Abstract

Purpose: This study examines the influence of bureaucratic leadership style, work culture, and work discipline on employee performance at the Riau Islands Provincial Secretariat, with work motivation as an intervening variable. Research Methodology: Using a quantitative approach, 165 employees were selected as respondents from a population of 279 employees. Data were analyzed using structural equation Modelling (SEM) with AMOS 24.0. Results: The findings show that bureaucratic leadership style and work discipline significantly influence employee performance, whereas work culture has no significant direct effect. All three factors–leadership style, work culture, and discipline—positively and significantly affect motivation, which in turn strongly influences performance. Furthermore, motivation successfully mediated the relationships between leadership style, work culture, discipline, and employee performance, strengthening the overall causal model. Conclusions: Employee performance is primarily shaped by effective leadership, strong discipline, and supportive motivation, with work culture playing an indirect role. Motivation is a central driver that enhances the impact of leadership and discipline on performance outcomes. Limitations: This study is limited to a single public sector organization, with cross-sectional data that may not capture long-term dynamics. Future studies should incorporate other variables, such as teamwork, compensation, and organizational trust. Contribution: This study contributes to the public management literature by demonstrating the mediating role of motivation in linking bureaucratic leadership, culture, and discipline with performance, offering insights for policy and managerial practices in government institutions.

Abstract

Purpose: This study empirically examines the influence of human resource competence, technology utilization, and safety culture on organizational performance through operational effectiveness as an intervening variable at the Tanjung Uban Sea and Shipping Supervision Base (PPLP). Research Methodology: A causal quantitative design (explanatory research) was applied using a census technique across the entire population of 110 employees. Primary data were collected through a structured five point Likert questionnaire and analyzed with Partial Least Squares Structural Equation Modeling (PLS-SEM) using SmartPLS 4, including outer model and inner model evaluation with bootstrapping of five thousand subsamples. Results: Human resource competence and technology utilization significantly strengthen operational effectiveness, while safety culture shows no significant effect. None of the three exogenous variables directly affects organizational performance, yet operational effectiveness significantly and directly improves performance and fully mediates the effects of competence, technology, and safety culture on organizational performance. Conclusions: Organizational performance at this high risk maritime base is achieved not through inputs alone but through their conversion into optimal operational effectiveness. Limitations: The study is confined to one maritime supervision unit with 110 respondents and relies solely on internal employee perceptions. Contributions: The findings extend capacity building theory in high risk public sector maritime institutions by demonstrating a full mediation pattern across all input variables.

Abstract

Purpose: This study examines how training management, apparatus competence, and transformational leadership shape employee performance among maritime supervisory officers, and tests whether supervisory capacity functions as an intervening mechanism that converts these inputs into measurable performance outcomes at the Class II Sea and Shipping Guard Unit (UPT KPLP) of Tanjung Uban. Research Methodology: An explanatory quantitative design was applied using a saturated sampling technique that enrolled the entire population of 100 active officers. Data were gathered through a structured five point Likert questionnaire and analyzed with Partial Least Squares Structural Equation Modeling (PLS-SEM) in SmartPLS, covering outer model validity and reliability testing followed by inner model evaluation and bootstrapping with five thousand resamples. Results: Training management and apparatus competence significantly strengthen supervisory capacity, while transformational leadership shows no significant effect on either supervisory capacity or performance. Supervisory capacity significantly improves employee performance and partially mediates the training management to performance relationship while fully mediating the apparatus competence to performance relationship. Conclusions: Officer performance in high risk maritime oversight depends primarily on operational supervisory capacity rather than formal competence alone. Limitations: The study is confined to one unit with a modest sample and relies solely on internal officer perceptions. Contributions: The findings extend capacity building theory in high risk public sector maritime institutions and inform training policy design.

Abstract

Purpose: This study examines the influence of leadership, work motivation, work environment, work stress, and job insecurity on job satisfaction and its subsequent impact on turnover intention, with internal locus of control as a moderating variable, among employees of four-star hotels in Batam City. Methodology: A quantitative explanatory approach was used. Data were collected through a structured questionnaire from 343 respondents selected using a purposive sampling technique and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS software. Results: The work environment had the strongest effect on job satisfaction (? = 0.331), followed by work motivation and leadership, while work stress and job insecurity significantly reduced job satisfaction and increased turnover intention. Job satisfaction significantly lowered turnover intention and mediated the effect of the work environment, but the internal locus of control did not moderate the relationship. The model showed strong explanatory power (R² = 0.849, 0.805). Conclusions: Job satisfaction functions as a central mediator in reducing turnover intention, particularly through the work environment, underscoring the importance of job and personal resources in the hospitality industry. Limitations: This study is confined to four-star hotels in a single city and relies on cross-sectional, self-reported data, which limits causal inference and generalizability. Contributions: These findings provide empirical guidance for human resource management strategies in hospitality and extend organizational behavior and social exchange theories within the Indonesian context

Abstract

This study aims to analyze the influence of employee competence, training, and leadership style on employee performance through work motivation at the Human Resource Development Agency (BPSDM) of South Sulawesi Province. Employee performance is an important factor in supporting organizational effectiveness; therefore, it is necessary to identify factors that can improve performance. This research design uses a quantitative approach with a causal-comparative research type. The population in this study consisted of all Civil Servants (PNS) working at BPSDM of South Sulawesi Province, totaling 130 employees. This study applied a census method by involving all members of the population as research respondents. The data analysis technique used in this study was Partial Least Squares (PLS) to examine the relationships among variables in the research model. The results of the study indicate that employee competence has a positive and significant effect on employee performance, meaning that the higher the competence possessed by employees, the better the performance produced. Training is also proven to have a positive and significant effect on employee performance, indicating that effective training can improve employees' abilities and work productivity. In addition, leadership style has a positive and significant effect on employee performance, indicating that good leadership can encourage improved employee performance through clear direction, support, and effective communication.

Abstract

Purpose: This conceptual article develops the Model Integratif Pencegahan Korupsi Berbasis Akhlak Mulia (MIPKAM) as an integrative framework for corruption prevention by connecting moral intention, opportunity control, and integrity in the environment. Research Methodology: This study uses a structured integrative literature review and theoretical synthesis. Peer-reviewed and institutional sources were screened for relevance to corruption, ethical intention, fraud opportunity, ethical climate, governance, digital controls, whistleblowing, and integrity systems, with emphasis on literature published during 2016–2026, while retaining seminal works required for theoretical grounding. Results: The synthesis indicated that no single mechanism was sufficient. Moral intention strengthens internal resistance to abuse, opportunity control reduces institutional space for misconduct, and the integrity of the environment shapes the norms and incentives that sustain or weaken both. Therefore, the framework treats these dimensions as complementary rather than as an additive mathematical equation. Conclusions: Sustainable prevention requires ethical actors, corruption-resistant systems, and social and organizational environments that delegitimize abuse. Limitations: MIPKAM remains a conceptual framework and has not yet been subjected to large-scale empirical validations. Contributions: This study clarifies MIPKAM’s boundary conditions, differentiates it from established fraud and governance models, and proposes measurable indicators for subsequent multilevel empirical testing in Indonesia.
