Abstract

The Village Fund as one of the programs that began to be implemented in the era of President Joko Widodo certainly had a major impact on changing the face of the village. Village funds sourced from the State Revenue and Expenditure Budget are one of the sources of village income used for village infrastructure development and village community empowerment in an effort to realize village progress and community welfare. The management of the Village Fund, starting from the planning, implementation to accountability reporting stages, of course, must be guided by the provisions of the applicable laws and regulations, as an effort to realize a clean, transparent and accountable Village Fund management. In line with this, of course, it takes human resources from the village government (village heads and village officials) who are qualified, capable and capable in carrying out their respective duties and responsibilities. The problem raised in this research is the relationship between the capability of the village government and the successful management of a clean, transparent and accountable Village Fund. The conclusion of this research is that the capability of the village government is directly proportional to the success of the village concerned in realizing a clean, transparent and accountable management of the Village Fund.

Abstract

The current rampant practice of corruption with various modus operandi has caused the Government to make efforts to prevent and eradicate it by issuing Law Number 31 of 1999 concerning the Eradication of Corruption Crimes through the concept of sound governance. The research method used in this study is a qualitative descriptive method. The type of data used in this study is qualitative data, which is categorized into two types, namely primary data and secondary data. Sources of data obtained through library research techniques which refers to sources available both online and offline. The results of the study concluded that sound governance as a preventive instrument against acts of corruption, the concept of sound governance can be used as an indicator of testing an action by government officials. Efforts to prevent acts of maladministration must be carried out using sound governance principles in an effort to eradicate corruption by government administration. The abuse of authority is an act of maladministration caused by actions that are not based on the principle of good administration in the form of the principle of prohibition of acting arbitrarily, the principle of justice, the principle of legal certainty, the principle of trust, the principle of equality, the principle of proportionality, the principle of prudence caution and considerations. Based on the eight principles of sound governance, the government apparatus will perform the duties and functions of government by always paying attention to these principles to become an effort to eradicate corrupt.

Abstract

BLU UPTD Trans Semarang has implemented non-cash or cashless payments since 2017. Since the enactment of this payment system, it is known that non-cash income that enters BLU UPTD Trans Semarang is no more than 11.05% of 100% as expected. Therefore, BLU UPTD Trans Semarang in organizing cashless payments needs to be analyzed further to assess the effectiveness of this organization. This study uses Duncan's theory to answer research problems with indicators of goal attainment, integration, and adaptation which aim to analyze the effectiveness of BLU UPTD Trans Semarang in implementing cashless at BRT Trans Semarang and to analyze factors that influence the organization, researchers use the Steers theory, namely organizational characteristics, environmental characteristics, worker characteristics and management policies and practices. In this study the research method used is descriptive qualitative. The results showed that BLU UPTD Trans Semarang in achieving goals, integration and adaptation had not fully run optimally. Factors that support BLU UPTD Trans Semarang in implementing cashless BRT Trans Semarang are organizational characteristics and management policies and practices. As for the factors that hinder BLU UPTD Trans Semarang in implementing cashless at BRT Trans Semarang are environmental characteristics and worker characteristics. The recommendations that can be given by researchers are that BLU UPTD Trans Semarang conducts socialization that is more communicative and can reach all groups and add wifi facilities to each BRT Trans Semarang fleet in order to get a more stable signal quality

Abstract

Policies are always attached to every state life. A good policy is one that is able to solve problems carefully, including in waste management policies. The more the human population, the greater the amount of waste produced and if it cannot be managed properly, the problems will be more complex. The waste management policy in Banyumas Regency has yet to find a concrete solution to the waste problem both from the generation and follow-up problems. This research is an analysis of waste management policies in Banyumas Regency with the aim of analyzing and recommending policy alternatives. This research uses a qualitative descriptive method with snowball sampling technique in determining informants with the key informant being the Head of the Banyumas Regency Environmental Service. The theory used is the theory of policy analysis from Bardach (in Tumanggor, 2018), namely finding problem formulations, determining goals and objectives, identifying policy parameters, seeking policy alternatives, assessing policy alternatives, and recommending policies. The selected policy parameters in determining the assessment of alternative policies use Patton Sawicky's criteria (in Yuniningsih, 2015), namely technical feasibility, economic and financial capability, political feasibility, and administrative capability. Adequate TPST, lack of community commitment, and failure of waste management policies to meet targets. This study recommends that the Government of Banyumas Regency conduct outreach to the community regarding source-based waste management and recommends that the policy needed is the development of hangars and TPST at the sub-district level as a source-based waste management method.

Abstract

From this study there are several actors that hamper the implementation of Village Fund Allocation, namely Resources, Disposition of implementers, and social, political and economic conditions, obstacles to the achievement of the implementation of Village Fund Allocation with the aim of this study to find out the obstacles in the implementation of Deli Serdang Regency Regulations Number 256 of 2017 concerning Village Fund Allocation and factors for achieving policy implementation. The research location was carried out in the Perumnas Simliangkar Village, Pancur Batu District, Deli Serdang Regency. The writing design in this study uses descriptive qualitative methods. The data source used is the primary data source using the interactive interview method and secondary data by searching relevant document data regarding the Village Fund Allocation policy. The results of the study explained that the results of the study showed that in achieving the objectives, the implementation of the Village Fund Allocation (ADD) was not optimal. In addition, the aim of improving governance, development and capacity of social institutions has not been carried out optimally. Likewise, the aim of increasing community participation in community cooperation and community empowerment has not been optimal. Some of the factors that influence the implementation of Village Fund Allocation (ADD) are Resources, disposition attitudes, social, economic and political conditions.

Abstract

Communication in the policy implementation process is intended so that all stakeholders involved can understand and show attitudes and provide responses to the policy implementation process. Poor communication between the stakeholders involved will only create ineffectiveness in the policy implementation process. This study aims to analyze the communication in the policy of managing and exploiting swallow's nests in Pekanbaru. This research is a qualitative descriptive study, with data collection techniques using interviews, documentation and observation. Communication on the implementation of the business permit policy for managing and exploiting swallow's nest in Pekanbaru City is seen from the process of delivering information to policy implementers and target groups, as well as being analyzed from the aspects of the communication media used and the accuracy and clarity of the information received. The delivery of information about policies to policy implementers is quite good, but communication to the sasarang group is not optimal with communication media in the form of socialization that is not yet effective.

Abstract

The government continues to improve to provide quality Islamic higher education services. One of the efforts made is to change the institutional status of the State Islamic Religious University (PTKIN) from the State Islamic Institute (IAIN) to the State Islamic University (UIN). With the change of status to UIN, it is hoped that PTKIN will be able to answer concerns related to the dichotomy of science, radicalism, intolerance, and terrorism. However, in changing the status of IAIN to UIN, there are negative issues, among others: the impression of being forced, the instantiation of policies, and the unpreparedness of Islamic universities to hold the status of universities. Therefore, the perception of the organization as one of the essential factors determining the success of the status change must get the attention of the policymakers. By looking further at the organization's perception, it will get a picture of the organization's readiness to face the transformation from IAIN to UIN. Through a descriptive approach and mix-methods, the researchers looked further at how the organization's perception of the status transfer from IAIN Purwokerto to UIN SAIZU Purwokerto. The study results indicate that the organization's perception shows a good or high category. Members of the organization have a sense of optimism and great hope that UIN SAIZU Purwokerto can develop institutionally and scientifically. On the other hand, increasing the quantity and quality of human resources and infrastructure is homework that Islamic universities must immediately complete, in this case, UIN SAIZU Purwokerto.

Abstract

The efforts of the Bengkulu City Regional Government in dealing with waste have been quite good by issuing various regional regulations and mayoral regulations, but in the field trash still piles up here and there, this is the background to the research because waste is not managed properly at the Jakat beach tourism object. This study aims to analyze how the collaboration of the Bengkulu city government in dealing with waste in tourism objects. This research method was carried out using a qualitative approach with case studies that focused on what kind of collaboration the Bengkulu city government had in dealing with waste at the Jakat Beach tourism object. Data was collected through in-depth interviews and discussions with the Bengkulu City Regional Government's State Civil Apparatus (ASN), micro-entrepreneurs who are active in the Jakat Beach tourism object. There were 6 informants who came from 3 stakeholders, namely micro entrepreneurs, communities and local government. The results of the study show that the collaboration carried out by the Bengkulu City Government in dealing with waste has not been optimal, it has been confirmed that the Bengkulu City Regional Government does not yet have a legal/written collaboration with any party to deal with waste at the Jakat Beach tourist attraction

Abstract

One of the global challenges is the increasing amount of waste generation.  In Indonesia, there is an average increase in waste of around 7.02% after a year.  Efforts to reduce waste generation are a very important issue. The impact of waste generation can reduce environmental quality and even have a bad impact on health. The Tabalong Regency Government is one of the districts that seek to overcome the waste problem, changing the paradigm of waste management by issuing local regulations regarding waste management is a step that is trying to be implemented. The research was conducted in Tabalong Regency, South Kalimantan Province, using a descriptive qualitative approach and to analyze the phenomena that occurred then analyze them using an interactive model to find an analysis of community-based waste management in Tabalong Regency. The research was conducted by interviewing the Head of the Tabalong Environmental Service with a dissertation of supporting documents accessed through the National Waste Management System page. Based on the results of the study, it was found that the Tabalong Regency government has committed to waste management to support national waste management policies to reduce waste generation. The commitment of the Tabalong Regency Government is contained in Regional Regulation Number 14 of 2017 concerning Waste Management with an emphasis on community participation as an effort to reduce waste from the source. The Waste Bank and TPS 3R programs involve community participation in waste management.

Abstract

Service quality is one measure to assess public services. Pharmaceutical services at the puskesmas are an integral part of the implementation of health efforts, which play an important role in improving the quality of health services for the community. However, in the process of implementing health services at the Pharmacy Section of the Tlogosari Kulon Health Center, Pedurungan District, it has not gone well. This study uses a descriptive research method with a qualitative approach. The purpose of this study was to analyze the quality of health services at the Pharmacy Section of the Tlogosari Kulon Health Center, Pedurungan District and the inhibiting factors. The theory used by researchers is the theory of service quality according to Zeithaml, Parasuraman, and Berry. The results of the study revealed that the quality of health services at the Pharmacy Section of the Tlogosari Kulon Health Center, Pedurungan District, had not run optimally. As for the inhibiting factors that influence such as awareness factors, factor systems of rules or procedures, factor of service facilities. Researchers recommend developing and updating service facilities and infrastructure in order to encourage good health services at the Pharmacy Section of the Tlogosari Kulon Health Center, Pedurungan District
