasi masalah, agenda setting, formulasi skema pembiayaan, manfaat, kepesertaan, penyaluran, dan integrasi data, hingga adopsi melalui berbagai regulasi seperti Undang-Undang Cipta Kerja dan Peraturan Pemerintah. Implementasi JKP menghadapi tantangan seperti kepatuhan perusahaan, verifikasi PHK, sosialisasi, keterbatasan akses teknologi dan pelatihan, serta koordinasi antar lembaga. Langkah-langkah perbaikan dan optimalisasi program diusulkan untuk meningkatkan efektivitas JKP dalam memberikan perlindungan sosial yang komprehensif bagi pekerja yang terkena PHK. Penelitian ini menyimpulkan bahwa formulasi kebijakan JKP merupakan respons strategis terhadap ketidakpastian pasar kerja, namun implementasi yang efektif memerlukan kolaborasi, penguatan regulasi, dan respons adaptif terhadap dinamika ketenagakerjaan.

Abstract

Sebagai pakar kebijakan publik subarsono (2011) berpendapat bahwa perumusan masalah dapat dipandang sebagai suatu proses yang terdiri dari empat thap yakni:pencarian masalah, pendefinisian masalah, spesifikasi masalah, pengenalan masalah inti. Dalam melakukan pelayanan untuk menjalankan formulasi kebijakan publik Badan Kepegawaian Daerah Provinsi Sumatera Selatan mencoba mengembangkan aplikasi E-Layanan demi menyelenggarakan pemerintah yang berbasis digital. Dengan berdasar pada Surat Edaran Gubernur Nomor 800/3454/KPTS/BKD.IV/2021 E-Layanan menjadi aplikasi yang ditampilkan Badan Kepegawaian Daerah untuk menjadikan administrasi semakin efisien dan efektif. Namun dalam menyelaraskan Formulasi kebijakannya E-Layanan masih menemui tantangan yang menjadi faktor penghambat diantaranya kurangnya optimalisasi penggunaan E-Layanan, Sulit membangun persepsi yang sama antar pegawai, Kurangnya pengembangan aplikasi, penggunaan aplikasi yang belum merata dan belum adanya payung hukum yang mengatur secara kuat tentang aplikasi E-Layanan. Peneliti mengharapkan adanya kajian ulang untuk melakukan optimalisasi aplikasi E-Layanan agar kedepannya dapat menjadi opsi terbaik untuk pelayanan administrasi bagi Pemerintah Provinsi Sumatera Selatan.

Abstract

This study aims to analyze the digital transformation strategy in the management of motorcycle crime evidence at the Bandar Lampung District Attorney's Office. The method used is a qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that the management of evidence was still not optimal, marked by the large number of evidence that was damaged or lost due to a lack of professionalism in safeguarding. The findings identified several key issues, including an unbalanced number of units, limited storage facilities, and a lack of qualified human resources. The research emphasized the importance of digital transformation that not only speeds up processes, but also increases transparency and accountability in evidence management. The conclusion of this study is that the implementation of digital strategies is necessary to overcome the challenges, as well as to improve the efficiency and effectiveness of evidence management. It is hoped that future research can explore more deeply the implementation of specific technologies that can assist in the management of evidence in other law enforcement agencies.

Abstract

This research discusses the Performance Evaluation of Implementation of Institutional Accounting System (SAI) Policies with Approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police. The aim of this research is: to evaluate the performance of the implementation of agency accounting system (SAI) policies using the approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police. factors that support and inhibit the Implementation of the Agency Accounting System (SAI) Policy in the South Sumatra Regional Police as well as the optimal model of Implementation of the Agency Accounting System (SAI) Policy for the South Sumatra Regional Police. The research method uses qualitative research with data collection techniques indepth interview, observation, and documentation to analyze the Performance Evaluation of Implementation of Agency Accounting System (SAI) Policies with Approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police.The research results show an evaluation of the performance of implementing agency accounting system (SAI) policies using the approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police is quite good. However, there are still problems. Policy content includes: Policy Complexity, Unclear Goals and Targets, Incompatibility with Organizational Needs, Difficulty in Technical Understanding, Non-conformity with Regulations and Standards, and Unclear Implementation Procedures. Obstacles in the implementation context include: limited resources, system integration difficulties, changes in organizational culture, lack of skills and knowledge, information security issues, regulatory compliance, and difficulties in determining clear success criteria and measuring the impact of SAI implementation can be a challenge. Abstract

One of the innovations developed by the Ogan Ilir Regency Government is the Information System for Monitoring Development Achievement (SICARAM), aimed at facilitating the monitoring and evaluation of planned development outcomes. This study aims to analyze the influence of SICARAM implementation on the performance of local government agencies. The research employed a descriptive quantitative approach, with SICARAM implementation as the independent variable (X) and organizational performance as the dependent variable (Y). The sample consisted of 60 respondents selected using the total sampling method. Data were collected through a Likert-scale questionnaire (1–4) comprising 16 items, which were tested for validity and reliability. The data were analyzed using multiple linear regression with SPSS 25. The results showed that SICARAM implementation has a positive and significant effect on the performance of local government agencies in Ogan Ilir Regency. Although the implementation of SICARAM has been relatively effective, improvements in communication and bureaucratic structure are still needed. The performance of local agencies is generally adequate; however, aspects such as work quantity and timeliness require enhancement. This study recommends strengthening training efforts and simplifying bureaucratic procedures, and suggests further research to explore individual factors such as digital literacy and work motivation in the use of local information systems.

Abstract

This research aims to explore and develop a collaborative governance model in the management of Corporate Social Responsibility (CSR) oriented towards empowering Micro, Small, and Medium Enterprises (MSMEs) in Muara Enim Regency. Using a qualitative approach with case studies, this study analyzes the practice of collaboration between actors—local governments, companies, and MSME actors—and identifies supporting and inhibiting factors in the implementation of participatory and sustainable CSR. The findings show that the existing conditions of CSR management are still in the early stages with limited structures, regulations, and participation of MSMEs. Based on these findings, this study proposes the SIGER-MU (Responsive Governance Synergy for MSME Management) model as an integrative solution that emphasizes equal involvement between parties, participatory planning, inclusive institutions, and impact-based evaluation. This model is expected to strengthen the effectiveness of CSR programs and increase the independence of MSMEs as actors of local economic development.

Abstract

Digital transformation in health services is an urgent need in the modern era, especially in increasing efficiency, transparency, and community satisfaction. This research aims to develop a digital transformation model at Siti Fatimah Hospital in South Sumatra by integrating aspects of continuous training to realize excellent service. Using a descriptive qualitative approach, data was collected through interviews, observations, and documentation studies. The results of the study show that even though the hospital has implemented the Hospital Management Information System (SIM-RS), various challenges such as limited infrastructure, low digital literacy, and system fragmentation still hinder the effectiveness of the transformation. Great opportunities remain open, especially in strengthening data-driven decision-making and expanding digital services to patients. The proposed ideal model includes five main components: digital leadership, continuous training, digital culture, collaborative systems, and an excellent service framework. This model emphasizes the importance of a holistic approach that combines technology, people, and public service values to create adaptive and inclusive health services.
