Abstract

The title of this research is Implementation of Law Number 6 Year 2014 About Villages (Case Study of Village of Koto Kampar Hulu Subdistrict Kampar Regency) Based on the background found the phenomenon that occurs in the field of services that ddidapatkan by community from the village government is less satisfactory community, accept the aspirations and suggestions from the village community either in terms of activities of the implementation of Village Government, the Community also did not get information from the Village Government about the development undertaken and the activities of the Village Administration. The formulation of the problem in this research is Implementation of Law Number 6 Year 2014 About Villages (Case Study of Village of Tanjung Subdistrict Koto Kampar Hulu Kampar District). The type used in this research is qualitative with descriptive survey technique. The location of this research was conducted in Desa Tanjung Koto Kampar Hulu sub-district, Kampar regency. The informant is Head of Tanjung Village, Secretary of Tanjung Village Head, Head of BPD and community. The results of Implementation of Law No. 6 of 2014 on Villages in the Village of Tanjung Koto Kampar Hulu Subdistrict Kampar District can be seen from the results of research interviews, that the targeted policy is considered not reached because the community is still not satisfied with improving the quality of life of villagers, the government has been sufficient to do the service to the community and it is different from the opinion of the people who receive the service from the village government, All existing rules have not been fully implemented. And the agent of palaksana here is all the tools of the village government and its staff including Dusun, RT, RW and so on, the attitude of the implementing agency has not been detrimental to the community and yet there is a community that is in compliance with the performance and the service it is doing, Communication as a means of providing understanding to the community about the implementation of autonomy in Desa Tanjung, After the implementation of Law Number 6 Year 2014 About the Village has a high social environment and social life that more menjantingkan the community so that mambantu implementation of Law No. 6 of 2014 About the Village.Keywords: Implementation, Law Number 6 Year 2014 About Village

Abstract

Handling is better done by the Department of Social and Pekanbaru City Cemetery to the provision of rehabilitation, providing guidance in the form of mental health counseling, as well as religious guidance. Once the guidance is done, then to every homeless and beggars can be given for the provision of basic skills training, skills which will be used when they are released back into normal society.The purpose of this study is to see how the implementation of the principles of handling vagrants and beggars in the city pekanbaru and to know which one is the dominant factor in this study. To see what factors are the bottlenecks in the implementation of the principles of handling vagrants and beggars in the city of Pekanbaru researchers saw from Gibson's theory (2007). This research was conducted in the social services and burial city of Pekanbaru. In conducting the data collection methods used observation and in-depth interviews to research informants. Once the data is collected and then drawn conclusions based on the laws of inference and analyzed using qualitative descriptive analysis.After a study found that the factors that become barriers to the implementation of the principles of handling vagrants and beggars in the city of Pekanbaru is among other factors the absence of shelter or rehabilitation center, the lack of government funding, social services employees who do not have the understanding and expertise in implementing the principle of The treatment principles, and the ineffectiveness of regulation ni 12 of 2008 on the social order in the city of Pekanbaru.Keywords: implementation, management principles, vagrants and beggars.

Abstract

Needs of home for the community in Pekanbaru City is still a lot that has not meet the standards worthy to live in. So the condition is so close to poverty. In fact, a house or decent residence is a major factor through government policy through the Office of Public Housing and Settlement Area to conduct a habitable home program but still found a habitable house that has not been rehabilitated and only recorded. The purpose of this study is how the Implementation of Government Policy In Development House Eligible Habitation in Pekanbaru City and to know the inbibiting factor of Government Policy Implementation In Development House Dwelling in Pekanbaru Town.The concept of theory used by the author is implementation. Researchers use qualitative research with descriptive study. In collecting data, the author uses interview and observation techniques. The author uses the informant for source in the validity of data. The results of this research indicate that the implementation of government policy in the construction of housing in Pekanbaru City that policy implementation of the development of residential areas with the pattem of government policy in the implementation of the construction of habitable homes in Pekanbaru City has not been fully successful because there are still many homes uninhabitable only in the data and yet rehabilitated by the government. Inhibiting Factors Implementation of Government’s Policy in Development of Homeless House in Pekanbaru City, among others, supervision and authority.Keywords: Implementation, Policy, Development

Abstract

Corporate Social Responsibility (CSR) program is now regarded as one of innovation in improving the welfare of society. This is done by community development activities that are sustainable. In accordance with Local Rule No. 6 year 2012 on Corporate Social Responsibility in Riau Province, there are still many companies that do not carry out its social responsibility to the community. This is because there are many companies who do not understand the importance of CSR as one of the roles in improving the welfare of society. But in PT. Riau Andalan Pulp and Paper is able to demonstrate success in implementing CSR programs, to gain an appreciation in income generation programs receiving communities. The purpose of this research was conducted to determine and analyze strategies for implementation of CSR programs, so that it can serve as guidelines for other companies in carrying out its social responsibility.In explaining the strategy of implementation at the company’s CSR program PT. RAPP, researches used Ellitan theory which includes: Technology Strategy, Innovation Strategy, Operations Strategy. This study used a qualitative descriptive method. Data was collected through interviews, observation, and collection of documents.The results show that the strategy of implementation of CSR programs in the RAPP is optimal. Since the implementation of the system has been integrated with a good strategy and provide a positive impact on the economic growth of poor beneficiaries.Key Words: Strategy, CSR programs, PT. Abstract

Education is a basic need of the main and important in our lives. Access to education is one of the most important lines in boosting development in all aspects of life, in particular towards the development of intelligence and skills in community in accordance with Act No. 20 of 2003 on the Organization of education. Follow up on Act No. 20 of 2003, the Central Government made compulsory, with the compulsory education renders justice, can be enjoyed throughout the kids at school age in this country. In realizing this compulsory, the Government of the city of Pekanbaru develop equitable access to quality primary education and nine years and a 12-year compulsory education stub supported by means of an adequate infrastructure and energy professional education as well as the improvement of the governance of the education scale national standards.In this research the concept of theory used the author refers to the theory of management according to G.R. Terry, stating that management is the process of planning, organizing, implementing and monitoring. This research uses descriptive method using qualitative data. Then in the collection of data the author uses data collection techniques include observation, interview and documentation.Based on the research results obtained that the implementation of a 12-year compulsory education program in the city of Pekanbaru has not done due to the large number of constraints still faced in the process of its implementation. Pekanbaru City Government should have special rules that define the execution of this program.Keywords: Implementation, Management, Compulsory Education.

Abstract

Greenpeace is an INGO (International Non-Government Organization) which is an independent organization financially and organisationally. Greenpeace is an environmental organization that is campaigning. Activities undertaken by Greenpeace is soft activity and are NVDA (Non Violent Direct Action) that perform direct action in accordance with the issue and without violence. Public campaign by Greenpeace in Indonesia include, Sea, Forest, Toxic Waste and Renewable Energy. However, for in Riau Province Alone most focused campaign is menngenai Forest.Problems of forest in Riau Province is very difficult to find a way out to block the opening of new land by burning the land every year. Greenpeace as environmental organizations feel the need to participate in order to save the remaining forests and voice to the burning of land that they are doing is wrong. Seeing the weakening penngawasan of government and legal regulations on forest make some menngeluarkan Greenpeace campaign on forests of Riau and Sumatra. Abstract

AbstractThe Environmental Impact is a focus in development to protect the environment in Pekanbaru City. The development of PLTU at Tenayan Raya Industrial Area which uses the environmental impact analysis study still raises problems. Requirements that must be completed in the preparation of the environmental impact analysis are the terms of reference, Andal and RKL-RPL. The purpose of this study was to find out and analyze related The Impact Development of PLTU at Tenayan Raya Industrial Area Pekanbaru City and analyze the factors that influence the Impact Development of PLTU at Tenayan Industrial Area in Pekanbaru City. The theory used in this study is the theory according to Jones about the stages in the policy implementation process that have indicators of the stages of interpretation, organizing stage and application stage. The research method used is a type of qualitative research with data collection techniques through interviews, observation, and documentation. The selection of research informants using purposive sampling technique. The results of this study are that the impact development of PLTU at tenayan raya industrial area in the city of Pekanbaru has not been well implemented. Abstract

Background problem in this study is a nine -year compulsory education since 1994 has announced a target that lesson all children aged 7-15 years receive a basic education services. The main problem that often arises in the success of the implementation of the nine-year compulsory education is how to ensure that children who have graduated from elementary school to junior high continuing education, both regular SMP, SMP or through programs open B. Package of the children who experienced dropouts actually means to have enough free time that can be used for education if the means that can be used for education if the facilities and assistance available. This condition can not be separated from the role of the Department of Education to participate in Pekanbaru in facilitating the presence of children who drop - out or can not continue the school though only up to a basic level ( primary and junior ) , to provide education Packet A or other facility.Keywords: Performance, nine-year compulsory education

Abstract

This study aims to determine the Effectiveness of Revenue Budget Expenditure Belanjd Village (APBDes) Year 2015 In Sengkilo Island Village District Kelayang Indragiri Hulu. The theory concepts that researchers use are organizational effectiveness by using Gibson's theory by looking at Clarity of purpose to be achieved, Clarity of goal achievement strategy, Mature Planning, Preparation of appropriate program, and System of supervision and control that educate. The research method used is qualitative research with descriptive data assessment. In data collection, the researcher uses interview, observation, and documentation technique based on Purposive sampling.From the research results show that the Effectiveness of the Use of Revenue Expenditure Budget Village (APBDes) Year 2015 In the Village District Kelayang Indragiri Hulu not effective it appears there are shortcomings, there are many facilities and infrastructure that is not good and there are many programs of community empowerment and development that has not run . Abstract

The Work effectiveness of an employee is very important because the success ofand organization is measured with the effectiviness concept. The work effectiveness ofInstructor agriculture establishment on pinggir to achieve goal can’t lose fromendorsement input organization they have. Bassicaly to achieve effectivenessorganization will measuring with five indicators, that is Human resources, Fund,Facilities and Infrastruktur, and Standar Operational Procedure. When all the Indicatorseffectiveness of organization fulfilled accordingly the organization will effectiveness onimplementation assignment.The present research seeks to find out the work effectiveness of instructoragriculture establishment and to know the factors affecting the work effectiveness ofemployees at instructor agriculture etablisment. The informants were selected usingpurposing sampling technique and there are five of them who are competent to knowand understand the rearch problems. The data were collected througt and observation,interview and documents and were analyzed using a descriptive approach. The researchindicator is work program, Division of Assigment, Coordination, and Counseling.The results show that work effectiveness of instructor agriculture establisment isstill ineffective.
