Abstract

High Speed Rail (HSR) is currently regarded as one of the most significant tecnological breakthrought in passenger transportation. Compare to a convensional train, a high speed train will shorten time travel. This study aims to evaluate the viability of high speed rail project based on financial analysis. The parameter used to analyse the financial viability are NPV, BCR, IRR, PP and Break Even Traffic Volume. The analyses also includes sensitivity analysis with a variety of discount rate, annual income and investment cost value. The result of financial viability analysis shows that the project does not meet the financial requirements. It is indicated by negative NPV value, IRR value of 0,27 to 2,28 smaller than the discount rate and PP value much longer than the concession period which are of 50 years. The result of Break Even Traffic Volume shows that the range of total demand number to reach NPV=0 are between 11,27 millions to 11,58 millions. The Number  is very much greater than total passenger number of Argo Parahiyangan train in the year 2018 that is 4,38 millions/ year. Even though based on the financial viability analysis the High speed rail Jakarta-Bandung project is not be feasible. However, based on the economic and social benefits the project is crucial to solve traffic congestion, reduce the pollution rate, and save the time travel.Keywords :High-Speed Train, financial analysis, financial feasibility parameters

Abstract

Pada masa sekarang, apartemen tidak hanya menjadi hunian pribadi tetapi juga sebagai investasi. Karena itu terjadi permintaan apartemen dalam bentuk kondominium hotel. Springhill condotel Lampung adalah condotel pertama yang dibangun di Bandar Lampung. Investasi Springhill Condotel Lampung memerlukan analisis kelayakan memastikan pengembalian investasi. Pada penelitian ini, studi kelayakan hanya dinilai dari aspek finansial dengan menggunakan beberapa parameter penilaian investasi yaitu NPV (Net Present Value), BCR (Benefit Cost Ratio), IRR (Internal Rate of Return), dan PP (Payback Period). Analisis dibuat dalam 9 (sembilan) buah skenario. Skenario ini divariasikan berdasarkan tingkat-tingkat inflasi dan prediksi-prediksi penjualan. Skenario yang paling layak yaitu pada tingkat inflasi 7% dan prediksi penjualan dengan metode trend linier. Seluruh skenario menunjukan bahwa nilai NPV, BCR dan PP layak. Namun seluruh skenario menunjukan bahwa nilai IRR di bawah tingkat bunga.  Kata kunci : Studi kelayakan, Kondotel, Net Present Value (NPV), Benefit Cost Ratio (BCR), Payback Period (PP), Internal Rate of Return (IRR)

Abstract

Limpasan air yang mengalir dari hilir Bendungan Batu Tegi menuju Bendung Argoguruh terbuang percuma ke laut pada saat musim hujan, namun pada saat musim kemarau terjadi kekurangan air. Oleh sebab itu maka diperlukan sebuah regulating dam di antara Bendungan Batu Tegi dan Bendung Argoguruh. Dalam penelitian ini, kelayakan investasi regulating dam hanya ditinjau dari aspek ekonomi Teknik. Parameter yang digunakan untuk meninjau kelayakan investasi yaitu menggunakan metode Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR) dan Payback Period (PP) dengan 6 skenario yang berbeda tingkat inflasi dan discount rate nya. Dari 6 skenario yang dibuat, menunjukan nilai NPV seluruhnya bernilai positif, IRR yang lebih besar dari discount rate nya, BCR yang lebih dari 1, serta PP yang kurang dari umur ekonomis bangunan. Skenario terbaik menunjukan nilai NPV sekitar 52 Trilyun Rupiah. Dalam skenario juga didapatkan BCR paling tinggi sebesar 40.44, serta IRR sebesar 31.79% dan PP pada tahun ke 4. Dengan demikian maka dapat disimpulkan proyek pembangunan Regulating Dam Way Sekampung dinilai layak dari aspek ekonomi.

Abstract

The Library Building is one of the Infrastructure that provides various sources of information to improve the intelligence of human resources in a region. This research focuses on the analysis of statutory regulations and the scope of work, costs, time and quality. The focus of the research is the process of analyzing the justification for changes in the volume of work after the rationalization of the budget is reviewed based on Law No. 2/17 concerning Construction Services and Presidential Regulation of the Republic of Indonesia No. 2/18 concerning Government Procurement of Goods / Services. The result of this analysis is that the Construction Work Contract Article 47 paragraph 1 letter b is the regulation rules of the  UUJK which are used as a reference as budget rationalization and work changes are allowed and regulated in Presidential Regulation article 54. This Contract Change Order has a significant volume increase in structural work, due to The lack of accuracy in calculating the initial planning consultant and there are seven specifications for changes in architecture work items façade. The result of this budget rationalization was also a change in the budget for the construction of the Modern Library of Lampung Province from Rp62,384,405,000.00 to Rp55,746,000,000.00 and there was no additional time for completion of work. This project does not cause a dispute because both parties have agreed to change the volume and work items.

Abstract

The establishment of RS PTN Unila is intended to fulfill social function by provided health services as well as income generating unit. RS PTN Unila is also expected to be a center of collaboration between research and health services. Even though the facility is provided by government of the province of lampung, The study was carried out to examine the viability of the invested. The viability was analyzed through several parameter, named Net Present Value (NPV), Benefit to Cost Ratio (BCR), Internal Rate of Return (IRR), Payback Period (PP).The viability was also analyzed through 9 scenarios. Scenarios were varied base on inflation rate and Bed occupancy rate. The result show that all scenarions was viable. The best scenarions was based on the assumptions of bed occupancy rate 100%, inflation rate of 5 % and discount rate 15% and the source of investment provided by government. Keyword: Feasibility Study , Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), Payback Period (PP)

Abstract

Review design proyek adalah kegiatan merekayasa perencanaan bangunan sehingga didapatkan perbandingan biaya material masing-masing. Tahapan dalam Review Design meliputi tahap pengumpulan data, penentuan metodologi, tahap analisis & pemodelan, desain & rekomendasi. Tujuan dari penelitian ini adalah untuk meninjau biaya bagian struktural dari bangunan rawat jalan seperti yang direncanakan dan membandingkannya dengan pilihan lain dari bahan konstruksi. Dalam studi ini, peninjauan hanya fokus pada pekerjaan struktural karena merupakan biaya terbesar dari keseluruhan biaya proyek. Material rencana untuk gedung adalah beton bertulang. Material alternative yang digunakan adalah baja untuk kolom dan balok serta komposit untuk pelat lantai. Dari penelitian ditemukan bahwa material yang ada yaitu beton bertulang memiliki biaya lebih rendah Rp12.029.919.096,05 dibandingkan bahan baja dan komposit yang menghasilkan biaya Rp20.732.428.550,38.

Abstract

During the execution of construction projects, often there is a mismatch between the planned schedule and realization. It could lead to the overruns of the implementation time and cost. De - lays can be overcomed by acceleration of the implementation in order to achieve the targeted plan. However, in the decision to speed up the implementation of the work, it is necessary to take into account the expected results of financing so that the minimum cost achieve without neglecting the required standards of quality. The alternatives that can be used are the addition of works and the labors themselves. From the analysis results obtained that the acceleration that produces the minimum total cost (not including indirect costs) for the project Lampung Hotel Zodiac is to use more labor, the total cost and the total duration of each to Rp. 29,523,160,619 be 309 days. Acceleration to Hotel Park In By Radisson is to accelerate without penalty using more labor, the total cost and the total duration of each to Rp. 201 974 119 946 and 196 days. While Toko Mitra Hasil Sentosa project is to in - crease working hours, with the total cost and the total duration of each to Rp. 18,348,782,435 and 263 days.

Abstract

Pelaksananan proyek konstruksi gedung Perpustakaan Modern Lampung tidak lepas dari sejumlah risiko, baik risiko eksternal, maupun risiko internal. Tujuan penelitian ini adalah mengidentifikasi risiko biaya dengan memberikan urutan prioritas risiko serta penanganannya.  Peristiwa risiko dapat dikaji dalam bentuk fishbone diagram dan dianalisis menggunakan metode Analytical Hierarchy Process (AHP). Metode AHP akan memberikan urutan prioritas risiko yang signifikan terhadap biaya proyek. Penelitian ini dilakukan berdasarkan kuesioner untuk mengetahui frekuensi risiko dan dampak risiko. Hasil penelitian menunjukkan peringkat risiko yang dominan berdasarkan nilai faktor risiko (FR). Risiko dengan faktor risiko tertinggi yaitu addendum dengan FR = 0,5574 yang dikategorikan risiko level sedang. Sedangkan untuk risiko dengan kategori level sedang lainnya adalah risiko perubahan desain dengan FR = 0,4695, dan. level rendah yaitu, kerusakan fasilitas poyek oleh pihak ketiga dengan Faktor Risiko FR = 0,1459. Adapun penangan risiko addendum dengan mempercepat proses administrasi pengajuan addendum agar tidak terjadi keterlambatan pekerjaan. Sedangkan risiko perubahan desain ditangani dengan melakukan koordinasi ulang antara kontraktor dan konsultan untuk melakukan perubahan desain.

Abstract

The increasing demand for port services at the Panjang port causes high levels of ship queues. The solution to overcome this problem is to build a new port. However, this new port construction project has not yet conducted a feasibility study. The purpose of this study is to assess the feasibility of port development in the Panjang district of Bandar Lampung in terms of investment or financial aspects. The methods are Benefit-Cost Ratio, Net Present Value, Payback Period, and Internal Rate of Return. The results of the feasibility study of the most profitable investment are in the seventh scenario, the Net Present Value (NPV) of Rp. 463,292,122,605.34, the BCR result of 1.2959, the IRR yield of 12.11% and the Payback Period (PP) occur in the year to thirty-seventh with an economic age of 60 years. The conclusion is that the construction of a new port can be a solution to overcome the overload of Panjang port.
