Abstract

Studies about the politization of academic senate at higher education institutions in corruption control and prevention system are scarce. Framed by collective action, power balance, and bureaucratic transparency theories, this research aims to examine the effect of power imbalance due to double position of structural and academic senate leaders, and the dominance of ex-officio elements regarding to conflict of interests and corruptive behavior. The result reveals, the conflict of interests elicited by the power imbalance generated corruptive behavior in HEIs, especially in terms of policy corruption. In practical terms, nepotism and transactional patterns were the most common acts of corruption.   Abstrak Studi terkait politisasi senat akademik dalam sistem pengawasan dan pencegahan korupsi di perguruan tinggi masih sangat jarang dilakukan. Sehingga, penelitian ini bertujuan menguji dampak ketidakseimbangan kekuasaan akibat praktik rangkap jabatan pimpinan struktural dengan pimpinan senat akademik, dan dominasi unsur ex-officio dalam komposisi senat akademik terhadap konflik kepentingan dan perilaku korupsi di perguruan tinggi. Teori yang digunakan adalah teori tindakan kolektif, keseimbangan kekuasaan dan transparansi biro-krasi, Pengumpulan data dilakukan secara daring dan dianalisis menggunakan teknik des-kriptif, t-test, ANOVA, mediasi dan moderasi Hayes PROCESS. Hasil penelitian menyimpulkan, konflik kepentingan akibat ketidakseimbangan kekuasaan menyebabkan munculnya perilaku koruptif di perguruan tinggi, khususnya di ranah kebijakan. Sedangkan di ranah praktis, nepotisme dan pola transaksional menjadi dua perbuatan korupsi yang paling sering terjadi di perguruan tinggi.

Abstract

This research explores issues related to mainstreaming the 2015 Regional Budget (APBD) of Riau Province amounted IDR 10.7 trillion. Based on the data obtained from the Riau Finance and Asset Management Board (BPKAD), Riau could only spend APBD 37.58% of APBD until October 2015. Meanwhile, the Ministry of Home Affairs of the Republic of Indonesia calculated Riau spent only 59.6% throughout 2015 and it wast the lowest regional spending in Indonesia. This poor expenditure rate demonstrates a problem in the implementation of Riau’s APBD which was inneficient and not yet relevant. An assessment by government expenditure theory reveals that these problems indicate a gap in APBD allocation that affect on the non-performance regional development as targeted in mid-term regional development plan (RPJMD). This APBD seems to perform only a budget plan, not an implemented budget policy yet.

Abstract

AbstrakTransparansi pada proses pengadaan barang dan jasa pada Unit Layanan Pengadaan (ULP) Kota Pekanbaru belum menyentuh kerangka yang substansial. Transparansi pada ULP Kota Pekanbaru secara proses walaupun sudah mengintegrasikan e-goverment dengan memanfaatkan teknologi informasi dan komunikasi (TIK) dalam pengadaan barang dan jasa, yang mempermudah penyedia dalam mengakses paket pengadaan. Tetapi dengan rangkap kerja para personil di ULP berimplikasi terhadap kualitas pengadaan yang dilaksanakan. Preferensi personil yang lebih berorientasi kepada peningkatan pendapatan maka komposisi personil di ULP juga menjadi incaran aparat (pegawai). ULP belum menjadi organisasi yang permanen tetapi masih bersifat ad-hoc. Secara produk pengadaan barang dan jasa ULP masih menjadi lembaga direct yang berfungsi sebagai unit pelayanan dan sekretariat administrasi pengadaan. Pertanggungjawaban produk pengadaan barang dan jasa belum melakukan uji publik sehingga kegiatanya belum terukur.  Kata kunci: good local governance, transparansi.Kata kunci: e-government, transparansi, ULP Kota PekanbaruAbstractTransparency of the procurement becomes an important indicator in a good governance. Basically  in the process of procurement, the governmen is expected not favoring to specific individuals or groups. Conversely, the procurement of services and  goods  for public infrastructure still needs the intervention of the elite government to appoint the providers. The transparency in the procurement process of goods and services in Procurement Services Unit (ULP) Pekanbaru city has not touched its substansial framework. Transparency of the procurement process in ULP Pekanbaru recently applies the integrate e-government using of information technology in order to facilitate the providers to access the procurement package. But the double work of the personnel in ULP has implications for the quality of procurement undertaken. Personnel preferences preferably has  orientation to increase their income, so the composition of personnel in ULP also to be the target of apparatus  (employee). ULP does not become a permanent organization but an ad-hoc. In the process of procurement of goods and services , ULP still has a function as a direct agency that serve as the service unit and its administrative secretariat. The accountability of product procurement has yet to the public test so that its activity is not measurable.Key word: good local governance, trasparency

Abstract

phase II of Direct and simultaneous elections in Riau province will be experiencing a complex problem. The borderline in some regions and sub-districts it seems become one of it. This problem found occur in in sub-districts 15, 16 and 18 in Simpang Tiga Village, these sub-district now placed under Kampar regency based on ministry decree No. 18 in 201, were it originally listed under the Pekanbaru administration. Yet, this implies to the citizen administrative and vote in the local election. Therefore, KPUD of Riau should do some action to save the votes of the citizen in these less-clear area so they can participated in the local election. This study using Descriptive qualitativein line with theory of political interest in the local election. The analysis of the study employ ethics and emic then elaborated to investigates the problems. The findings showed that the KPUD of Riau has done some action to solve of the citizen administration problems related to the local election however, it seems not showing a significant result. The findings also showed, these three sub-districts’ in Simpang Tiga showing several responses regarding to the local election, these responses seem strongly related with the political interest among them.Keywords: Votes, interests and local elections.Pilkada langsung dan serentak Tahap II di Provinsi Riau pasti akan sarat dengan masalah. Salah satu di antaranya adalah masalah tapal batas daerah. Rukun Warga atau RW 15,16 dan 18 Kelurahan Simpang Tiga, Kecamatan Bukit Raya, yang paska Permendagri No 18 Tahun 2015 menjadi wilayah Kampar --- padahal, sebelumnya masuk wilayah Pekanbaru. Sudah barang tentu, kenyataan ini berimplikasi terhadap administrasi kependudukan dan hak pilih warga. Oleh sebab itu, KPUD Riau segera melakukan upaya penyelamatan hak pilih warga di daerah yang  bersengketa tersebut agar dapat tetap berpartisipasi dalam pilkada. Dengan menggunakan metode kualitatif deskriptif, serta konsep teori kepentingan politik dalam pilkada dan Pemilihan Kepada Daerah serta analisis data melalui interpretasi etik dan emik kemudian dielaborasi dalam kajian tata laksana kepemerintahan sesuai dengan pembahasan yang diteliti, maka, hasil penelitian ini menunjukkan, walau upaya yang dilakukan oleh KPUD Riau dalam penyelamatan hak pilih warga di daerah perbatasan Pekanbaru dan Kampar berjalan belum efektif, namun, sudah menunjukan perbaikan terhadap keberlanjutan hak pilih warga. Selanjutnya, respon warga masyarakat di tiga RW di Kelurahan Simpang Tiga, terkait status daftar pemilih tetap (DPT) pada pilkada serentak tahap II di Provinsi Riau, masih sangat beragam dan terbelah berdasarkan kepentingan politik masing-masing.

Abstract

Abstract: Fluctuations in coconut prices in Indragiri Hilir Regency affect the income level of coconut farmers. Realization is seen from the price of coconuts in 2010-2012, coconut prices rose significantly, then in 2012- 2013 coconut prices fell significantly. This has an impact on the income of unstable coconut farmers resulting in lower income of Indragiri downstream communities. One of the obstacles in increasing farmers' income is the weak bargaining position of the farmer compared to the trader. This is because the market system at the farm level is monopsoni. Factors influence the fluctuation of coconut prices ie; Company pricing , falling market demand for coconut, declining quality and quantity of coconut products. The action is to manage coconut, decrease household expenditure, the government provides guidance to handle the coconut oil into virgin coconut oil (VCO) and charcoal bracket, and rejuvenation of coconut. The next effort of the society is the formation of farmer cooperatives and advises the government to set up a coconut factory in the downstream Indragiri Regency. the monopsoni not appropriate with concept of Islamic economics. Because that one of the terms and pillar of sale and buy there must be pleasure between the seller and the buyer. Described in Surah Al-Baqarah verse 275 "Allah justifies the sale and buy and forbid usury" and surah An-Nisa verse 29-30 "Do not eat one another's treasures in the way of vanity, except by way of commerce that applies equally like among you".Keywords: Price fluctuations, Revenue

Abstract

This study aimed to determine and explain the implementation of policies for handling slum settlements in Lima Puluh Kota Pekanbaru. This research uses a qualitative method with a descriptive approach that aims to describe the relationship between the phenomena investigated. Qualitative data analysis is carried out interactively and takes place continuously until complete so that the data is saturated. The study results indicate that the government's resources are limited in implementing the handling of slum settlements. For this reason, there is a need for collaboration between the government and the private sector. The role of the private sector also includes the contribution of funds through private investments that are beneficial to support the process of handling slum settlements. The monitoring and evaluation of the private sector also contribute to maintaining the results obtained through community empowerment projects from some of the profits from private investments that have been operating and increasing the amount of the budget by field needs.

Abstract

This study examines the issue of Public-Private Partnership (PPP) policy discrepancies in reducing waste management and the occurrence of distortion of disagreement between the city’s government and the private sector in interpreting the contents and the scope of the policy inϐluenced by the interests of various stakeholders, the private sector and daily workers. This study uses a qualitative approach on the results of ethical and emic data, discussing the content of short-term project-oriented policies, which are limited to the transport of waste to cause long-term policy orientation anomalies in the trash business, thus impacting the accumulation of waste on the road, termination of unilateral contracts and demonstrations by daily workers. For this reason, PPP policy implementation shows high interest but has a low contribution to the community in Pekanbaru.

Abstract

Election violations in the Pelalawan Regency Head Election will be used as evaluation material in the implementation of the next general election, the findings of violations provide a model/form for improvement. This study uses a normative legal research method that uses a statutory approach. The findings of this study are a model of election violations in the form of election criminal violations, election administrative violations, ethical violations and other legal violations, this is based on findings and reports examined by Bawaslu and by Gakumdu.

Abstract

The Interim Replacement between the time (PAW) mechanism of six legislators of Riau at 2014-2016 period through the long mechanism and give rise to polemics both at the elite level and on the society. Strating from the proposal for dismissal by the regional council (DPD) of political parties, approval at the meeting of DPRD, verification of the KPUD of Riau Provinces, the letter proposal that then forwarded to the Minister for issued official announcement of PAW. Delays in the Minister’s decree related determination replacement PAW of the six legislators Riau who participate in 2015 election implication for the vacancy delegation in constituency of the six legislators who resigned. This is administratively highly influential DPRD of Riau in decision making and for the local elections also will impact to reduced their delegations in government. This research used the turnover between the time (PAW) concept and theory of political delegation institutions. This research type is descriptive with qualitative approach, the data collection technique used depth interviews and documentations. The results showed that the mechanism of the six legislators Riau PAW 2014-2019 period after the enactment into regional head candidates in the elections of December 2015 the dynamics of the level of Parliament and political parties Bearers and take quite long. That condition has implications for vacancies in representative institutions (parliament) Riau province where administratively is not full members of Parliament in decisionmaking so that the delay in setting the budget Riau in 2016.
