Abstract

Gelandangan dan pengemis merupakan fenomena yang menjadi perhatian setiap daerah perkotaan di seluruh wilayah Provinsi, Indonesia. Peningkatan tertinggi pertumbuhan gepeng salah satunya di Provinsi Banten Ibu Kota Serang. Tersebar dan banyaknya gepeng menjadi pekerjaan rumah bagi pemerintah dalam memberikan penanganan yang sesuai, khususnya Dinas Sosial Kota Serang melalui program Rehabilitasi Sosial Penanganan Gelandangan Pengemis (gepeng). Tujuan dari penelitian untuk menganalisis keberhasilan dan mengidentifikasikan faktor pendorong dan penghambat keberhasilan program melalui (Perda Kota Serang Nomor 2 Tahun 2010 tentang Penyakit Masyarakat). Metode pengolahan data adalah metode analisis deskriptif kualitatif yang meliputi: reduksi data, penyajian data, verifikasi atau menarik kesimpulan. Berdasarkan hasil penelitian menunjukkan evaluasi program rehabilitasi sosial terhadap gepeng di Kota Serang yang dilakukan berdasarkan kriteria efektivitas, efesiensi, kecukupan, pemerataan, responsivitas, dan ketepatan sudah cukup baik dalam menangani permasalahan gepeng, namun terdapat beberapa hal penting yang harus di perbaiki dan ditingkatkan agar permasalahan gepeng di Kota Serang dapat diatasi. Untuk faktor pendorong program rehabilitasi sosial gepeng di Kota Serang, yaitu adanya dukungan Pemerintah baik melalui kebijakan/PERDA yang mengatur penangangan permasalahan gepeng. Kontribusi Pemerintah dalam bentuk support dana. Kordinasi aktif yang terjalin antar intansi yang terkait dalam rangka pembinaan gepeng, penertiban, dan penjaringan. Sedangkan faktor penghambat, anata lain: tidak adanya pendampingan secara berkala, kurangnya sosialisasi terkait program rehabilitasi sosial yang ada, komunikasi yang kurang baik antara petugas yang terkait dalam penjaringan, tidak adanya tindak lanjut dari Dinas Sosial ketika program selesai, kurangnya kesadaran gepeng untuk terlibat dalam kegiatan pembinaan, dan pelatihan dalam program rehabilitasi sosial yang diberikan.

Abstract

Kota Semarang selalu menduduki posisi tertinggi angka kekerasan terhadap anak di Provinsi Jawa Tengah. Peraturan Daerah Nomor 5 tahun 2016 sebagai bentuk perlindungan anak dan perempuan dari tindak kekerasan di Kota Semarang. Tujuan dari penelitian ini untuk menganalisis keberhasilan Kebijakan Perlindungan Anak korban kekerasan di Kota Semarang dan menganalisis faktor-faktor penghambat keberhasilan kebijakan. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Hasil dari penelitian menunjukan bahwa pencegahan kekerasan belum maksimal ditandai dengan masyarakat belum teredukasi terkait sosialisasi pencegahan kekerasan terhadap anak, layanan perlindungan hukum sudah ada pendampingan namun proses hukum yang lambat dan belum semua anak korban kekerasan mendapatkan keadilan hukum, pemulihan fisik di lembaga kesehatan sudah memiliki layanan khusus namun terkendala proses reintegrasi, kemudian untuk koordinasi terjalin dengan baik antar lembaga. Akan tetapi, masih terdapat kendala dalam pelaksanaannya seperti kurangnya sumber daya manusia, lemahnya kultur penegakan hukum, dan stigma buruk masyarakat terhadap korban kekerasan. Untuk mengatasi permasalah tersebut, Pemerintah meningkatkan kerjasama dengan LSM dan media, melakukan edukasi ke masyarakat luas terkait kekerasan anak

Abstract

The Village Fund as one of the programs that began to be implemented in the era of President Joko Widodo certainly had a major impact on changing the face of the village. Village funds sourced from the State Revenue and Expenditure Budget are one of the sources of village income used for village infrastructure development and village community empowerment in an effort to realize village progress and community welfare. The management of the Village Fund, starting from the planning, implementation to accountability reporting stages, of course, must be guided by the provisions of the applicable laws and regulations, as an effort to realize a clean, transparent and accountable Village Fund management. In line with this, of course, it takes human resources from the village government (village heads and village officials) who are qualified, capable and capable in carrying out their respective duties and responsibilities. The problem raised in this research is the relationship between the capability of the village government and the successful management of a clean, transparent and accountable Village Fund. The conclusion of this research is that the capability of the village government is directly proportional to the success of the village concerned in realizing a clean, transparent and accountable management of the Village Fund.

Abstract

The development of infrastructure development in the Rembang Regency area is oriented towards the Rembang Port, the Sluke Terminal. The use of the concept of Public private partnership which was carried out to carry out port development found various problems ranging from management and disputes over land reclamation between the private sector and local governments. The occurrence of this problem shows the local government's lack of readiness to regulate public policy, so there is a need for a problem analysis to solve the problem. Bardach's theory is the basis for analytical theory in solving this problem, covering aspects of technical feasibility, economic and financial aspects, political aspects and organizational aspects of implementing policy evaluation measurements based on authority, institutional commitment, capability, and organizational support. The research method used is a qualitative descriptive method with analytical techniques using Bardach's theory and Rembang district regulations. The results show that the negative implications of PPP (Public Private Partnership) in the process of managing the Port of Rembang at Sluke Terminal are that there are still HGB land disputes over HPL between the private sector and the Rembang district government, a lot of intervention from the political elite in this problem and the emergence of state losses (government Rembang Regency) due to land disputes and port management, lack of adequate human resources to implement the concept of public private partnership with private parties. Recommendations: local governments need to study the legality of cooperation agreements, seek legal steps to be taken immediately, there is communication between political elites, regional heads are expected to be able to make regulations that lead to dispute resolution.

Abstract

Birth certificate on when these undergo elimineted dispensation, policy problem among them procedures to be to other institutions, the cost is very expensive, there are still scalpers, and the system arsiping fucked-up. The central government want of all citizens must indonesia recorded events its birth, because a function of birth certificate some of them are very important for the citizens, to document the state and evidence autentik incident to birth. See the problems very much is good news in the analysis of a policy of making birth certificate.The purpose of this research was to find the best alternatives from these problems and for the creation of a birth certificate procedures become better in order to increase production of a birth certificate to be on the rise. To answer these goals using the theory of policy analysis Brigmen and Davis refers to the stages of policy analysis with design research discription.Research showed want birth certificate become more dispensations and socialization. Coordination between each employee must also done so that the policy walk should be.

Abstract

The discourse of moving the country's capital city to the 'Nusantara' has drawn various polemics among the public. Especially in the midst of the ongoing COVID-19 pandemic. The purpose of this study is to find out the pros and cons of the polemic of the policy of moving the country's capital city in the era of the covid-19 pandemic. The research method used is a descriptive qualitative approach with data sources in the form of secondary data. The results of this study are that those who are pro argue that moving the capital city should be carried out immediately considering that Jakarta is no longer ideal as the capital city of Indonesia and it is time for equity to occur in Indonesia. Meanwhile, the contra considers environmental aspects and also consider the pandemic as a problem that must be focused on first. Therefore, the government should be able to consider this policy carefully.

Abstract

The research with the title "Archive Management System to Support Orderly Administration in the National Narcotics Agency of Central Java Province" aims to describe in depth the archive management system carried out in the organization and evaluate the obstacles faced in archive management in order to support orderly administration. The research uses a qualitative design through a case study approach with observation, interviews, and documentation as data collection methods. The data analysis technique uses data reduction, data presentation, and drawing conclusions. This research uses source and method triangulation. The results showed that the National Narcotics Agency of Central Java Province in managing archives still uses a manual system. Lack of facilities and infrastructure to support archive management. There is no awareness from employees in managing archives. There is no budget allocation for archive management activities. The archive management system is not maximized and needs to be paid attention to by the relevant leadership so that archive management can be better organized and effective in order to support administration at the National Narcotics Agency of Central Java Province.

Abstract

Siosar is one of the tourist areas located in Karo Regency, North Sumatra. The tourism development of Siosar tourism area involves the roles of stakeholders, namely government, private sector and community. The role of stakeholders is needed to carry out development including tourism development so that it can be carried out optimally. Stakeholders are individuals or groups involved in tourism development. The purpose of this research is to analyze the roles of stakeholders in developing the tourism area of Siosar. The research method used is a literature review study. The results showed that the role of stakeholders in the development of the Siosar tourism area was not significant. Siosar is a tourist area that has natural potential, agro-tourism, and others that must be developed properly. Each stakeholder plays its role, but has not given optimal results, there are still imbalances in roles and the obstacles faced indicate that stakeholders have not fully played their roles, both the roles of the government, the private sector and the community. The role of stakeholders is not yet optimal because there is no cooperation and communication that is well established. The local government should have collaborated with the private sector and the community to make efforts in developing tourism, so that tourism development in the Siosar tourism area can be more optimal and significant.

Abstract

The current rampant practice of corruption with various modus operandi has caused the Government to make efforts to prevent and eradicate it by issuing Law Number 31 of 1999 concerning the Eradication of Corruption Crimes through the concept of sound governance. The research method used in this study is a qualitative descriptive method. The type of data used in this study is qualitative data, which is categorized into two types, namely primary data and secondary data. Sources of data obtained through library research techniques which refers to sources available both online and offline. The results of the study concluded that sound governance as a preventive instrument against acts of corruption, the concept of sound governance can be used as an indicator of testing an action by government officials. Efforts to prevent acts of maladministration must be carried out using sound governance principles in an effort to eradicate corruption by government administration. The abuse of authority is an act of maladministration caused by actions that are not based on the principle of good administration in the form of the principle of prohibition of acting arbitrarily, the principle of justice, the principle of legal certainty, the principle of trust, the principle of equality, the principle of proportionality, the principle of prudence caution and considerations. Based on the eight principles of sound governance, the government apparatus will perform the duties and functions of government by always paying attention to these principles to become an effort to eradicate corrupt.
