Discipline, Supervision and Work Productivity. This study aims to determine how the influence of the partial and simultaneous variables of work discipline and supervision of employee productivity at the Department of Agriculture of Bengkalis Regency. This research uses quantitative method. The population of the research is all employees of the Agriculture Service which amounts to 81 people and all of them are sampled. Data collection techniques are questionnaires and documentation. Data analysis using multiple linear regression. The results showed that there is a significant influence between employee work discipline and supervision on the productivity of employees of the Bengkalis District Agricultural Service. Simultaneously work discipline and work supervision affect the productivity of employment of employees at the Department of Agriculture of Bengkalis Regency, with a very significant level of influence. Where from the determination test R2 known that the variable of work discipline and work supervision has an influence of 70.8% and the rest of 29.2% influenced by variables not examined in this study such as leadership variables, work motivation, incentives and organizational climate.

Implementation of Child-Friendly City Policies. This study aims to determine the Implementation of Mayor Regulation number 33 of 2016 concerning City Policies that are child friendly in Pekanbaru City. This research uses a qualitative research method approach. Primary da-ta obtained directly through interviews from key informants, namely the Head of the fulfillment of children's rights DP3A Pekanbaru City. Secondary data were obtained from research documenta-tion. The technique of processing and analyzing data uses the technique of triangulation. The re-sults of the study show that the Pekanbaru City Government has not been fully optimal in fulfilling children's rights based on 24 indicators determined by the Ministry of Women's Empowerment and Child Protection. Pekanbaru City Government has not made this child's problem a top priority for its program/activity implementation targets.

Effectiveness Program Implementation of Community Empowerment-BasedCommunity Empowerment. This study aims to describe the effectiveness of the implementationof PMBRW in Meranti Village, Rumbai District, Pekanbaru City. This study uses a qualitativedescriptive research method approach. Primary data was obtained directly through interviews fromkey informants, namely the Village Head, the Facilitator Team leader, the RW Companion, theChairperson of the RT / RW Forum. Secondary data is obtained from research documents. Theresults showed that the implementation of the PMBRW program started from the preparationstage, planning stages and implementation stages and viewed from the criteria in terms ofachieving goals, integration and adaptation, that the community empowerment program in MerantiVillage was considered effective.

Performance of Auditor Inspectorate in Budget Supervision Function. This study aims to determine the performance Auditor Inspectorate in the function of supervision of government budget in Kampar regency. This research uses qualitative descriptive method approach. Key informants in the research are Inspectorate Inspectorate in Kampar Regency of Riau Province, Auditor Officer, Head of Service, Head of Village and Village Head. Data collection techniques are interviews, observation, and documentation. The result of the research shows that the performance of Auditor's performance has not been done well by supervising the work unit budget of regional apparatus. This is due to the inadequate budget to support efforts to maximize the role and function of supervision and supervision of Auditor Performance.

Pentland Restoration Program. The purpose of tbis research is to know the program of peatland restoration in Meranti Islands Regency. The research method used qualitative descriptive approach with the research informant of people involved in the implementation process of peat restoration in Meranti Islands Regency amounted to II people. Data collection techniques are interviews, observation and documentation. Data analysis used interactive methods ranging from data collection, data reduction, and conclusions. The result of this research is that so fur the effort of peatland restoration program in Meranti Islands Regency has not been realized thoroughly. This is influenced by a lack of understanding of the conceptualisation of peatland restoration programs, institutional preparedness and support of local, formal and informal figures at provincial, district and village levels.

One of the purpose of area autonomy is to quicken development of area throughprogram the destructing of poorness. But the problem of poverty in this time is still identically withlimitation of society to access in development. This research aim to know program strategyemeroment poor society in Kabupaten Kuantan Sengingi. Do program strategy emeroment poorsociety have given to access which enough wide in development. Population is poor societyfamily head which have child ofbalita, school age ofbase, and continuation school of. Intake ofsampel use technique of proposional sampling according to chosen countryside. Technics ofcollecting data by interview with responder and key informan. Data analysis have the character ofdescriptive is qualitative supported by data of secunder. Result of research indicate that strategyemeroment poor society with approach of economics not yet given satisfying result for the destructingof poverty of cause problems of poverty not merely economic poverty but also socialpoverty or structural poverty.

Effectiveness of Implementation of Community Empowerment Program Basedon Rukun Warga (PMB-RW). Community Empowerment Program based on Rukun Warga is aprogram of poverty eradication conducted by Pekanbaru city government through the process ofapproach of community empowerment pattern with financing from APBD Kota Pekanbaru,Provincial APBD, State Budget, State-Owned Enterprise and Corporate Social Responsibility(CSR) not binding. Therefore, through Mayor Regulation No. 44 of 2014 and RegionalRegulation No. 5 of 2016, the community-based community empowerment program (PMB RW)has the goal of creating harmony, security and peace, realizing the prosperity of the people ofPekanbaru City and creating a clean, healthy and beautiful environment . So with that purpose,PMB RW Program has the main target, namely social solidarity, opportunity and employment aswell as facilities, infrastructure and environmental sustainability. The method used is descriptivequalitative approach. Primary data obtained from interviews and observations, secondary dataobtained through data collection with documents. Data analysis uses data collection methods,triangulation techniques and extends field involvement. The results of the research that theeffectiveness of the implementation of PMB RW program in Senapelan sub-district PekanbaruCity is still running quite well. This is influenced by the factors of technical guidance, humanresources program implementer and the limitations of program budget.

Penelitian ini dilatarbelakangi dengan era globalisasi dan revolusi industri menuntut manusia untuk selalu bekerja cepat dan tepat. Segala bentuk pekerjaan dilakukan berbasis teknologi sehingga kreativitas dan inovasi sangat menjadi suatu urgensi yang mutlak dilakukan. Pelayanan menjadi salah satu objek utama yang senantiasa mengalami perubahan sesuai dengan berkembangnya zaman dan teknologi yang ada. Kepuasan users menjadi salah satu indikator keberhasilan pelayanan yang dilakukan baik dalam organisasi sektor publik maupun swasta.Tujuan penelitian ini adalah untuk mengetahui Inovasi Pelayanan Jasa Pengiriman Paket Pada PT. Pos Indonesia (Persero) Pekanbaru serta apa saja faktor yang mempengaruhi Inovasi Pelayanan Jasa Pengiriman Paket Pada PT. Pos Indonesia (Persero) Pekanbaru. Penelitian ini menggunakan pendekatan metode penelitian kualitatif. Data primer diperoleh langsung melalui wawancara dari informan, yaitu manajer pelayanan, staf pelayanan, kurir, dan masyarakat. Hasil penelitian ini menunjukkan bahwa pelaksanaan Inovasi Pelayanan Jasa Pengiriman Paket Pada PT. Pos Indonesia (Persero) Pekanbaru belum mencapai hasil yang diharapkan, dimana dalam pelaksaannya masih terdapat kendala berupa ketersediaan jaringan internet yang memadai pada setiap pelosok daerah sehingga akses dalam penggunaan aplikasi FastPos masih belum tercapai dengan maksimal.

Implementasi Peraturan Daerah Provinsi Riau Nomor 18 Tahun 2013 Tentang Perlindungan Dan Pemberdayaan Penyandang Disabilitas Di Kota Pekanbaru. Tujuan penelitian ini adalah untuk mengetahui implementasi Peraturan Daerah Provinsi Riau Nomor 18 Tahun 2013 Tentang Perlindungan dan Pemberdayaan Penyandang Disabilitas dalam pemenuhan hak untuk memperoleh pekerjaan yang layak tanpa diskriminasi di Kota Pekanbaru, Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian eksploratif. Data primer diperoleh langsung melalui wawancara dari informan, yaitu Kepala Bidang Rehabilitasi Sosial dan Kepala Seksi Rehabilitas dan Pemberdayaan Penyandang Cacat, Dinas Sosial dan Pemakaman Kota Pekanbaru, Kepala Seksi Penempatan Tenaga Kerja, Dinas Tenaga Kerja Kota Pekanbaru serta Masyarakat penyandang disabilitas. Hasil penelitian menunjukkan bahwa Implementasi masih belum maksimal. Dimana baru sebatas pelatihan, belum adanya penyaluran untuk mendapatkan pekerjaan serta belum adanya sarana dan prasarana atau aksesibilitas bagi penyandang disabilitas. Adapun kendala yang dihadapi, yaitu Perusahaan masih kurang tertarik merekrut penyandang disabilitas, perasaan minder bersaing dengan orang normal, dan kualifikasi yang dipersyaratkan untuk bisa bekerja hanya untuk beberapa jenis disabilitas yang relatif ringan. Upaya yang bisa dilakukan adalah pemerintah daerah wajib segera menegur perusahaan agar merekrut penyandang disabilitas, menggencarkan sosialisasi peraturan yang berlaku dan merubah stigma diskriminasi terhadap penyandang disabilitas.

Kebijakan masjid paripurna berdasarkan Peraturan Daerah Nomor 2 Tahun 2016, tentunya akan menimbulkan persoalan tersendiri terkait implementasi dan kendala-kendala yang dihadapi serta upaya yang dilakukan oleh Bagian Kesejahteraan Rakyat Sekretariat Daerah Kota Pekanbaru dalam mengimplementasikan aturan tersebut.Penelitian ini bertujuan untuk Untuk mengetahui implementasi Kebijakan Masjid Paripurna yang dilakukan Bagian Kesejahteraan Rakyat Sekretariat Daerah Kota Pekanbaru dalam meningkatkan fungsi masjid. dan Untuk mengetahui kendala-kendala yang dihadapi oleh Bagian Kesejahteraan Rakyat Sekretariat Daerah Kota Pekanbaru dalam mengimplementasikan Kebijakan Masjid Paripurna. Penelitian ini menggunakan pendekatan kualitatif. Metode pengumpulan data dilakukan dengan wawancara.Hasil penelitian ini adalah bahwa dalam implementasi kebijakan Masjid Paripurna di Kota Pekanbaru belum optimal kecuali kendala-kendala yang dihadapi oleh Bagian Kesejahteraan Rakyat Sekretariat Daerah Kota Pekanbaru dalam mengimplementasikan Kebijakan Masjid Paripurna bisa terselesaikan dengan baik. Untuk menciptakan masyarakat Pekanbaru kota metropolitan yang madani dengan meningkatnya fungsi Masjid Paripurna Kota Pekanbaru. Berdasarkan kesimpulan pembahasan pelaksanaan fungsi Masjid Paripurna Tingkat Kecamatan yaitu idarah dalam hal Perilaku hubungan antar organisasi yang melibatkan stakeholder belum berjalan maksimal. Perilaku implementor (aparat/birokrat) tingkat bawah, serta Perilaku kelompok sasaran belum menciptakan kerjasama yang baik. Selanjutnya tidak berjalanya surat menyurat, keuangan, perencanaan sehingga dapat dikatakan tidak adanya sikap kemandirian pengurus. Selain itu implementasi masjid paripurna di Kota Pekanbaru kenyataan terdapat beberapa kendala yaitu jarang ada suatu kondisi terjadinya komunikasi dan koordinasi yang sempurna, lembaga pelaksana tidak mandiri dilihat dari hasil perbandingan dari beberapa Masjid Paripurna Tingkat Kecamatan, kurangnya partisipasi masyarakat, serta Kurangnya sumber daya manusia, sarana dan prasarana penunjang yang memadai tapi masih kurang.
