Penelitian ini dilatar belakangi oleh tingginya kebutuhan akan gas Elpiji3 kg yang mana gas Elpiji 3 kg hanya didistribusikan oleh pihak SPPBE yang elah diatur Pertamina, namun tidak banyak Badan Usaha yang bisa menjadi Mitra Pertamina.Tujuan penelitian ini adalah untuk mengetahui Implementasi dan kendala apa saja yang dihadapi dalam pelaksanaan Kebijakan Kerjasama Pemerintah dengan Badan Usaha dalam penyediaan Infrastruktur pada PT. Awalbros Bumi Pusaka Pekanbaru, Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian eksploratif.Hasil penelitian menunjukkan bahwa Implementasi sudah cukup baik. Namun dalam pengurusan izin SPBBE memerlukan waktu yang cukup lama.Perilaku implementor (aparat/birokrat) tingkat bawah petugas Stasiun Pengisian dan Penganggkatan Bulk Elpiji (SPBBE) sudah bekerja sesuai aturan yang diberikan oleh PT. Awalbros Bumi Pusaka Pekanbaru. Perilaku kelompok sasaran dari kebijakan ini adalah adalah agen yang telah ditunjuk PT. Pertamina dan masyarakat pengguna gas LPG. Ada agen yang nakal, yaitu agen yang menjual di atas harga yanng telah ditetapkan oleh PT. Pertamina. Kendala yang ditemukan yaitu, proses pengurusan izin kepada PT. Pertamina memakan waktu yang cukup lama dan sangat ketat, Pengurusan pengajuan penggantian tabung gas yang rusak ke PT. Pertamina sangatlah lamban dan adanya agen yang telah ditunjuk olehPT. Pertamina dan masyarakat pengguna yang menimbun dan menjual gas yang telah didistribusikan oleh PT. Awalbros Bumi Pusaka dengan harga yang lebih mahal

The program to improve the quality of life and protection of women in Riau Province is a program that functions to empower women victims of domestic violence. This study aims to determine the strategy implementation of life quality improvement and protection of women program in Riau Province, as well as determining the inhibiting factors of the program. This study uses qualitative research with a descriptive case study approach. The research results found that the implementation of the strategy program improved quality of life and protection of women in Riau Province is good. Because of all the assessments done on the program, budgets and procedures, all of them show the results that are already good. Implementation of the strategy of the program conducted by the Women Empowerment Office and Child protection of Riau Province through UPT P2TP2A which is reviewed from the program has been running for more than a year and the benefits of this program has been perceived by victims of domestic violence that received treatment. A review from the budget indicates that the budget used has been audited and recorded in the document of the budget work plan so that it can be accounted for. Then reviewed from the procedure shows that in the implementation of quality of life improvement program and women protection is executed according to the operational standards of the existing procedures.

Aset daerah merupakan sumber daya yang penting bagi pemerintah daerah karena aset merupakan potensi ekonomi yang dimiliki oleh daerah. Pengelolaan aset daerah yang sesuai dengan peraturan perundang-undangan merupakan salah satu unsur yang penting dalam rangka penyelenggaraan pemerintah daerah.Tujuan dari penelitian ini untuk mengetahui bagaimana pelaksanaan pengelolaan aset tanah milik pemerintah daerah di Badan Keuangan Daerah Kabupaten Siak. Penelitian ini menggunakan teori Dolli D. Siregar yang mana terdapat 5 indikator yaitu inventarisasi aset, legal audit, penilaian aset, optimalisasi pemanfaatan aset, pengawasan dan pengendalian aset. Jenis penelitian menggunakan kualitatif dengan metode deskriptif. Temuan penelitian ini adalah pengelolaan aset belum berjalan dengan baik kurang tertibnya proses pencatatan dan inventarisasi aset tana di Kabupaten Siak dan masih banyaknya aset tanah belum memiliki dokumen kepemilikan yaitu sertifikat tanah

Batik is widely known in Indonesia which is often associated with handicrafts and is also not infrequently included in the category of clothing industry. Batik industry, in its development in Indonesia dominated by small and medium scale business. In the context of the economic empowerment of the people, the policy support of the Small and Medium Industry is set forth in Law No. 3 of 2014 on Perindustian, namely central and regional government to empower small and medium industries (IKM) competitiveness, significant role in industrial structure, In poverty alleviation, by formulating policies.The method used in this study was conducted by qualitative approach with descriptive method, with data collection techniques including observation, interview, documentation study related to research objectives. Instrument in this study refers to the theory that Widjaja (2003) describes that empowering a community group to support the development of community potency in running the business through increasing role, productivity and efficiency by improving 4 (four) access that is, access to resources, Technology, access to markets, access to financing sources.The result of the research shows that the effort of handicraft business group 'Batik Riau' in community empowerment in Pekanbaru city has not run optimally. Access to capital resources in an effort to develop creative industries batik craft 'Creative House Cempaka' in Pekanbaru City still depend on the source of financing and funds through CSR program PT. Chevron Pacific, and very limited sales of batik handicrafts. Access to markets is still limited in the scope of 'Creative House of Cempaka' stores with simple marketing information technology (word of mouth) has not utilized access to technological developments. Financing access to financial institutions still faces administrative requirements that must be met, such as grants.Keywords: Empowerment, Batik, Small and Medium Industry, Business Capital.

Among the many social problems that occur in Indonesian society is the activity of prostitution. The problem of prostitution is a complicated matter, many things are related there, therefore this issue really needs special attention from the government. Dikota Pekanbaru prostitution problem has existed since a long time, since there are many places of entertainment, be it cafe-cafe, dim store, massage parlor and some are hung on the sidewalks or shops that are considered safe to conduct transactions Their sex. Efforts of Pekanbaru municipal government and security apparatus and related institutions in dealing with the practice of prostitution is continuously conducted in efforts to suppress and overcome the number of women who work as commercial sex workers in the city of Pekanbaru. This study aims to determine the effectiveness of Procedure Control Procedures in Pekanbaru City. The theory used in this study is the theory according to Gibson about measuring the effectiveness of an activity. Informant in this research is Satuan Polisi Pamong Praja Pekanbaru. The research method used is qualitative research. In the data collection, the researcher uses interview, observation, and documentation techniques based on Snowball Sampling. The results of this study indicate that the effectiveness of the implementation of prostitution control in the city of Pekanbaru has not been implemented properly and optimally. In other words there are still many problems that arise in the implementation. Such as lack of facilities, careful planning, special programs are not written, and supervision system. This causes the control does not go as expected. The factors that influence the implementation of prostitution control are, among others, lack of human resources, budget, facilities, and community participation. It has a very important influence on the effectiveness of the implementation of prostitution control in the city of Pekanbaru.Keywords: Effectiveness, Implementation, Control

Local Tax is an asset of Regional Government which is used to finance the implementation of Regional Government and regional development. One source of Regional income is derived from local tax levies, taxes levied by the region based on tax regulations set by the region for the benefit of household financing as material public law. The research aims to know Tax Collection Management and Factors that obstacle the management of tax collection.The concept of theory used in this research is Management according to PradjudiAtmosudirdjo which explains about the management function, which consists of 5 indicators namely, planning, organizing, direction, coordination, and controlling. This study aims to find out about the Management of Local Tax Collection ByInstitution of Regional Income(BAPENDA) Pekanbaru City. This research uses qualitative descriptive research method. In collecting this data collection using techniques, interviews, observation, and documentation. Using the Snowball Sampling technique as a source of information.The results showed that the management of local tax collection is still very low and has not reached the expected realization due to lack of awareness and honesty of the community in paying taxes, still less supervision by officers and efforts to manage data that has not been maximized. This research suggests that the Institution of Regional Incomebefore determining the target calculation, it is necessary to conduct field data collection on the potential of each tax, so that the potential of each tax can be realized well and can reach the acceptable income area. Factors that obstacle Tax Collection Management among others: Lack of Human Resources (HR), lack of facilities and infrastructure, lack of awareness and public honesty (taxpayers).Keywords: Planning, Implementation, Controlling, Tax Collection

There are several problems about waste management that is the number of piles of household garbage in the temporary disposal place (TPS) and also the rubbish pieces of tree branches near the TPS that is not transported by the worker of the Office of Environment Affair, as well as the street cleaning personnel often throw the garbage into a ditch, this caused frequent floods every time the rain take placed in Bangkinang City. The purpose of this study is to find out how the waste management and what factors affect the governance of the waste management on the region Bangkinang City Kampar regency.The concept of theory used is the theory of management by Goerge R.Terry which starts from planning, organizing, directing and supervision. This research uses qualitative descriptive research method. The type of data used is primary data and secondary data. In the data collecting the writer used observation techniques, interviews, literature study and documentation. Interviews were conducted with key informants, namely the Head of Waste Management, Head of Subdivision of General Affair and Personnel, Section Head of Waste Management, Waste Management Officer, TPAS Supervisor and some other informants. This research use the principle of qualitative analysis, triangulation of data by conducting check and recheck process between one informant and the other informant.The results of this study yielded the conclusion that the governance of waste management in Bangkinang City has not been implemented properly. There are still major lacks in planning, direction and supervision. Then also has been concluded that the factors that affect the governance of waste management in Bangkinang City that is population growth, knowledge and community participation, human resources, facilities and infrastructure, funds/budget.Keyword: management, cleanliness region.

The house is a basic need and has a function that is essential for human life. The house also as one of the main elements for the welfare of the people. To improve the welfare of the people the government implement a program to assist low-income communities (MBR) to obtain appropriate housing.One government program is a program BSPs issued by the Ministry PUPR under Regulation Ministry of Public Works and Public Housing No. 13 / PRT / M / 2016 on Governmental Housing Assistance stimulants. BSPs program will be implemented by the provincial government through the Department of Public Works in every province. Pekanbaru City North Tangkerang particularly sub-district is one of the program managers BSPs, North Tangkerang a result of the development of the Village area Tangkerang.The purpose of this study was to determine how the implementation of the Regulation of the Ministry of Public Works and Public Housing No. 13 / PRT / M / 2016 on Governmental Housing Assistance stimulants. This research was conducted using qualitative research method by using interview, observation and documentation by using key informants and results on the ground as a source of information.These results indicate that the BSPs Department of Housing, Settlement and Land Region of Riau Province as Committing Officer and the Department of Housing and Settlement Region Pekanbaru City as Technical team BSPs program has been implemented properly. The problems caused by less accurate data so that the receiver can register themselves every aspect of the program so much that did not pass the identification and verification, as well as recipients who refuse to accept the program because we are not able to do self-help, and the lack of building materials from material suppliers.Keywords: Implementation, District of North Tangkerang

Dumai City Transportation Department is one of the agencies having duties and responsibilities in the effort to promote and build the transportation sector, with the many development progress reaching the outskirts or to the outskirts of Dumai City, marked by the high mobility of people / goods doing travel activity / movement from one place to another place every day on a regular basis. The Department of Transportation has the duty to exercise authority in the field of transportation in the sense of formulating policies, coordinating, fostering, organizing and controlling the administration of government tasks, development, public services, licensing, user charges, service standardization, data and information management, accident prevention and handling, Education and socialization of regulation and safety program of transportation field, implementation of traffic management and management, arrangement and control of traffic, patrol and escort of field of road and road transport, inspection of technical requirement and the goodness of transportation facilities and infrastructure, discipline development, Implementation of investigation and law enforcement in the field of transportation.This research uses qualitative research method by studying data descriptively. The concept of theory using the concept of performance theory Agus Dwiyanto (2006: 50) and Hasibuan (2003: 244). In data collection, researchers used interview techniques, observation and documentation. By using Purposive as a source of information and data analysis techniques using descriptive qualitative techniques.The results of this study indicate that the performance of Operational Control Sector (Dalops) is still not working optimally. There are still employees who work not in accordance with its function and follow the vision of the mission of the Department of Transportation Dumai City. Operational Control Officers (Dalops) also have the ability / level of education that is not in accordance with the job description. The Management of gambir as a featured commodity of Lima Puluh Kota Regency and Pangkalan Koto Baru Sub-district is very important. It’s because of gambir commodity is a featured commodity and contributes greatly to the Regional Domestic Product of Lima Puluh Kota particularly and West Sumatra in general. Based on field observation, there are some problems regarding lack of utilization of gambir land compared, lack of proper use of technology in gambir processing, low quality of gambir products and makes gambier derivative products don’t have much variation also impact to price fluctuations. The purpose of this research are to know how the management of Gambir at Pangkalan Koto Baru is and any factors may affect the processing of gambir in this sub-district.The concept of theory used is the management theory by George R.Terry which starts with planning, organizing, actuating and controlling. This research uses qualitative descriptive research method. The type of data used is primary data and secondary data. In the data collecting, researchers use observation techniques, interviews, literature study and documentation. Interviews were conducted with key informants.The result of this research is that the management of Gambir in Pangkalan Koto Baru Sub-district of Lima Puluh Kota has not been maximized. There are still major shortcomings in planning, organizing and controlling. Then the factors that become obstacles in Gambir management at Pangkalan Koto Baru Sub-district are institutional, budget, facilities and infrastructure and market.Keywords: Management, Local Resources Development, Gambir
