Abstract

The Technical Implementation Unit for Job Training (UPT-LK) is an organization under the supervision of the Pekanbaru City Manpower and Transmigration Agency (DISNAKERTRANS). The establishment of the Technical Work Training Unit is an optimization step to create skilled and creative human resources in Region I of  Pekanbaru City, Riau Province. With the presence of optimization it is hoped that all activities carried out can run effectively and efficiently. The purpose of this study is to determine how the optimization activities have been carried out and to find out what are the inhibiting factors of optimization Unit Executor Technical Work Training (UPT-LK) Region I Pekanbaru City, Riau Province. This research uses qualitative methods using interview, documentation, and observation techniques. The results of this study indicate that: first, optimization carried out by Unit Implementing Technical Training Work Region I Pekanbaru City, Riau Province in this case, the creation of skilled and creative human resources has not been maximized. Second, the inhibiting factors are the lack of facilities and infrastructure, lack of financial assistance from the government, and lack of teaching staff..Keywords: Optimization, Organization, Management

Abstract

The street vendors who occupy the street shoulder at Pasar Simpang Padang Duri causing traffic disruption. Implementation of the relocation of street vendors by Bengkalis Government through the Department of Market and Hygiene aims to give a decent place for the vendors and regularity of the market can be maintained. The location provided was adjusted by the number of vendors who will be relocated. However, the vendors are still reluctant to occupy a new location with a variety of reasons. This study aims to investigate the management of implementation and the factors that affect the implementation of the relocation of street vendors in Pasar Simpang Padang Duri. The concept of the theory used is the management theory propounded by G. R. Terrry consisting of planning, organizing, actuating, and controlling. This study uses descriptive qualitative research. The data collected through interviews, documentation, and observation. The results showed that the management in the implementation of the relocation of street vendors in Pasar Simpang Padang Duri have done pretty well. And the factors that affect the implementation of this relocation is budget, participation, coordination, and infrastructure. There are still some shortcomings in the implementation of this relocation, so the relocation of street vendors have not reached the goals set earlier.Keywords: management, street vendors, relocation

Abstract

Regional autonomy is a form of delegation of authority from central government to local government. One form of regional autonomy that is the transfer of the management of land and building tax Rural and Urban Development (PBB-P2). Kampar district receives delegation of PBB - P2 in 2012 by issuing a Regional Regulation number 11 of 2011 About Tax on Land and Building Rural and Urban . The Purpose of this research was to describe the implementation of the Regional Regulation number 11 of 2011 About Tax on Land and Building Rural and Urban. This type of research is descriptive qualitative method. Subjects in this study was employes DPPKA Kampar, head village and taxpayer. Data retrieved by using semi-structured interviews, observation frankly, documentation, and triangulation techniques. Based on theory of Van Horn Van Matter consisting of size and policy objectives , resources , implementing agent characteristics , attitudes implementing , managing communications between organizations and activities as well as the economic, social and political . Implementation of PBB-P2 in Kampar DPPKA has met six of these variables although there are still some shortcomings such as socialization is done only through banners , village heads and radio , many taxpayers still have to pay awareness of PBB-P2 low and external environmental influences that hinder the implementation of PBB-P2 .Keywords: Implentation policy, property taxes in rural and urban

Abstract

The development of sago is an opportunity to improve the economy of the people of the Meranti Islands Regency. The development of Sago Commodity in the Meranti Islands Regency is aimed at the greatest possible welfare of the people of the Meranti Islands Regency through the sago development program with the establishment of the Meranti Islands Regency as the center of excellence for the national sago commodity. The purpose of this study was to determine the supporting and inhibiting factors for the development of sago in the Meranti Islands Regency. This study uses purposive sampling technique and qualitative research uses a descriptive approach and uses data collection techniques by means of observation, interviews and documentation to be analyzed further. The results of this study indicate that: first, the development of Sago Commodity in the Meranti Islands Regency is running well, marked by an increase in the amount of sago production per year. Second, the supporting factor for the development of this area is the geographic condition of the Meranti Islands Regency with 60% of the area consisting of peat soils and modern production equipment. Keywords: program, superior commodity of sago, regional income

Abstract

The implementation of this program began by providing skills through training to citizens who became the target of implementing the PMB-RW program. There are still many activities that have not been implemented in the PMB-RW program. In addition to the activities that have not been carried out, activities that have been running have not been optimal as planned. In addition there are problems related to activities that must be prioritized. Activities that are carried out are still said to be activities that are not priority, due to a minimal budget. It has not improved the welfare of the community from the economic and social sectors which should be the goal of the implementation of the PMB-RW Program in the West Sidomulyo Village. With the knowledge and skills in these various fields, it can be one of the capital for the community to create new jobs. The research was carried out using descriptive qualitative research methods. This study uses the concept of community empowerment by Sumaryadi, namely: Independence, Progress, Welfare, Justice and Sustainability. This research data collection techniques that are carried out are abservation, interviews, documentation and literature study using descriptive analysis techniques. The implementation of the Community-Based Community Empowerment Program (PMB-RW) in the West Sidomulyo Village has not been able to improve the economic, social, community, but the knowledge of the community participating in the training has been obtained in the implementation of the PMB-RW Program. Participation of companion agencies has been running and has benefits for the implementation of the PMB-RW Program in planning and supervision. Community participation in the idea of activities has been carried out through deliberation, coordination and communication. However, the participation of funds is still limited by City goverment so that the planned activities cannot run all. The factors that influence the implementation of Community Based Community Empowerment Program (PMB-RW) in West Sidomulyo Village are the participation in the form of funds and energy/ideas in the form ideas and justice. Funds for the implementation of activities that will affect the implementation so that the participation of counterpart workers and ideas of ideas goes according to the wishes of the community. Abstract

3 kg LPG gas is a government-subsidized gas whose purpose is for the poor and IKM. In Pekanbaru City the use of subsidized gas has been implemented since 2009 with the Pekanbaru area which is quite extensive and the large number of scattered bases has caused the problem of subsidized gas distribution not to be implemented properly. To overcome the problems of the government and the trade office and the Pekanbaru city and related parties set a code of ethics. The code of ethics is a rule that is made to reduce violations committed by the base so that the target of the distribution of subsidized gas is right. Responsibility, freedom, honesty, justice and autonomy are indicators of success in a profession. The purpose of this study was to find out how the code of ethics for the distribution of subsidized gas in the city of Pekanbaru, and the inhibiting factors. The concept of theory used in this study is the theory of professional ethics proposed by Keraf in the book Rismawaty. This study uses qualitative methods with descriptive data assessment. In compiling research data using purposive sampling method and incidental sampling as information and data analysis. The results showed that the code of ethics for the distribution of subsidized gas in the city of Pekanbaru is not yet running with a maximum of many bases that do not distribute according to the code of ethics that have been set. Abstract

Village Allocation Fund is a part of the central and regional equalization funds devoted to the village in implementing government services and community empowerment. But in reality the effectiveness of the implementation and management is still not maximized. The existance of human resources is inadequate, the construction of facilities and infrastructure are still yet to be realized. The problem in this research is how the effectiveness Ujung Batu Timur village government in achieving its goal in utilizing the Village Fund Allocation and the factors that influence the effectiveness of.This study aims to determine the effectiveness of utilization of the Village Fund Allocation In the village of Ujung Batu Timur District of Rokan Hulu. The concept of the theory that researchers use is organizational effectiveness by using Gibson’s theory by looking at the goals to be achieved Clarity, Clarity goal attainment strategy, process analysis and formulation of policy steady, careful planning, preparation of appropriate programs, availability of infrastructure and surveillance systems and control didactic.The method used is qualitative research with descriptive data assessment. In collecting the data, the researcher used interview techniquess, observation and documentation speciefied by snowball sampling tecnique. The results showed that the utilization of the Village Fung Allocation In the village of Ujung Batu Timur District Of Rokan Hulu has not been effective because there are many village fund allocation unrealized. Also foud are also government programs that have not been implemented village. Abstract

The rapid development of development in Dumai City is one of the characteristics of advanced cities, the more rapid development that occurs will lead to new problems that arise, namely the problem of traffic congestion and congestion, so the need for traffic impact analysis to answer the problems of rapid development, in Dumai City, the problem of traffic impact analysis has not been resolved because the Department of Transportation of Dumai City as an implementor has not been able to carry out and resolve problems regarding traffic impact analysis, all hotels in Dumai City do not have reliable permission, and there is also no active action from the Effectivieness problems that happened. The theory used in this study is the theory of George C. Edwards III's Policy Implementation, namely: (1) Achievement of Objectieves, (2) Integration, (3) Adaptation,. Qualitative descriptive research method. The informants in this study were 1 (one) Traffic Sector Executing Unit, 2 (two) developers / hotel parties who did not yet have an official permit. Data collection techniques in this study are by interview, observation (direct observation), literature study and documentation using purposive sampling method as a source of information and data analysis. The results of this study indicate that the operation is not reliable in Dumai City, due to lack of socialization and reliable information, there is no strict sanctions against hotel developers / businessmen regarding the issue of reliable permits.Keywords: Effectiveness, Organizing, Andal

Abstract

Labor Productivity in the Civil Service Staffing Agency Indragiri Upstream Region.Productivity can basically be viewed from two dimensions , namely the dimension of individual and organizationaldimensions . Assessment of the productivity problem is not other people see the dimensions of productivity , especiallyin relation to the individual 's personality characteristics . In this context, understanding the essence of productivity is amental attitude that always has the view that quality of life should be better today than yesterday , and tomorrow shouldbe better than today ( Kusnendi , 2003:8 ) . The research was conducted at the Regional Employment Board Indragiri .The purpose of this study was to determine the Civil Servants Work Productivity in Regional Employment BoardIndragiri Hulu . This research uses descriptive qualitative method . Data were obtained from the interview data ,documentary studies , and field observations . Informants in this study were the parties relating to the Employee WorkProductivity using the snowball method . The results showed that Pproduktivitas Civil Servants working in the RegionalEmployment Board Indragiri Hulu is good enough . problem of street vendors (PKL) Air urban land is still the dilemma is still not complete. No exception to the cities in Riau in Pekanbaru, especially street vendors who often gets the spotlight. Curbing the sake of policing is often done by the municipal police as the party who share responsibility in realizing the public order in the area, but the street vendors still survive today.This study aims to determine the effectiveness of performance in the Civil Service Police Unit Control of Street Vendors in the Market District Military Command Pekanbaru. In addition this study aims to identify and analyze factors that hinder the effectiveness of performance in the Civil Service Police Unit Control of Street Vendors in the Market District Military Command Pekanbaru. Sources of data used in this research is using qualitative and descriptive research conducted in the Office of Civil Service Police Unit of Pekanbaru.Results of this research is that productivity performance in curbing municipal police organization Street Vendors in the Market District Military Command Pekanbaru City ineffective. Quality of service in controlling street vendors in the Market District Military Command Pekanbaru City insufficient, Responsiveness municipal police in controlling street vendors in the Market District Military Command Pekanbaru City not in accordance with the needs of the Merchant Responsibility municipal police Pekanbaru City law enforcement or sanction is very low, and Accountability Satpol PP Pekanbaru in curbing activities of street vendors in the Market District Military Command Pekanbaru City is very low. Barriers experienced by municipal police in controlling street vendors in the Market District Military Command Pekanbaru City ie street vendors in the Market District Military Command still had the awareness is very low, the shortage of personnel municipal police who are members of an audit, and no other place that can be used to relocate Street vendors.Keywords: Effectiveness Performance, Civil Service Police Unit, Street Vendors
