Abstract

Raja Ampat is a popular tourist destination known for its stunning natural beauty and rich biodiversity. The area's strong adherence to Eastern culture makes it a promising candidate for Halal Tourism, in addition to its existing reputation as a marine tourism hotspot. The study utilized field research with a qualitative approach, drawing on both primary and secondary data sources. The author reached three key conclusions: Firstly, from an Islamic perspective, tourism can be a way to appreciate the greatness of Allah and His creation. Muslim tourists are encouraged to uphold their religious practices, such as prayer and dietary restrictions, even while traveling. Secondly, Raja Ampat shows potential as a Halal Tourism destination, with a favorable Global Muslim Travel Index (GMTI) score of 41 out of 87. However, infrastructure development is needed to further enhance its attractiveness to Muslim travelers. Lastly, the study suggests four strategic steps to unlock Raja Ampat's Halal Tourism potential. These include strengthening Islamic historical tourism and the Sasi Tradition, promoting the concept of Halal Tourism, improving local education, ensuring tourist satisfaction, and addressing concerns and misconceptions through education and outreach efforts. In conclusion, Raja Ampat's unique cultural heritage and natural beauty position it as a promising player in the Halal Tourism market, provided that strategic steps are taken to enhance infrastructure and raise awareness among tourists and the local community about the concept of Halal Tourism.

Abstract

This article deals with traditional religious authority in a given context, namely the village of Madani in Riau, Sumatra, Indonesia. It specifically asks how this traditional religious authority is established and shaped in the context of an Indonesian rural Muslim society. This article uses observation and interviews to collect data based on an ethnographic study. This village is selected to be the place of study because it represents the typical characteristics of Indonesian villages. This article finds that traditional religious authority in Indonesia is not established and shaped linearly. However, it is compromised and contested. Although Muslims in this community regard a Kiai as a respected man having a religious charisma, this society also contests his religious authority to contribute to the resignation of the kiai from the Pesantren (Islamic Boarding School). This resignation supports him in developing his Tariqah (Sufi Order), followed by many community Muslims. Although he does not own a Pesantren, it indicates that his religious authority has been negotiated through the Tariqah. This negotiation implicates that traditional religious authority in Indonesia is not given without contestation from the Muslim community. Furthermore, it also indicates that traditional religious authority's trajectory and shape in rural areas are not monolithic, depending on society's social and cultural context.

Abstract

The outbreak of the deadly coronavirus at the end of 2019 (Covid-19) has pushed many education institutions to do a radical transformation by moving all forms of their services, particularly teaching from traditional face-to-face mode to completely online foreign language teaching. This research aims to investigate Indonesian students’ perception of online learning and the three most challenging problems they encountered when enrolling in it under the context of English as Foreign Language students. Based on a review of the literature on online learning and students’ perception, a questionnaire was constructed and distributed to 57 students that had enrolled in an online course via google form along with a question asking the three most challenging problems they encountered during the course. Analysis of the responses demonstrated that most of the students had a positive perception of online learning. The three most challenging problems the students encountered were signal (internet connection), money (financial ability), and comprehension (comprehending the course) respectively. The result indicates that online learning can be a reliable solution for the teaching and learning process during a pandemic. However, in applying it, the campus must consider an alternative solution for the students who live in the bad internet connection area. Supporting them with subsidies, or free internet packages can help them to keep studying during a hard time. Lastly, teachers must work hard to ensure that their teachings are understandable so that their students will not get lost during the learning process.

Abstract

Study examines the paradox between the awards received by Bangka Regency at the local and national levels for stunting reduction and the actual condition in Mendo Barat District, which has continuously been designated as a stunting locus from 2019 to 2024. Research employs Michael Lipsky’s (1980) Street-Level Bureaucracy theory and uses a qualitative method with a case study approach conducted between 2020 and 2024.Findings indicate that the paradox arises because coordination among coordinators, field officers, and communities has not been fully aligned due to limited resources. These constraints trigger the emergence of discretionary practices and coping mechanisms. The main strategic error lies in the excessive focus on children already affected by stunting, rather than emphasizing preventive measures. Programs implemented tend to focus on short-term reduction efforts rather than holistic prevention. Consequently, this situation creates an imbalance between the recognition received by the government and the actual field conditions in Mendo Barat District. In addition, program implementation varies across the area, leading to different interpretations at the local level and reducing overall program effectiveness. The direction of policy implementation should not depend solely on the government or field officers, but also on the active role of the community. Community participation, particularly among families affected by stunting, remains passive limited to being program beneficiaries rather than active agents in addressing stunting issues. For example, the low adoption of the GERMAS principles in daily life such as hygiene behavior, healthy lifestyles, and dietary ethicsillustrates this challenge, as emphasized in PERBUP No. 56 of 2022.
