Abstract

Demonstrating is a form of expressing opinions in public that is guaranteed by the constitution, this is very important because it is part of human rights, but in practice it must pay attention to the principle of balance between rights and obligations, respecting the rights of others, not anarchy, using language that polite and ethical as regulated by existing regulations, but in practice in the city of Pekanbaru it is not uncommon for demonstrators to do the opposite. The research method, this type of research is sociological legal research. research by obtaining data directly into the field in the form of interviews. The research location was carried out in Pekanbaru City. The reason for determining the location in Pekanbaru City is the location with the most occurrences and the target location for demonstrations in Riau Province compared to other Regencies/Cities in Riau Province. The results of this study concluded that the implementation of citizens' constitutional rights in demonstrating in the city of Pekanbaru has not been effective. because demonstrations tend not to inform the police about their action plans, beyond the time limit set by existing regulations, the actions turn out to be disorderly and tend to be anarchic. Obstacles in carrying out demonstrations include time limits, failure to follow action plan reporting rules, irresponsible repressive security, intervention from the security forces, provocations, officials or targets for action disappearing, misunderstandings between demonstrators and security forces resulting in physical conflict, destruction/confiscation /deprivation of action props. Efforts that must be made include: outreach or legal counseling on the Freedom of Expressing Opinions in Public to elements or components of society who have the potential to carry out demonstrations.

Abstract

Educational research papers that explored Covid-19 have naturally focused on the problems of distance learning implementation but also underscores its severe impacts. This study aims to demonstrate the polemic against Covid-19 distance learning policies within news media outlet. The method of this qualitative study is a literature review on 5 newspaper media and 10 online media to obtain data of news items on Covid-19 distance learning that were published from April to December 2020 (9 months). This study tracked 82 news items from newspaper media and 191 news items from online media and determined three trends across all of the news items: obstacles, impact and policies of distance learning. Results showed that the implementation of distance learning is still far from expectations due to the lack of communication between the government and the school, the lack of human resources and supporting facilities, and the non-existent supervision towards schools that ignore the policies. This paper contributed in delivering the obstacles that arise from and because of distance education policies that news media report to the public.

Abstract

This research examines the adoption of SIMOLEK in changing the culture of public services. Licensing and non-licensing services at the Investment and One-Stop Integrated Service Office of Pekanbaru City use the SIMOLEK application as a medium to facilitate service access. However, problems arise when the infrastructure in the application is not supportive, such as wifi errors or unstable data networks in cards that have implications for the processing process slowing down. Finally, people who are processing their business licenses still have to come to the Pekanbaru City Investment and One-Stop Integrated Service Office. By coming to the location, the government's readiness to change the culture of public services looks mature in planning but mental in implementation.  The method used in this research is through descriptive analysis which seeks to describe existing data from various sources and relate it to social phenomena and trace all the facts related to the problem of this title.The theory used in this research is Rogers' theory. The results show that the adoption of SIMOLEK has not been optimally implemented in changing the service culture but SIMOLEK is believed to be able to change the service culture from conventional face-to-face to online service processes

Abstract

The climate village program has been transformed into a community program for climate, thereby expanding community awareness. The problem with this program is the lack of enumerator resources, welfare and budget. Therefore, it is necessary to know where the implementation has reached using Edward III's theory. The data used is primary and secondary data, qualitative descriptive analysis. As a result, the transformation of community programs for climate has been implemented but not in all locations. This program is hampered by technological mastery, economic needs have not been met and the need for private sector involvement.

Abstract

Cyberbullying is a complex problem that requires integrated handling. The advancement of technology among teenagers can increase the cyberbullying.  A team from the Faculty of Administration conducted community service at SMAN 3 Pekanbaru on the issue of cyberbullying by educating the students about the detrimental effects of cyberbullying on social development and mental health, as well as strategies for overcoming them. The methods used include lectures, discussions, questions and answers, and illustrations of the impact of cyberbullying. The results of this activity show an improvement in participants' knowledge and awareness of the dangers of cyberbullying. Evaluation of this activity can help reduce the number of cyberbullying incidents among students and foster a more positive technology use culture in schools. The evaluation revealed that the socialization program effectively enhanced students' knowledge and awareness. This enables them to actively contribute to fostering a secure school atmosphere devoid of cyber aggression. PKM also emphasized that teacher and parent involvement can reduce the number of bullying cases on social media.

Abstract

Artikel ini membahas tentang dana amanah yang bermasalah untuk pemberdayaan masyarakat, khususnya Unit Pengelola Kegiatan (UPK) Seiya Sekata di kecamatan Pangkalan Kerinci kabupaten Pelalawan. Teori yang digunakan adalah teori pemberdayaan yang mengadopsi inovasi Rogers, yang menampilkan perkembangan dan pemberdayaan masyarakat. Penelitian ini merupakan penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa UPK dapat meningkatkan pelayanan dan pengawasan terhadap pelaksanaan program SPP. Hasil mendesak bagi penerima program atau SPP kelompok untuk bertanggung jawab atas penggunaan dana, sehingga program Dana Amanah Pemberdayaan Masyarakat (DAPM) dapat menjadi program yang berkelanjutan dan menciptakan masyarakat yang mandiri.

Abstract

This study examines the continuous updating of voter data by the General Elections Commission (KPU) based on data self-sufficiency. While previous research has emphasized multi-stakeholder approaches, limited attention has been given to the potential collaboration between the KPU and the Department of Population and Civil Registration (Disdukcapil). Addressing this gap, the study analyzes mechanisms for strengthening inter-agency collaboration to ensure sustainable voter data management. Voting rights are fundamental to political participation and the quality of elections. However, significant gaps persist, as seen in Riau Province where 7,375 citizens were excluded from the voter list before the 2024 Election. This underscores the need for electoral organizers to continuously evaluate and update voter data beyond the election period. Using a qualitative method with an empirical case study approach, the study applies theories of democracy and voters’ political rights, complemented by an ethical–emic analysis. Findings reveal that the KPU remains largely passive in updating sustainable voter data, creating risks of regressive records. Furthermore, coordination with Disdukcapil is one-directional, restricting open access to population data. The novelty of this research lies in highlighting the underexplored institutional collaboration between the KPU and Disdukcapil. Unlike previous studies that focus on broad multi-stakeholder dynamics, this study shows how a targeted inter-agency partnership can directly address voter registration gaps and improve electoral accountability. Strengthening institutional relations through high-level collaboration, routine synchronization, and establishing a dedicated institution for voter data management is therefore essential.

Abstract

Recurring issues surrounding the permanent voter list (DPT) in general and local elections in Indonesia reflect systemic weaknesses in election governance. This study aims to map the polarization of issues related to the DPT and analyze their impact on public administration. A qualitative literature review was conducted on 47 selected journal articles obtained through Google Scholar as the main entry point due to its accessibility and broad coverage. Various types of sources, including journal articles, theses, reports, and preprints, were used, enabling researchers to capture a more diverse literature landscape, especially in local or regional contexts where publications are not always indexed in paid databases; the ease of initial filtering also meant faster results when searching for specific keywords, allowing researchers to compile an initial list of relevant articles for further screening; and the diversity of languages and sources enabled the discovery of Indonesian or regional works that are often underrepresented in international paid databases, making them relevant for local studies on DPT and governance. The findings show that Voter List issues can be categorized into three types of polarization: structural versus cultural, technological versus manual, and centralization versus decentralization. These issues lead to reduced electoral legitimacy, budget inefficiency, and declining public trust. In conclusion, voter list issues are not merely administrative problems but also serious threats to the quality of democracy and effective governance. Comprehensive reforms involving strengthened regulations, institutional capacity building, and technological optimization are urgently needed to enhance the integrity of voter data in future elections.

Abstract

Research shows that the process of verifying the candidacy of DPD members in Riau Province through the SILON application effectively improves the efficiency of election administration. However, in reality, a number of problems have arisen that need attention. One of the main problems identified as evidence from the research is disruption to access to the SILON server, which causes delays in document verification and confirmation of registrant status, so that the verification process does not run smoothly according to the set schedule. Additionally, the lack of understanding and skills in using SILON among human resources within the Riau Provincial Election Commission (KPU) also acts as a barrier, as both technical and non-technical obstacles affect the accuracy and speed of data input and document verification. These findings indicate that while SILON technology can enhance administrative efficiency, the need for improvements in technological infrastructure and user capacity is crucial to optimizing SILON's role as a digital democracy tool. The implications of these findings emphasize the need for improved technical infrastructure, efforts to restore and maintain more stable server access, and ongoing training programs for human resources to ensure that candidate verification can be conducted accurately, on time, and responsively to the dynamics of the election.

Abstract

Kegiatan pengabdian kepada masyarakat ini dilaksanakan di Desa Maredan Barat dengan tujuan meningkatkan pemahaman ibu rumah tangga mengenai pengolahan nira sawit menjadi gula merah yang higienis dan bernilai ekonomi. Metode yang digunakan adalah sosialisasi melalui ceramah dan diskusi yang menekankan tahapan produksi, peluang diversifikasi, serta tantangan dalam usaha. Peserta memperoleh wawasan tentang kandungan gizi dan potensi nira sawit sebagai bahan baku produk olahan, termasuk gula merah, sirup, dan bioetanol. Hasil kegiatan menunjukkan adanya peningkatan pemahaman masyarakat terhadap pentingnya menjaga higienitas proses, inovasi pengemasan, dan strategi pemasaran. Selain itu, diskusi juga menyoroti kendala utama produsen, seperti keterbatasan bahan baku, tingginya biaya, sulitnya memperoleh izin, serta lemahnya strategi distribusi. Meskipun kegiatan ini tidak melibatkan pengukuran kuantitatif, sosialisasi terbukti menjadi langkah awal yang signifikan dalam memperkuat kapasitas masyarakat untuk mengembangkan usaha gula merah nira sawit secara lebih produktif dan berkelanjutan.
