Abstract

This article aims to analyze the helix model in tourism development in the Nongkosawit Tourism Village. The problem is focused on sustainable tourism development, identification of stakeholders involved, and the model. To approach this problem, theoretical references from Cooper, Swarbrooke, Maryono, and Sturesson, E., Lindmark, A., & Nilsson Roos, M. Data collection was carried out through document review, interviews, and observations. The technique for determining informants uses the snowball technique. The results of this research show that the development of sustainable tourism in the Nongkosawit Tourism Village, analyzed from an economic aspect, has not provided maximum benefits, so from a social and cultural aspect it can be said to be quite optimal, and from an environmental aspect quite optimal. The results of the field findings show that sustainable tourism development in the Nongkosawit Tourism Village has not implemented the principles of sustainable tourism. The stakeholders involved in tourism development in the Nongkosawit Tourism Village are grouped into three, namely primary, secondary, and key stakeholders which then form the Penta helix model. There are several supporting factors and factors that are considered to be obstacles to developing tourism in the Nongkosawit Tourism Village.

Abstract

The aim of this research is to analyze the quality of SIM services at the Semarang Police SIM Administration Unit. The Semarang Police Driver's License Administration Unit (SATPAS) is an implementing element tasked with carrying out police duties including guarding, regulating, escorting, patrolling, community education and traffic engineering as well as carrying out activities such as registration and removal of motor vehicle drivers, investigating traffic accidents and carrying out enforcement. law in the field of traffic. Researchers use primary data obtained, either through direct observation or questions asked directly to respondents. The research method used was a qualitative descriptive research method and the selection of informants used a purposive sampling technique. Data collection techniques through interviews, direct observation and documentation. There were 11 informants in this study. The research results show that service is still not satisfactory. The service quality indicators used are Tangible, Reliability, Responsiveness, Assurance, Emphaty. Researchers provide recommendations for providing antiintermediary services outreach to the community, providing guidance to officers so that honest, good and competent individuals are formed. Apart from that, additional officers are needed to optimize services to the community

Abstract

As a form of effort to improve the quality of governance, the efforts being made by the current government are through providing information disclosure to the public in accordance with the mandate of the Public Information Disclosure Act. Based on data from the 2021-2022 Public Information Openness Index, it is found that one of the areas outside Papua that has a low openness value in Central Kalimantan. Even though it is the lowest, one good practice of information disclosure is owned by Sultan Immanuddin Pangkalan Bun Hospital, through the Online Public Information Documentation Information System (SI DIPO) service. Through these data, the author seeks to research related to the responsiveness provided in terms of public information, one of which is through SI DIPO. This research was conducted using descriptive qualitative methods, with the result that RSUD already has good responsive governance from the aspects of responsiveness and innovation. However, the partnership and evaluation components are two things that need to be improved to obtain maximum service. The inhibiting factor that becomes a challenge in developing SI DIPO is online hacker attacks which need to be maximized immediately related to handling them.

Abstract

The Pemalang Regency Government issued Pemalang Regency Regional Regulation Number 19 of 2016 concerning the Pemalang Regency Tourism Development Master Plan for 2017-2025. This regional regulation is a policy that serves as a guideline in carrying out tourism development and development on Tangkeban Hill, but the implementation of this policy is not yet optimal. This research aims to analyze the implementation of tourism development policies on Tangkeban Hill and identify supporting and inhibiting factors. The method used is descriptive qualitative with data collection through observation, interviews and documentation. The results of the research show that in general the construction and development of Tangkeban Hill is in accordance with the contents of the policy even though there are aspects that are not yet optimal, namely aspects of target accuracy and environmental accuracy. Supporting factors consist of communication flexibility, a positive degree of disposition and an appropriate bureaucratic structure, while factors inhibiting implementation are resources. Recommendations that can be given are more intensive and massive tourism human resource training, direct and regular socialization regarding tourism development policies (Ripparkab) and Sapta Pesona, and the need to reconstruct tourism revenue sharing, so that the budget posture for operational needs is more sufficient to improve quality. and quantity of tourist destinations.

Abstract

The policy for preserving cultural heritage buildings in the Old City of Semarang is the background for this research. Problems that arise: How is the implementation of the policy or preserving cultural heritage buildings in the Old City of Semarang? What are the policy actors for preserving cultural heritage buildings in the Old City of Semarang? The aim of the research is to analyze the content of the policy for preserving cultural heritage buildings in the Old City of Semarang and to analyze the policy factors for the revitalization of the Old City of Semarang. Efforts to answer the problems and objectives of the research were carried out using Donald Van Meter and Van Horn's theory of public policy implementation to see whether or not the implementation of the policy for preserving cultural heritage buildings in the Old City of Semarang was effective. To see the factors that influence policy, researchers used George Edward's theory which consists of 4 variables What was observed were communication, resources, disposition and bureaucratic structure. This research used descriptive qualitative methods. The object of the research is the policy for preserving cultural heritage buildings in the Semarang Old City area. The results of the research show that the Semarang City Regional Government has implemented the contents of Regional Regulation No. 2 of 2020 concerning the Preservation of Semarang Old City cultural heritage buildings in which the Semarang City Government and the stakeholders involved have implemented the Protection, Development and Utilization of the Old City Area well. Apart from that, the actors involved in this policy are members of BPK2L, the Culture and Tourism Service, PUPR Director General of Human Settlements, the Transportation Service, the Civil Service Police Unit, and the Spatial Planning Service. Supporting factors for implementing the policy for preserving cultural heritage buildings in the Old City of Semarang include good communication with the community and between stakeholders. Based on its resources, there are still many individual buildings that are difficult to preserve. It is hoped that the Semarang City Government can review the lists of cultural heritage buildings in the Old City of Semarang so that they can be arranged neatly, cleanly and orderly. So that it is not only cultural heritage buildings that are of interest to many tourists

Abstract

Public policy-making is a complex process that requires accurate and timely information to generate effective decisions. In the digital era, information technology has become a crucial tool in supporting this process. This article explores various technologies that can be utilized to optimize public policy-making, as well as the challenges associated with their utilization. Through this analysis, the article offers insights into how more effective strategies in implementing technology can enhance the efficiency and effectiveness of the public policy-making process. This article is the result of a literature review using a conceptual-traditional approach. Primary data in the literature review consists of journals related to the topic under study and some reports sourced from social media. The findings of this study indicate that technology utilization can play a key role in optimizing public policy-making. However, challenges such as limited access and capacity, privacy, and security issues, as well as technological access inequality need to be addressed to ensure that the benefits of technology can serve as powerful tools for creating better and more responsive public policies.

Abstract

The research was conducted with the intention of knowing about the dynamics of the female legislators of the Ciamis DPRD in the process of making Regional Regulation (Perda) Number 18 of 2018 concerning Child Friendly Districts (KLA) and analyzing the causes of conflict between each member of the Ciamis DPRD. The met­hod used in this research is qualitative with a case study approach. The technique of collecting data in this research is by means of observation, interviews and collecting documents related to the research topic. This study concludes that the dynamics of women legislators in fighting for the interests of children is by accommodating the draft Local Regulation on KLA in an accommodation compromise. The factions in the Ciamis DPRD fully support the issuance of the Regional Regulation, although the political communication process is still carried out by each faction.

Abstract

This study aimed to analyze the evaluation of aquaculture development program in the District Lingga Riau Islands province with output policy indicators and policy outcomes. This research is a descriptive qualitative research. Research site located in the District Lingga Riau Islands province with informants (1) Head aquaculture Marine and Fisheries Agency of Riau Islands province; (2) The chairman, secretary and members of the technical team; (3) Extension of fishery labor contract; (4) The Board pokdakan, then the secondary data, documents, and statistical data. Collection technique used is the technique of in-depth interviews (in-depth interview), observation, documentation, and literature. Engineering validation test data in this study using the technique of triangulation of data, with data analysis techniques of data reduction, data presentation, and draw conclusions (verification). Results showed that the implementation of the program is not maximized especially at the stage of monitoring, coaching and mentoring. Then the program implementation performance is still low. Advice can be given is to improve the monitoring system, the appointment of a companion with consideration of domicile, and coaching and training routine.

Abstract

Penelitian ini bertujuan untuk mengevaluasi penerapan e-government melalui Sistem Informasi Kesejahteraan Sosial Next Generation (SIKS-NG) sebagai aplikasi pengolah data kemiskinan di Kabupaten Bengkulu Selatan. Dalam metodenya, peneliti menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam aspek dukungan, Kantor Dinas Sosial Kabupaten Bengkulu Selatan telah memberikan dukungan penuh terhadap SIKS-NG, meskipun masih terdapat kendala tertentu. Di sisi lain, dalam hal kapasitas, sumber daya finansial dan infrastruktur teknologi masih belum memadai, dan kekurangan tenaga ahli di bidang IT menjadi hambatan. Namun, manfaat dari SIKS-NG sudah terasa, mempermudah masyarakat dalam mendapatkan informasi dan mengelola data bantuan sosial, walaupun masih ada masyarakat miskin yang belum terdata.

Abstract

This study aimed to analyze bureaucracy and public administration with an approach to Islamic values about norms, ethics, and marsalah mursalah as the spirit of the law. Islam still pays attention to the reality of society, thus giving birth to a humanist and authoritative formulation of Islamic law instead of authoritarianism of Islamic law. The method used for this study is a literature study. This study can be integrated with Maqhasid Syariah, namely by exploring philosophical values (the theory values), norms, and ethics related to bureaucracy and public administration in Islamic law. A number of theories recognize that Islamic values also influence public administration, such as performance, ethics, and accountability. The conversion of Islamic principles and following the secular path will result in the failure of Muslim societies and social renewal, requiring a return to Islam. In conclusion, the legitimate form of bureaucracy and public administration in the Islamic world is not only academic interests but also political interests on a global scale.
