Abstract

Desa Wisata Wonolopo merupakan desa wisata yang terdapat di Kelurahan Wonolopo Kota Semarang. Kelurahan Wonolopo sebagai Desa Wisata yang ditetapkan pada Surat Keputusan Walikota Nomor 556/407 tahun 2012. Dengan ditetapkannya Kelurahan Wonolopo sebagai Desa Wisata ini diharapkan dapat memberikan peluang pada masyarakat untuk memanfaatkan porensi-potensi yang ada untuk mendukung untuk keberlangsungan kegiatan pariwisata. Tujuan penelitian ini adalah menganalisis bagaimana pengembangan pariwisata berkelanjutan di Desa Wisata Wonolopo menggunakan enam komponen pengembangan pariwisata yaitu Attraction, Accessibilities, Amenities, Acomodation, Activity, dan Ancillary service serta untuk mengidentifikasi dan menganalisis faktor pendukung dan penghambat dalam pengembangan pariwisata di Desa Wisata Wonolopo. Metode penelitian menggunakan pendekatan deskriptif kualitatif. Teknik penentuan informan menggunakan teknik purposive. Teknik pengumpulan data menggunakan teknik wawancara,observasi dan dokumentasi. Hasil penelitian menunjukkan pengembangan pariwisata di Desa Wisata Wonolopo belum optimal, masih ada yang perlu di perbaiki dari masing-masing komponen tersebut.

Abstract

Kabupaten Purworejo berada pada peringkat ke 2 se Jawa Tengah dibawah Kabupaten Cilacap dalam indeks rawan adanya bencana dengan kelas tinggi. Masalah terkait kebencanaan merupakan sesuatu yang memerlukan penanganan khusus dan harus segera ditangani. Salah satu upaya yang dilakukan dalam pengurangan risiko bencana yaitu dengan membentuk Desa Tangguh Bencana (Destana) yang didalamnya masyarakat diberi pelatihanmengenai kebencanaan termasuk apa yang harus dilakukan ketika terjadi bencana sebelum BPBD datang. Kabupaten Purworejo membentuk Destana yang difokuskan pada penanggulangan bencana tsunami. Tjuan dari penelitian ini untuk mendeskripsikan dan menganalisis bagaimana pelaksanaan manajemen risiko bencana dalam Desa Tangguh Bencana yang dilakukan di Badan Penanggulangan Bencana Daerah Kabupaten Purworejo dan untuk mengidentifikasi dan menganalisis faktor penghambat pada manajemen risiko bencana dalam desa tangguh bencana. Penelitian ini menggunakan tipe desktiptif melalui pendekatan kualitatif.hasil penelitian menunjukkan bahwa pelaksanaan manajemen risiko bencana yang dilaksanakan oleh BPBD Kabupaten Purworejo belum maksimalkarena masih ditemukan kendala dalam beberapa kegiatannya seperti pada perencanaan penanggulangan bencana, pengurangan risiko bencana, pencegahan, analisis risiko bencana, serta pelatihan dan pendidikan. Sedangkan faktor yang menghambat terdiri dari kurangnya pelatihan serta pendidikan dan sistem komunikasi dan peringatan dini yang tidak memadai.

Abstract

This study examines the problems of the homeless and beggars in the Kabupaten Demak. The emergence of homeless and beggars is the accumulation and interaction of variety problems such as poverty, lack of skills work of which is owned, low education, environment, social, cultural, healthty. Therefore the problem of homeless and beggars should be treated immediately so as not to bring up other issues such as: environmental problems, population problems, as well as the issue of security, order, and crime. While the failure of efforts to control the vagabonds and beggars can be caused due to lack of resources, Lack of capacity 2 and capabilities of the committee, the socialization, the monitoring that does not go well, the mismatch between planning with the implementation of the program. This study uses a qualitative descriptive approach. To see the implementation of the program is running, the researcher used the theory of Korten, namely the suitability of between 3 elements: programs, organizations, and benefits. The stage of the evaluation the researcher used the theory of Dunn, namely effectiveness, efficiency, adequacy, alignment, responsifitas, and accuracy. The results showed that reduction programs homeless and beggars that are being implemented this has not been successful due to the lack of compatibility between the program with the implementing organization, the traffic that is owned implementing units, as well the last of the benefits the program have not been fully felt by the beneficiaries.

Abstract

Sektor pariwisata menjadi salah satu sektor yang berhenti beroperasi karena pandemic global (Corona Virus 2019/Covid-19). Aktivitas wisata di berbagai belahan dunia pun diperkirakan anjlok sampai 90% (mediaindonesia. Diakses pada tanggal 20/11/2020). Kerugian yang ditimbulkan pada sektor pariwisata indonesia hingga US$9 miliar atau setara Rp135 triliun. Pemerintah telah mengeluarkan sistem tatanan baru yang disebut sebagai new normal, agar sektor pariwisata harus kembali dikembangkan dan menjadi rencana strategis pasca covid-19. Kebijakan pemerintah dikaji dalam artikel ini guna mengetahui kebijkan yang diambil guna membangun kembali sektor pariwiasata dalam menyongsong era new normal. Metode yang digunakan adalah kepustakaan deskriptif, yaitu dengan menelaah berbagai fenomena, tantangan dan potensi dengan merujuk referensi yang relevan. Hasil kajian kepustakaan deskriptif terhadap kebijakan pemerintah yang diambil dalam mengembangkan sektor pariwisata yaitu: (I) kebijakan pemerintah mengedepan social safety net (safety, security, healthy) dalam pembukaan sektor pariwisata. (ii) kebijakan dalam membangun sektor pariwisara ada tiga aspek yang harus ada, yaitu Sustenance (kemampuan untuk mempertahankan eksistabilitas dari destinasi), Self Esteem (mengajak masyarakat terlibat dalam mengelola pariwisata.) dan Freedom from servitude (pemberian kebebasan daerah dalam mengelola pariwisata). (iii) Bentuk kebijakan pemerintah dalam mengembangkan sektor wisata dengan cara mendorong wisata in city, atau wisata dalam kota.

Abstract

The government is responsible for the implementation of the administration of the State, so it is demanded to improve the quality of public services so that the fulfillment of community needs can run well. One way for the government to improve the quality of public services is by creating more and more quality service. In an effort to improve public services in the field of health personnel licensing, the City of Semarang made an innovation called SINAKES Online. The purpose of this study is to analyze the relative dimensions of advantage in SINAKES Online. This study used the attributes of innovation and supporting factors and inhibitors of innovation in Rogers and Albury's public sector. The approach method that used in this study was descriptive qualitative, while data collection by observation, interview, and documentation. Data validity was done by triangulating data and sources. Data analysis was carried out by collecting data until drawing conclusions, while the determination of informants was done purposively. The results showed that in providing health personnel licensing services seen from the relative profit dimensions of innovation could be measured from economic value, social status, pleasure/satisfaction, and important components. In addition, SINAKES Online Innovation has supporting factors, namely, the desire to change for the better, the availability of facilities and infrastructure, and a supportive environment, but there are inhibiting factors; short-term budgeting and planning and dependence on high performers. The recommendations given are the need for budget allocation specifically for the development of SINAKES Online and the need for IT development training for employees by holding workshops.

Abstract

This study aims to be able to provide an overview related to the development of research on service quality in Indonesia taken by the accredited journal Sinta 2 in Indonesia and provide an overview of concepts that are often used by researchers in Indonesia so that they can bring up novelty or development of various service quality research. The sample used is an article on service quality from 2007 to 2020 which discusses service quality. The method in this study, charting the field, is a search technique for classifying articles with established criteria, namely based on research methods, research content (research variables), research sectors used by researchers in Indonesia. The findings obtained were 167 articles contained in 29 accredited journals of Sinta 2 in Indonesia that had met the criteria. Then the articles are classified based on the research method, research content (research variables) and research sector. The conclusion of this research is that the research method used is dominated by quantitative methods. The independent variable used by the researcher is dominated by service quality. The dependent variable is dominated by customer satisfaction. The journal that dominates research on service quality is the Journal of Management Applications. Research on the quality of service in Indonesia is mostly conducted in the private sector

Abstract

Pekanbaru City Regulation Number 3 of 2007 concerning Business Permits for Management and Exploitation of Swallow's Nests aims to preserve the environmental sustainability of the management and exploitation of swallow's nest. The problems that arise include the very minimal number of business permits that impact the contribution of regional income, noise pollution, air pollution, environmental impacts, and health problems. The purpose of this study is to analyze the management and management of swallow nests in Pekanbaru City. The approach uses descriptive qualitative data techniques that combine interviews, documentation, and observation. From the research, it can be seen that the policy of managing and exploiting swallow's nest has not been effective. Communication with target groups is carried out through socialization, but it is not practical. The quantity of human resources is still limited. The budget for the operation of the swallow's nest business license is still not optimal. Facilities are also still not optimal. Policy policies seen from the commitment of policy implementers tend to be lacking. Coordination in the supervisory process is not carried out consistently. Supporting factors are the assumptions of explicit policy assumptions and realities, authority resources, social and political conditions, and community support. The inhibiting factor is the information that forms policy formulation, apparatus resources, budget, facilities; economic needs; and target group support.

Abstract

The Effort to eradicate corruption in Indonesia have actually been done for a long time, namely during the age of corruption itself. Since Indonesia was independent from Dutch colonialism, corruption eradication in Indonesia can be divided within 3 periods, namely during the old order, the new order and the reform order. However, until now it has not been said to be successful, this can be seen from the order of Indonesia that remains low in the eradication of corruption around the world. The strategies used in this case include institutional hesitant strategies. Because less effective than the necessity to be another, tougher strategy to overcome it. One strategy that fits with Indonesia's current situation and condition is to use a hard and radical strategy, namely determined institutional strategy. By using that strategy, it is intended being able to take systematic and coordinated actions, in order to detect and punish corruptors, while also looking for the cause of corruption. This way Indonesia will be able to solve the problem of corruption faced.

Abstract

The background of this research is to examine the importance of research on the Maternity Guarantee policy in Kabupaten Konawe Utara in relation to the Government's efforts to assist the poor. The objective of the study was to describe how JAMPERSAL policy was viewed from the aspect of targetedness in helping poor / disadvantaged communities. The problem faced so far is that many poor people do not have BPJS, geographical conditions are still remote, and public confidence in the shaman baby. Type of descriptive research with a qualitative approach. Data collection by interview, observation, and FGD. Techniques of determining informants Purposive. From the research results can be seen that viewed from 3 (Three) indicators are the accuracy of target recipients, the accuracy of the target in the condition ready intervened and the accuracy of target intervention in the implementation of policies that are updating the previous policy implementation. The recommendation is to increase the socialization of Jampersal policy to the community directly. The findings of this field are many of the views of the pros and cons that arise due to the rigidity of the rules used in the technical guidelines that apply. This is what makes the implementation in the field is not achieved properly.

Abstract

Fisherman Village Development in Tambak Lorok is one of the maritime tourism destinations which is the step of the Semarang City Government to improve the welfare of the people in Tambak Lorok Village. This study aims to examine the implementation of tourism policies in the village of Tambak Lorok, Tanjung Mas Village, Semarang City. The method used: qualitative descriptive research methods, gathering information using observation and interview techniques, determining informants using snowball sampling technique. The results of the study: (a) The government has facilitated the establishment of marine tourism villages in Tambak Lorok (b) patterns of community behavior are difficult to change so that it can hinder development and (3) cooperation between actors in the development of maritime tourism is not optimal. The recommendations that an be given are: the need for an increase in joint commitment and subsequent researchers are advised to take a different focus from this research.
