Abstract

This study discusses democracy and political education by the election smart house. The aim is to find out about Democracy and Political Education by the Election Smart House at the General Election Commission of Riau Province and the obstacles faced by the Election Smart House at the Riau Province General Election Commission in providing democratic and political education to voters. The data used are primary data with KPU officials and staff managing the Election Smart House. The secondary informants are staff of the Technical and Public Relations Sub-Division. Data collection techniques using observation techniques, interviews and documentation. The research method used is qualitative descriptive type and with a theoretical approach to the form of political education with indicators of formal political education, non-formal education and strengthened by the theory of political education dimensions with indicators of basic dimensions, objective dimensions, and institutional dimensions. The results of this study indicate that the role of the Election Smart House in the Riau Province General Election Commission in providing political education has not made a strong contribution and is even more passive, therefore the Election Smart House is still not widely known and the lack of budget so that they cannot freely in carrying out political education.

Abstract

This study discusses the accuracy of the final voter list (DPT) with a focus on the process of classifying voter data. At the stage of determining the DPT by the Riau KPUD, it was found that 51,469 voters Did Not Meet the Requirements (Tidak Memenuhi Syarat/TMS) registered as permanent voters. On the other hand, there are still many potential voters who are 17 years old or married and are not registered as voters. This phenomenon is a problem that has always been an evaluation material for every general election organizer. This research was conducted using a qualitative method with a case study approach. Data were obtained by means of in-depth interviews with informants and collecting literature related to research issues. As a reference for analysis, this study uses the theory of democracy and the political rights of voters. The data were processed using an etic-emic approach so that a comprehensive analysis was found. The main argument of this research is that the classification and updating of data is an important step in determining the DPT to ensure that every citizen has good political rights.

Abstract

Conflicts of interest are the entry point for the abuse of power and corruption. The implementation of a manipulative ex-officio system that tends to perpetuate the oligarchy will cause a corrupt behavior in the governance of private higher education institutions. To date, studies on ex-officio related to higher education governance have never been discussed academically. The purpose of this study, thus, aims to criticize the application of ex-officio and its potential consequences in the supervision system at private higher education institutions. The study used a qualitative exploratory and the literature study was employed. The result reveals that the ex-officio is a legal model used in many higher education institutions. However, in its application it can lead to conflicts of interest and abuse of power which in turn has the potential of corrupt behavior university governance.

Abstract

This study aims to identify and analyze Public Financial Information Disclosure by the Pekanbaru City Financial and Asset Management Agency whose information is incomplete on the official website. The research method used is qualitative with a phenomenological approach and the instruments used are observation, interviews, website tracking, and documentation. The indicators in this study are a combination of several theories, that is theory of democracy, good governance, and information disclosure, which finally obtained research indicators, that is accountability, transparency, communication, resources, leadership, and accessibility. The results of this study, that the disclosure of public financial information conducted by the BPKAD of Pekanbaru City still not implemented properly and also still not informative, presentation of financial data with online media is still used as a side job by employees, which eventually upload documents to be late or past the fiscal year. The problem is the number of employees who are minimal and less competent in their field also affects the implementation of public financial information disclosure by the BPKAD of Pekanbaru City.

Abstract

The ability of local governments to optimize existing resources is of course the key for regions in implementing regional autonomy. Law Number 23 of 2014 does not completely regulate the settlement of regional boundary disputes, but what regulates the determination and confirmation of territorial boundaries both on land and at sea is contained in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 45 of 2016 concerning Guidelines for Determining and Affirming Village Boundary. Territorial border conflicts are things that often occur in several districts, cities and even villages. The dynamics of border governance between Penyengat Village and Rawa Mekar Jaya Village is a conflict that arises because of different views regarding the agreed boundaries. There are five indicators of border governance. The method used in this research is descriptive research method with a qualitative approach. Data collection techniques with literature study, in-depth interviews and observation. The results showed that the border management between Penyengat Village and Kampung Rawa Mekar Jaya had not been resolved as the government hoped, responsibility and equality in seeing the wishes of the community tended to be neglected. boundary.

Abstract

Indonesia as one of the countries that adhere to a democratic system continues to carry out direct regional head elections even though national health is a threat. The face-to-face campaign stage in the regional head election is one of the negative highlights of the Covid-19 incident because it is feared that it will cause a new cluster of Covid-19 cases. Therefore, this study will find and explore the problem of violating health protocols at the campaign stage carried out by candidates for regional heads. This study uses an approach with content analysis and phenomenology as methods. Data collection begins with the problem of violating health protocols at the campaign stage through news in 14 selected media. The results of the mapping in the form of trends and various polemics of violations are elaborated on cases of violations that occurred in the regions. The results of the study showed that violations of the health protocol were very high during the campaign period to violations of alleged criminal acts. Political contestation that occurred at the campaign stage during the pandemic did not become an obstacle for regional head candidates who took part in the election. So, it can be seen that the elections that took place during the pandemic were not in favor of the people because the political interests of regional head candidates were more important than public health as actors of democracy itself. Putting aside people's health is a bad record in the implementation of democracy.

Abstract

This study tries to examine the findings of the election supervisory body (Bawaslu) regarding 32,556 anomaly voters ahead of the 2019 general election in Riau. This trend occurs because of the unsynchronization of data from the Regional General Election Commission (KPUD), the Central Statistics Agency (BPS) and the Population and Civil Registration Office (Disdukcapil) of Riau Province. Findings in the form of poor accuracy in determining the voter list by the KPUD of Riau Province have caused dynamics and polemics in the community. By using the concepts of Election theory and Democracy and Community Political Rights with a single case qualitative approach, this study finds that the potential for people whose data is not recorded by the Disdukcapil will not only lose their right to vote in elections but can also lead to potential violations of Human Rights. Therefore, this study tries to provide an early warning about the potential negative consequences of inaccurate voter data.

Abstract

This study aims to review the implementation of batik waste management policies in Pekalongan City, this is because Pekalongan is the largest batik producing area in Indonesia with an average production of over sixty percent of the total national production capacity which is dominated by the small-scale batik industry or household industry, and this has caused pollution to the environment, this research uses a qualitative descriptive method with a field study approach compared to literature review or literature study and the results found that the environment, The number of Wastewater Treatment Plants (IPAL) that are still being built is small and not proportional to the amount of waste produced per cubic meter and day and the implementation of policy implementation which does not produce maximum output in overcoming batik wastewater in Pekalongan City because the target of building the number of Wastewater Treatment Plants in Pekalongan City has not been built one hundred percent at this time based on established policies and should be able to accommodate all wastewater from the remaining batik production in Pekalongan City.

Abstract

This study aims to determine the strategy of Local Revenue Agency  (LRA) of Pekanabaru for increasing local tax revenue because there was a decrease in tax revenue in Pekanbaru City during the COVID-19pandemic. For governance funding to run effectively and efficiently and avoid overlapping funding, the government delegated authority to Bapenda Pekanbaru City as an extended branch. Therefore, RRA implemented strategies to increase taxes during the pandemic. This qualitative research uses a qualitative descriptive analysis method that uses data collection methods such as observation, interviews, and documentation. The benchmarks for assessing the success of the strategy, according to Burhan in Zuchri (2016), are through indicators concerning the future of a decision made now, the process that starts with making strategic plans, facilities, and policies in developing implementing plans; certain attitudes and ways of life because strategic plans determine work habits with consideration of the future; as well as linking three strategic plans at the same time, namely strategic plans, medium-term plans, and short-term budgets. Based on the results of research on the strategy of the Pekanbaru City Local Revenue Agency in increasing local original tax revenue (PAD) during the COVID-19pandemic, the strategy of digitizing services and payment methods is the right thing to increase local tax revenues. However, socialization regarding the strategies made has yet to be carried out evenly to the community, as well as the level of public awareness that still needs to be improved in paying taxes

Abstract

In the evolving landscape of sports science education, the integration of e-learning has become a pivotal element for enhancing the educational experience. This study aims to dissect the impact of various external factors, including the use of social media, perceived usefulness, perceived ease of use, playfulness, attitude towards use, and intention to use, on the adoption of e-learning among sports students. Employing a quantitative research design, this cross-sectional survey engaged 922 active sports education students from a total pool of 1,072, using a comprehensive questionnaire to gather data. The Partial Least Squares Structural Equation Modeling (PLS-SEM) was utilized for hypothesis testing and data analysis, focusing on instrument quality, data normality, and analysis model quality. The findings illuminate the significant influence of social media usage on the perceived ease of use and usefulness of e-learning, validating nine out of eleven hypotheses. A novel discovery of this research is the elucidation of social learning effects, indicating that sports students, who are frequent users of social media platforms like WhatsApp, Facebook, and Instagram, exhibit enhanced familiarity and interaction with digital technology, facilitating their mastery and understanding of e-learning platforms. Furthermore, the study underscores the role of social media as a supportive tool for information exchange and overcoming e-learning challenges among peers. Implications of this study are manifold, offering valuable insights for educational institutions and policy-makers to leverage social media in promoting e-learning adoption, focusing on improving usability and accessibility for students. This research contributes to the broader discourse on e-learning in sports science education, providing a foundation for future explorations into the integration of technology in educational practices.
