Abstract

Elections typically include infractions, thus Bawaslu was created to regulate the process and make elections more democratic. Bawaslu oversees and reduces general election infractions. Supervision evaluates if an activity is being executed as planned. The supervision equivalent of Das Sollen (plans) must match Das Sein (reality). According to this survey, the Bawaslu of Barru Regency has performed oversight well. (1) Bawaslu observed the Barru Regency regional head election from candidate selection to voting at sub-district and polling stations. Inspection Bawaslu examined indicators till he found head election breaches. The Bawaslu guidance and direction indicators help candidates and voters determine the extent of violations in the regional head election. Indicators Following up on Barru district regional head election breaches, Bawaslu took disciplinary action. This study's corrective action indicator is the Bawaslu's review to reduce violations in the head of blood election next year. (2) The COVID-19 epidemic, human resource quality, regulations, and community engagement affect Bawaslu supervision in regional head elections.

Abstract

This research aims to determine the effect of using the Picture And Picture learning model on the motivation and learning outcomes of Social Sciences for fifth grade students at SD Negeri Kaluku Bodoa, Tallo subdistrict, Makassar city. This research is quantitative research using quasi-experimental methods. The design used in this research was a nonquivalent control group design. The sampling technique uses saturated samples. The number of samples in this study was 50 people, consisting of 25 people in the experimental class and 25 people in the control class. The data collection methods used are questionnaires to measure learning motivation and test sheets to measure student learning outcomes. The data analysis techniques used are descriptive statistical analysis and inferential statistical analysis, and at the prerequisite data testing stage, data normality tests and data homogeneity tests are carried out. Meanwhile, to test the hypothesis, the Manova Test is carried out. The research results obtained are 1) there is an influence on learning motivation through the Picture And Picture learning model oriented towards character education in the Social Sciences subject for fifth grade students at SD Negeri Kaluku Bodoa 2) There is an influence on learning outcomes through the Picture And Picture learning model oriented towards character education on the eyes Social Sciences students, fifth grade students at SD Negeri Kaluku Bodoa; 3). The Picture And Picture learning model oriented towards character education on students' motivation and learning outcomes with a significance value of <0.001 <0.05, there is an influence of the Picture And Picture learning model oriented towards character education on the motivation and learning outcomes of class V Social Sciences at SD Negeri Kaluku Bodoa, Tallo Kota District Makassar. So it can be concluded that the Picture and Picture learning model can influence the motivation and learning outcomes of Social Sciences for fifth grade students at SD Negeri Kaluku, Tallo District, Makassar City.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan model pembelajaran Picture And Picture terhadap motivasi dan hasil belajar Ilmu pengetahuan Sosial murid kelas V SD Negeri Kaluku Bodoa kecamatan Tallo kota Makassar. Penelitian ini merupakan penelitian kuantitatif dengan menggunakan metode quasi eksperimen. Rancangan yang digunakan dalam penelitian ini adalah nonquivalent control grup desing. Teknik sampling menggunakan sampel jenuh. Jumlah sampel pada penelitian ini adalah 50 orang, terdiri dari 25 orang kelas eksperimen dan 25 orang kelas kontrol. Metode pengumpulan data yang digunakan yaitu angket untuk mengukur motivasi belajar dan lembar tes untuk mengukur hasil belajar murid. Teknik analisis data yang digunakan yaitu analisis statistik deskriptif dan analisis statistik inferensial, dan pada tahap uji prasyarat data dilakukan uji normalitas data dan uji homogenitas data. Sedangkan untuk uji hipotesis dilakukan Uji Manova. Hasil penelitian yang didapatkan adalah 1) terdapat pengaruh motivasi belajar melalui model pembelajaran Picture And Picture berorientasi pendidikan karakter pada mata pelajaran Ilmu Pengetahuan Sosial murid kelas V SD Negeri Kaluku Bodoa 2) Terdapat pengaruh hasil belajar melalui Model pembelajaran Picture And Picture berorientasi pendidikan karakter pada mata pelajarn Ilmu Pengetahuan Sosial murid kelas V SD Negeri Kaluku Bodoa; 3). Model pembelajaran Picture And Picture berorientasi pendidikan karakter terhadap motivasi dan hasil belajar murid dengan nilai signifikasi <0,001 < 0,05 terdapat pengaruh model pembelajaran Picture And Picture berorientasi pendidikan karakter terhadap motivasi dan hasil belajar Ilmu Pengetahuan Sosial kelas V SD Negeri Kaluku Bodoa Kecamatan Tallo Kota Makassar. Maka dapat disimpulkan bahwa model pembelajaran Picture And Picture dapat mempengaruhi motivasi dan hasil belajar Ilmu Pengetahuan Sosial Murid kelas V SD Negeri Kaluku Kecamatan Tallo Kota Makassar.

Abstract

This study analyzes the digital platform-based service innovation through the Lontara application in handling sexual violence in Makassar City. Utilizing a qualitative-descriptive research design, data were collected through in-depth interviews, non-participant observations, and documentation. The informants consisted of nine key actors, including the Integrated Service Unit for the Protection of Women and Children (UPTD PPA) officers, the Women and Children Protection Unit of the Polrestabes Makassar (PPA Police), and survivors of sexual violence. Grounded in Everett M. Rogers’ Diffusion of Innovations theory, the study evaluates five core attributes: relative advantage, compatibility, complexity, trialability, and observability. The findings reveal that while the Lontara platform significantly enhances early reporting accessibility, shortens administrative response times, and facilitates initial multi-sectoral coordination, its field execution faces several strategic barriers. These hurdles include substantial digital literacy gaps among vulnerable socio-economic groups, technical connectivity issues in suburban districts, and persisting cultural taboos that reinforce underreporting due to fear of social stigma. Furthermore, systemic integration between the municipality's digital platform and the police force’s judicial database remains loosely coupled. This research recommends comprehensive public socialization, UI/UX simplification, enhanced end-to-end data encryption to protect survivor anonymity, and the institutionalization of standardized digital-to-judicial referral protocols to optimize protection and recovery outcomes.

Abstract

This study aims to comprehensively analyze technology-based public service innovation within the management of infrastructure development at the Department of Water Resources, Cipta Karya, and Spatial Planning of South Sulawesi Province. Employing a qualitative descriptive approach, empirical data were meticulously gathered through semi-structured in-depth interviews with key stakeholders, intensive field observations of digital dashboard operations, and extensive documentation analysis. The collected data were processed using the Miles and Huberman interactive model, encompassing data condensation, display, and conclusion drawing. The findings reveal that the implementation of the E-MONEV (Electronic Monitoring and Evaluation) system represents a paradigm shift from traditional bureaucratic reporting toward modern digital governance. Analyzed through the lens of Stephen P. Osborne’s Innovation in Governance framework, the innovation manifests across three critical dimensions: process innovation, public value, and public service governance. Process innovation is achieved through the integration of real-time tracking, GIS-based mapping, and automated reporting cycles that effectively eliminate manual bottlenecks. Public value is created through heightened transparency, where financial realization is strictly synchronized with physical progress, thereby fostering institutional accountability. Public service governance is reflected in the transition from hierarchical silos to collaborative digital networks involving external contractors and consultants. The study concludes that while E-MONEV has significantly modernized infrastructure supervision, its long-term success is contingent upon addressing the digital literacy gap and ensuring seamless technical integration across provincial systems.

Abstract

: This study aims to analyze the regional asset management strategy at the Regional Financial and Asset Management Agency (BPKAD) of Makassar City in order to improve the effectiveness, efficiency, and accountability of regional asset management. This research is motivated by various challenges faced by BPKAD, such as suboptimal asset utilization, limited proof of asset ownership, assets controlled by unauthorized parties, and limited integration between administrative data and physical asset data. This study uses a qualitative method with a case study approach. Data were obtained through interviews, observation, and documentation. Informants in this study consisted of six people who played a direct role in asset management, namely Muh. Dakhlan, Islamiyah Sondeng, Maryana Panggalo, Muh. Rahmatullah, Muhammad Tahir, and Muh. Yusuf. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that asset management at BPKAD faces strengths in the form of regulatory and infrastructure support, weaknesses in human resources and information systems, opportunities in the form of technological developments and cooperation with third parties, and threats in the form of potential asset misuse and regulatory changes. Based on the SWOT analysis, strategies that can be implemented include optimizing asset utilization through the asset management information system (SIMBAKDA), increasing human resource capacity, strengthening asset inventory and certification, and implementing the principles of transparency and accountability as well as better governance in Makassar City.

Abstract

Abstract : Public service is an important indicator in realizing good governance. In the era of bureaucratic reform and digital transformation, the public demands transparent, accountable, effective, efficient, responsive, and equitable services. One of the government's innovations in improving the quality of public services is the establishment of the Public Service Mall (MPP). This study aims to analyze the application of good governance principles as a strategy to improve the quality of public services at the Gowa Regency Public Service Mall and identify supporting and inhibiting factors. This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation. Data were analyzed through data reduction, data presentation, and drawing conclusions. The results show that the implementation of good governance at the Gowa Regency Public Service Mall has been running quite well through the application of the principles of transparency, accountability, effectiveness and efficiency, responsibility, and equality. The improvement in the quality of public services is evident in the public service compliance score of the Republic of Indonesia Ombudsman which increased from 79.69 in 2022 to 94.37 in 2024 with the highest quality green zone category. Supporting factors include local government commitment, adequate service facilities, and the use of digital technology. Meanwhile, inhibiting factors include limited human resources, low digital literacy, and internet network disruptions. This study concludes that the implementation of good governance has positively contributed to improving the quality of public services at the Gowa Regency Public Service Mall.   Keywords: good governance; public service; public service mall; service quality; bureaucratic reform
