Abstract

Revitalization is an effort of increasing the economic value of land through rebuilding a building to improve the quality of the previous one. By the increasing of school-age population number in the Pekanbaru every year, it is necessary to increase the availability of school facilities and infrastructures in the form of buildings and furniture, as regulated in the Regulation of the Minister of National Education Number 24 of 2007 which says that the Standards for Facilities and Infrastructure in the form of Education units, land, buildings and availability of facilities and infrastructure. School development plans need to provide direction and guidance to school actors to change or strive for better schools standard. The theory used is the Danisworo theory that includes 3 stages which are revitalization: Physical Intervention, Economic Rehabilitation, and Social Revitalization. Qualitative approach is used in this study. The sources of data in this study are informants and documents. Data collection techniques are carried out by documentation and interviews while the data analysis technique is done by qualitative descriptive analysis. The results of this study indicate that the revitalization of the development of the education sector in Pekanbaru is said to be quite good in accordance with the decision of the mayor of Pekanbaru regarding to the determination of schools that receive the Special Allocation Fund. And also the revitalization of the development of the education sector is influenced by budget, communication and the system of work. Keywords: Revitalization, School, facilities and infrastructure

Abstract

West Sumatra Province Regional Regulation No. 6 of 2014 concerning Strengthening of Customary Institutions and the Conservation of Minangkabau Cultural Values was made to improve the HR of customary stakeholders, enhancing the role of traditional institutions in preserving Minangkabau cultural values, so that Minangkabau cultural values are protected and preserved. The purpose of this study was to determine how the implementation of the Regional Regulation of West Sumatra Province No. 6 of 2014 Regarding the Strengthening of Customary Institutions and the Conservation of Minangkabau Cultural Values. And what are the inhibiting factors for the implementation of the Regional Regulation of the Province of West Sumatra No. 6 of 2014 concerning the Strengthening of Customary Institutions and the Preservation of Minangkabau Cultural Values. This research starts from the theory of public policy implementation approach from Donald Van Metter Carl Van Horn. The research method used is descriptive method with a qualitative approach. The results showed that the Implementation of the Regional Regulation of the Province of West Sumatra No. 6 of 2014 Regarding Strengthening Customary Institutions and the Conservation of Minangkabau Cultural Values has not been running optimally, because there are still problems regarding the strengthening of adat institutions. Failure to guide the organization and guidance of HR for customary institutions. Suggestion: Implementors increase the attitude of commitment and consistency in the implementation of a policy so that the policy is implemented optimally and the policy objectives are achieved. Abstract

This research is a Fishery Development Strategy in Rokan Hilir, this study aims to find out an effective and efficient Fisheries Strategy based on human resources, natural resources and lack of budget to make supporters and obstacles in determining the strategy of Fisheries Department, this research using SWOT analysis method is strength, weakness, opportunities, threats.Based on the results of research shows that the Government's policy has not been run in accordance with the Government's expectation in increasing the number of fishery production as well as restore Bagansiapiapi glorious period in fish production. Constraints faced in the development of fisheries strategy are the problems in the implementation of fishery development of Rokan Hilir Regency, namely the low level of income of traditional fishermen, the low quality of fishery products production, the low institutional capacity and the human resources (fishermen) and fish farmers, Potential of cultivation, lack of optimal management of Fish Seed Meal (FSM), damage to coastal ecosystem (mangrove) in some areas, limited fishery production facilities and infrastructure for fishermen, limited access of goods transport to fishery production centers and decreasing of fish catch resources.The theory used by the authors in this study is the theory of Rangkuti (2006) that explains about the SWOT analysis of SO strategy, this strategy is made based on the way of thinking utilizing all the power to seize and take advantage of opportunities as much as possible. Strategy st, this strategy is a strategy in using the power that has to overcome the threat. Strategy wo, this strategy is applied based on the utilization of existing opportunities by minimizing existing weaknesses. WT Strategy, This strategy is based on business activities to minimize existing weaknesses and avoid threats.From the results of the research, Rokan Hilir fisheries development strategy found barriers in determining what strategies will be determined in accordance with the factors faced by the Fisheries Department, but the Fisheries Department has been working hard to provide increased production of fisheries, with SWOT analysis guidelines certainly make it easier to understand will The conditions faced today in order to achieve the Government's goal to promote and restore the glory of Bagansiapiapi.Keywords: Development Strategy, Rokan Hilir Fishery.

Abstract

Simalungun has a lot of potential with a variety of attractions such as the natural and cultural attractions are quite interesting that can be relied upon to be developed as a tourist attraction, one of which is the attraction White Crater High King of the District Glare Kahean Simalungun North Sumatra. Potential attractions and characters in Simalungun supported by government policy Simalungun listed in the Vision and Mission District Simelungun in Regional Economic Development. White crater nature reserve is located in the village of High King, District Glare Kahean, Simelungun District, North Sumatra. The crater is located in District Glare Kahean appeared and were among the limestone hill has its own exotic. In contrast to the Kawah Putih in Bandung, White Crater High King surrounded by pandanus forest is very high, blue water with chunks of sulfur that occur naturally such as a thick layer of ice. In this place there are also original hot springs which form the limestone hills of sulfur hardened. High King attractions include the nature reserve with an area of approximately 167 ha. Distance from city Pematangsiantar approximately 121 Km Bedagai Serdang regency. The number of tourists coming too big impact for the district, in addition to adding the PAD also can reduce the unemployment rate. To achieve this course of action that governments must do attraction development strategies.The concept of the theory used in this research is the development strategy, SWOT analysis. The method used in this study is a qualitative method using descriptive approach. Data collection techniques using interview techniques and documentation.These results indicate that the development strategy conducted by the District Government Simelungun not maximized. Abstract

Binsar (1101136301), the participation of traders in maintaining order in the Kaget Minggu market in Tarai Bangun village district Tambang subdistrict Kampar 2016 guided by Drs.H.Zaili Rusli, M.siResearch on Merchant Participation In Keeping Order kaget minggu market in the tarai bangun District of kampar (2014-2016). The research was done in the kaget market that operates from eight to twelve o'clock. The formulation of the problem formulated in the formulation of the problem is How the participation of traders in the Kaget Minggu market to maintain order in the village Tarai Bangun?In this study, the authors used the descriptive method, which is done by analyzing the data and facts. This method as a process of solving problems examined by explaining the state of an object of research based on the facts available. To obtain the necessary data the authors made some observations on site Kaget Minggu market research, and interviews with relevant parties.The results showed that the market presence kaget minggu market greatly help society around housing were located far from the shopping center and the city center for shopping. Kaget minggu market presence not only facilitate local residents to shop for groceries or weekly, but the price of the goods sold are relatively cheaper, so that people find it easier and cheaper in the shop. However, the existence kaget minggu market also provides a negative impact on the environment as well as public order, as shanties irregular that cause congestion. To that end, the response of traders is needed so shocked the market well ordered and tidy. Abstract

Industrial development is now increasingly rapid which is followed by the advancement of science and technology. developments in the industrial sector also have a negative impact, namely in the form of industrial waste which if not managed properly in accordance with the SOP that has been determined will have an impact on environmental balance. Can be seen from the occurrence of problems of air pollution, water pollution, and land pollution. Considering the high potential of pollution caused by the waste of the oil palm industry, which if not properly managed by the waste, supervision is needed on the management of this industrial waste. Monitoring of industrial waste is carried out so that there are no deviations that can cause environmental pollution. The supervision at the Environmental Agency in Indragiri Hulu Regency is still not optimal. The purpose of this study is to see how the environmental pollution is monitored (a case study of palm oil industry waste in Indragiri Hulu Regency) and what are the factors that become obstacles to supervision in the Indragiri Hulu Regency Environmental Agency. This research was conducted in Indragiri Hulu Regency. The theory used in this study is the Manullang theory which has three supervisory indicators, namely setting standards, taking assessment actions, and carrying out corrective actions. The results of this study indicate that the supervision of the Department of Environment is still not optimal, the lack of socialization and the standard time in conducting direct supervision of the field which is still considered ineffective and also the factors that inhibit supervision by the Environmental Agency of Indragiri Hulu Regency are human resources, funds or costs and community participation.Keywords : Supervision, Environmental Agency

Abstract

Effectiveness of services is the ability to perform the duties and functionsof the public service of an organization that there is no pressure or tensionbetween implementation. All the people who get the service would want a servicethat is effective especially in the service of the Office of Integrated LicensingServices and Investment ( KP2TPM ) Pariaman City .The research aimed to determine the effectiveness of services in theOffice of Integrated Licensing Services and Investment ( KP2TPM ) PariamanCity . According to Duncan , there are three criteria for measuring theeffectiveness of the Achievement of Objectives , Integration and Adaptation .While the factors that influence the effectiveness of services ie Leadership ,Resources Apparatus , Awareness and Infrastructures . This study uses descriptivequalitative research method that analysis seeks to provide a detailed descriptionis based on the fact that ditemkan in the field , then the presentation of data candescribe the results of interviews and observations will then be deduced.The results of this study indicate that the Office of Integrated LicensingServices and Investment ( KP2TPM ) have been effective in providing services tothe public although there are still limitations such as the lack of the number ofemployees who work in KP2TPM . Abstract

Voter Participation in the General Election of the President and Vice President which is held within 5 years is a democracy party in Indonesia and in 2019 it is different from the previous elections, because in 2019 it was held simultaneously at the same time as the Legislative election. As well as ethnic, racial, ethnic and religious religions in Pekanbaru City is the main thing which in the future to see interest in participation for voters is a phenomenon that is found. The purpose of this study is to determine how voter participation in the 2019 presidential and vice presidential elections in Pekanbaru City and to determine the inhibiting factors for voter participation in the 2019 Presidential and Vice-Presidential elections in Pekanbaru City. This study used purposive sampling technique with qualitative research using a phenomenological approach and the required data, both primary and secondary data, were obtained through observation, interviews and documentation and then analyzed based on the research problem. The results of this study indicate that: High voter participation is accompanied by an active response from the community in the campaign process, discussion of the vision and mission of the presidential candidate pairs to the community or their closest circle. The factors inhibiting voter participation in the 2019 presidential and vice presidential elections in Pekanbaru city are the mindset of the community, socialization, busy daily activities, and social media.              Keywords: Participation, Voters, General Elections

Planning and supervision in an effort Guidelines Telecommunication Tower in the city of Pekanbaru. This study aims to determine how supervision and guidance in the arrangement of a telecommunications tower in the City Pekanbaru.Penelitian which is descriptive qualitative data collection was done by using snowball. Abstract

Poverty is not only about economic issues, but the end result interrelation of social factors, economic, political and cultural. The number of poor people caused the economic growth to be slow. One form of government concern towards this is to create a program that Village Empowerment Program (PPD). In PPD, there are several forms of empowerment, one of which is a program of Rural Economic Enterprises - Savings and Loans (ued-SP) is in the form of government to provide loans or venture capital funding to communities to develop businesses in the community to do so as to improve the village economy. This study aims to determine the effectiveness of the distribution of Fund Business Economy Village - Savings and Loans (ued-SP) and the factors that influence the effectiveness of channeling funds ued-SP in Sungai Salak Rambah Samo District of Rokan Hulu.The theory used is the theory of steers. This study uses descriptive qualitative data collection techniques of observation and interviews. The technique used in determining the informants of this study was purposive sampling technique.From the analysis of qualitative descriptive data found that the effectiveness of the distribution of Fund-SP ued in Sungai Salak District of Rokan Hulu Rambah Samo has been quite effective. It is seen from the participation of the community to use the proceeds from the SP-ued as venture capital, the smooth return of capital to the ued-SP and meningkatnay economy. In this research note that the factors that influence the effectiveness of channeling funds ued-SP in Sungai Salak District of Rokan Hulu Rambah Samo among other factors or not the organization is able to adapt to the environment and of the results of the research institute SP-ued in Sungai Salak already quite capable to adapt to the environment, both the community and the environment of the organization.
